Please stand, state your name and address for the records. CONSENT CALENDAR: The Council was presented with the following consent agenda: 1. Minutes of December 22, 2014 Regular Meeting 2. EFT $4, $1, Voids - None Councilmember Appleton made a motion to approve the consent calendar. Seconded by Councilmember Tucker. There was no discussion. All Aye. Motion carried. Excused Councilmember s None Unexcused Councilmember s None OLD BUSINESS: 1. 5 th Street Earl Addition Water Line Mayor Bonfield asked City Attorney, Jane Richards to please set up a meeting as soon as possible. 2. Civil Service Commission members still needed Mayor Bonfield would like to place this topic on hold. 3. Anticipating 2015 Asotin County Inmate Fee Contract Still have not received a contract from Asotin County. Page 1 of 10

2 Page 2 of Discussion on 2015 Asotin County District Court Ticket Fees ($99.26) Mayor Bonfield explained that City Attorney, Jane Richards is still working on the Municipal Court numbers. Councilmember Bly stated the more she thinks about it she thinks it might not be a good deal. City Attorney, Jane Richards has more information and the numbers still have to be re-worked. City Attorney, Jane Richards stated there have been some recent developments with Asotin County District Court fees. District Court has started to impose extra fees and costs which those monies will remain at the county level. If the City of Clarkston and the City of Asotin stay with Asotin County District Court, there will be imposed fees and those costs are increasing. The City of Asotin will have to pay $27, and City of Clarkston will have to pay $100, to use the District Court. City Attorney, Jane Richards stated Asotin County now understands they do have to take our tickets and the city has a year to decide the outcome for Municipal Court. 5. Update on City of Asotin Owned Property Parcel Part of Filmore Street Extended Lot 7 Resident, Rod Hostetler stated he owns the adjoining property East and South to the parcel # His future plan is to build a home on his property. Rod Hostetler expressed his interest in having half the right of way for his property and making sure the other half goes to the other neighbor for right of way purposes. Rod Hostetler is concerned about having access to his property. Rod Hostetler also asked if the City was going to vacate Filmore Street. Rod Hostetler stated he is also concerned that the EKO blocks that are in place could be blocking his access to his property. Mayor Bonfield stated the city will keep him informed. 6. Discussion of selling City of Asotin owned property (Cleveland and Meador) Update 68 x set back Stillman Norton, of Keller Associates created a diagram showing the information that was given by the Department of Ecology and the Department of Health for setbacks that are required for a public well. The setback is 100 feet from the well head to any buildings. This setback does not include property lines and minor structures (i.e. fences, portable sheds, etc.). The property owner could have about 68 feet of property along Cleveland Street to build a home within. The approximate depth of the property from Cleveland Street to the west is about 119 feet. This property will have to be sold with stipulations. 7. Discussion regarding establishment of a Municipal Court Discussion took place on #4 above. NEW BUSINESS: 1. Introduction of the 2015 Asotin County Fair Royalty. Asotin County Fair to ask permission to use Second Street for the Parade and City grounds for the Carnival. Update on the dates of the Fair, Rodeo and Carnival for This year s theme is Barnyard Jamboree, Rainbow Colors, and any color of sunflower. Asotin County Fair & Rodeo President, Peggy Hansford introduced the 2015 Asotin County Fair & Rodeo Royalty. Princess Kacie Harrington, Princess Tess Bowers and Queen Casey Jacobson introduced themselves as the 2015 Asotin County Fair & Rodeo Royalty. They also invited the council to their 2015 Asotin County Fair and Hells Canyon Rodeo Royalty Coronation Saturday, January 31 st at 6:00pm at the Bennett Building. Asotin County Fair & Rodeo President, Peggy Hansford asked for permission to hold the parade on 2 nd Street Saturday, April 18 th at 1:00pm. Asotin County Fair & Rodeo President, Peggy Hansford asked for permission for the carnival to set up both weekends which include Friday, April 17 th Sunday, April 19 th. The carnival will close for maintenance April 20 th 22 nd and re-open Thursday, April 23 rd Sunday, April 26 th. Asotin County

3 Page 3 of 10 Fair & Rodeo President, Peggy Hansford asked permission to paint bull s heads on the city streets. Permission was given from the Mayor and the Council for the above mentioned requests. Asotin County Fair & Rodeo President, Peggy Hansford stated the BBQ is moving from Friday, April 24 th to Saturday, April 25 th from 11:30am 3:00pm of fair weekend. Asotin County Fair 4-H Horse Show Saturday, April 11 th Sunday, April 12 th 8:00am Asotin County Local Rodeo Friday, April 17 th Asotin County Hells Canyon Pro West Rodeo Saturday, April 18 th and Sunday April 19 th Asotin County Fair Parade Saturday, April 18 th 1:00pm Asotin County Fair 4-H Exhibits/Carnival Thursday Sunday April 23 rd April 26 th Asotin County Fair & Rodeo President, Peggy Hansford stated in the future she would like to have the carnival rides place on the Asotin County Annex location and have the carnival place their vehicles at the Marina location. This would allow for more rides to be placed on the property since the carnival cannot place rides, games or concessions on the city tennis and basketball courts. Asotin County Fair & Rodeo President, Peggy Hansford stated that Maurice Haworth would like to make sure it is still ok to place the Slide and Monkey Maze on the grass. The Mayor and Council agreed it is ok to place the Slide and the Monkey Maze on the grass. 