1 Livestock/ Small Animal General Rules A. General Rule - All Hayes County Fair General Livestock Rules also apply to 4-H unless otherwise noted. It is the responsibility of the each exhibitor and parent/guardian to be familiar with all applicable rules and regulations. B. Interpretation Of Rules - The Hayes County 4-H Council reserves to itself the final and absolute right to interpret, amend or add to these rules and regulations as its judgment may determine, and to settle and determine all matters, questions and differences in regard hereto or otherwise arising out of, connected with, or incident to the fair. C. Violation - All exhibitors are bound by the most current editions of the Hayes County Fair Rules and Regulations set forth by the Hayes County 4-H Council. Any violation of these Rules and Regulations will be subject to disqualification of animal(s); forfeiture of all awards including ribbons, trophies, premiums, incentives, livestock sale premiums; penalties prescribed by law; and/or the owner of the animal barred from future participation until such time a reinstatement is made by the 4-H Council. Penalties apply only to species involved in the incident. D. Disputes & Ruling Of Decisions & Formal Protests - If any issue arises during the Hayes County Fair the 4-H Council President, Livestock Superintendent and the Extension Staff will rule a decision. Formal Protests must be submitted in writing to the Extension Staff and follow the Hayes County Grievance Policy. E. Courtesy & Cooperation - All exhibitors and families are expected to extend courtesy to other exhibitors and their animals. This includes but is not limited to sharing of show arena for practicing and exercising animals, show ring courtesy, courtesy of space in barns, etc. Any questions that may arise should be referred to the livestock superintendents. F. County Fair Entry Deadlines - All 4-H & FFA pre-fair entries are due on-line by July 10, 2019 and must be accompanied by all fees or entry will not be accepted. To be eligible to compete at the Hayes County Fair, all enrollment and entry deadlines must have been met. No exceptions will be made. G. Eligibility Of Exhibitors - Only those youth enrolled in 4-H and FFA in Hayes County are eligible to exhibit in the county fair 4-H & FFA areas. See 4-H General Rules and Guidelines for participation requirements and age divisions in County Fair and State Fair. H. Eligibility Of Animals - All animals exhibited must be identified with the Extension Office on appropriate identification papers by the deadline (see Ownership of Animals). Should any individual enter an animal in a name other than that of a bona fide owner or attempt to perpetuate a fraud by misrepresenting any fact, the entry thus made shall not be allowed to compete for or receive any award, and the owner shall be barred from this show until reinstated. Any 4-H project animal that has been offered for auction, where the intent of the auction is change of ownership, is ineligible for the 4-H livestock Class at the Hayes County Fair or the Nebraska State Fair. Any animal shown as an FFA exhibit is ineligible to be shown as a 4-H exhibit. I. Ownership Of Animals - All livestock must be owned by the exhibitor who entered it and certified on identification forms (ownership affidavits) and must be on file in the Extension Office by the deadlines listed below. All market animals planning to exhibit at the Nebraska State Fair (beef, sheep, swine & meat goats) must have DNA collected and animals nominated online by April 15 for beef and June 15 for all other species. 4-H ers planning to exhibit at State Fair are responsible for following all guidelines set forth by the specific shows. 2 Cow/Calf Pair June 3, 2019 Market Swine June 3, 2019 Goat June 3, 2019 I. Weigh In - All Market Livestock will be weighed on entry day and shown according to weight. Any methods used on animals which do not provide true weight or appearance will also be disqualified. J. Inhumane Treatment Of Animals - Abuse of animals in any form will not be allowed. No electric prods or muzzles will be allowed to be used on any animal at any time. The use of showing and/or handling practices that may be considered objectionable or abusive, such as striking or slapping (i.e. lambs) and exhibiting the lamb with its feet off the ground, are not acceptable. Halters with throat straps, nose leads, barbed or studded show halter chain leads and other equipment determined to be distracting or severe to the animal by the division superintendent will not be permitted K. Substitution - Substitutions between divisions are not allowed (i.e. a market lamb cannot be substituted for a breeding sheep entry). An animal must be shown by the 4-H owner who entered it unless the exhibitor is excused by the Division Superintendent because of serious illness, disability due to an injury (e.g. broken arm or leg). An exhibitor who has more than one animal in a Class need not secure approval for another 4-H member, eligible to exhibit livestock, to show the additional animal in the Class. Substitute showmen must be a 4-H member exhibiting at a current Hayes County 4-H livestock show. All substitute showmen should wear an exhibitor number identifying him/her as a substitute showman. L. Only Purples Can Be Champions - Any beef, sheep, swine, meat goat, dog, companion animal, poultry or rabbit entry must be awarded