1 2016 AUSTRALIAN JUNIOR CHAMPIONSHIPS 8 13 March 2016 WA Athletics Stadium Floreat, WA ATHLETE BULLETIN Dear Athletes, Congratulations on your selection in the Queensland Heat Team for the 2016 Australian Junior Championship. This Bulletin provides important information about the Championships, including the information presented at the Pre-Departure Meeting. Please ensure you read through this information thoroughly and ensure that your parent(s)/guardian and coach(es) have also been provided with a copy. GENERAL TEAM INFORMATION Team Management The list below outlines the Team Management and their roles for the Championships. These Team Manager will be able to assist athletes for the duration of the Championship. Enquiries leading up to then should be directed to Queensland Athletics on UNIFORM All athletes are required to compete in Queensland Heat team uniform (top and bottom). All other Queensland Heat team uniform items are optional. To order Queensland Heat team uniform after Monday Feb 29 th please contact the QA office. To view the sizing chart for the items, please visit click on the item number (eg T56589 for men s singlets) and click in the right hand corner on specifications. Old Queensland Heat uniform is acceptable for these Championships. 1

2 ACCOMMODATION & FLIGHTS It is NOT compulsory for athletes to stay with the Queensland Heat team. Athletes under 18 years of age as at 8 March 2016, who are travelling to Perth unaccompanied may choose to stay with Team Managers. The accommodation package includes accommodation (twin share), breakfast and transport between the Perth airport, team hotel and WA Athletic Stadium. Athletes who choose to stay with the team must make arrangements to find transport to the Perth airport and must also inform Queensland Athletics of their travel details in writing; info@qldathletics.org.au. Team Accommodation - $390 for the 2 night minimum stay ($195 for each additional night) (only payable by those athletes staying in the Team Accommodation) Please note that Queensland Athletics does NOT book flights for athletes. Athletes are required to book their own flights. Athletes are not required to stay in Perth for the entire championships; athletes may stay in Perth for their event competition days only if they choose. Athletes are responsible for booking their own flights; Queensland Athletics does not book flights for athletes. EVENT ENTRIES AND EVENT TIMETABLE All entries have now closed and have been finalised by Athletics Australia. A final list of all athletes and the events entered is now available on the Queensland Athletics website. The 2016 Australian Junior Athletics Championships draft timetable is available on the Queensland Athletics 2016 Australian Junior Champs (Perth, WA) page; The event timetable will be available from this page when made available by Athletics Australia. Please review the timetable to ensure you are aware of the times for your events, particularly as event times may have changed from the draft timetable. COLLECTION OF COMPETITION NUMBERS & ENTRY PASSES There are no gate entry fees for Tuesday 8 th March. Queensland Athletics will have a marquee around the 200m bend in the WA Athletics Stadium. Athletes will be able to collect their competition numbers and entry passes from the Team Managers*. *Please note that the Team Managers will not have the entry passes and/or competition numbers before 2.30pm on Tuesday 8 March Athletes will be provided with two competition numbers, and 8 safety pins. Both competition numbers must be worn; one on the front and one on the back (except pole vault and high jump). The numbers cannot be tampered with and all parts of the number must be visible. If an athlete tampers with their number they may be disqualified from the Championships. If you lose your competition numbers, please see a Team Manager as soon as possible to arrange a replacement, and be aware that there is a fee for replacement numbers imposed by the event organisers. TRACK SIGN-IN All athletes, regardless of whether athletes are attending the championships with family/friends or whether they have a personal coach in Perth or not, MUST CHECK IN WITH THE TEAM MANAGEMENT WHEN THEY INITIALLY ARRIVE AT THE TRACK. Athletes are to check-in with Team Management at the 2

3 designated QA area inside WA Athletics Stadium. There will be an Athlete Register at the track and it is your responsibility to ensure you have signed in with the Team Staff as you arrive. THE WA ATHLETICS STADIUM The Championships will take place at the WA Athletics Stadium, which is approximately 15 minutes from the Perth CBD. BUS STOP QLD MARQUEE MAIN ENTRANCE BUS STOP Instagram/Facebook/Twitter etc Athletes should re-read the Code of Behaviour they have previously agreed to and are reminded to only post photos and comments that are appropriate and for which permission has been granted to publish by those depicted in the photograph. Family Members Family members that are planning to attend the competition are very welcome to establish themselves in the same area as the team, but should be advised that most of the available space in the Team Area will be occupied by the athletes, their bags and additional equipment. While we are very happy to have family members in the team environment, it is very important that all team supporters are a positive influence on the team, and set and support a positive example for all Team Members. Coaches Coaches who are attending the Australian Junior Championships are reminded to remain in the allocated area for coaches for field events and are not permitted on the track at any time, under any circumstances. 3

