2 4-H SECTION FAIR OBJECTIVES 1. To provide recognition for achievements. 2. To provide new experiences for youth, leaders and staff who participate. 3. To provide leadership opportunities for 4-H youth and adults. 4. To provide learning awareness opportunities for 4-H youth and adults. 5. To provide learning awareness opportunities for the public who visit the 4-H exhibits. 6. To add to the public understanding about the scope of 4-H. 7. To inspire the adoption of approved practices and new ideas. 8. To help build a better County Fair. 4-H RULES AND REGULATIONS These are the official rules and regulations for the 4-H section of the Boyd County Fair and the Holt County Fair. Be sure to review State Fair rules and regulations if you are attending state activities/events as sometimes they are different than the county rules and regulations. If any exhibitor is planning to go to another livestock show or to the State Fair Livestock Show, it is the exhibitor s responsibility to see that they meet all of that shows requirements. Please check with the Extension Office for additional information on the various shows. 1

3 4-H MEMBER ELIGIBILITY Only 4-H members are eligible to exhibit in the 4-H section. A member must exhibit in the project area he or she is carrying in the county in which they are enrolled in. Exhibits must represent the exhibitors OWN WORK accomplished SINCE THE LAST COUNTY FAIR (unless otherwise noted) and specifically done as a 4-H project. A 4-H OR FFA member who exhibits at other county fairs cannot exhibit the same article or animal at both county fairs. 4-H Age: The age of the youth before January 1 of the current year. If your birthday is on January 1, your 4-H age is the age you were on December 31st. o If you turn eight (8) on January 1, your 4-H age is seven (7). o If you turn nine (9) on January 1, your 4-H age is eight (8). 4-H eligibility is determined based on the 4-H age. (The age of the member on December 31st of the previous year) o The first year of eligibility for participation in the 4-H Clover Kids program is the 4-H age of five (5). o The last year of eligibility for participation in the 4-H Clover Kids program is the 4-H age of seven (7). o The first year of eligibility for the regular 4-H program is the 4-H age of eight (8). o The last year of eligibility is 4-H age of eighteen (18). There will be no discrimination on the basis of sex, age, handicap, race, color, religion, marital status, veteran's status, national or ethnic origin or sexual orientation. Clover Kid members can only show under Clover Kid exhibits (not under 4-H exhibits) and 4-H members can only show under 4-H exhibits (not under Clover Kid exhibits). However both Clover Kid and 4-H members can show under the Open Class Division. See the Open Class Division Regulations for information on their rules, regulations and classes. 2

4 ENROLLMENT DATES 4-H - An exhibitor must be a 4-H member enrolled in the project they are exhibiting in the county which he/she represents. Enrollment Deadline March 1 - Holt County Membership and Project Enrollment due date April 1 - Boyd County Membership and Project Enrollment due date June 15 - Final Project Lists are due in the Extension Office Nebraska State Fair 4-H Exhibitors - An exhibitor must be a 4-H member enrolled in the project they are exhibiting in the county which he/she represents and must be enrolled in 4-H by June 15 of the current year to be eligible to show at the State Fair. In classes where presence of the 4-H'er is required for judging purposes, such as animal exhibits, judging contests, presentations, and fashion show, a 4-H member must be 10 by January 1, of the current year, or become 11 years of age during the current year. The last year of eligibility is 4-H age of 18. For classes where presence of the 4-H'er is not required, the exhibitor must become 9 years of age during the current year. Therefore, they must be 8 prior to January 1. 3

