6 Horse Stalling at State 4-H Horse Show Stalls are available for purchase at Gate 4 upon entry into the fairgrounds. Each exhibitor is allowed to purchase and use no more than four (4) stalls. Stalls may be used to house a horse or tack. No more than one (1) horse per stall. EXCEPTION: Miniature horses may be housed two (2) horses per stall. Stalling fees are $15 per stall for one day or $30 per stall for the entire show. Stalling fees are NON-REFUNDABLE. Stall space is on a first-come, first-served basis. All horses should be stalled; however, it is not required. Horses tied to trailers must be supervised at all times, and no horse may be tied to a trailer between 10pm and 6am. Tack stalls may be locked. Stalls with horses in them cannot be locked. Stall cards will be provided and must be filled out with exhibitor s contact information in case of emergency. The cards must be affixed to each stall and remain outside the stall while it is occupied. Replacement cards are available in case of damage. Wood chips are the only acceptable bedding. Bags of wood chips are available for purchase in the Open Class Feed and Forage Building. Stalls do not have to be cleaned prior to leaving the grounds. Deposit any stall or trailer cleaning waste in designated area. Camping A camping sticker/packet can be picked up at the South Dakota State Fair Office. Camping fees are at the discretion of the South Dakota State Fair and apply to anything used for lodging (campers, horse trailers, tents, etc.). Anyone refusing to pay the camping fee will be asked by the authorities to leave the Fairgrounds. Curfew Curfew for South Dakota State 4-H Horse Show participants is 12:00 a.m. (midnight). Persons violating curfew may be dismissed from the show. Check the schedule for indoor and outdoor riding arena curfews. Overall Safety No bicycles, scooters, or loose dogs are allowed in the show arena areas during the South Dakota State 4-H Horse Show. Dogs are not allowed in the Open Class Beef Complex or Hippodrome at any time. No smoking in the buildings. Riding Safety Due to the risk of accidents, the South Dakota State 4-H Horse Show Management and the State Fair Commission have designated outdoor and indoor riding areas for 4-H. All horses must stay within these boundaries. Outdoor Riding Area: Recreation Avenue to the east side of the Fairgrounds. No horses are to be ridden on the lawn of the South Dakota State Fair Administrative Office or in the 4-H Livestock Complex. Indoor Riding Arenas: North and South Arenas in the Open Class Beef Complex, and the Hippodrome. Riding safety rules will be STRICTLY ENFORCED. 4-H members who violate these rules may be disqualified. It is the exhibitor s responsibility to know what the rules are and they are encouraged to use sound judgment and common sense when exercising horses while on the Fairgrounds. 1. Proper tack must be used for riding on the Fairgrounds, whether in the arena or not. 2. Horseplay, reckless riding, racing, or other unsafe activities will not be allowed. 3. No riding double anywhere at any time on the Fairgrounds. 4. No riding bareback at any time on the Fairgrounds. 5. No roping other individuals. 6. Only those involved in barrel racing, pole bending, or flag racing should use those particular warm-up patterns. 7. A practice jump will be set-up for only those participants registered in Hunter Equitation over Fences. HELMET MUST BE WORN DURING PRACTICE. 8. No lunging in riding areas and no riding in lunging areas. 9. If contestants return on their horse to receive an award, the horse and rider must be adorned in proper tack and apparel. Exhibitor Conduct Exhibitors are expected to follow the 4-H Code of Conduct. Inappropriate or abusive conduct or other rule violations will be dealt with by 4-H Administration and may result in disqualification. South Dakota State 4-H Horse Show curfew and conduct have been established to ensure the safety and well-being of all exhibitors and spectators. The use and/or possession of alcoholic beverages or controlled substances at any South Dakota 4-H event will result in automatic expulsion from the event at the member s expense. NO ALCOHOL IS ALLOWED! 4-H Officials will hand any other instances of inappropriate behavior over to proper authorities. Page 6

7 Horse Health Information In the event veterinarian attention is needed, contact the Huron Veterinary Hospital at or the James Valley Veterinary Clinic at Exhibitor Health Information Insurance is not available at the entry desk for the South Dakota State 4-H Horse Show. Take the first left onto 4th Street SE (destination will be on the right). Under South Dakota Law, an equine professional is not liable for an injury or death of a participant in equine activities resulting from the inherent risk of equine activities pursuant to South Dakota Law. ( ) Severe Weather Protocol All persons are responsible for their own safety! SEVERE WEATHER/TORNADO/STORM/LIGHTENING Stay tuned to your communications device for the progress of any potentially damaging weather conditions. In the event threatening weather is evident or a watch has been issued, check your immediate area to ensure that doors, windows and objects that may become airborne by high winds are secure. If a storm/tornado warning is issued, seek shelter in a brick structure. Direct all persons inside brick buildings. Remain in the Shelter area until an all clear signal is given or you are given other specific directions. On-grounds Shelters In the event of severe weather, all people are encouraged to seek shelter and go to the NEAREST BRICK STRUCTURE or other appropriate building on grounds. STAY AWAY FROM TIN WALLED RESTROOMS, OPEN SPAN BUILDINGS AND WOOD BUILDINGS. Horse Show Class Line-Up Procedure For the show schedule to proceed as planned, exhibitors must be on time for classes. Each show arena has a make-up area outside the arena entry gate. Exhibitors need to report to this area when their classes are called. For all individual go classes, there will be an on-deck cone prior to the entry gate of the arena. It is the responsibility of each exhibitor to be at the on-deck cone at the required time to be checked in prior to entering the ring. In all other classes, the gate will be closed when the last visible horse in make-up area for that class enters the ring. No additional entries will be accepted to that class. Exhibitors will be called a minimum of three (3) times before being scratched from the class. Horse Show Class Change Request Procedure Three rings will be used concurrently during the State 4-H Horse Show. Efforts have been made to eliminate or minimize class conflicts between the rings. In cases of conflicts, however, the show management will cooperate wherever possible to allow youths to participate in conflicting schedules if notified at the time the conflict occurs. Show management may authorize an exhibitor to move to the next class in the order-of-go. An exhibitor or parent/guardian should report to the arena announcing stand one class prior to the conflicting class or while the class is in progress to request the class change. No changes to order can be made once the class is complete. Please note: Entry fees will not be refunded to entrants who miss a class due to scheduling conflicts. There are no class holds for tack changes. Page 8
