1 BUCS OUTDOOR ATHLETICS CHAMPIONSHIPS PRE-EVENT INFORMATION PUBLISHED 24 APRIL 2018 DATE Saturday 5 May Monday 7 May 2018 VENUE Bedford International Athletics Stadium ADDRESS Barkers Lane, Bedford, MK41 9SB EVENT TIMETABLE ARRIVAL The team captain or coach are asked to enter the stadium by the main entrance and report to registration to sign out the team pack with race numbers and event information. All other athletes and spectators will be directed to enter at the turnstiles. VENUE FACILITIES Entry for spectators is free. Parking is available on site for cars and coaches at a charge. Please bring cash for this. Bedford Stadium attendants will direct you where to park. Changing facilities are available in the corridor under the main seating stand. BUCS physiotherapists and doctors will be on site for injury assessment only. Physiotherapists will be based in the warm up hall. A marquee will be available trackside for use by students as a rest area or for kit storage. University physiotherapists may use this space as well. Please do not leave valuables unattended as their safety is not guaranteed. The space in the warm up hall is limited. There will be a small roped off corridor for a rest area but the warm up straight and sprint starts areas MUST be kept clear. BUCS OUTDOOR ATHLETICS: PRE-EVENT INFORMATION Page 1 of 11
2 Universities are only permitted to bring ONE massage table each. Additional beds must not be brought inside the warm up hall. Catering can be found in the onsite café. VINCO SPORT Will be providing event coverage. Head to runjumpthrow.com to watch. BUCS POINTS AND PRESENTATIONS Medals will be awarded to the top three finishers in each event (relay runners in the final only). Presentations will take place during the meeting and medal winners are asked to listen to announcements and proceed to the medal presentation area when required. Team Points will be awarded for the first 8 finishers in an event. BUCS points will be awarded to the first four finishers. LIST OF ENTRIES No additional entries will be accepted. Any errors to your BPs should be reported via your Athletic Union/Sports Office to Hayley Sanders. Improved BPs set after the entry closing date (12 April) will not count. BPs highlighted in yellow are where either: 1. The individuals did not submit a BP for that specific event (but had submitted Power of 10 links for permitted events). They have been given either the slowest/lowest BP or the IAAF Scoring Tables of Athletics have been used for seeding purposes. OR: 2. The data provided at entry did not match the information from Power of 10, and the BPs have been updated to be accurate. LIST OF REJECTED ENTRIES Any queries should be reported via your Athletic Union/Sports Office to Hayley Sanders. s from students, coaches and parents will not receive a response. PARALLEL SUCCESS ENTRIES All events will be mixed disability scored on the RAZA system. 3 the field events. The RAZA system enables different classifications to compete against each other and RAZA calculates the best performance based on world records for each classification. In the Parallel Success events the -1 System will be in operation meaning that if there is only one entrant no points are awarded, 2 entrants = 1st place points awarded, 3 entrants = gold 1st and 2nd place points awarded etc. BUCS OUTDOOR ATHLETICS: PRE-EVENT INFORMATION Page 3 of 11
4 COMPETITOR INFORMATION EVENT MANAGEMENT AND QUERIES DESK Located in the warm up hall. TEAM REGISTRATION, WITHDRAWAL & SUBSTITUTION PROCEDURES Please note, there is no formal accreditation process, however teams still need to pick up their team packs as normal. Registration Procedure 1. On arrival at Bedford team captains/coaches need to register at the Team Registration Desk and collect their Team Pack which includes competition numbers, a copy of the entry lists, relay declaration sheets, withdrawal and substitution forms. 2. Teams need to register only once. It will be assumed that once an Institution has registered, ALL their competitors will participate in every event that they have entered. 3. Relay teams MUST declare athletes on the DAY and AGAIN for the Final. Declaration forms are in all team packs. Spare forms will be available from the Withdrawals and Substitutions Desk. Please refer to the note further down the page for more relay declaration information. WITHDRAWALS AND SUBSTITUION PROCEDURE 1. Withdrawals and substitutions may be made UP TO 90 MINUTES BEFORE TO THE START OF EACH EVENT. Team captains must complete a withdrawal/substitution form and submit this to the Withdrawals and Substitutions Desk by this time. Please note the exceptional withdrawal procedure for the following: o Men s and Women s Pole Vault - the deadline for withdrawals from these events will be 2 hours before the start of the event i.e. Men: Sunday 09:30 and Women Monday 10: The 90 minute deadline will be judged from the clock on the Withdrawals and Substitutions Desk. 3. Substitutions can only be made from the list of reserves submitted to BUCS by institutions electronically prior to the event or with an individual who has already been entered into another event and is listed elsewhere in the programme. 4. Substitutes must have an eligible BP within the last 2 years, i.e. between 1 March 2016 and the 12 April 2018 inclusive, for the event they are to be substituted into and WILL be BUCS OUTDOOR ATHLETICS: PRE-EVENT INFORMATION Page 4 of 11