5 COUNTY DRESS CODES Holt County Dress Code - 4-H ers will wear blue jeans, white shirt, or blouse that is long enough to be tucked in with a 4-H emblem. A 4-H t-shirt with sleeves, a 4-H emblem on the pocket or blouse front or a 4-H arm band will be acceptable. Hard soled shoes or boots must be worn for all the 4-H livestock shows. No hats or other headgear except for western hats during the horse show. This attire will be the policy for interview judging, livestock shows, livestock bonus auction, and fair award ceremony. Shooting Sports will wear their attire for their events and awards. The following competitions do not require Dress Code: Modeling, Clothing Interview Judging, Fashion Show, Presentations, FCS Judging, Horticulture Judging, Table Setting, and Talent Contest. Failure to comply with this policy will result in loss of premium money and awards. Superintendents and fair board members will enforce this policy. Boyd County Dress Code - An official 4-H Chevron or Armband is required at all activities while you are participating in the 4-H activity whether you are being judged or are judging (except modeling). For the Talent Contest only, participants will wear either the chevron or other prominent 4-H identification. For Presentations, Speeches, Table Setting Contest, Talent Contest, Parade and Award Photos: The dress code will be the official 4-H dress code of a white shirt/blouse/t-shirt and dark blue jeans OR nice street clothes (no shorts) OR clothes that are appropriate according to your theme or presentation. For all other activities, 4-H ers are required to wear the official dress of a white shirt or blouse or t-shirt with the official 4-H Chevron or Armband attached and dark blue jeans. Exhibitors shall not display local, county, commercial, or other identification except official 4-H and such identification that the show ring may require. 6 EXHIBIT INFORMATION GENERAL INFORMATION FOR BOTH COUNTIES All Boyd County exhibits must be Boyd County products and members must be enrolled in clubs or as independent members in Boyd County 4-H. All Holt County exhibits must be Holt County products and members must be enrolled in clubs or as independent members in Holt County 4-H. 4-H and FFA Exhibiting Together - In classes where 4-H and FFA exhibit together -The exhibitor can show in both 4-H and FFA but the total number of entries per class does not double. One example would be in the Livestock area. All exhibits could be 4-H exhibits; OR all could be FFA exhibits; OR any combination in both 4-H and FFA. Not allowed would be showing the total number of exhibits in 4-H and the total number of exhibits in FFA by the same exhibitor. It is the responsibility of the 4-H er to enter his/her exhibits in the correct class. This is especially important now that the tags are computerized. The workers at the hall cannot and will not change class numbers or add numbers. The exhibit will be judged and then dropped one ribbon placing. This is most obvious in the vegetables and flowers area where many exhibits come in without any class number at all on the exhibit tag. Special Suggestions for the Floriculture Tags - Due to the fact that the flower tags become wet and unreadable it is suggested that you cover the part of the entry tag that shows your name, exhibitor number and the Department/Division/Class number of your flower exhibit with clear tape. Be sure to fill in the necessary information prior to applying the tape. Attach exhibit tag to flower container with a rubber band. Put the rubber band through the hole on the tag and stretch it over the jar, vase, etc. Do not attach with string. Static Exhibits - Number of Entries per Class - There is no limit to the number of exhibits per class in the hall exhibits unless otherwise stated in this fair book. If entering more than one exhibit in a class the entries can t be identical. A pair or set of an exhibit will be considered one entry. In case of only one entry, the prize shall be awarded on quality. 5

7 All static exhibits must have received a purple ribbon at the county fair to advance to the State Fair. All articles on exhibit shall remain for the entire fair and can be picked up at the exhibit release time as noted on the schedule. The 4-H Building will be closed to the public and locked at 8:00 pm in Holt County on Thursday, Friday and Saturday evenings and 9:00 pm in Boyd County on Thursday and Friday evenings. Static Exhibit Displays Large static exhibits made for outdoors (ie. lawn & garden furniture & trailers, animal feeding structures, picnic tables, barn quilts) may be displayed outdoors at the discretion of 4-H staff and/or area superintendents if additional display space is needed inside the exhibit hall. County Only Exhibits - All exhibits eligible for entry at county and state fair are identified by numerical class numbers. Those which are eligible only for the county fair are identified by 900 numbers. It will have in the description Added Entry - County Exhibit Only. Exhibit must be one that fits into the project area. Use manual for ideas. Call the Extension Office if you have questions. Clothing Exhibits - All clothing exhibits (including Quilt Quest, Knitting, and Crocheting) will be judged at Pre-Fair Day. All exhibits (including Shopping In Style clothing exhibits) will be brought back for display at the County Fair. Exhibits that are not brought back to the fair for display will not be awarded premiums. Livestock Exhibits - Eligibility Of Animals - Qualified animals for a 4-H or FFA class at the county fair or state fair must be registered purebred or non-registered commercial breeding animals, market beef, feeder calves, market lambs, market goats, market swine and those exotic breeds of breeding beef where the respective associations issue certified papers. A breeding animal to be eligible for show in a registered (purebred) class must be owned by the exhibitor by June 15 of the current year and be registered by the official breed association. The registration paper or certificate must indicate one of the following (1) the name of the exhibitor (2) the name of the exhibitor and/or a co-owner who is an immediate member of the exhibitor's family (members of a household, including parents, brothers and sisters, and youth in care of the head of the household) or (3) the family or ranch name or 6

