The Dinosaurland RC&D has agreed to be a fiscal sponsor as a non-profit agency to allow us to apply for grants and also to take donations from those who would like to get a tax deduction for helping to move this program forward. The Flaming Gorge Elementary School is recycling aluminum cans. Cans will be accepted at the school starting August 18 th or contact Gayle Wernsing at Recycling aluminum saves 95% of the energy used to make the material from scratch. That means you can make 20 cans out of recycled material with the same amount of energy it takes to make one can out of new material. Energy savings in 1993 alone were enough to light a city the size of Pittsburgh for six years. Other programs are under way to increase the amount of material recycled and reduce the amount of material going into the landfill. 3 Volume 6, Issue 8 Grazing Improvement Program In May 2006, Governor Huntsman signed HB 145, the Rangeland Improvement Act, authorizing the Utah Department of Agriculture and Food (UDAF) to begin its Grazing Improvement Program (GIP). GIP has three primary objectives: 1) improve and maintain Utah s rangeland resource, 2) sustain the profitability of Utah s farms and ranches, and 3) give ranchers a unified voice in grazing land management policy. GIP has the unique opportunity to impact grazing on private, state, and federal lands by funding improvement projects that improve forage, reduce invasive weeds, and increase water supplies. To administer this new program, UDAF has reconditioned the old Taylor Grazing Act district boards, giving them a charge to oversee project implementation in their respective regions. The Northeast Region Grazing Advisory Board serves producers in Daggett, Uintah, and Duchesne counties, and is chaired by Mitch Hacking of Vernal. Jim Brown and William Merkley serve as program coordinators for the Northeast region and are the contract persons for all those interested in applying for project assistance. Examples: elimination of invasive species, reseeding, livestock water development and improvement, fencing, grazing management planning, and any other project that improves watershed and rangeland health/ production while improving the profitability of Utah s livestock producers. 4 DAGGETT COUNTY NEWSLETTER Daggett County would like to welcome the Uintah Basin Association of Government's newest employee, Deb Mortensen. She will be manning the Food Pantry on Tuesdays (9 am to 1 pm and 2 pm to 6pm), Wednesdays (2-6 pm), and Thursdays (9-1 pm). Stop by or call ( ) if you need assistance or would like information on any of the Uintah Basin Association of Government's programs. Mosquito Update The second aerial mosquito spraying is scheduled for the sometime between August 4 th and August 8 th, based on weather and pilot availability. Flights start after 7 pm until dark and at first light until 8 am, based on temperature, wind and possible rain. Fyfanon (Malathion) is the chemical that will be used. If mosquitoes are a problem on your property the district has traps that can be placed on your property to determine the type of mosquitoes and quantity of mosquitoes. We can then provide additional assistance based on those results. Each property owner can help by dumping standing water in buckets barrels or receptacles on a regular basis (It only takes 3-5 days for eggs to hatch and change to flying mosquitoes capable of laying more eggs). Water should be moved a little more frequently if possible and not allowed to pool up at the low end of fields or gardens. If you have ponds or stagnant water that can t be otherwise channeled, please contact the Mosquito Abatement District at (435) ext. 202 or 134 and leave a message if no one is in the office. Page 4

5 Volume 6, Issue 8 Fourth Annual Tower Rock 10K Run Scheduled for August 16th, 2008 Amid the towering cliffs and breathtaking canyons located in the Ashley National Forest, the fourth annual Tower Rock 10K Run and Gold Medal Mile will take place Saturday, August 16, Race start time is 8:00AM. Participants will gather at Manila High School and be shuttled to the canyon beginning at 6:45. With a backdrop of the beautiful Flaming Gorge Reservoir, runners will enjoy a gradual downhill course along the Sheep Creek Geological Loop. Registration before August 4 th is $15 per person. Family rate available. Day-of-race or late registration fee is $25. On-line registration at is available with a $3.00 processing fee. 10K participants will receive an event t-shirt, refreshments, and the opportunity to win cash prizes and eligibility for drawings. The Gold Medal Mile Walk/Fun Run is free to all participants with registration at Manila High School beginning at 6:15AM on race day. Participants will also be shuttled to the race site. Come to Flaming Gorge Country and run one of the most scenic courses in the entire country and make a weekend of it! In addition to river rafting, boating, and fishing, on Friday evening, August 15 th, racers will be able to gear-up for the race with a meal of carbohydrates during an allyou-can-eat Pasta Bash. Dinner will be from 6:00 to 8:30PM at Daggett County Park at 40 North 200 West in Manila. Cost will be $5 per person or $15 per family. Late registration, event packet pick-up, prize drawing, music and tons of pasta will be the agenda of the evening. The Fundraising Committee is deeply moved by the generosity of all who donated their time, money, and a variety of items to be auctioned for the Diane Morton Fundraiser. The fundraiser was a huge success. The Morton Family is very grateful for the outpouring of love and friendship during their time of need and wish everyone to know how much they appreciate everything. 