2. Asotin Police Department Completion of the 11 th ACCESS WACIC/NCIC Technical Security Audit Cycle Clerk/Treasurer, Tiffany Rogers stated the City of Asotin Police Department passed the Access WACIC/NCIC Technical Security Audit. 3. Councilmember s to Assign Council Committees Mayor Bonfield asked the council to consider choosing a committee by the next meeting. Discussion of Asotin County Resolution #14-57 Entering into Interlocal Agreement for maintaining highest performance of joint dispatch needs for Asotin County, Asotin Fire District #1, City of Asotin & City of Clarkston. City Attorney, Jane Richards talked with Fire Chief, Noel Hardin at 5:00pm today. They both agree it is a great start to at least accept the Advisory Committee. Fire Chief, Noel Hardin recommended the city signs the Interlocal Agreement. Councilmember Appleton made a motion to approve Resolution #14-57 Entering into Interlocal Agreement for maintaining highest performance of joint dispatch needs for Asotin County, Asotin Fire District #1, City of Asotin & City of Clarkston. Seconded by Councilmember Tucker. There was no discussion. All Aye. Motion carried. 5. Approval for Mayor Bonfield to sign Interlocal Agreement with RTPO Councilmember Bly made a motion to have Mayor Bonfield sign the Interlocal Agreement with Palouse Regional Transportation Planning Organization. Seconded by Councilmember Tucker. There was no discussion. All Aye. Motion carried. KELTIC ENGINEERING, INC.: 1. Second Street Department Of Ecology Storm water Drainage Project G# The project is complete and the final paperwork packet for the grant will be sent to Department of Ecology by January 15, The final walk-thru with the contractor is scheduled for this week. This will be to determine if the punch list items have been completed, the training schedule for maintenance, etc. Eric Hasenoehrl, Keltic Engineering, Inc. will provide a status update on the final cost the city contributed, which was 25% of the total project. Department of Ecology is very pleased with the project outcomes to improve Stormwater. The project was under budget, so there are some funds that were not used and will be returned to Department of Ecology. Keltic Engineering, Inc. will receive a final confirmation from Department of Ecology once the grant is closed out. 2. Shoreline Master Program Update Project #G Eric Hasenoehrl, Keltic Engineering, Inc. met with the Planning Commission on January 8 th to provide an update on the project and discuss the environmental designation areas and setbacks on the property. Eric Hasenoehrl, Keltic Engineering, Inc. will meet again with the Planning Commission on January 21 st to discuss the environmental designations for the shoreline plan. The Planning Commission is providing input on what type of uses and development can take place on the shoreline and the setbacks that will be allowed in each zone or designation. The first draft of the overall Shoreline Master Plan is near completion and ready for the first round of review at Page 4 of 10

5 Department of Ecology. Eric Hasenoehrl, Keltic Engineering, Inc. will provide a map of the proposed designations. PUBLIC HEARING: None CLERK S REPORT: Past Due Utility Accounts for December Clerk/Treasurer, Tiffany Rogers reported that the City has 62 Past Due Utility Notices for December. 2. December 2014 District Court December 2014 District Court collected $831.00, of that the City sent $ to Washington State Department of Treasurer, Crime Victims fund $7.41, District Court 4 tickets for $80.00 and the City of Asotin deposited $ a 41.48% rate of income from District Court. 3. WWTP Sludge Haul Price Comparison with new trailer vs Previous haul costs Clerk/Treasurer, Tiffany Rogers reported on the comparison in sludge hauling prices with the new WWTP Trailer verses hiring the removal of sludge in the past tons of sludge that had been there since April was removed from the WWTP with the new trailer. The breakdown of the fuel cost was determined by averaging how many gallons it took to haul to and from Latah Sanitation Recycling which calculated a cost of $9.75 per haul. Total wage cost per haul was $21.00 based on one hour of haul time. One hour of haul time included time to load, dump and return to treatment plant. The sludge dump fee to Latah Sanitation Recycling was $48.50 per ton which was a cost of $2, for the tons. Prior to the new WWTP trailer, the haul cost was $ per haul on the rented truck. At $ per nine loads that would have cost the city $1, just in haul costs. The new trailer which includes fuel cost and wage cost the city was able to haul the ton at nine loads for $ for haul costs. Now that the sludge has been removed, the trailer is able to back up directly underneath the sludge conveyer, which loads directly in to the trailer and no more waste on the ground. This will run a cleaner operation and will cut down on the smell of the sludge. This also allows the city to haul the load the next day. 4. Thank you