8 parent's name. Copies of the registration paper or certificate must be submitted with State Fair entries; original registration papers or certificates must be presented at check-in. REGISTRATION MUST BE COMPLETED BY FAIR DATE. Any FFA or 4-H project animal that has been offered for auction, where the intent of the auction is change of ownership, is ineligible for the 4-H and FFA livestock classes at the Nebraska State Fair. This includes animals offered for sale in other events at the Nebraska State Fair, when the event is prior to the FFA and 4-H event the animal is entered in. A project animal that has been through a premium only auction is eligible to be exhibited at the Nebraska State Fair, provided it and its exhibitor meet all other ownership and eligibility requirements. A premium only auction is defined as an event in which change of ownership is never the intent; but the intent is only to provide a monetary premium to accompany the ribbon earned by the exhibit. Ownership Of Animals & Poultry - All animals and poultry in the FFA and 4-H Show must be owned by the exhibitor who entered it. Ownership of beef, sheep, swine, dairy, meat goats, and rabbits must be certified where required on the appropriate on-line forms in the Extension Office or to the FFA Advisor. All 4-H market animals (beef, sheep, swine & meat goats) must have a hair sample for DNA testing on file at Ak-Sar-Ben by the appropriate dates (April 15 for beef, June 15 for all other species) in order to be exhibited at the State Fair. FFA does not require DNA samples. In the case of dairy animals, some lease arrangements are acceptable, but must be certified on the ownership affidavit housed in the State 4-H Office. Both 4-H and FFA dairy affidavits are to be sent to the State 4-H Office. Back Tags - Each 4-H and FFA exhibitor will have their own unique number printed on a back tag. Exhibitors must have this number on their back while exhibiting animals Showman Substitutions - An animal must be shown by the FFA or 4-H owner who entered it unless the exhibitor is excused by the Division Superintendent because of serious illness, disability due to an injury (e.g. broken arm or leg) or conflict with other livestock classes in a 4-H or FFA show. An exhibitor who has more than one animal in a class need not secure approval for another FFA or 4-H member, eligible to exhibit livestock, to show the additional animal in the class. 7

9 Substitute showmen must be a 4-H or FFA member exhibiting at a current County Fair or State Fair FFA or 4-H livestock show. All substitute showmen should wear an exhibitor number identifying him/her as a substitute showman (available in the Livestock Office and/or from species superintendent). If you are showing for another exhibitor you will take off your identification back tag number that is on white paper and/or put over your tag the Substitute Showman Back Tag that will be on colored paper. It will have SUB on it. You will need to fill in the number of the exhibitor who owns the animal - the person that you are the Substitute Showman for. This will help the ringman and the announcer get the ownership correct. Quality Assurance Training - All exhibitors in beef, dairy cattle, goats, poultry, rabbits, sheep and swine must have received Quality Assurance training or testing through a UNL Extension program or high school agriculture education program prior to the fair. Yearly program attendance or completion of a test in the county extension office is required. Completion of training will be certified by an FFA advisor or county extension staff. If you are going to show swine only at the county level then the Quality Assurance Training that we hold in the counties meets the needs of the county requirements. If you are going to show swine at the Nebraska State Fair, Ak-Sar-Ben or sell to packing plants the Nebraska s online course is approved as a state program equivalency for the National Pork Board, meaning that when youth complete the NE QA online training, not only will it meet Nebraska state requirements, but it meets National Pork Board requirements for the youth swine exhibitors as a Youth PQA+ equivalency they DO NOT have to complete an additional Youth PQA+ training in this case. If you go through the Nebraska online course you must pass 3 sections each year in your age group and must provide the Quality Assurance Certificate of Achievement for each section to the Extension Office. If you complete 9 sections in one year then your certification is good for the 3 years in which the exhibitor will stay in the same age division. So when you advance from junior to intermediate division or from intermediate to senior division you will need to take the Nebraska online training or county training again for your new age division. If you go through the PQA training the certification is good for the 3 years in which the exhibitor will stay in the same age division. So when you 8

