BACKGRO OUND TO OECS TRACK & FIELD CHAMPIONSHIPS In 1986, n OECS Sports Coordinator, Joseph Reds Perreira, conceptualized OECS Track and Field Championships with firstt edition set for Queen s Park, St George s, Grenada. He secured sponsorship for annual event of n regional conglomerate, TEXACO. TEXACO, with its main regional office located in Barbados, played a major role in organization and administration of annual TEXACO OECS Track and Field Championships. Trinidad and Tobago s Wilton Jackson, was brought on board to assist with technical aspects of event whilee Secretariat was often supported by staff from Barbados. In 1987 Championships were held in Grenada. One year later, Antigua and Barbudaa was venue. In 1989 competition returned to Grenada with St Kitts and Nevis hosting event in St Lucia was e host in TEXACO also sponsored annual TEXACO Track and Field Championships in Barbados during same years y sponsoredd OECS equivalent. At se Championships OECS fielded a team selectedd based on performances attained at annual TEXACO OECS Championsh hips. The team s management was determined in large measure by OECS Sports Coordinator. 2

4 In 1992 TEXACO encountered a number of critical problems that forever changed its global standing and shifted its focus in Caribbean. This came after having engaged in sponsorship of West Indies Cricket team on its tour to Australia in latter part of In 1992 TEXACO OECS Track and Field Championships and TEXACO Championships both came to an abruptt end. The annual TEXACO Track and Field Championships provided a very high quality of competition and brought toger many of region s best athletes. In 2004, British Virgin Islands hosted OECS Relays with an aim towards jumpstarting regional competition. However, it was not until in 2011 that St Kitts and Nevis Amateur Athletics Association (SKNAA) began inviting member federations of OECS to participate in ir annual Track and Field Championships. In SKNAAAA introduced what it called OECS Invitational. In 2013 Association of National Olympic Committees of OECS (ANOCES) agreed that it was important to encourage development off competitions amongst its membership beginning with Athletics. Thus ANOCES committed to supporting participating teams in what was again called OECS Track and Field Championships, first edition of which was held in Meanwhile, OECS Athletics Congress (OAC) agreed in 2013 to make all necessary arrangements to facilitate an annual OECS Track and Field Championships and to introduce OECS Relays effective It was also agreed that SKNAAA would serve as perennial alternate for annual OECS Track and Field Championships. Unfortunately, in 2014 re was no host for OECS Relays. In 2015, SKNAAA, having hosted annual CARIFTA Games over Easter weekend, could not raise sponsorship and funding to host Inaugural OECS Relays. Additionally, hosts of OECS Track and Field Championships, British Virgin Islands, indicated that 3

The Association became affiliated to International Amateur Athletics disciplines separated. Federations in The two sporting The Association has had a good track recordd in organizing local and regional competitions. Grenada has hosted Whitsuntide Games since 1950 s going into 1960 s, 1970 s, 1980 s and 1990 s. It was a Meett well regarded by Federations in wider Caribbean with good attendances from ir athletes. During that time meet was held on a grass track. Our Stadium was constructed in 2000 and we n hosted CARIFTA Games. In 2003 we hosted CAC Senior Championships and in 2004 revived Whitsuntide Games with teams from Bermuda, British Virgin Islands, St. Vincent, Nerland Antilles, Trinidad & Tobago, Guyana, Canada, Great Britain, Dominica, Jamaica, Martinique, Antigua, St. Lucia, Barbados, amongg ors. Unfortunately, Hurricane Ivan in September 2004 demolished our stadium and it was not until 2015 that we got it rebuilt. In December 2013, with assistance of e Peoples Republic of China, reconstruction of our National Stadium commenced d and was completed October The facility was awarded a Class 1 Certification from IAAF. Since n, we have hosted 2016 CARIFTA Games and during 3 rd 4 th June will host Whitsuntide Games which will be an annual feature on region s athletic calendar during 4