4 PHYSIOTHERAPY We are very fortunate to have three physiotherapists to support the team. The physios will be available to all team members and will be conveniently located at the team area during the competition. To assist the physios in providing the highest level of support possible for all team members, please make sure you follow these guidelines: You are required to book in to see the physiotherapists. Booking sheets will be available at the track. Naturally, if you require urgent treatment at short notice (e.g. acute injury), this can be provided without a booking. Be on time for your appointment! Please ensure you leave sufficient time for your treatment prior to your warm-up and competition when making your booking. Work backwards know your event time, what time you need to be in the call room and how long you need to warm up and allow sufficient time for treatment or strapping before. Provide as much as information to the physiotherapists as possible when you arrive for your appointment. If you can bring a letter from your current treating provider to assist, this is very helpful to the medical staff. Please be aware that you may need to wait if an athlete with an acute injury arrives for treatment. If you require strapping prior to your event, please ensure you leave plenty of time for this. If you require strapping you must bring your own strapping tape as the physiotherapists have been known to run out at short notice. TECHNICAL & EVENT INFORMATION Classification Any athlete intending to compete in a para-event must have a formally recognised National Level Classification. Combining Classes All of the events conducted at the Championships will be in a combined class format. All classes will be combined (both Wheelchair and Ambulant) for the purposes of scoring. Official results will be determined based on the Multi Disability Scoring tables (described in more detail later in this document). In the case of field events, since this competition is only conducted in Under 20 and Under 16 age groups, athletes may throw the weight for their two year age group. I.e, athletes that are 13 in 2016 may throw the implement weight for their classification in the Under 14 age group (despite competing as an Under 16 athlete) Progression to Final (Track) Rules for progression and qualifying rounds are as follows. These are the numbers of athletes checkedin and over-ride the IAAF Rules, and remain subject to changes directed by the Competition Director of Athletics Australia **/200/400 metres/hurdles **1-9 Final only Two Rounds 28+ Three Rounds - 800** 1-11 Final only Two Rounds 34+ Three Rounds metres## 1-15 Final only 16+ Two rounds only - 3/5000 metres & Steeple Final only # - Walks Final only 4

5 ** In the case of straight events, up to 10 athletes, and for 800m up to 12 athletes, may be included in some heats or finals to eliminate unnecessary rounds. If more than 30 confirmations are received for 100m or straight hurdles, and more than 27 confirmations for the 200m or 400m or 200m / 400m hurdles events, additional rounds may be programmed. # May be conducted in two divisions as timed finals, if necessary. ## In U14, U15, U metres seeded timed finals will be held rather than heats and finals where in the opinion of the Administration Delegate and Competition Director the numbers confirmed in a particular race exceed the number that could be fairly and safely included in a single race. The factors that they will consider will relate to each particular race. Progressions: For events up to and including 800 metres: - 6 heats: First 2 per heat plus next 4 fastest to semi finals - 5 heats: First 2 per heat plus next 6 fastest to semi finals - 4 heats: First 3 per heat plus next 4 fastest to semi finals - 3 heats: First 2 per heat plus next 2 fastest to final - 2 heats: First 3 per heat plus next 2 fastest to final For events of 1500 metres: - 2 heats: First 4 per heat plus next 4 fastest to final Where it is decided that semi-finals shall be conducted, adjustments to the above progressions may be made and notified either at the Technical Meeting, or as soon as practicable thereafter. The next fastest will be decided on times. If the times are equal, then the highest placing in the round will determine who will progress to the next round, unless there is more available space in the final for all athletes involved in the tie. If a tie still remains, times will be read to.001 seconds. Any remaining tie will be resolved by a draw by lot. Reserves will not be placed in finals where a withdrawal occurs. The draw shall be made one hour before the advertised starting time of the event. Where all scheduled rounds of a competition are not required then the first round shall be cancelled, unless otherwise advised at the Technical Meeting. START RULE DISPENSATION IAAF Competition Rule 162: Rules: & Any competition (or part thereof) conducted exclusively for athletes competing in the under 14 age group and younger; only one false start per race shall be allowed without disqualification of the athlete making the false start. Any athlete(s) making further false starts shall be disqualified from the race. Where an athlete eligible for such an age group competes in an older age group, he/she will be subject to the rules as applied to the older age group. The effect of this dispensation for these Championships is that: a) for the Under 15 to Under 20 events inclusive, the IAAF Rule will be applied, subject to the Australian Starting Guidelines (a copy of which is available on the AA web-site); and b) for the Under 14 the above dispensation will be applied. c) for the Under 16 and U20 para events, the start rule will be applied as per individual classification standards 5

