2 Page 2 Travis Says, SURFSIDE DEPUTY REPORT DEPUTY T. OSTGAARD FEBRUARY 22 nd 28 th, 2018 On 02/22 I was dispatched to the block of G St. for a welfare check. I contacted the homeowner and he was fine. On 02/24 I was dispatched to the block of N St. for an alarm call. I responded and contacted the homeowner, and everything was fine. The homeowner stated that she had set off her alarm by accident. On 02/25 I was dispatched to the block of W Pl. for a disorderly female and male. When I arrived, I spoke with 4 people on scene and they stated that a female had asked for a cigarette, and when they told her no, she began screaming and yelling. A male on scene stated he yelled at her to go away, and she did. I attempted to locate the female, but I was unable to. On 02/25 I was dispatched to the Surfside Golf Course for a theft complaint. The victim stated that male subject had taken golf balls, telling a worker that he had credit on the books, and he has done the same thing in the past. The victim stated he is owed $171 by the suspect and he had tried to contact the suspect, but he got no response. The victim stated that if the suspect agreed to pay what he owed, he would not want the suspect charged for theft. I went to the suspect s residence and he stated he believed he had credit on the books. The suspect stated he would contact the victim and work it out civilly. On 02/26 I was dispatched to the block of G St. for a civil issue. The reporting party stated that he was staying at a residence and the homeowner wanted him out, but the homeowner would not let him get his belongings. I advised the reporting party that he has been living there long enough to be considered a resident and that the homeowner could not keep him from getting his belongings or staying in the residence. About 30 minutes later I received a call from the homeowner and her other roommate. The roommate wanted to report her car stolen and stated that the male who wanted his belongings from the house had stolen the car. I advised the roommate that I already knew she gave him permission to drive the car and I had seen a signed document stating that he could use the car until she repaid him $1,000. The roommate stated she had signed the document, but she still wanted to report her car stolen. I advised her it was a civil issue because of the signed document. Traffic warnings: 5-Citation: -Civil issue: 2-Welfare check: 1-Alarm: 1-Disorderly conduct: 1-Theft: 1 SLOW DOWN!! 25 mph in all Surfside areas other than I Street North of the mini-mall! Emergency? 4 Page 4 A message from the Surfside Water Department TASTE AND ODORS IN DRINKING WATER, CHLORINE AND SULFUR CHLORINE With the addition of carbon filtration, Surfside s water quality recently improved. The improved water quality has resulted in a significantly lower chlorine demand in the distribution system. The lower demand in the distribution system results in higher chlorine residual or more chlorine taste and odor. The Washington State Department of Health (DOH) requires public water system maintain a chlorine residual throughout the distribution system. Maintaining a chlorine residual so that the water is safe is the water department s highest priority, therefore, we have carefully and gradually adjusted the chlorine dose to maintain an effective chlorine residual and reduce chlorine taste and odor complaints. Most of the distribution system has returned to effective chlorine levels seen prior to carbon filtration. There are a few sections of the distribution system that are experiencing objectionable chlorine taste and odor conditions: Prior to carbon treatment, members who live on J Place nearby the plant would have the highest chlorine residuals. These members have become accustom to some taste and odor of chlorine in their water. Post carbon treatment has resulted in higher chlorine residuals throughout the distribution system. The result is many more members are noticing a chlorine taste and odor where they did not in the past. Although the chlorine residuals are higher than Surfside is used to, they are not considered high levels of chlorine. The maximum level of chlorine in drinking water is 4.0 mg/l. Municipalities often chlorinate well above the levels at Surfside. Surfside Water Department is currently working with the state to review a couple options which may keep chlorine levels up at a safe level while also reducing the taste and smell of chlorine. SULFUR Sulfur taste and smell in drinking water is almost always caused by water heaters. Water heaters have sacrificial anodes designed to keep the tank from corroding. The corrosion of the anodes can create a nasty sulfur smell. You can easily diagnose sulfur smells from a water heater: 1) Outside cold water taps will never smell of sulfur if the smell is caused by the water heater. 2) Interior hot water taps will almost always smell the strongest of sulfur if the water heater is the culprit.

7 Page 7 Firewise Its almost that time of year for the Firewise program to begin. We are looking for volunteers for the chipping site. These are 2 hours shifts on Saturdays and Wednesdays. Typically the shifts are 10am-12pm or 12pm-2pm. If you are interested in volunteering just call the office Fewer volunteers means less time the chipping site will be available to members.

12 Page 12 WDFW tentatively plans 8 days of razor clam digging in March, April OLYMPIA State shellfish managers have tentatively scheduled razor clam digs through April on four ocean beaches. Final approval of all scheduled openings at Copalis, Mocrocks, Long Beach and Twin Harbors beaches will depend on whether results of marine toxin tests show the clams are safe to eat. The Washington Department of Fish and Wildlife (WDFW) typically announces whether a dig will go forward about a week before the opening, said Dan Ayres, coastal shellfish manager for the department. Ayres noted the digs in March are on evening low tides while those in April are on morning low tides. No digging is allowed before noon during evening digs and digging must be completed by noon during morning digs. However, WDFW is making exceptions to that rule on two dates in April, since low tides occur close to noon those days, Ayres said. WDFW will consider additional dates later this spring if sufficient clams remain available to harvest, Ayres said. The proposed razor clam digs, along with low tides and beaches, are listed below: March 2, Friday, 6:54 p.m.; -0.8 feet; Mocrocks March 3, Saturday, 7:34 p.m.; -0.3 feet; Mocrocks March 16, Friday, 7:03 p.m.; +0.2 feet; Copalis, Mocrocks March 17, Saturday, 7:36 p.m.; +0.2 feet; Long Beach, Twin Harbors, Copalis, Mocrocks April 19, Thursday, 9:46 a.m.; -0.9 feet; Mocrocks April 20, Friday, 10:37 a.m.; -0.7 feet; Mocrocks April 21, Saturday, 11:34 a.m.; -0.4 feet; Long Beach, Twin Harbors, Mocrocks (digging hours will be extended to 1 p.m.) April 22, Sunday, 12:38 p.m.; -0.1 feet; Long Beach, Twin Harbors, Mocrocks (digging hours will be extended to 2 p.m.) Under state law, diggers can take 15 razor clams per day and are required to keep the first 15 they dig. Each digger's clams must be kept in a separate container. All diggers age 15 or older must have an applicable fishing license to harvest razor clams on any beach. Licenses, ranging from a three-day razor clam license to an annual combination fishing license, are available on WDFW's website at and from license vendors around the state. 13 Page 13 Architectural Committee Just a reminder if you are planning on installing a fence or a shed, a garage or a house or even doing a little remodeling ALL building plans must be submitted to the Architectural Committee prior to any construction. The committee usually meets weekly on Tuesdays at 9 a.m., dependent upon if there s anything on the agenda. All applicants are encouraged to attend the meeting (if possible) to answer any questions that may arise. The building packets are available on our website at or you can pick one up from the business office. Two (2) sets of plans must be submitted to the committee. Once approved, you will get a copy of the plans that have been stamped so you can take them to the county for their approval.