5 checked on the day. Standards and permitted performances will also apply to substitutions. 5. Following the closure of entries and any subsequent checking of BPs, athletes on the reserve list will not be allowed to be substituted into an event from which they have previously been rejected if the reason for rejection was failing to provide a BP within the last 2 years, i.e. between 1 March 2016 and the 12 April 2018 inclusive, failing to provide a Po10 link (or equivalent results link) or not meeting the required standard for the 5000m, Pole Vault or Triple Jump. 6. Athletes rejected as not meeting the 3rd/4th qualifying standard may be substituted back into the same event providing there are less than 2 athletes from the same institution in the event - the only exception to this is the 5000m, Pole Vault and Triple Jump where the required standard must be met in all cases and must have been achieved between 1 March 2016 and the 12 April 2018 inclusive; these substitutions will be checked on receipt of the substitution form. 7. Mass withdrawals or substitutions may be submitted via to Hayley Sanders but MUST be on an excel sheet in the following format. 6 Any student withdrawing from the Final of an event will face the above fine and will not be permitted to compete in any other events during the Championships. ENTRY CLASHES Anyone wishing to compete in overlapping events MUST inform seeding by filling out the Entry clashes form and handing in to registration 90 minutes before the first of their events. Track events always take precedence. NB. We shall try to meet your preferences, but NO guarantee is given. LISTS OF HEATS AND POOLS Are displayed on the wall inside warm up. They are released approximately 15 minutes AFTER the 90 minute entry closing deadline. E.G Race Time 14: minute time 12:30. Heat lists released approx. 12:45. Please note that field events can take longer than this to seed. Lists are also tweeted from the CAPTAINS MEETING Will take place in the morning on Monday 7 May. Please listen for announcements regarding a time. The meeting will take place in the seminar room behind the cafeteria. 7 EVENT RULES REPORTING All competitors must report to Call Room before their event start time (as below). They MUST be wearing their correct competition numbers as detailed in the entry lists. The competition numbers must be worn as issued and not be cut, folded or otherwise concealed or mutilated in any way. Track Call Room 20 minutes Relays Call Room 25 minutes LJ/TJ/SP/Throws Call Room 45 minutes High Jump Call Room 60 minutes Pole Vault Call Room 75 minutes Please note that you cannot take the following items into the arena please leave with someone before entering the Call Room: NO Mobile Phones NO ipods/mp3 Players or any other music listening device NO Photo or Video Camera NO Video or Cassette Recorders NO Radios NO shoes with too many spikes NO over-sized spare spikes (maximum spike length 6mm) NO Personal Throwing Implements In the Call Room, Officials will: Ensure that athletes are wearing their university coloured appropriate athletic kit (see note below) Ensure that all competition numbers are worn correctly and correspond with start lists Issue leg numbers if needed Ensure that shoes, number and dimension of spikes, advertising on clothing and athletes bags comply with UKA Rules Ensure that unauthorised material is not taken into the arena. The Call Room Schedule will be posted. The responsibility to be in Call Room lies entirely with the competitor who must then remain in Call Room ready to be escorted to their event. SEEDING For detailed information on seeding, lane draws, progression and qualification please see Appendix 1 Competition Rules Best Performances in the past 2 years will be used to seed athletes. 8 WITHDRAWALS Once an athlete has qualified for a subsequent round of a particular event they are not permitted to opt out of that event and continue to compete in the Championships. This applies to both the track and field competitions. The track referee can prevent a competitor competing on the track if the competitor has opted out of a field event in which he/she has qualified for a subsequent round. The field referee has the same powers to exclude from a field event an athlete if he/she has opted out of a track event [RULE 142 (b) UKA]. COMPETITION NUMBERS Athletes have been allocated individual competition numbers. Each competitor must wear their individual competition number as stated on the entry lists. Athletes will wear the same competition number in every event they compete in. Each athlete will only be given one pair of numbers so they must keep them for all events and finals. All competitors, with the exception of High Jump and Pole Vault must wear two numbers, one front and one back. In the event of a substitution, the athlete being substituted in must wear their OWN number and not change to the original entrants number. In the relays, teams will be allocated team letters which should be retained for the final. Number reprinting will cost of 2 per print. KIT AND COLOURS All athletes must wear university coloured appropriate athletic kit, e.g. vest, cropped top, shorts, lycra all-in-one etc, which is which is clean, and designed to be worn so as not to be objectionable. The clothing must be made of a material which is non-transparent even if wet. (Rule 143 (1)). T-shirts and tracksuit bottoms are not permitted. In relay races all members of the same Institution must wear vests of the same design and colour, unless the Referee has given permission for a change to be made. Institutions that do not have a team kit may wear a