2 Chairman s Report I am pleased to report the Union remains strong. Player numbers are up markedly and our administration and finances are very healthy. We have 58 affiliated clubs across the six divisions, U19 s and Halligan, all administered by our efficient and professional office staff led by Mark Green. I thank them for their efforts. Congratulations to Drummoyne Rugby Club for winning their first ever Bruce Graham Shield (for Club Champions) and also the Kentwell and Burke s. I would like to make special mention of Knox Old Boys unprecedented effort in gaining over 1000 club championship points in second division, and winning the NSW Suburban Rugby Club of the Year for the second year running. Well done! The other notable on-field success this year came from our representative squad who played for the first time ever at Telstra Stadium. Not for the first time however, they beat Queensland Suburban, taking our winning record in the Barraclough Shield to 12 years straight. So, thank you to the players (representing all 6 divisions) and the management team of coaches Ian Moyes and Mark Fargas, manager extraordinaire Alan Jones, and trainer Rene Leveaux saw the long awaited and much anticipated publication of the Union s history, The Game For The Game Itself The History of Sub-District Rugby in Sydney. This fine looking book is a great read and a must have for all rugby enthusiasts. Congratulations and thank you to authors Tom Hickie and Tony Hughes, to John Blondin and Chris Bishops of Media Titles, and Executive Director Mark Green. Financially, we were able to build on our efforts in 2003 with another reasonable surplus this year. This was achieved without cutting programs or reducing service levels, but by continued efficiencies within the office and strong Finals Series takings. Our sponsorship revenue helps to minimise costs to clubs and I would like to thank our sponsors Interfuse, Beiersdorf Australia (Leuko), Coca- Cola, Gilbert, Australian Rugby Review and Canterbury, all of whom continue their long association with the Union. The Union also thanks Vili's Pies, Big Sister Laundry and Icons of Sport for their support. The Union is led well by an experienced and knowledgeable Board, and I thank all my fellow board members for their good work. I commend the Judiciary members (who unfortunately were kept very busy this year) for their efforts week in, week out. Also the referees, without whom we could not play the game we love. The referee shortage is a pressing issue which we as a Union need to face up to in Well done to our many club administrators and volunteers. You do a magnificent job ensuring every player has access to rugby. Finally, to the players, congratulations on another great season. You should know you are part of a proud Rugby Union with a fine tradition and history, which you contribute to each time you take the field. Remember that in the off season, while you are plotting your premiership winning campaigns! 4 Executive Director s Report As season 2004 draws to a close the Union continues to be in good shape administratively, financially and on the field. The euphoria of the World in Australia at the end of 2003 provided the impetus for growth within Suburban Rugby this year with club, team and player numbers at record levels. Four new clubs joined the competition (Engadine, Sydney Harlequins, Claymore and Wahroonga) taking the total number of clubs to 58, with the number of teams growing from 206 in 2003 to 221 in A record eleven teams competed in this year s U19s competition, with the Union successful in its aim of bridging the gap between junior and senior rugby and reducing the drop out rate in this important transition age group. All of this was possible because Suburban Rugby was able to increase its player numbers by 6.5% to Prudent financial management over many years has ensured the Union is in a sound financial position. The revenue stream from the finals series was at a record level with attendances at an all time high, whilst the increase in club and team numbers accounts for the rise in affiliation and registration fees. Administration costs increased due to the Union now employing three full-time staff for the first time in quite some years. However, the level of service now afforded to clubs is second to none. Cost savings were made in the areas of the representative team and finals series expenses. With the Union able to secure T.G. Millner Field for the Division One Grand Final Day and Macquarie University for the finals series for the first time since 2001, significant cost savings were made. The Union will attempt to secure these facilities again for It is pleasing to note that even after taking into account an allowance for the publication of the Union s history a modest surplus was still realised. The representative team performed admirably this season. Our aim of defending the Barraclough Shield against Queensland Suburban was achieved. Representative coach Ian Moyes prepared the team well. The opportunity to play the curtain raiser to the Australia versus Scotland Test was the Union s first ever match at Telstra Stadium, and a highlight for the players. A decision by the Board in 2001 to publish the Union s history as part of our Centenary came to fruition in September 2004 with the launch by ARU President Mr Peter Crittle of The Game for the Game Itself The History of Sub-District Rugby in Sydney. A labour of love for authors Dr Thomas Hickie and Dr Anthony Hughes, in conjunction with great work by publishers John Blondin and Chris Bishops from Rugby Press, produced a quality publication that will be enjoyed by rugby enthusiasts for years to come. On a sad note, Sheila Kentwell passed away just before this year s Kentwell Grand Final. The Union thanks Ross Kentwell for presenting the famous trophy on behalf of his late grandfather Herbert and his mother, Sheila. I would like to recognise a number of clubs and individuals for their outstanding achievements this year. Drummoyne were the standout team in the Kentwell this season and were deserved