3 Competition Management Structure Competition Management Team The current Competition Management Team that has been assembled for the 2009 Pacific Mini Games Athletics Competition is as follows: Competition Manager Competition Director Ina Marsters Barry Mullins IF Delegate Responsibilities The International Association of Athletics has appointed Ms. Janelle Eldridge, to the role of IF Observer. The role of the Technical Observer for Athletics includes responsibility for the approval of: Sport equipment to be used in the competition Final Schedule of Events All elements of the Field of Play Timing, Scoring and Results system In addition, the Technical Delegate for Athletics is responsible for: Management of appointed Technical Officials Chairing the Jury of Appeal Technical Officials Appointment Technical Officials are required to ensure that the rules and regulations of the sport are implemented in accordance with the International Federation. Athletics Technical Meeting The Technical Meeting (for Team Managers and key Technical Officials) will be held up to 24 hours prior to the commencement of the competition. This meeting will provide the most current sport specific information. The Pacific Mini Games Athletics competition will be conducted in accordance with the technical rules and regulations of the International Association of Athletics Federations (IAAF). Updated information will be distributed at this meeting. 4 Technical Information Centre (TIC) The Technical Information Centre (TIC) will be located at the Tereora National Stadium. This TIC will be open ninety minutes before competition begins until one hour after the last competition is over each morning and each evening session. Responsibilities of the TIC Liaise between the Teams and the IAAF Observer, Competition Manager and Competition Director Official communications with the Delegations Distribution of technical material through the mail box system, including Competition information timetable, start lists, Official Results, results of Appeals to the Jury, any Official Announcements and any general information Receipt of Final Confirmations Displaying of Results on Notice Boards outside the TIC Receipt of Protests from athletes or Team Representatives General Sports Information Access to the TIC is limited to Team Representatives (2), members of the 2009 Pacific Mini Games Athletics Competition Management, Media Representatives, and any IAAF Representative. 8 Eligibility All athletes wishing to compete in the Pacific Mini Games must comply with current requirements for representing a Country and participating in the Games according to the PGC Charter; Article In the event of a challenge to a competitor s eligibility, the Executive Board shall immediately refer the challenge to the Disputes Tribunal in accordance with PGC Charter: Article The Tribunal s decision shall be final. No further challenges shall be considered thereafter. Pacific Games Association delegation entries are required to be finalized, confirmed, and posted on the Pacific Games Council and Organising Committee websites 60 days prior to the commencement of the Games. PGC Charter; Article Entries All athletes must comply with entry requirements as specified in the PGC Charter; Protocol 7. Entry by Name (Protocol ) Fully completed Entry by Name Forms for each potential competitor must be received from the Pacific Games Council Member Country at least 60 days before the opening of the Games which is 23 July Final Entries (Protocol ) The names of competitors finally entered for each event shall be confirmed to the Organising Committee at the Delegation Registration Meeting (DRM) at least 48 hours prior to the official opening of the Games. (Protocol 7.18) Only those competitors whose names appear on the individual entry forms shall be eligible for final confirmation of participation. (Protocol 7.19) When a competitor is injured after being included in the Final Entries Forms, a substitute may be nominated on production of a medical certificate established by the doctor designated by the Games Organising Committee provided this nomination is made before midnight preceding the opening event of the tournament in which the injured competitor would have taken part. (Protocol 7.20) The substitute s name must have been entered in the Individual Entries Forms of that sport. (Protocol 7.20) Each Pacific Games Association shall be required to ensure that Article 8 is observed with regard to the selection and management of its team. 9 Article 8: Conditions of Entry For the Pacific Games, Pacific Mini Games and in respect of all activities of the Council and events under its control, there shall be no discrimination against any member country or persons on any grounds whatsoever, including race, gender, religion or politics. The Executive Board may require the Organising Committee to reject an entry, which does not comply with the requirements of the Charter, or for any other good sufficient reason. 