a first or second purple ribbon in a Class to be eligible to compete for champion or reserve champion. M. Back Tags - Each 4-H exhibitor will have their own unique number printed on a back tag. Exhibitors must have this number on their back while exhibiting animals. N. Youth for the Quality Care of Animals (YQCA) - All exhibitors in beef, meat goats, poultry, rabbits, sheep and swine must have received YQCA training or testing through a UNL Extension program prior to the fair. Program attendance or completion of online module is required. Completion of training will be certified by county extension staff. O. Grooming Of Livestock - Preparation and grooming of an animal should be the primary responsibility of the 4-H or FFA exhibitor, however assistance may be provided by other Hayes County fair 4-H or FFA exhibitors and/or immediate family members including: brothers, sisters and/or parents/legal guardian of the exhibitor. No professional groomers will be allowed. All livestock shows will be Blow and Go; animals may be clipped, blown and brushed or combed to enhance their appearance. Guidelines for the Blow and Go show: 1. All animals will be shown free of any adhesive, glue, paint, or powder products. 2. Any compounds that have adhesive qualities that when applied cannot be combed or brushed through, or alter the color of the animal are forbidden. These products include, but are not limited to commonly used adhesives and colorants such as Prime Time, EZ Comb, Tail Adhesive, Natural Hold, Ultra White Touch-Up, Black Touch Up, Black Finisher, black show foam, and baby powder. 3. Alcohol, water, oil, foam or any water or alcohol-based products with no adhesives or glue qualities, or artificial colorings are permitted. These products include conditioners and commonly used sprays such as Kleen Sheen, Revive, Final Bloom, Pink Oil, white show foam, Freshen Up, Silk, and Sudden Impact. Paint will be allowed on the hooves and dewclaws only. 4. Any animal found to have prohibited products applied (adhesive, glue, paint, or powder products) will be disqualified from competition. Any premiums (physical or monetary) will be forfeited and no refunds will be made. All animals will be subject to visual inspection and/or toweling (before and/or after entering the show ring) using a disposable blue shop towel for the presence of adhesive, glue, paint, or powder products. Toweling of the animal may include, but is not limited to, the topline, legs,

3 chest, belly, flank, and cod/udder areas. If, after inspection, the animal is found to have adhesive, glue, paint, or powder products applied it will be disqualified from competition. Any premiums (physical or monetary) will be forfeited and no refunds will be made. P. Unethical Practices - At any time after an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medications shall be administered by a licensed veterinarian. Any feed/substance being fed must be labeled for the specific species and all withdrawal times must be adhered to. The superintendents & Extension Staff have the right to ask for and see the original containers with labeling. The following are termed unethical practices and will not be allowed: doctoring, doping, tubing or injecting show animals for body fill-ins or the alteration, changing, defacing or any modification of the markings of show animals and the anatomical structure of an animals; any type of injection where oils, glycerin or like substances are used for body fill in ; external applications of such things as liniments and blistering agents that would cause an edematous condition; use of ice packs or other refrigerants to alter the quality of the finish of an animal. Icing of animals will not be allowed. No drench guns or artificial devise for the hydrating or feeding of animals will be allowed. The drenching process will be allowed only by a veterinarian with the knowledge of the area superintendent and Extension Staff. Changing the color of hair at any point will not be allowed. Prohibited substance and/or unethical fitting as defined as: the injection, use or administration of any drug substance that is prohibited by Federal, State, or Local Law or any drug that is used in a manner prohibited by Federal, State or Local Law; the injection or internal or external administration of any product or material, whether gas, solid or liquid, to an animal for the purpose of deception, including concealing, enhancing or transforming the true conformation, color, breed, condition of age or by making the animal appear more sound than otherwise would appear; the administration, use or application of any drug or feed additive affection the central nervous system; the administration of diuretics for cosmetic purposes, tissue manipulation, removal, surgical attachment or otherwise to change, conceal, enhance or transform the true conformation or configuration of the animal; any physical or physiological attempt to alter the natural musculature or weight by use of injections or ingested material not conducive to the continued health or marketability of beef, sheep, swine or goat carcasses or the deception. Q. Dress Code - Beef, swine, sheep, dog, rabbit, poultry, and small animal exhibitors must wear the official 4-H shirt sold at the Extension Office or a white shirt (or blouse) with the 4-H emblem, armbands will not be accepted. If a chevron is worn, it is to be placed on the