premiers, having lost only one match all season. Proving the club s depth, they also won the Burke and the Bruce Graham Shield for Club Champions for the first time in their 131 year history. Colleagues fielded eight senior teams and colts this season. Their top five grades appeared in grand finals, winning a Whiddon Premiership as well as the Halligan. Knox Old Boys won the Reliance Shield as Division Two Club Champions, claiming the Barraclough and Stockdale s along the way. They also won the much sought after Suburban Club of the Year award for their efforts on and off the field. Ian Frame from Knox was awarded the Union s prestigious service to rugby award for his outstanding contribution to his club and the game of rugby. Ken Williams from Briars played his 950 th senior game of rugby - in the final round of the season. Bankstown s Walker premiers were the only team in the entire Union to go through the season undefeated. Brad Martin from Dundas Valley won this year s Kentwell Medal (awarded by the Match Referees) as well as being recognised as the Union s most outstanding representative player. Joy Johnson (St Ives), Richard McGrath (Colleagues), Dom Lombardo (Old Ignatians) and Todd Payne (UNSW) were acknowledged by the Australian Rugby Union via the Volunteer Recognition Program. The Suburban Office staff of Tim Richards and Matthew Want whose loyalty, dedication and professionalism to this Union contributed greatly to a successful year. My thanks are extended to; The Union s Judiciary, chaired by Mark Groom and ably assisted by Tony Beger, Jim Melrose and Tom Lingard. These gentlemen have one of the most thankless tasks in the Union, but undertake their role with professionalism and fairness. 5 clubs but also towards the betterment of the Union. Their willingness to put the Union ahead of any club loyalties is a key factor in the stability and success of Suburban Rugby. The Appeals Tribunal led by Paul McGirr. The Union s sponsors - Canterbury, Coca-Cola, Interfuse, Gilbert, Icons of Sport, Vili s Pies, Leuko and Australian Rugby Review whose contributions assist in defraying the cost of playing rugby. Fraser Neil and his staff at the NSW Rugby Union for their support, both financially and operationally. It is pleasing to see the two unions working more closely than ever before. The Union is working in conjunction with the NSWRU and ARU to assist club administrators with resources and educational tools to make their job easier and to ensure that this Union and its members work smarter and not harder. It is disappointing to note the Union s send off levels increased markedly in The Union is working hard in the off season to implement practices and procedures to reduce the level of violence and reduce the number of send offs within our game. Volunteers in Australia contribute over 100 million hours in the area of Sport and Recreation. This voluntary contribution to Australian Sport equates to over $2 billion dollars annually. Suburban Rugby could not continue to operate without its army of volunteer officials including referees, coaches and administrators. Thank you for your invaluable contribution and I look forward to your continued support of Suburban Rugby in the future. It is important for Suburban Rugby to build on the platform created by the Rugby World and ensure that the increase in team, club and player numbers experienced in 2004 continues into 2005 and beyond. 6 Judiciary Report The Judiciary was fortunate to retain all members from I would like to personally thank Tony Beger, my deputy chairman of the last five years, for his invaluable assistance at each and every Judiciary hearing, and for his enthusiasm and commitment in redrafting the rules and constitution to try to make the Judiciary more effective in the future. I hope that all members will nominate to come back on board for another year. The Judiciary meets on a large number of occasions each year and unfortunately on many occasions late into the evening. Members of the Union should feel comfortable that this committee works hard each night to ensure that the system is fair and that each person is given adequate opportunity to put all relevant information forward to enable a just decision to be made based upon that information. We understand that individuals and clubs will not always be happy with the decisions, but all should understand that the committee s role is to ensure that players and officials can participate as safely as possible and in the true spirit of the game. Unfortunately, 2004 had the highest level of matters dealt with since 1996, with the Judiciary meeting on 27 occasions. I was very disappointed to be notified that I had been reappointed Chairman and in the same notification to be advised that there had been three send-offs and one incident report from the first two weeks of trials. This appears to have set the scene for the balance of the season. The statistics and table below show that 128 matters were dealt with, together with a number of matters from Sydney Juniors but pleasingly no send-offs from Sydney Women s competitions. Alarmingly, of the 38 misconduct charges dealt with this year, 32 involved abuse, threats and assaults upon referees. To add to that woe, there were 16 double yellow cards of which three of the second yellow cards were for referee abuse. This resulted in 27% of all cases being offences involving the referee. This form of statistic cannot continue. Clubs will be expected to ensure player and spectator behaviour towards the referee and other match officials is acceptable, otherwise substantial penalties will continue to be imposed. Unfortunately again the committee had on a number of occasions to deal with the issue of player registration deficiencies. A lax attitude and total disregard for the registration process results in suspended players being able to play with other clubs and on two occasions this year players were able to register and play for two clubs at the same time. For clubs, this results in the loss of competition and championship points. There were also a number