to the City of Asotin Police Department for the Northwest Children s Home, Inc. Donations. Clerk/Treasurer, Tiffany Rogers stated the City of Asotin Police Department received a Thank you from the Northwest Children s Home, Inc. for the collection of the donated items. A big Thank you to Mr. and Mrs. Frank Snyder for the donations of stuffed animals and the Huge Stuffed bear. 5. Sponsorship, Donation and Thank You Letters for the Marina Clerk/Treasurer, Tiffany Rogers reported 93 letters have been sent so far to local area businesses asking for a sponsorship or food donation for the Marina fund raiser that is scheduled Thursday, April 23 rd Sunday April 26 th during the time frame of the Asotin County Fair and Carnival. The city will be selling Loaded Baked Potatoes, Hot Dogs, Chili Dogs, Chili, Walking Tacos, Chips, Soda, Water, Asotin Pins, and Asotin Rocks T-Shirts. Zip Trip-Cenex of Asotin has donated food and items to this fundraiser. Bob Jackson Body Repair, Potlatch #1 Federal Credit Union and Twin River Physical Therapy are Major Sponsors of this event. Since the first fundraiser started last year, the Marina Fund has a balance of $1, The City would like to thank everybody for they continued support. Page 5 of 10

6 Budget Book Clerk/Treasurer, Tiffany Rogers stated there is a finalized copy of the 2015 Budget Book and is available at City Hall. It is also on the cities webpage. asotin.org 7. Excuse $ of late fees on utility payment 1211 Curry due to Hardship from unforeseen circumstances Clerk/Treasurer, Tiffany Rogers stated she would like to ask the council to excuse $ of late fees on utility payment 1211 Curry, due to a hardship from unforeseen medical circumstances. The utility user came in weekly to give an update on the status of when the city would receive payment. The utility user has been waiting for two years to receive his funding. He paid the bill in full on 1/6/15 and he asked if any of the late fee charges could be waived. Councilmember Bly made a motion to excuse the $ of late fees on utility payment 1211 Curry due to an unforeseen hardship. Seconded by Councilmember Schneider. Councilmember Bly stated hardships should be brought to the council and will be considered upon a case by case basis. Elaine Greene stated elections were held and the new officers are: Chair, Ron Lamb, Vice-Chair Ron Crossin and Secretary is Jason Schlee. Department of Ecology Biennial Municipal Stormwater Capacity Grant #G A final presentation on the Stormwater Project will be scheduled for the February 23 rd council meeting. The plans will be 100% final by the end of January and ready for bid just as soon as funding is awarded and authorized by Department of Ecology. 2. USDA (Rural Development) Waste Water Treatment Plant Upgrade Everything is on schedule with the WWTP project. Plans are progressing forward and will be ready for submittal to Department of Ecology and the USDA in February. COUNCIL COMMUNICATIONS: Mervin Schneider- None Joe Appleton None Jennifer Bly Councilmember Bly stated she appreciated the professional help from Public Works Superintendent, Bob Portlock and WWTP/Public Works Maintenance Technician, Kirk Frye. Councilmember Bly explained she had a water leak from her sprinkler system where the controller had cracked during the very cold period we had. Public Works Superintendent, Bob Portlock and WWTP/Public Works Maintenance Technician, Kirk Frye were able to locate the leak, turn the water off, and came back after repairs to turn the water back on and made sure nothing was leaking before they left. 9 MAYOR S REPORT: 1. Mayor Bonfield stated she received an from the Asotin-Anatone School District regarding School Resource Officer, Monte Renzelman. 2. Mayor Bonfield stated Public Works Superintendent, Bob Portlock and WWTP/Public Works Maintenance Technician, Kirk Frye have spent the last six days painting the Asotin Community Center. To date they have used 26 gallons of paint. It is beautiful and the color is a cream color that makes the original wood look gorgeous. Mayor Bonfield stated she is really impressed with the professional painting job. The next steps will be to put new cupboards and counter tops in the basement. Also restoration of the basement walls. 3. Mayor Bonfield would like to remind the council about the issue of adjusting the excess water usage rate for the school football, softball and baseball fields to the.49 per 100 cubic feet. The school will have to raise taxes to pay for the increased water rates, which then in return passed the cost on to the taxpayers. Mayor Bonfield will send a copy to the council to see what it will change the school amounts too. Asotin-Anatone School District is the largest user of water. 4. Mayor Bonfield explained the PTBA has installed a concrete pad on First and Cleveland Street for the PTBA covered bench. RESOLUTIONS & ORDINANCES: 1. Resolution # A Resolution of the Council of the City of Asotin Accepting the Loan Trail 83 x16 Gooseneck Dump Trailer with 36 sides VIN#4ZEGD1626F for the Waste Water Treatment Plant Sludge Hauling and Removal and the trailer has been sealed and the Council approves that the trailer is complete and satisfactory for use. Councilmember Schneider made a motion to approve the first reading of Ordinance # Being and Ordinance Amending Asotin Municipal Code Chapter C1 Low-Intensity Commercial Zone and Amending Asotin Municipal Code Chapter C2 High- Page 9 of 10