left side of the shirt (not on the sleeve). No hats, caps, or other types of headgear is to be worn. Hard soled boots or shoes are suggested for safety purposes. Only dark colored jeans are permitted when showing livestock. No number harness will be allowed. Horse exhibitors must wear a white shirt/blouse. A western hat must be worn. Dark blue denim jeans are to be worn. Belts are recommended. Hard soled boots required for safety purposes. Specific guidelines in the 4-H Horse Show and Judging Guide 4-H 373 will be followed. Boot tennis shoes will not be acceptable. All exhibitors not following the dress code will be dropped one ribbon placing. R. Stalls And Pens - Assignment of stalls and pens will be made by the species Superintendent. You must stall in assigned stall or pen. No straw or wood chips will be allowed to be used as bedding for beef animals in stalls. Stall Cards must be in place over the stall or pen where animals are kept. S. Animals Must Stay In Fenced Area - All animals must remain within the fenced area around the livestock barns and show arena. No animals will be allowed in parking areas or trailers. No parking of trailers or vehicles will be allowed inside the fenced area. T. Care For Animals - Animals must be securely tied in stalls or in pens unless exhibitor is with animal. All animals must be properly fed and watered throughout the fair. Stall and pens need to be cleaned daily and the stalls/pens must be cleaned by the exhibitor at the end of the fair.

4 Any livestock remaining on the fairgrounds after 12:00 p.m. (noon) on the Saturday of the Hayes County Fair will become immediate property of the Hayes County 4-H Council and all livestock sale proceeds will go to the Hayes County 4-H Council. U. Safety - If an animal is deemed dangerous by recommendation of the Livestock Superintendents, the owner may be subject to any or all of the following penalties: 1) Dismissal from the fairgrounds, 2) Animal tied in barns at all times, 3) Lowered ribbon placing. Animal must enter ring to be judged. V. Judges/Judging - If any exhibitor interferes with the judges in the performance of their duties by letter, act or otherwise he/she shall be excused from competition and exhibition for such period of time as the 4-H Council may determine and forfeit any awards received at this fair. Any person, not an exhibitor, who interferes with the judges in any manner during the performance of their duties, shall be asked to leave the fairgrounds. W. Animal Testing & Certification Of Drug Use & Withdrawal - Each exhibitor will be asked to submit a signed affidavit certifying correct withdrawal from legal drugs, vaccines or other substances. They will also certify that their entries have not received any non-approved drugs. Affidavits must be turned into Extension Staff before or at time of county fair weigh-in. Any animal entered is subject to any type of testing at the discretion of the 4-H Council, Superintendents, and Extension/FFA Staff and will be done at the expense of the exhibitor if results are positive. If results of testing are negative the expenses will be the responsibility of the party filing the complaint. If the testing indicates the possible use of compounds or drugs not approved for use in the species by FDA or compounds or drugs used outside the specified withdrawal requirements of FDA, these animals will be declared ineligible for competition and all awards. X. Health - Superintendents are authorized to refuse any animals showing signs of infections, contagious, communicable diseases or which are otherwise dangerous to other people or animals being shown. Y. National Code Of Show Ring Ethics - The Hayes County Fair will impose all rules of the International Association of Fairs & Expositions (IAFE) National Code of Show Ring Ethics (may be found at SW3.unl.edu). Any violation of the Code of Show Ring Ethics will result in forfeiture of all premium/booster/incentive monies and awards. The Hayes County 4-H Council holds the right to determine other penalties deemed necessary. Livestock Sale 1) Each exhibitor may sell only one market animal. 2) Females must be shown as market animals to be eligible for the Youth Livestock Sale. 3) Market animals not shown in the livestock show are not eligible for the sale. 4) Market animals sold at the livestock sale must be led into the ring by the exhibitor. 5) Market animals should be properly fed and watered following the livestock sale and prior to loading on the trucks the next morning. 6) Exhibitors selling an animal must follow 4-H or FFA dress code during the sale. 7) Exhibitors must send a letter of thanks to the buyers of their animals. 8) Market Beef animals may not gain more than 5% of their weight from beginning fair weight to ending fair weight. Calves gaining over the 5% will not be allowed more than the 5% gain for the sale weight. 9) Livestock exhibitors must sign consignment sheet immediately following the show. 10) All Market Beef will have a cap weight of 1600 pounds for the sale. Any animal over this weight will have sale weight of 1600 pounds. Division 902 Livestock Herdsmanship - Each club and independent family will compete for Herdsmanship. $50.00 prize will be given out to the top club and $10.00 will be given to the top independent family. Consideration will be given to the general appearance, sanitation, neatness and individual names above exhibits.