of players who were not able to play in the finals series due to clubs lodging late registrations. Hopefully this will not be an issue in Tony Beger and I have already nominated to go around for another year and hopefully you won t have to see too much of us next season. With a squad of 45 players comprising the cream of what NSW Suburban has to offer, and under a new coaching regime led by the well credentialed and enthusiastic Ian Moyes, the day was a great success. Against an enthusiastic opposition, the semi-professional top gun IBM team from Japan, and with a chilly westerly blowing and a good crowd of rugby tragics in attendance, the entertainment began with Jake Havebond (Waverley) easily splitting the defence to set the pace and score in the first two minutes. Not to be outdone, Jack Burgess (Liverpool) mesmerised the opposition with his fast footwork to score out wide. With these established players setting the pace, it wasn t long before the new kids on the block stepped up to the mark. Good mauling, support play and lots of wide passing soon saw plenty of tries scored. This platform then set the tone for the rest of the day, and the players in the second trial certainly produced some headaches for the selectors. With both squads in the 3rd trial beginning to tire, IBM had their best phase of the day, playing some tough ball-in-hand rugby. Final scores on the day were NSWSRU 13 tries to IBM Japan 7 tries. Coaching and Management staff was very pleased with the efforts of all the players and the opportunity is now there for all to take the next step forward. NSWSRU (17) vs Ourimbah (14) 30 May 2004 The magnificent home ground of the Ourimbah Razorbacks was the venue for the final NSW Suburban Rep trial before the squad was announced for the annual Barraclough Shield match against Queensland Suburban. In superb surroundings, with black cockatoos squawking, the match began at a frantic pace. With perhaps some lethargy from the previous day s games, and a laborious bus trip for the Subbies boys, the Razorbacks went out to a quick lead of 7-0. With concerted defence from both sides leading to numerous turnovers, and no real structure from NSW Suburban, it wasn t long before ex-warringah colt, #8 Chris Marchant from the Razorbacks scored again with some powerful mid-field running. However, the boys from the big smoke were not down and out. Moape Ravuvu (Newport) switched on the afterburners to scoot down the blindside to score a cracker! Following that, young Ben Farrow (UNSW) made a telling mid field break to set up a wonderful try to the speedster Tagi Isaia (Bankstown). With hard yards gained by the forwards utilising pick and drive it wasn t long before Tagi was over again, with a converted try to seal the match The outstanding display from the Razorbacks in a very competitive match was an integral step for NSW Suburban in their defence of the Barraclough Shield. NSWSRU (34) v QLD Suburban (19) Telstra Stadium 19 June 2004 The NSW Suburban 2004 Representative Squad retained the prestigious H.H. Barraclough Shield for the 12th successive year in a hard fought, but scrappy match against Queensland Suburban in the curtain raiser at Telstra Stadium. With neither side ever having played on the hallowed turf before, nerves played a large part in a mistakeriddled first half. Forced errors and offside play from both sides featured early in the fast paced match, before a penalty to the Blues enabled James Ronsisvalle (Briars) to open the scoring. This seemed to spur on the Reds, who were gaining the upper hand in the rucks and mauls with excellent clean outs and smart pick and drives by their mobile pack. Hooker Jerome Togia (Logan) scored an outstanding try down the short blind side, and was later voted the Reds best. Not to be outdone, Brad Martin (Dundas Valley) was utilising all his kick and chase skills from fullback to set up attacking raids. This soon led to an outstanding individual try from inspirational Blues Captain, Kristian Berghofer (Blacktown), who just smashed the attacker, ripped the ball and sprinted 30 metres to score and set the tone for the rest of the match. With a solid scrum and in-your-face defence, the Blues began to control the game. As he always does, fly-half Jake Havebond (Waverley) orchestrated his magic, which soon led to Brad Martin scoring beside the posts, enabling NSW to go into the half-time break leading Stinging words from forwards coach Mark Fargas at the break, and a call by head coach Ian Moyes for more effective cleaning out, led to a more concerted effort in the second half. It wasn t long before good pace and determination, plus quick hands from Havebond, saw Berghofer score again. With the Reds galvanised into attack and looking threatening, Havebond conjured a charge-down try from nothing to blow the Blues lead out to With a pack of cranky Reds dominating the lineouts, they stormed back into the match driving through for a good converted try. But then the try of the match: Zippy #9 Sam Hardcastle (Drummoyne) made a clean break 5m from our line and then linked with long striding #8, and the Reds choice of man of the match, Peter Altona (UNSW). He was ably supported by Ben Farrow (UNSW) and by Jack Burgess (Liverpool) who chimed in well with Matt Kowal (Colleagues) and other outstanding runners, before Havebond again scored - this time beside the posts with a classic Stirling Mortlock dive providing much amusement for the Wallabies looking on from the sideline. With Al Merricks (Newport) binned for an alleged professional foul in the last 12 minutes, the Reds capitalised on lack of numbers in the lineout to score an easy try to make the final score After the test match, NSW hosted our visitors at a post-match function where there was good food, good speeches, a great exchange of gifts and a warning from the Reds coaching staff about their rebuilding for next year. We wait with trepidation! And the visitors didn t go home completely empty-handed, as they won the all-important boat race. Brad Martin was voted the players player, pipping Peter Altona.