10 advance from junior to intermediate division or from intermediate to senior division you will need to take the PQA training again for your new age division. Grooming of Livestock - The fitting, grooming and clipping of an animal should be the primary responsibility of the exhibitor. Assistance may be provided by other 4-H or FFA exhibitors and/or immediate family members including: brothers, sisters and/or parents/legal guardian of the exhibitor. A. Pigs must be shown without oil, powder, or any other coat dressing compounds considered objectionable by the packer. Pigs found in violation will be disqualified. B. Exhibitors shall not add materials, natural or synthetic, which extend body shapes beyond normal limits. C. By the order of the State Fire Marshall - The use of flammable and combustible grooming sprays inside the barns is strictly forbidden. These types of materials must be used outside of the buildings only. Showing And Handling Practices - The use of showing and/or handling practices that may be considered objectionable or abusive, such as striking or slapping lambs and exhibiting the lamb with its feet off the ground, are not acceptable. The use of such practices may result in the lowering of a ribbon placing. Bucket Calf and Bottle Lamb Record Books - 4-H record books for Bucket Calf, 2 nd Year Bucket Calf and Bottle Lamb should be up to date at fair time. 9

11 EXHIBIT INFORMATION - BOYD COUNTY Pre-Fair Day Information - Pre-Entry Information is due prior to Pre-Fair Day. Check the newsletter for date. This included all pre-fair contests, clothing construction, fashion show, and presentations. Fair Information - All 4-H Livestock projects must comply with the current Boyd County 4-H Livestock Identification Policy. All 4-H Market Beef must have been weighed and identified before April 1 of the current year. Rabbits, poultry, cats, dogs, and small animals must have been properly identified by May 1. State and District Horses must have been properly identified and levels passed by May 15. County Horses must have been properly identified by June 1. All 4-H breeding beef, stocker feeders, dairy, bucket calves, market swine, breeding sheep, market lambs, bottle lambs, dairy goats, and meat goats must have been properly identified by June 15. All Static entries are due prior to the fair. Check the newsletter for date. This allows for the printing of entries tags. Entry tags will be given out at Fair Set-Up Night. All 4-H HALL ENTRIES AND 4-H BOOTHS MUST BE IN THE HALL (ALL TAGS ON AND READY TO BE JUDGED) BY 10:00 am ON Wednesday - Entry Day of the County Fair. All 4-H entries must be made on appropriate forms that are given by the University of Nebraska Cooperative Extension. Late entries will be dropped one ribbon placing. LIVESTOCK ENTRIES - All Swine, Sheep and Goats MUST be entered PRIOR to 7:00 pm on Wednesday. Weigh-in will be at 7:00 pm. Swine show will start at 9:00 am on Thursday and will be followed by the dairy, goat and sheep shows. There will be no carcass contest for the swine. All Dairy (Cows and Goats) MUST be entered PRIOR to 9:00 am on Thursday with only the lactating dairy animals released after the conclusion of the Livestock Judging Contest. Bucket Calf and Bottle Lamb Record Books are due in the Extension Office on the Thursday prior to the fair. Bucket calves and bottle lambs MUST be entered PRIOR to 8:30 am Thursday with the interviews to begin at 9:00 am. Bucket calves and bottle lambs will be led into the ring after being 10