5 The following point system will be used. 50% - Cleanliness of alley and stalls. Stalls: clean and neat; bedding clean and fresh; feed and feed pans and buckets clean and in place. Alleys: Exhibitor s share of alley area kept clean; kept free of equipment; dust kept under control with proper sprinkling. 20% - Arrangements of exhibits including feed, tack and show equipment. 20% - Exhibit identification signs and awards clearly in place. 10% - Courtesy and conduct of exhibitor(s). Herdsmanship will begin Wednesday and final Herdsmanship will be checked on Saturday after final clean-up. Livestock Showmanship Showmanship animals must be an animal exhibited in another Class by exhibitor who entered and shows the animal. An animal can only be shown in one showmanship Class. 4-H ers are not allowed to wear hats in the show ring when showing livestock. Judging will be based on fitting, training and showmanship rather than on the excellence of the animal. See 4-H General Rules and Guidelines for age divisions. Division 923 Beef All cattle must stay on the fairgrounds until official release time (posted in the barns) except either a dam and offspring or a single offspring that is still nursing may be entered in the fair on show day and then released following the show to return home (i.e. cow/calf pairs, bucket calves, stocker feeders) Showmanship G Beef Showmanship (all divisions) Market Beef All market beef are required to be born on or after January 1 of the previous year. G Crossbred Market Steer G Crossbred Market Heifer G British Breed: Angus Market Steer G British Breed: Angus Market Heifer G British Breed: Hereford Market Steer G British Breed: Hereford Market Heifer G British Breed: Shorthorn Market Steer G British Breed: Shorthorn Market Heifer Breeding Beef G Breeding Heifer Heifers will be broke by age if deemed necessary. G Cow/Calf Pair (Pen) The calf may be shown in a stocker feeder Class. G Cow/Calf Halter Class Youth need to designate whether or not the pair will be shown in pens or lead into show ring. The same pair may not be entered in both Class. Cows must have been shown in a previous year s breeding heifer Class to participate in the cow/calf halter Class. The calf may be shown in the stocker feeder Class. Stocker Feeder Bucket Calf Class G Stocker Feeder calves born between January 1 and June 1 of the current year. G Bucket Calf A bucket calf must be an orphan or newborn calf not on it s mother; male or female; dairy, beef, or cross; hand fed with nipple bucket or bottle. Select and/or purchase a calf born between January 1 and June 1 of current project year within two weeks of birth. The animals will be

6 judged on a) health and condition of calf; b) showmanship, which includes how clean the animal is (this is not a fitting contest); c) knowledge of project; and d) tameness of the calf. All calves will be shown in a halter and the 4-H'er may or may not use a show stick. If shown, a calf should probably be at least 90 days of age. Project is limited to 4-H'ers 8-11 years old as of January 1 of current year only. Bucket calves cannot be shown in Junior Showmanship. Bucket Calves may be released immediately following the show. Calves should be washed and combed only. Clipping is optional. Beef Pen of 3 Class G Beef 4-H Pen of 3 Division Sheep A. Showing & Handling Practices - The use of showing and/or handling practices that may be considered objectionable or abusive, such as striking or slapping lambs and exhibiting the lamb with its front feet off the ground, are not acceptable. The use of such practices may result in the lowering of a ribbon placing. (Lifting the lamb in a fluid motion to set the front legs prior to quickly setting the feet back on the ground is acceptable.) B. Club Lamb Fungus Inspection - All sheep exhibits (breeding and market) will be inspected for evidence of club lamb fungus. Exhibits determined to have "active" club lamb fungus will not be eligible to show and will be sent home. C. Minimum Age Requirement - All market lambs are required to be born on or after January 1, 2019 D. Definition of Market Lambs - Wether and ewe lambs are eligible for market Class. Short scrotum, cryptorchid or ram lambs are not eligible as market lambs. E. Age Classification of Breeding Ewes - Ewes born July 1, 2018, or after are Classed as lambs. Ewes born between 7/1/2017 and 6/30/2018 will be Classed as yearlings. Ewes born prior to 7/1/2017 will be Classed as aged ewes. F. Scrapies Tags for Sheep - All ewe (breeding and market) and rams must have the scrapie tags before they will be able to be tagged and identified to be eligible to compete at any 4-H show. All tags must be in place to exhibit at the county fair. G. 4-H members will be limited to exhibiting four individual breeding animals and four market lambs. H. No bucks can be shown in Market Lamb Class. I. Market Lamb Class will be broken by weight. Ewes and wethers will be shown together in the market Class. G Sheep Showmanship (all divisions) G Market Lambs G Breeding Ewe Lamb (under 1 year) G Breeding Ewe Yearling (1 year old) G Breeding Aged Ewe (2 years or over) G Yearling Ram (1 year old) Pen-Of-Three Sheep 1. Sheep can be in both, a Pen-of-Three and in an individual Market Class. Must be a Market Animal. 