6 FIELD EVENTS In throwing events and the horizontal jumps in the U14, U15, U16 and U17 age groups, all athletes will have three (3) trials. At the conclusion of the 3 trials, the best 8 athletes will have one (1) further trial. The competition order will be changed after round 3. In the U18 and U20 age groups, all athletes will have three (3) trials and the best eight (8) thereafter, will have a further three (3) trials. The competition order will be changed after round 3. Starting Heights The following starting heights will apply. Pole Vault High Jump Under 14 (Men) Under 14 (Women) Under 15 (Men) Under 15 (Women) Under 16 (Men) Under 16 (Women) Under 17 (Men) Under 17 (Women) Under 18 (Men) Under 18 (Women) Under 20 (Men) Under 20 (Women) The following boards will be used in the Triple Jump: Under 14 (Men) 9/11m Under 14 (Women) 9/11m Under 15 (Men) 9/11m Under 15 (Women) 9/11m Under 16 (Men) 9/11m Under 16 (Women) 9/11m Under 17 (Men) 11/13m Under 17 (Women) 9/11m Under 18 (Men) 11/13m Under 18 (Women) 9/11m Under 20 (Men) 11/13m Under 20 (Women) 9/11m POLE VAULT RULE DISPENSATION AA Competition Rule : Rule (a) For the under 18 age group and lower for women and the under 16 age group and lower for men, this rule, at the discretion of the Chief Judge of the event, may not be applied to a particular trial, where in the opinion of the Chief Judge, a competitor made a reasonable attempt to push the pole back in the direction of the runway, but the wind then caused the bar to be dislodged by the pole. This dispensation shall apply for the relevant age groups at all meetings held in Australia. 6

7 VERTICAL JUMPS IAAF Rules 181.8(d) and in these Championships in the normal course of events, jump-offs for first place in vertical jumps will be conducted. The Technical Delegate may only act under Rule 181.8(d) if the prevailing weather or light conditions justify the termination of the competition at that point. PRIVATE IMPLEMENTS Athletes who wish to use their own throwing implements during the championships MUST lodge them with the Technical Manager at the Technical/Equipment Room located at the start line end of the track no later than three hours before the scheduled starting time of that particular event on the day of competition or on a previous day. The implements will be impounded until after the event or events for which they are submitted at which time athletes may collect them from the Technical/Equipment Room. Athletes are expected to provide their own vaulting poles. The Organising Committee will not provide vaulting poles. Poles must also be lodged at the Technical/Equipment Room. STARTING BLOCKS Starting blocks must be used for all able-bodied events up to and including 400m and only those supplied by the Organising Committee may be used. Para-athletes are required to use starting blocks as per their individual classification requirements. Private blocks will not be permitted. SPIKES Spikes permitted at WA Athletics Stadium are as follows: Events Maximum Type Track events 7mm pyramid or needle Long & Triple Jumps 7mm pyramid or needle High Jump & Javelin 12mm for heel pyramid or needle MULTI DISABILITY SCORING TABLES Results will be determined using Athletics Australia s Multi-Disability Standards (MDS). Athletics Australia AWD Statistician, Neil Fuller, has developed the MDS in consultation with a variety of people closely involved in athletics for people with a disability. The MDS enables a mathematical comparison of results between the classes contesting the event. The system is a modification of the % of World Record system that is used by Athletics Australia to combine the Open Classes at the Australian Paraathlete Championships. The MDS system is necessary, as we do not have accurate/reliable World Records for the respective age groups and disability classes competing at the Championships. It also enables for adjustments to be made where Open World Records are significantly influenced by technology (e.g. underage beginners are unlikely to be running on state of the art prosthetic limbs). GUIDES - T11-12 Guide-runner - T11 athletes run with a guide runner and must wear approved opaque glasses or an approved substitute. - T12 athletes may run with a guide runner and may use opaque glasses - F31-33: athletes may have one guide per athlete per event - F11 athletes may use 2 (two) guides for jumping events (orientation and calling) - F11-12 athletes may use 1 (one) guide only for throwing events 7