6 DAGGETT COUNTY NEWSLETTER MEMORANDUM To: All persons who own or operate an Off-Highway Vehicle within the boundaries of Daggett County From: Daggett County Sheriff s Office and Daggett County Justice Courts Re: Off-Highway Vehicle use Utah law governs the use and operation of Off-Highway Vehicles through several state statutes as defined UNTIL October 01, 2008; UCA Vehicles operated on posted public land. (1) Currently registered off-highway vehicles may be operated on public land, trails, streets, or highways that are posted by sign or designated by map or description as open to off-highway vehicle use by the controlling federal, state, county, or municipal agency. UCA Operation of vehicles on highways-limits. No person may operate an off-highway vehicle upon any street or highway, not designated as open to offhighway vehicle use, except: (1) When crossing a street or highway and the operator comes to a complete stop before crossing, proceeds only after yielding the right of way to oncoming traffic, and crosses at a right angle; (2) When loading or unloading an off-highway vehicle from a vehicle or trailer, which shall be done with due regard for safety, and at the nearest practical point of operation; or (3) When an emergency exists, during any period of time and at those locations when operation of conventional motor vehicle is impractical or when the operation is directed by a peace officer or other public authority As of October 01, 2008 a new law will be in effect governing Off-Highway Vehicles as passed during the 2008 Utah Legislative General Session. Senate Bill 181 (SB 181) Off-Highway Vehicle use on Public Highways. The purpose of this bill is to significantly increase the roads and highways upon which the use of Street-legal all-terrain vehicles is permitted. Except in counties of the 1 st class, cities in the counties of the 1 st class, cities with a population of 7,500 or more and cities and counties which adopt specific ordinances to the contrary, all-terrain vehicles that meet the requirements set forth in the act may be operated as a street-legal ATV on public streets and highways that have one lane in each direction. A nonresident operator of an off-highway vehicle that is authorized to be operated on the highways of another state has the same rights and privileges as a resident street-legal ATV user. An operator of a street-legal ATV, when operating on a public highway, may not exceed the less of (a) the posted speed limit or (b) 45 miles per hour. The bill defines Street-legal all-terrain vehicle or Street-legal ATV and specifies in detail the lighting, mirrors, instrumentation and other equipment that must be included on an ATV to make it street legal. The bill also specifies the registration, taxation, licensing and other requirements for an ATV to operate as a street-legal all-terrain vehicle. Essentially, except for the maximum 45 mph speed, the driver of a street legal ATV, when operating on a public highway, must comply with the same requirements as are required of the driver of a motorcycle in regard to driver s license, traffic rules, helmet, registration, titling, odometer statement, vehicle identification, license plate, registration fees, etc. The bill exempts insurance policies purchase to satisfy owner s or operator s security requirements for an offhighway vehicle or street-legal all-terrain vehicle from the requirement to include personal injury protection on the policy. 7 Volume 6, Issue 8 Daggett Daze Celebrations! Person of the Year It is almost that time of the year again! The Flaming Gorge Area Chamber needs some volunteers. The activities in Manila require some help from the community and we especially need assistance if we want to have activities at the County Park. If you or someone you know can help with the park activities or the parade, please let Brian Raymond ( ext. 134) or me ( ) know. The Daggett Daze Parade will be Saturday morning, August 30 th, at 10:00 AM. Lineup for the parade will be at 9:00 AM at the Rodeo Grounds. Please call the KOA ( ) to register your entries. There is no particular theme this year, so go for it! Sara Lamb and Ginny Peterson will answer any questions you may have. Political entries are always welcome. Every year we recognize people in the community that are special. This Labor Day we are looking for the Person of the Year, or People of the Year. We want to recognize people who have contributed to the area and have made it a better place for all of us to live. You may call us with your ideas or us the information (fgkoa@aol.com). Just give us the name of the person or persons and why