12 judged only to receive ribbons and trophies. Livestock Judging Contest to be held after the Sheep Show. All Beef animals except stocker feeders and junior breeding heifers MUST be entered on Thursday PRIOR to 8:00 pm. Stocker Feeders and Junior Breeding Heifers MUST be entered PRIOR to 9:00 am Friday morning. The Beef show will start at 9:00 am on Friday. Livestock Bonus Auction will be held at 6:30 pm on Friday evening. No animals shall be released prior to or during the sale. Horse show will be held on Saturday with registration at 8:45 am and show to begin at 9:00 am at the Krieger Arena. See Livestock General Information for additional livestock rules. Award Photos for special recognition of hall exhibits, livestock judging contest and shooting sports contests will be at 3:00 pm on Saturday in the 4-H Building. 4-H and FFA Dress is required. All hall entries will be released at 4:00 pm on Saturday, with teardown of the 4-H building display tables immediately following. If you can t be there at 4:00 pm to remove your exhibits please make arrangements with someone else from your club to pick up your families exhibits. Entries (both livestock and hall) removed early will be dropped 1 ribbon placing. 11

13 EXHIBIT INFORMATION - HOLT COUNTY Pre-Fair Day Information - Pre-Entry Information is due prior to Pre-Fair Day. Check the newsletter for date. Fair - All 4-H Livestock projects must comply with the current Holt County 4-H Livestock Identification Policy. All 4-H Market Beef must have been weighed and identified before April 1 of the current year. Horses must have been properly identified by June 1. All 4-H breeding beef, stocker feeders, dairy, market swine, breeding sheep, market lambs, dairy goats, rabbits, poultry, cats dogs, and small animals must have been properly identified by June 15. Fair Pre-Entry Information: 4-H livestock, cats, rabbits, poultry, dogs, horses and static exhibits must be entered with the Holt County Extension Office by July 21. Entries shall be made through the County Extension Office. Entries forms and instructions will advise as to how entries are to be made. All Static (non-animal) exhibits are entered during interview judging at the fairgrounds on entry day of the fair. Each club or club member is responsible for entering and removing exhibits. Appropriate fair superintendents will be kept advised of entries in their division. 4-H livestock is to be brought on to the fairgrounds on Thursday. All livestock including Bucket Calves (except stocker feeder calves, junior breeding heifers and lactating dairy cows) must be in place by 3:00 pm on Thursday to facilitate livestock judging contest held on Thursday. All stock must be entered on or before Entry Day, unless otherwise stipulated. Proof of breeding on all purebred animals must be furnished if required. All Market Beef must be weighed at the fairgrounds for classification between Noon and 3:00 pm Thursday. Bucket Calves must be entered by 3:00 pm on Thursday. They will be released beginning at 4:00 pm on Saturday. 12

14 All stocker feeder calves must be weighed at the fair grounds and in place by 8:30 am on Friday. They will be released 5:00 pm on Friday. They need to be checked out by the Beef Superintendent. A special area for the champion feeder calves will be provided. Breeding heifers calved after January 1 of the current year must arrive by 8:30 am Friday, and can return home at 5:00 pm. They must be checked out by the Beef Superintendent. The champion and reserve champion of all breeds and Overall Stocker Feeder and Junior Breeding Heifer must come back Saturday from 9:00 am to 4:00 pm MUST be checked IN and OUT by Beef Superintendent. On their respective show day, all 4-H animals must be checked in with the Superintendents while the class ahead is showing. All animals must be ready to enter the show arena when the previous class leaves. Late animals will be excluded from the show. 4-H Exhibitors may sell one market animal in the Livestock Bonus Auction, and the project animal must be presented at the sale by the 4-H er. Any exceptions must be approved by the Sale Committee. 4-H livestock members are required to clean their stalls, mangers and pens. Refuse and manure must be placed in the manure spreader. If sand is used as bedding, it must be removed from stall and put back in original pile. Leaders are responsible to see that their members follow these requirements. Failure to do so will result in withholding of premium money. All exhibit areas must be kept clean. Any exhibit that is not properly cared for can be dismissed by the management or premiums may be withheld. Hay and bedding must be furnished by the 4-H Livestock exhibitors. The County Fair Board will not furnish hay or bedding. Sand is optional and will be provided. All 4-H livestock brought on to the fairgrounds are subject to use in the 4-H Judging Contests. Any entry of Livestock that is unruly and cannot be handled by the exhibitor may be dismissed by the superintendent. Market beef daily rate of gain must be 2.2 pounds for steers and 2.0 pounds for heifers to be eligible for purple ribbons in the County Market Beef Rate of Gain Contest. 13