plain running vest/cropped top and shorts at the discretion of the Event Manager/ Competition Director, please contact Hayley Sanders prior to the event. If you do not have a plain vest then you can hire a BUCS vest for 20 deposit for the duration of the event. To pick one of these up please go to the registration desk, you will be required to leave your passport or driving license as security. When you return the vest you will get your 20 and ID back. BUCS ADVERTISING AND SPONSORSHIP The Institution name may be displayed once on the front and once on the back of Vests/Leotards and once on the Lower Body Attire. The Manufacturer s Name/Logo may be displayed once on the front and once on the back of Vests/Leotards and once on the Lower Body Attire. NB If you wish to compete in other competitions wearing your Institution kit it will need to conform to UKA/IAAF Advertising Rules. BUCS OUTDOOR ATHLETICS: PRE-EVENT INFORMATION Page 8 of 11
9 RELAY TEAMS Declaration forms, detailed below must be submitted 90 minutes before the published time for each round of the competition. Athletes must be from among those registered for the Championships. One team per Institution can take part in each relay event. Each team will be given designated relay team letters which must be worn by all members of the team and retained for the final. All competitors must wear vests of the same design and colour of the team they are representing, unless the Referee has given permission for a change to be made. UKA/IAAF Rule 170 (10) will apply: Once a relay team has started in a competition only two additional athletes may be used as substitutes in the composition of that team for any subsequent round. BUCS Relay HEAT Declaration Form: Institutions must declare teams of no more than 6 athletes, 4 of these declared athletes will run in the HEATS. This must be submitted by the 90 minute time or the team will be withdrawn from the competition. BUCS Relay FINAL Declaration Form: The qualifying teams must declare no more than 2 additional athletes. The BUCS Relay FINAL Declaration Form will name the 4 athletes who participated in the heats and have 2 spaces for additional athletes. Any 4 of these declared athletes will run in the FINALS. This must be submitted by the 90 minute time or the team will be withdrawn from the competition. OPENING HEIGHTS & QUALIFICATION: Under the guidelines of UKA these standards have been set based on the nationally recognised method of looking at the SBs submitted for the event. Please see Appendix 1 Competition Rules 2018 for details. EQUIPMENT Throwing Events Implements will be provided. Competitors may use their own implements. These MUST be passed for competition by the Technical Manager, to whom they should report not less than one hour before the respective event, with the exception of javelin, which should be reported not less than 90 minutes before the respective event. No implements to the Technical Room before on Day 1 of the event as the Officials will be out in the arena preparing the sites. Personal equipment is not available for use by other athletes without the permission of the owner. Athletes not qualifying for the final should collect their implements as soon as possible after qualification finishes from the Technical Room. Athletes qualifying for the final MUST leave their implements in the Technical Room until the end of the event. Vaulting Poles - will not be supplied for the pole vault. BUCS OUTDOOR ATHLETICS: PRE-EVENT INFORMATION Page 9 of 11
10 Spikes - The maximum spike length allowed is 6mm, spot checks may occur. Spiked shoes must not be worn outside of the Athletic Arena. Numbers - Numbers must be worn as issued and not be cut, folded or otherwise concealed or mutilated in any way. Starting Blocks - False start detection equipment will be used for all races up to and including 400m, including the first leg of a relay race, provided such leg does not exceed 400m, unless otherwise specified by the Competition Director. ALL athletes in these events SHALL be required to use only the starting blocks provided. WARMING UP All warming up must be done away from the track. Athletes should use the indoor area to warm up. Please observe the ONE WAY system in place. For safety reasons, NO Ear/Headphones are to be worn in the warm up area. ANTI DOPING Where Anti Doping is present at an event it is standard practice for Doping Control Officers to notify athletes of their selection for testing upon leaving the competition arena. However, athletes should make the Officer aware if they have another event to compete in. Any athlete who is notified that they are required for testing must comply with this request and provide a sample. Any athletes entering the BUCS Outdoor Athletics Championships (i) acknowledge that they are bound by UKA s Anti-Doping rules, (ii) agree to submit to drugs testing in connection with this event in accordance with UKA s Anti-Doping rules (which may involve providing a blood and/or urine sample); and (iii) confirm that they are either aged 18 years or older or that the person(s) having parental responsibility for them consent to the above testing. 11 Where declared numbers do not merit heats/semi finals, finals will be run at FINAL time, unless otherwise stated, and where semi-finals are not necessary, finals will be run at FINAL time. Where there are A and B finals, if the B final is not required the A final will be run at the B final time. Where there is an A, B and C final the races will be run at C final, then B final time.