6 Whitsun weekend. Sunday 20th May. In 2018, Whitsuntide Gamess will be held on Saturday 19th and 3. GENERAL INFORMATION 3.1 ARRIVAL AND DEPARTURE Teams are requested to plan ir arrival in Grenada for Friday 30 th June and ir departure for Monday 3 rd July Teams arriving before Friday 30 th June and departing after Monday 3 rd July are required to inform Organizingg Committee.no later than 19 th accommodation. June so that LOC can assist with pre and post Games We urge delegations to book flights NOW. 3.2 AIRPORT The airport of entry into Grenada is Maurice Bishop International Airport situated at Point Salines, St. George. 3.3 ENTRY REQUIREMENT A valid passport is required as well as a valid returnn ticket. 3.4 DEPARTUR RE TAX This is included in your ticket cost; hence, nonee will be collected at airport on departure. 3.5 BUSINESS The currency used in Grenada is Eastern Caribbean Dollar (E.C Dollar). The United States Dollar is accepted by all businesses. Saturday 1 st Sunday 2 nd and Monday 3 rd July, are bank holidays. We advise teams to walk with cash - E.C$ or US$ or use ATMs, which are available island wide. 5

7 Banks will exchange EC$2.67 for US$1.00 cash and EC$2.68 for US$1.00 in travelers cheques. We advise that you exchange currencyy at banks, as better exchange rates may not be found elsewhere. Banks are open from 8 a.m. to 2 p.m. from Mondays through Thursdays and 8 a.m.. to 4 p.m. on Fridays. Most supermarkets and shopping centers are usually open from 8 a.m. to 8 p.m., Monday through Saturday, while a selectt few open on Sundays. Shops generally open from 8 a.m. to 4 p.m. on Mondays through Fridays and 8 a.m. to 1 p.m. on Saturday s. Some Craft and Souvenir shops open on Sundays and Public Holidays when cruise ships are docked. Government offices are generally open from 8 a.m. to 4 p.m. on Mondays through Fridays, but may be closed at 1 p.m. for lunch. It is advised that you check business operating hours off local retailers as some may differ. 3.6 COMMUNIC CATIONS Grenada's area code is 473. it is advisedd that you check with hotel front desk if you want to make calls.. Mobile services are available from current local network providers; FLOW and DIGICEL. Free Wi-Fi will be available at Championships Hotel. 4. ACCOMMODATION 4.1 ACCOMMOD DATION Athletes and team officials and International Officials, will be accommodated at Grenadian by Rex Resort. Meals will be providedd from Lunch on Friday 30 th June to Breakfast on Monday 3 rd July. Meals outside this time frame will be at team's expense. We will advise on rooming list requirements shortly after we receive final entries. 6

8 4.3 ACCOMMOD DATION LEVY The accommodation levy is US$75.00 US per team member according to team size quota. 4.4 PAYMENT OF ACCOMMODATION LEVY This must be done in EC Dollars or US Dollars on arrival before teams are checked into Championshipss Hotel. Bank drafts and certified cheques must be made payable to Grenada Athletic Association. 4.5 ACCOMMOD DATION CHAMPIONSHIPS HOTEL 7

9 The Grenadian by Rex Resort 4.5 ACCREDITA ATION REGISTRATION & AGE VERIFICATION The Accreditation Centre will be located at Grenadian by Rex Resort, St. George. Registration must be done online at w.headcountreg.com/ /meet/1165 No athlete can be accreditedd without his / her certified birthdates being presented Passport / birth paper. Deadlines for Registrations are as follows: Numerical Entries: Midnight, Friday 9 th June 2017 Final Entries: Midnight, Friday 16 th June

10 Participating teams are requested to submit a passport size electronicc photo of team members (athletes and team officials) along with ir final entries in order to facilitate accreditation process. Passports or travel documents of all competitors must be presented on arrival before accreditation process can be completed. Heads of delegations must finalize payment of levy in EC dollars or US currency in order to completee accreditation process and receive ir room keys. All Delegations will receive individual identification cards which must be worn for duration of Games. These cards will act as access passes to transport, warm up area, competition arena and or facilities as indicated. Please note that charges for accommodation and meals of additional personnel must be paid at this time as well. The loss or ft of an accreditation card must be reported immediately to Accreditation Centre. A replacement card will onlyy be provided at a cost of EC$20.00 after LOC is satisfied with explanation offered by Head of Delegation of particula team involved. It is important that teams send equired information by deadline dates to minimise wait at Accreditation Center. 5. OPENING CEREMONY The opening ceremony for 2017 OECS Track & Field Championships is planned for Saturday 1 st July from 3.15 p.m p.m. Most members of delegations would already be at Stadium. Or members of delegations will be transported from ir residencies at 2.30 p.m.. The LOC requests that all delegations participate in Opening Ceremony. 9