15 All 4-H Livestock members are required to clean their stalls, mangers and pens and to have the refuse placed in the manure spreaders furnished for that purpose. All requirements apply to small animal exhibits too. It is leaders responsibility to see that it is done. Exhibitors must furnish their own hay and bedding. Failure to clean stalls and pens will result in the premium money being withheld. Each exhibitor needs to check out with the appropriate Superintendent. All static and livestock exhibits will be released from 4:00-5:00 pm on Saturday except lactating dairy cows, stocker feeders, junior breeding heifers and horses which are released after their shows. Please help us keep all fair-goers and participants safe. Please look out for children, vehicles and animals when leaving the fairgrounds. If 4-H members stay overnight at the fairgrounds, they must be supervised by a parent or responsible 4-H club leader. Improper conduct on the part of 4-H exhibitors will not be tolerated. Valid reports of misconduct will eliminate the exhibitor from competition and all premium money will be withheld. Holt county fair trophy and donor list will be posted in the 4-H office at the fair grounds. Fair Awards Ceremony will be held on Saturday afternoon of the fair in the show barn. Exhibitors receiving an award must be in 4-H or FFA dress. All Champion, Reserve Champion and Award winners in all departments of the fair will be recognized. 14

16 EXHIBIT INFORMATION - STATE FAIR For a Complete Listing of State Fair regulations see the State Fair web page. STATE FAIR - All State Fair 4-H advance on-line entries are by 5 pm central time on August 10. Advance entries include: all livestock, dogs, poultry, rabbits, all contests, presentations and fashion shows. All 4-H and FFA entry fees are non-refundable and must be paid by credit card when registering. All of these entries are made by the 4-H family. The static entries will be made by the Extension Office. STATE FAIR - ONLY PURPLES CAN BE CHAMPIONS - Any State Fair beef, dairy, sheep, swine, meat goat, dog, companion animal, poultry or rabbit entry must be awarded a first or second purple ribbon in a class to be eligible to compete for champion or reserve champion. At the County Fair, this will be the Judge s discretion. STATE FAIR - NO WITHDRAWLS At State Fair - Animals selected as division champions and reserve champions cannot be withdrawn from the grand champion drive. Violation of this rule may result in disqualification and exhibitor may be barred from future participation at the Nebraska State Fair. STATE FAIR ETHICS AND DISCLOSURE FORM - All State Fair livestock exhibitors must submit a signed ethics and statement of disclosure to the show superintendent for each species they are exhibiting at the time of check in. This form shall serve as an acknowledgement of having read the fair book and a willingness to abide by it. STATE FAIR BEEF SHOWMANSHIP- NEW IN 2013 Beef showmanship will be Blow and Go; animals are clipped, blown and brushed or combed to enhance their appearance. Guidelines for the Blow and Go show: 1. 4-H beef animals will be shown free of any compounds that are applied by aerosol propellants. 2. Alcohol, water or any water- or alcohol-based products with no adhesive qualities are permitted. 3. Any compounds that have adhesive qualities or alter the color of the animal are forbidden. 15