8 MEDAL PRESENTATIONS - Medals will be presented as soon as possible after the final of each event. - All placegetters are asked to assist with this procedure by going with an official at the completion of the event. - Each athlete must wear either their competition singlet or tracksuit top for the victory ceremony. - Team Managers are requested to assist in ensuring athletes are readily available and are correctly dressed. - For Para-athletes, only one set of medals will be offered per age group (U20 and U16) in each event. For example a 14yr old may place 1st, 12yr old 2nd and a 15yr old 3rd in a U16 event, to which one set of medals will be awarded. PROTESTS - All protests must be lodged initially with the Referee as per IAAF Rules. - Appeals to the Jury are to be made in writing on the appropriate Appeal Form and lodged with the $50 fee. - Appeals can be made by either the athlete or the Team Manager and should be lodged in the Administration Room where forms will be available. - At these Championships an approved team official may be present to assist an athlete whenever an athlete is being addressed or questioned by a Referee or the Jury of Appeal. EXIT FROM THE FIELD OF PLAY All athletes must exit the Field of Play through the Post Event Control area, which is located near the finish line. Officials will direct athletes to this area. Athletes MUST NOT exit the Field of Play other than through this area. SCRATCHINGS Please see the Team Management if you need to scratch from an event. You must advise Team Management at least 90 minutes before an event (or 2 hour for Pole Vault) if you want to scratch from an event. You cannot scratch from an event once the first round has been completed; ie if you have run the heat you cannot scratch from the final, you must go through with all rounds of an event. There are consequences if you fail to scratch from an event. The competition regulations state: If an athlete fails to scratch from an event or does not compete in all rounds of an event for which he/she has qualified, he/she will not be permitted to compete in any other event in the Championships, including relays. If you have any questions about this issue, please ask a Team Manager for assistance. CALL ROOM INFORMATION Each athlete should ensure they know when they should be at the Call Room and aim to be there at least 5 minutes early. Please give yourself 15 minutes to get from the warm up area to the Call Room. The Call Room Managers will be stationed at the entry to the Call Room and will help check you in as you arrive. The Call Room closure times are as follows: Pole Vault High Jump, Hammer, Discus, Javelin Shot Put, Long & Triple Jump Hurdles (including steeple) & Relays Track Events 70 minutes 50 minutes 40 minutes 25 minutes 15 minutes Please work out the correct times for your entry into the Call Room and remember that it is your responsibility to be on time! Strict compliance with call room times is required; otherwise you face the prospect of being disqualified from your event. 8

9 You must present to the Call Room wearing your correct and full Queensland Heat competition uniform and with your competition numbers attached and fully visible. Take your competition shoes with you with the correct spike length. Spike lengths will be checked! Compression garments will be permitted in competition at the Championships, however logos cannot be visible. Call Room Officials may require you to turn them inside out or tape over any logos. Please be aware that compression garments cannot be worn without regulation Queensland Heat uniform over the top. If an athlete is entitled to and wishes to use a Guide, they must accompany the athlete to the Call Room and proceed with the athlete to the field of play. A coloured vest will be provided to them, which they must return after the event. Take as little as possible to the Call Room. If you don t need it for your event, don t take it. For example, track athletes only take your running shoes and a drink; field athletes may wish to take additional items such as food, drinks, towel etc. Advertising is not allowed on drink bottles, bags, towels etc so avoid taking items with large advertising. Please ensure you do not take any banned items with you to the Call Room these will be confiscated and you will need to return after your event to collect these items. A list of Prohibited Items is included in this Bulletin. Call Room Judges will go through your personal belongings to find these items so DO NOT take them with you when you enter the Call Room. Only athletes are allowed in the Call Room no coaches or family members can go into the call room with athletes. Clash of Events If you are required to be at the Call Room for a second event prior to the completion of your first event, you must take a Clash Form to the Call Room when you first arrive. Please ensure you speak with a Team Manager about having a Clash Form prepared and take this with you to the Call Room before your first event. ASADA The Australian Sports Anti-Doping authority (ASADA) has in the past attended the Australian Junior Championships and conducted drug testing on a number of athletes (mainly in the older age groups). With this in mind we strongly encourage all athletes (and officials / parents) attending this event to become educated on the anti-doping process prior to arriving in Perth. Get Educated ASADA makes this easy through their online learning system. We strongly encourage everyone to log into ASADA s system and complete their level 1 anti-doping course or fast track test before departing for this competition. The system can be accessed at A fact sheet on the e-learning is also attached at the end of this Bulletin. Checking the status of medications and substances Each calendar year, WADA produces the Prohibited List: a list of substances and methods that are prohibited in sport (unless therapeutic use has been approved). The list is regularly reviewed, and it comes into effect 1 January each year. Most sporting organisations, including all Olympic sports, prohibit the use of substances and methods outlined in WADA s Prohibited List. You must check the anti-doping rules of your sporting organisation(s) and be aware of the substances and methods that are prohibited by your sport. Some sports prohibit substances that are allowed in other sports. You should be aware if your sport prohibits any such substances. You are responsible for any substances found in your system. Always check the status of medications and other related products (prior to use) by: visiting the ASADA website or 9

In the first instance, relay squads will be announced and posted on the Queensland Athletics website by COB Tuesday 1 st March Where possible, performances at the Australian Junior Championships will also be considered in deciding on the final squads; however as relay teams must be submitted 2 hours before the scheduled start time, performances closer than 3 hours prior to the relay event may not be able to be considered. Please be aware that legal performances will be given preference over those with illegal wind readings where athletes are in very close competition for places in relay teams. From each relay squad, a final team of 4 athletes with up to two reserves will be announced and advertised in the Team Area on the day of the relay. The Coordinators will set a time for all relay teams (including reserves) to meet for training and instructions prior to the relay itself.