10 Competition Procedures Rules and Regulations The Athletics Competition of the 2009 Pacific Mini Games shall be conducted according to the Rules of the International Association of Athletics Federations (IAAF). Technical and Competition Rules in accordance with the , I.A.A.F. Handbook will be used and strictly adhered to. A copy of these is available from the I.A.A.F. website: Entry Limits The maximum number of athletes per country who may compete in the 2009 Pacific Mini Games Athletics competition is 3 competitors per event for individual events, and 1 team per relay in accordance with the PGC Charter. Confirmation of Entries Confirmation of entries will be the responsibility of Team Managers. The final confirmation of an entry must be received at the Technical Meeting on September 21 for events on the first day of competition, and then 12 noon on the day prior to the conduct of the event for the rest of the competition. The confirmed athletes do not have to reconfirm for the following rounds of competition. Seeds and Draws The seeding for Athletics events will be conducted in accordance with IAAF rules. Further details will be provided at the Technical Committee Meeting. All competition procedures will be discussed in detail at the Technical Meeting along with any amendments. Implement Specifications Men Women Shot Put 7.26kg Shot Put 4.0kg Discus 2.0kg Discus 1.0kg Javelin 800g Javelin 600g Hammer 7.26kg Hammer 4.0kg Additional Heats and Elimination Rounds If any additional heats or qualifying rounds are required other than those already scheduled rounds or heats are cancelled, all affected competitors will be notified through their Team Manager. 11 Scratchings Team Managers must notify any scratchings to the Technical Information Centre located at the National Stadium, Tereora no later than 1 hour before the scheduled starting time of that event. After the close of confirmation of each event, heat allocation and lane draws will then be conducted for those events requiring them. Draws for all events will be posted at the venue. If an athlete fails to scratch from an event after confirmation or does not compete in all rounds of an event for which he/she has qualified, he/she will not be permitted to compete in any other event in the competition including the relays. (IAAF rule 142.4) Shoes & Competition Numbers The maximum allowable spike length is 9mm (3/8 ) for High Jump and Javelin and 7mm (1/4 ) for all other events. Competition numbers will be issued at the Technical Meeting to Team Managers who will be responsible for issuing these Numbers to their athletes in accordance with the relevant list. The competition numbers must be placed on the front and back of the competition vest (one only required for High Jump and Pole Vault) the back of the warm up jacket and competition equipment bag, and must be firmly attached so that the entire number and any lettering is easily read. The number shall not be altered in any way except as prescribed in IAAF rule Call Room Procedures All athletes are required to report to the Call Room prior to their event. NOTE: NO athlete is to go directly to the Event Site. The Call Room is located below the container by the entrance gate, at the east end of the track. Only Athletes are permitted in the Call Room; only athletes are permitted within the proximity of the designated competition area. Coaches and Team Managers are not allowed anywhere in the designated competition area including the Call Room during competitions. 12 Javelin 50 minutes 45 minutes Shot Put 40 minutes 35 minutes Long Jump 40 minutes 35 minutes Triple Jump 40 minutes 35 minutes Relays 25 minutes 20 minutes Track Events 20 minutes 15 minutes Half Marathon 15 minutes 10 minutes Athletes who report late to the Call Room may be excluded from participation in the event. In the Call Room, the Judges will identify the athletes by their ID and their competition numbers. Judges at the Call Room will ensure the athletes competition equipment and uniform meet prescribed measurements and regulations. Any unallowable items such as cell/mobile phones, videos, walkman, communication devices, private implements, etc. will be kept at the Call Room for collection by the athlete after his or her event (IAAF Rule 143). Once the Call Room procedures have been completed, a Call Room Judge will escort the athletes to their event. If an athlete is already competing in another event at the designated Call Time, the Team Manager or his or her representative must notify The Call Room prior to the Final Call time. Private Implements Athletes who wish to use their own throwing implements during the Competition must lodge them with the Technical Manager at the Technical Room no later than one hour prior to the Scheduled start of competition on each day. The implements will be measured to ensure that they comply with IAAF requirements. The implements will be impounded until after the completion of the event when athletes may collect them from the Technical Manager. Personal implements lodged with the Technical Manager will be added to the pool of implements to be used in the specified event and may be used by any athlete competing in that event, not just the athlete who lodged the implement. Starting blocks will be supplied by the Organizing Committee and must be used for all events up to and including the 400 metre and all the relays. No other starting blocks are permitted. Field of Play Access to the Field of Play Access to the Field of Play is restricted to Technical Officials, athletes competing in events in progress, accredited media and officially designated medical personnel. Under no circumstances are non competing athletes, coaches, members of Delegations, Team Management personnel or spectators allowed on the Field of Play during competition or for one hour prior to competition. 