11 6. RULES OF COMPETITION The 2017 OECS Track & Field Championships will be held in accordance with rules and regulations of International Association off Athletics Federations (IAAF). All technical matters will be resolved according to e IAAF rules. General matters not covered by se rules will be resolved by Organizing Committee. 7. COMPETITION VENUEE AND DATES COMPETITION VENUE will be Kirani James Athletic Stadium in St. George s. This facility has a seating capacity of 7,020; Main or West stand (1949), Secondary Stand or Eastern Stand (2321), Sourn Stand or Bleachers (2750). The Athletes Stand would be located in Eastern Stand. The competition arena accommodates an eight (8) lane Lesutan5Track, two (2) High Jump areas, two (2) Shot Put, two (2) Javelin, twoo (2) Pole Vault areas, four (4) Long and Triple Jump areas and one (1)Discus and Hammer circle. Spike length must not exceed 9mm except for high jump and javelinn throw where spike length must not exceed 12mm (IAAF rule 143.4). 10

WARM-UP AND TRAINING FACILITIES The warm up track is adjacent to competition arena. It is a four lane 200m track and has same surface as competition track. (See Photo below). Competition Ages Must be 16 years or older as at 31 st December

13 9. COUNTRY TEAMS ACCOMM MODATION QUOTA The Quota for Accommodation at Rex Grenadian Hotel for teams from Member Federations is 27 athletes and 3 officials. IAAF 10. JURY OF APPEAL The Jury of Appeal will be announced at Technical Meeting. 11. PROTESTS Protestss concerning result or conduct of an event must be made within 30 minutes of official announcement of results of that event (IAAF Rule 146). The athlete or an authorized epresentative shall make any protest verbally in first instance to Referee on his/ /her behalf. The Referee may take a decision over protest or may submit it to Jury of Appeal. Any protest presented before Jury of Appeal shall be in writing on official forms providedd by Organizing Committee, signed by a responsible official on behalf of athlete and accompanied by a deposit of US $100.00, which shall be forfeited if appeal in not allowed.(iaaf Rule 146/7) A photocopy of protest shall be given to official presenting protest. The copy will detail time and date of protest and payment of above-mentioned fee. The Jury of Appeal will give a written resolution This resolution will be published in TIC. to protest as soon as possible. 12

14 12. AWARDS CEREMONY Awards Ceremonies will take place as outlined in schedule of events. Medallistss will be held in Ceremonies Room on Ground floor of West Stand. All athletes must be fully dressed in official uniform of irr respectivee National Federation (NF) for ceremony. In accordance with IAAF Rules and Regulations, Awards will be distributed in following manner: Individual Events: o o o 1 st Place: Gold Medal 2 nd Place: Silver Medal 3 rd Place: Bronze Medal Relays: o o o 1 st Place: Gold Medal for every participating member of team 2 nd Place: Silver Medal for every participating member of team 3 rd Place: Bronze Medal for every participating member of team Special Awards: o o for Most Outstanding Male Athlete of Championships for Most Outstanding Female Athlete of Championshipss 13. SCORIN NG Scoring will be by medals as per IAAF WAS events. 13

15 14. MEDICAL INFORMATION Off-site medical services will be available at General Hospital, located approximately 5 minutes from Stadium, and 20 minutes from Championship Village Hotel. On-site medical and physiorapy services will be available at stadium and on call medical service at Games Village. An ambulance will be on call at competition arena during days of Games to deal with any emergency that may arise. It is expected thatt major medical treatment, if found necessary, will be borne by individual and/or by Association he/she represents. The LOC is negotiating for a waiver of Registration with Health Practitioners Board for medical personnel accompany ying teams. However, se personnel will only be able provide care to ir team members or assist orr teams as requested and may accompany ir charges to national hospital. They will not be allowed to practice in General hospital in event that situation requires such medical attention. Space will be available for physiorapists of participating teams to care for ir charges at warm up facility. Teams are asked to bring along ir own massage tables. A medical booklet would be made available to teams. 15. INSURANCE Participating Member Federations (MFs) of e North America Central America & Caribbean Area Association (NACAC) should ensure that y are in good standing with this organization, in order to access yearly insurance coverage provided for 14