2. There will be one Class and youth may mix sexes of lambs as needed. 3. Awards will be based on the three lambs. 4. Siblings may combine pens only if an exhibitor does not have a pen of three of their own and one exhibitor may exhibit the combined pen. G Sheep-Pen-of-Three Division Hog A. Driving Instruments: Driving instruments are to be used for the purpose of directing barrows/gilts while they are in transit throughout the barn and while they are being exhibited in the show ring. Exhibitors are to treat animals in a humane manner at all times and Show Management will provide a

7 warning to any exhibitor deemed to be in violation of this basic principle of animal husbandry. Any exhibitor who fails to heed the warning will be disqualified and removed from Show grounds. B. Market Class will be broke by weight. Barrows and Gilts will show together in market Class. G Hog Showmanship (all divisions) G Market Hog The Hayes County Fair Swine Show will be a Non-Terminal Show. Animals may return home following fair. County Fair Swine to be exhibited shall originate directly from a herd not under quarantine. Under no circumstances may swine under quarantine for pseudo rabies be exhibited. Only swine, not showing signs of infectious, contagious, and\or communicable diseases, will be allowed to show. No intact males allowed. Hog Pen of 3 G Hog 4-H Pen of 3 Division Goats A. Showing & Handling Practices - The use of showing and/or handling practices that may be considered objectionable or abusive, such as striking or slapping goats and exhibiting the goat with its front feet off the ground, are not acceptable. Goats may be braced but will require that all four feet are on the ground. The use of such practices may result in the lowering of a ribbon placing. (Lifting the goat in a fluid motion to set the front legs prior to quickly setting the feet back on the ground is acceptable.) B. Neck Chains & Halters - Goats are to be shown with either a halter, smooth neck chain, or smooth collar only. Spike collars are not acceptable and will result in the lowering of a ribbon placing. C. Horns - Goats must have horns blunted. Dehorning is acceptable and preferred. D. Minimum Age Requirement - All market goats are required to be born on or after January 1, Market goats are to have milk teeth and there shall be no evidence of breaking of the skin or eruption of the two permanent front teeth. E. Definition of Market Goats - Market goats may be doe or wether kids. Short scrotum, cryptorchidor buck kids are not eligible as market goats. F. Scrapies Tags for Goats - All does (breeding and market) and bucks must have the scrapie tags before they will be able to be tagged and identified to be eligible to compete at any 4-H show. All tags must be in place to exhibit at the county fair. G. 4-H members will be limited to exhibiting four individual breeding goats and four market goats. H. No bucks can be shown in Market Goat Class. I. Market Goat Class will be broken by weight. Doe and wethers will show together in market Class. G Goat Showmanship (all divisions) G Meat Goats G Breeding Yearling Doe-meat goat breeds (1 year old) G Breeding Aged Doe-meat goat breeds (2 years & older) G Yearling Buck (1 year old) G Other Goat including dairy and non-meat goat breeds

8 Division H Light Horse Will show in order that events appear in this fairbook. A single horse may not be entered or ridden in a Class or event by more than one person, even though the horse is jointly owned by two members of the same family. (Page 11, #1 in Nebraska 4-H Horse Show and Judging Guide (4-H 373). 4-H Horse Exhibitors that use the livestock barns for their horses during the fair are responsible for cleaning up stalls in livestock barns after the horse show so the barns are clean for the 4-H livestock members coming in the next day. Age Divisions: Refer to page 1 for rules for age divisions. The Horse Show Superintendent will make the decisions needed through the day.