17 PREMIUM AMOUNTS All premiums will be paid by check from the fair board. Exhibits will be judged according to research-based standards that indicate level of performance or quality of work. (If the total premiums exceed the budgeted amount, the Board of Directors, may at their discretion, prorate any, or all of the premiums.) Only exhibits in the premium list will be eligible to receive premiums. In case where on person is competing, the judges will award premium, as they deem best. 4-H uses the Danish system of ribbon awards. Purple ribbons designate an exhibit of superior quality that has met and exceeded all of the standards - Outstanding. Blue ribbons denote an above average exhibit that has met almost all of the standards in a way that surpasses the norm. Red ribbons indicate average quality and indicate that the exhibit has met the majority of standards in such a way that the benchmark was reached, but not exceeded. White ribbons indicate that the exhibit has not met the majority of the standards - below the average of the group. All static exhibit and animals must be exhibited at such time and place as the listed in fair schedules and newsletters unless otherwise announced by fair superintendents. In trophy classes, participants will be eligible to receive a trophy if they receive a Blue or Purple ribbon. Certain exhibits will be selected for State Fair competition. 19 STATE FAIR PREMIER 4-H SCIENCE AWARD Objective: Recognize 4-H youth static exhibits incorporating or demonstrating concepts from the areas of 4-H Science (science, technology, engineering, or applied math) at the County Fair and at the Nebraska State Fair. Exhibits in all curriculum areas will be considered for the award. Curriculum Areas Targeted: Animal Science, Communications/Expressive Arts, Consumer & Family Sciences, Environmental Education and Earth Science, Healthy Lifestyles, Leadership & Citizenship, Plant Sciences, Science Engineering & Technology (SET). Exhibit Entry: Youth will identify exhibit to be considered for the Premier 4-H Science Award. The Premier 4-H Science Award Application must be submitted along with a photograph of the exhibit on entry day of County Fair. The photograph will not be used for judging, only to locate it at the fair should we need additional information. The exhibitor will enter exhibit into its original class and the Premier 4-H Science Award class (H101001). Only one exhibit per youth will be eligible for the Nebraska State Fair Premier 4-H Science Award. Check-In: During static exhibit check-in, Premier 4-H Science Award applications along with a photograph of the exhibit will be dropped off at the Science, Engineering, and Technology Department area. The original exhibit will be dropped off to its department area. Judging: A score sheet will be used to judge each exhibit. Exhibits which do not have a completed application or photograph can be disqualified at the discretion of the judge. Recognition: All projects entered in this class will be recognized with a certificate attached to the original exhibit. Exhibits will be displayed within their original class. At the Nebraska State Fair up to 20 top 4-H Science exhibits will be chosen from all curriculum areas and will receive a $100 cash award sponsored by the Nebraska 4-H Foundation. 18

20 NATIONAL CODE OF SHOWRING ETHICS Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to 4-H ers as well as open class exhibitors who compete in structured classes of competition. This code applies to all livestock offered in any event at a livestock show. In addition to the IAFE National Code of Show Ring Ethics, fairs and livestock shows may have rules and regulations which they impose on the local, county, state, provincial and national levels. All youth leaders working with 4-H exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example. Owners, exhibitors, fitters, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards, and auction proceeds and shall be prohibited from further exhibition in accordance with the rules adopted by the respective fairs and livestock shows. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from competition at all livestock shows in the United States and Canada. The following is a list of guidelines for all exhibitors and all livestock in competition events: 1. All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership and age of all animals entered. Misrepresentation of ownership, age, or any facts relating thereto is prohibited. 2. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates from licensed veterinarians upon request by fair or livestock show officials. 3. Exhibitors are expected to care for and groom their animals while at fairs or livestock shows. 4. Animals shall be presented to show events where they will enter the food chain free of volatile drug residues. The act of entering an animal in a livestock show is the giving of consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person for 19

21 show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state and provincial statutes, regulations and rules. Livestock shall not be exhibited if the drugs administered in accordance with federal, state and provincial statutes, regulations and rules affect the animals, performance or appearance at the event. If the laboratory report on the analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. Substance tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer, or absolutely responsible person to prove otherwise. At any time after an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the animal shall be administered by a licensed veterinarian. 5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal s performance or alter its natural contour, conformation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited. 6. The use of showing and/or handling practices or devices such as striking animals to cause swelling, using electrical contrivance, or other similar practices are not acceptable and are prohibited. 7. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, 20