you want them acknowledged. That is all it takes. For a complete list of Daggett Daze events, times and locations, please visit the County website at Tina Bennington, President, Flaming Gorge Area Chamber Brian Raymond, Vice President Affordable Housing Daggett County is continuing to accept applications for its affordable Housing program. We have one house almost completed and there are two additional lots available for possible future construction. The program is open to anyone who will be a permanent resident of the county and meets the federal HUD (Housing and Urban Development) low to moderate income guidelines. These income guidelines are based on the median income for our area and the number of persons in the household. Applications are evaluated by the Uintah Basin Association of Governments. Contact Brian at ext. 134 for more information or to get an application. Volunteers Needed Daggett County has openings for several boards and committees. (See page 10). These positions vary in time commitment, but the more time board members are willing to commit, the greater the benefit to the issues addressed by the committee. The general public is invited to participate and attend committee meetings, dates and agendas are posted on the county s website at: Volunteer applications are also available on the website or at the Courthouse. The largest need for volunteers involves the sorting and storing or shelving of the County s Library books. This will be a need throughout the remainder of the summer and into the fall months. Hopefully when completed this will lead to a need for volunteers to staff the library for a couple of hours several times a month. The next big need involves our Economic Development Board s activities planned throughout August and September. Volunteers are needed for the Tower Rock Run, Daggett Daze, the Thunder on the Gorge motorcycle event and the Fall Festival. We are also looking at a business conference for October. The Economic Development Office can also use one or two Volunteers willing to help update the County website for 2-3 hours per week. 8 DAGGETT COUNTY NEWSLETTER Thunder on the Gorge The Economic Development Board and others are working to bring a group of motorcyclists to the area the weekend of September 5 th 7 th. Meals and entertainment are being planned. Information will be added to the event website at: thunderatthegorge. Changes will be added throughout the week until everything is finalized. Flaming Gorge Freedom Festival The 2008 Freedom Festival was a big success! Thanks go out to the Flaming Gorge Recreation Service and the Flaming Gorge Resort for their efforts to make it a fun weekend. The fireworks, concert and other activities were great! Thanks to all of those who donated or helped in any way to make this event such a success! 9 Volume 6, Issue 8 Daggett County General Plan The 1st version of the General Plan has been reviewed by the Planning and Zoning Commission, the Economic Development Board, the Dutch John Advisory Committee and the Public Lands Advisory Committee and the County Commissioners. The product of their reviews and the last year and a half of work will be posted to the Daggett County website by the end of the week ( Public comments concerning the plan will be welcome in writing to Daggett County Planning & Zoning or the County Commissioners at PO Box 219; Manila, UT Public Comments will be taken at Public hearings on August 27th and September 19th, Times and specifics will be posted shortly on the Daggett County website. Page 9 Digital TV Information On February 17, 2009 fullpower TV stations will cease broadcasting on their current analog channels. If you are in the market for a new TV verify that it is capable of receiving a digital signal. Daggett County along with the rest of Eastern Utah has already converted to Digital signal. If you wish to receive Digital signal on an Analog TV without the assistance of a Satellite company you will need a converter box. Information about transitioning, coupons and a list of vendors can be found online at: AboutProgram.aspx. Each household is eligible to request up to two coupons worth $40 each to be used toward the purchase of up to two, digital-toanalog converter boxes. If you have an analog TV and Satellite service you will be fine. You do not need to do anything else. If you want to pick up over-the air-television, without purchasing Satellite service you will need a converter or digital TV (SDTV, EDTV or HDTV) and a digital antenna. Many people in our area are currently taking advantage of over-the-air-television. Channels include 2, 4, 5, 7, 9, 11, and 14. Several of these channels have multiple channels with different programming. Antennas in most of the County should be pointed towards the east as our County s signal comes in just north of Dutch John. If you are south, east or in Dutch John adjust according to your location. This will allow a water source anywhere there is a pond, ditch, or creek. Fire suppression potential will be enhanced in the county area of responsibility currently without hydrants. Sweetwater Fire Warden also donated another floating pump and gear.