13 Leaving the Field of Play During Competition Competitors may only leave the event site, during competition, with the permission of the Chief Judge and must be accompanied by an Official. Protests & Appeals Protests concerning the result or conduct of an event must be lodged with the appropriate Referee in accordance with the IAAF Rules. Protests must be lodged within 30 minutes of the official announcement of the result of that event. Protests may be made directly to the appropriate Referee by the athlete or through the Technical Information Centre (TIC) by the athlete concerned, or by a member of the Team management on behalf of the athlete. Appeals to the Jury must be made within 30 minutes of the official announcement of the decision made by the Referee. Appeals shall be in writing on the appropriate form, signed by a responsible official on behalf of the athlete and accompanied by a fee of NZD50.00, which shall be forfeited if the Appeal is not upheld. All Appeals to the Jury shall be lodged at the TIC. Immediate Oral Protests in Field events An athlete in a field event may make an oral protest immediately after having an attempt judged as a failure. In such cases, the Referee of the event may, order the attempt to be measured and the result recorded on the bottom of the result sheet to protect the rights of all concerned. The event then continues while the Referee makes his decision of which he informs the athlete as soon as the event finishes. There is a right of appeal to the Jury. Immediate oral protests in Track events An athlete in a track event may make an oral protest immediately after having received a false start. In such a case the Track referee, at his/her discretion, may allow the athlete to compete under protest in order to preserve the rights of all concerned. After the event the Track Referee makes his decision and informs the athlete. No such protest can be accepted if the false start has been detected by a false start detection apparatus. The evidence of this equipment shall normally be accepted by the Starter. Jury of Appeal Each sport shall appoint a Jury of Appeal at its first Technical Meeting. The Jury of Appeal will comprise of 5 persons, one each from four different countries and four alternates also from different countries who will take place of any members of the Jury of Appeal whose teams are involved in an appeal. The Jury of Appeal will deal with any appeals lodged against a decision of a Referee and arising from the conduct of the competition in accordance with the IF rules. The Jury decision will be final. 14 The Chairman of the Jury of Appeal in the absence of the IAAF Observer, a Referee not involved in the protest shall serve as the Chairman of the Jury of Appeal, making the fifth person on the Jury of Appeal. Disputes Tribunal The Tribunal shall decide all differences and questions of a non technical nature, and those technical questions referred to it by juries of appeal or by any of the disputing parties after previous consideration by the jury of appeal. The decision of the Disputes Tribunal in an appeal from a decision of a Jury of Appeal shall be final and binding on all parties. For this and other information, please refer to PGC Charter. Personal Competition Clothing and Equipment (PGC Charter; Regulation 19: Part II) There shall be no advertising or publicity on personal equipment and competition clothing used or worn at the Games Subject to the International Federations rules identification of the manufacturer (name and/or logo) of the equipment and clothing may appear, if not marked conspicuously for advertising purposes as follows: 1. Manufacturer s Identification: The identification of the manufacturer shall not appear more than once per item of clothing and equipment. 2. Equipment: Manufacturer s identification shall not exceed 10 per cent of the surface area of the equipment that is exposed during competition and shall not be more than 60 square centimeters. 3. Headgear (hats, helmets, sunglasses, goggles etc) and gloves: Any identification of the manufacturer shall not exceed 6 square centimeters. 4. Clothing: One identification of the manufacturer (logo, name or combination) may appear on each article of clothing worn by athletes, officials or judges (vest, shorts, track suits etc), the maximum height of 4 centimetres. No other form of advertising or sponsorship on clothing shall be permitted. 5. Shoes: The normal distinctive design pattern of the manufacturer is permitted. The manufacturer s name and/or logo may also appear, up to a maximum of 6 square centimeters, either as part of the normal distinctive design pattern or independent of the normal distinctive design pattern. 6. 15 Competition Venue Tereora National Stadium The 2009 Pacific Mini Games Athletics competition will be held at the Tereora National Stadium, in Nikao. This venue is where the Opening and Closing Ceremony of the 2009 Pacific Mini Games will be held. Location The Tereora National Stadium is situated next to Tereora College, which is situated behind the Rarotonga International Airport on the inland road (also known as the back road). Venue Facilities One (1) primer field Grandstand, seating for spectators Bank (grass) seating Toilets, Showers and Changing Rooms Hospitality Area Sporting Pulse & Internet Facilities available Medical Facilities First Aid on site, 2 minute walk from the Multi Sports Complex, and 10 minutes from the Rarotonga Hospital Warm up Venue & Facilities Warm facility and venue during the games will be located 1 2 minute walk from the main Stadium on Nikao Field. 16 Medical & Media Competition Venue Medical Services Medical services will be provided at each competition venue for Athletes, Team Officials and Technical Officials. Doping Control Athletes are advised that random drug testing will be conducted for the duration of the South Pacific Games in association with the World Anti Doping Association (WADA). It is the responsibility of the athlete to check the status of all medications and refrain from using prohibited substances. Any athlete that tests positive to a prohibited substance will be disqualified from the South Pacific Games. Further information and details of medical services will be made available to all participating countries on arrival. Media Zone At each competition venue there will be an area dedicated for interaction between athletes and accredited media representatives as they are leaving the Field of Play.