22 cooperation and respect and no person shall direct abusive or threatening conduct toward them. 8. No owner, exhibitor, fitter, trainer, or absolutely responsible persons shall conspire with another person or persons to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this code of ethics. Violation of this rule shall subject such individual to disciplinary action. 9. The application of this code of ethics provides for absolute responsibility for an animal s condition by an owner, exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this code of ethics. 10. The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely responsible person to have disciplinary action taken by the fair or livestock show for violation of this Code of Show Ring Ethics and any other rules of competition of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary action taken by the fair or livestock show may be published with the name of the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expositions and any special notices to members. 11. The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer, or absolutely responsible person that he or she has read the IAFE National Code of Show Ring Ethics and understands the consequences of the penalties provided for actions prohibited by the code. It is further consent that any action which contravenes these rules and is also in violation of federal, state or provincial statutes, regulations, or rules may be released to appropriate law enforcement authorities with jurisdiction over such infractions. 21

23 DISCLAIMER OF RESPONSIBILITY FOR EXHIBITS AT THE BOYD COUNTY FAIR, HOLT COUNTY FAIR AND THE NEBBRASKA STATE FAIR 4-H animals and exhibits at the County Fair and/or the Nebraska State Fair are entered and displayed at the risk of the 4-H member. University of Nebraska Holt/Boyd County Extension in cooperation with the Boyd County Fair Board, the Holt County Fair Board, the University of Nebraska Extension 4-H Youth Development, in cooperation with the Nebraska State Fair Board accepts animals and exhibits and will exercise due care to protect them. However, 4-H, the Boyd County Fair Board, the Holt County Fair Board and State Fair Board cannot accept responsibility injury to animals, or for loss or damage of exhibits due to the conditions imposed by large crowds, the arrangement of the buildings in which displays are housed and the great number of exhibits. 4-H'ers who have exhibits of great sentimental and/or monetary value should carefully consider whether such exhibits should be exposed to the hazards of the fair. While the greatest possible care will be exercised by the management to protect patrons of the Boyd County Fair, the Holt County Fair and the Nebraska State Fair, each individual will be held personally responsible for any injury. The above officers will use diligence to avoid any accidents and afford protection. The above associations reserve the right to call off any or all programs on account of bad weather, or any other unavoidable cause. 22

24 PROTEST COMMITTEE The respective superintendent has the authority to make appropriate decisions based on the 4-H Rules and Regulations Book. When needed, a committee shall be appointed to serve as a protest review committee. They will meet when needed to act upon concerns. A. All protests must be submitted to the Secretary of Fair Board during the Fair in writing and signed. Protest will be acted upon at the first meeting of the Board of Directors at the annual Positive Change/Fair Wrap-Up meeting following the fair (date and location to be announced). The Holt County annual meeting will be the first Saturday of November. The Boyd County annual meeting will be announced in the local papers. B. The written protest must be submitted to the Protest Committee and must include: Names of persons involved; Nature of concerns; Situation and documentation; Recommendations for correction; Specific action, rule, etc., in question; Additional persons committee may contact for further clarification; and Procedures and/or steps carried out by person involved prior to submission of the protest to the Protest Committee. C. The committee will review the written protest. They may discuss the situation with affected persons and show officials. Recommendations will be developed, followed, and communicated both verbally and in writing to the group or individual affected. D. In cases of protest the exhibitor may be allowed to show, but results of showing will be subject to change based on the outcome of the protest process. This allows for smooth operation of the show and facilitates appropriate processing. E. The management reserves the right to withhold premium and/or award. The exhibitor may be excluded from the show if action warrants. F. Protest will not be accepted after the exhibit is released from the 4-H Division of the County Fair. Protests related to judges integrity, decision, placing, or other evaluations will not be accepted. 4-H is Learning by Doing - With this in mind, the Holt/Boyd UNL Extension Office urges ALL 4-H members to learn by doing their own work throughout the year. They also recognize that 4-H is a family affair and that at times 4-H ers need mom s and dad s ASSISTANCE. They hope that each family will recognize the times that assistance is needed and the times that the member needs to learn on his or her own. 23