16 members during travel and competitions. Non-members would have to seek ir own insurance. 16. DOPING CONTROL Tests for doping will be conducted throughout Competition in accordance with IAAF Procedural Guidelines for Doping Control. The Doping Control area will be located on Ground Floor in West Stand of Stadium. 17. PARTICIPATING COUNTRIES Participation is open to following OECS National Federations (NFs):among ors. Anguilla (AIA) Antigua & Barbuda ( ANT) British Virgin Islandss (IVB) Dominica (DMA) St. Vincent & The Grenadines (VIN) Martinique (MTQ) Montserrat (MNT) St. Kitts & Nevis (SKN) St. Lucia (LCA) Grenada (GRN) - Host NATIONAL FLAGS Each delegation is required to provide two (2) National Flags at accreditation. One will be used during Opening Ceremony while or will be flown at Stadium for duration of competition. The flags must be 4 0 x EVENTS Male: 100m, 200m, 400m, 800m, 1500m, 5000m, 110m H, 400mH, 4 x 100m Relay, 4 x 400m Relay, Shot Put, Discus, Javelin, High Jump, Long Jump, Triple Jump, Pole Vault. 15

17 Female: 100m, 200m, 400m, 800m, 1500m, 3000m, 100m H, 400mH, 4 x 100m Relay, 4 x 400m Relay, Shot Put, Discus, Javelin, High Jump, Long Jump, Triple Jump. Local Club/Schoo ols There will be events for both 16, U-18 categories. boys and girls of clubs and schools in U-12, U-14, U- 19. NUMBER OF COMPETITORS PER EVENT Each country is permitted 2 competitors for individual events and one team per relay. In relay events, each country may enter a team of six (6) athletes, of which four (4) will run final. If an event cannot be conducted due to insufficientt participants, definedd as having not less than four (4) competitors of two (2) different countries event will be considered an Exhibition Event provided that re are at least three (3) competitors, and will not be awardedd points. It is expected that each country will have at least one competitor for each event. 20. TECHNICAL MEETING This will be held on Friday 30 th June at 7.00 p.m. at Stadium. represented by no more than two delegates. Teams may be Teams wishing to raise questions of a technical nature must submit se questions to Secretariat on prescribed form (See Appendix B) no later than 6.00 p.m. on Friday 30 th June. No questions will be acceptedd from floor during Technical Meeting. 16

18 21. TECHNI ICAL INFORMATION CENTRE (TIC) The Technical Information Centre will be located at Ground Floor of West Stand. The TIC shall serve as link between Organizing Committee and various delegations CONFIRMA TION Upon arrival each team will be provided with a set of Confirmation of Entry sheets, which must be confirmed and submitted to TIC. Confirmation of entries for first day of competition shall be submitted during Technical Meeting. for following day. ONLY confirmation of ommissions shall be submitted to TIC by 6:00 p.m. on day before competition START LISTS AND OFFICIAL RESULTS Start Lists will be posted daily at TIC and Warm Up area. A copy will be given to Team Leader upon identification. Results will be posted once events have been concluded. 22. CALL ROOM INFORMATION There would be two Call Rooms - Call Room Onee (1) and Call Room Two (2). Call Room One (1) will be located in vicinity of warm up area and would be clearly indicatedd by signage. Call Room Two (2) will bee located in Squash Court facility situated in North Eastern end of Stadium (See photo below) 17

19 Information about se locations in or around stadium will be available at technical meeting. Athletes reporting to call room must have ir identification and competition number provided by Organizing Committee. Clothing must be approved uniform of ir National Federation/Club/School. The following items are not allowed in call room: I pods, I pads, Mp3 players, CD Players, Walkman, Cameras, Mobile Phones, Head-Sets, personal implements. All items retained in Call Room will be returned to athletes after ir event COMPETITI ION NUMBERS Numbers will be checked in Call Room to ensure that y correspond with athletes names. They shall be worn visibly on e breast and back, (except for those competing in high jump and pole vault). Competitors in running events will be issued additional adhesive numbers, which shall be worn on sides of ir shorts. 18

(d) Travel schedule on approved form; (e)) Passport size photographh for each member of delegation with name, designation and country printed on back of photograph, or sent electronically. 24. VVIP' S You are all VIPs for us. However, delegations with accompanying Government Officials, Ministers or or VVIPs are required to notify organizing committee with full details by 9 th June This is to facilitate necessary protocol. 20
