4 Greetings from the President of the IOF Dear athletes, coaches and organisers of Asian Orienteering Championships! On behalf of International Orienteering Federation, I would like to congratulate all participants on 6th Asian Orienteering Championships held this year in Hong Kong. Regional championships are very important for our International federation because it gives us indications how our sport is developing in different regions. Asia, as we know is not only growing by population, but we would like to see also significant growth of orienteering in the region. IOF is giving full support to the ambitions of Asian Orienteering Federations to develop sport in the region. As one sign of our support, a major IOF International event, World Cup final round will be held in China in I wish you successful event, challenging courses and enjoyable time in Hong Kong. 5 Welcome Message from the President of OAHK Welcome to the 6 th Asian Orienteering Championship! More than 600 runners from all over the world and nine Asian Countries shall compete in this championship. The Asian Orienteering Champion is the only platform for Asian elite runners to compete against each other for the title of Asian Orienteering Champion. We are encouraging the organisation of more elite competitions and finding ways to promote these events. As more and more World Ranking Event are being organized by Asian Orienteering Federations; to promote these WREs and enhance participation, an Asian Cup Annual Asian Ranking award was started this year. The first Asian Cup Winner of 2018 shall be presented with prizes in conjunction with this Championship. Since 2015, the Asian countries have started the Asian Junior and Youth Orienteering Championship to help and enhance the development of elite runners. From 2019 onwards, the Asian Junior and Youth Orienteering Championship will be made an annual function. In even years, the AsJYOC shall be held together with the biannual AsOC. At the end of November 2019, the first Asian Trail Orienteering Championship will be held in Hong Kong. This would be the first time Asian Trail Orienteering enthusiasts will compete against each other. We hope the discipline of Trail Orienteering would take root in Asia. In 2020, the World Trail Orienteering Championship will be organized here too. We invite you to take part in the championships. We hope to develop all four Orienteering disciplines in the Asia region, to offer different challenges to different talents, country and terrains, and promote the overall development of orienteering. We had a proposal to organize the first Asian Ski Orienteering Championship, we hope the Championship will be organised in the near future. I hope you will all have a good competition. I hope you will enjoy you stay in Hong Kong. I hope you will make friends with orienteers from other countries. I am looking forward to meeting you all at the competitions. All competitors must be full passport-holding citizens of the country they are representing. Competitors representing member Federations of the IOF, defined by the International Olympic Committee as belonging to the Asian continent, can compete in AsOC. Competitors representing other member Federations of the IOF can participate in AsOC but will not be eligible for Asian titles, medals or diplomas. Federations may enter up to 10 men and 10 women in each Elite class of the individual competitions. In the Middle Relay competitions, a federation may enter a maximum of 2 teams in each gender category, but only the better-placed team will be counted in the prize list. The remaining competitors of each Federation who are not running in the official relay teams can form team(s) and run the relay in the respective open classes, however, they are not eligible for any prize. In compliance of the AsOC rules, the starting order for the individual competitions shall be drawn at random. The draw shall be made in three starting groups (early, middle, late). Therefore, the team officials have to complete and return the Grouping List as attached at the end of the Bulletin to the organiser as soon as possible to facilitate the start draws. The deadline for the submission of start groups for Sprint and Middle events is 22 Dec 2018 before 14:00 hours while the deadline for the submission of the entry list for Middle Relay is 25 Dec 2018 before 14:00 hours. The start lists for the respective competitions would then be issued during the TOMs. In each individual competition each Federation shall allocate its competitors to 3 starting groups. Before allocating a second competitor to a group, a Federation shall allocate one competitor to each group. Any single outlying competitor can choose which group to start. If a Federation fails to allocate its competitors to starting groups, the organiser shall decide the allocation.

14 The SPORTident Air+ punching system will be used in all competitions. The organiser shall provide SIAC cards to all competitors for free. The card shall be returned to the organiser at the end of the competition. There will be a charge of $600 HKD for each card lost or damaged. For the best use of the SPORTident Air+, competitors shall observe the following procedure: Arena Test their SIAC with the SIAC Battery Test unit Punch the Clear unit to clear all previous card memories Pre-start Punch the Clear and Check units in sequence before entering start boxes to clear previous card memories and activate Air+ touch free punching function Hover over the "Test" unit to check Air+ experience Start No punching start is required for all 3 events Mount the SIAC away from any GPS watches In the Course Hover over the unit to record arrival Punch the unit if Air+ function fails Use the backup punch if all unit fail Finish Simply cross the finish line For Open Classes, punch the finish unit in middle distance event Result Download results as instructed Proceed to the arena Further details about the usage of SPORTident Air+ punching system is available on the athletes guide by SPORTident. Wear your GPS watch on the opposite side to the hand carrying SIAC to avoid the interference of the SIAC s operation.

17 The 2018 edition of Competition Rules for IOF Foot Orienteering Events including its Appendix 9 for The Asian Orienteering Championships and the current OAHK Competition By-Law will apply. Doping is forbidden: Think positive test negative. All competitors shall follow the IOF Anti- Doping Code. For more information, please consult: For AsOC 2018, there are no regulations regarding clothing. However, full body cover is recommended for both Middle Distance and Middle Distance Relay events. No spikes are allowed in the Sprint Distance competition. Please also remove your studded shoes when entering the arena of the Middle Distance event. As a safety measure required by the local competition by-law, all competitors must start with a compass and a whistle in the middle distance and middle-distance relay events.

21 Quarantine and Pre-start The quarantine starts form the boarding of buses at YHA Mei Ho House to the quarantine area located at the arena. All elite classes competitors must report to the quarantine before 09:50. Failure of compliance shall lead to disqualification. Competitors are allowed to depart for pre-start from quarantine 15 minutes prior to the respective start time. Follow the signed route and proceed to the pre-start. Once a competitor has departed for pre-start, it is prohibited to re-enter the quarantine. For open classes competitors, no quarantine is required. Proceed to the pre-start area directly following the signposts. Terrain The competition zone comprises 2 different areas: (1) Historic walled villages, with its construction founded between 1584 and The village area was used to bounded by moat and wall, which some of the structures were retained till now. Combine of narrow lanes/passages and rest gardens/children playgrounds. Usual Sunday morning traffic is expected. (2) School campus combine of complex buildings and playground/flower beds. Both areas are very flat with almost no climbing. Paths and roads are mostly paved or asphalted. Visibility and runnability are very good. The western (villages) and eastern (school campus) parts are separated by a busy road. You must use the designated footbridge to cross (shown as marked route on the course map) otherwise you will be disqualified. We are sharing the venue with the villagers and public. Remember that orienteers do not have the priority to use. Take care, especially where visibility is limited. There is no particular hazard yet competitors are reminded to beware of unleashed dogs and vehicular access despite traffic control shall be implemented. Competitors are also reminded to respect the local residents by reducing noise during competition.

27 It is prohibited to wear shoes with metal studs in the court. Facilities Bag drop Changing rooms First aid station Physiotherapy Toilet Parking Quarantine and Pre-start Quarantine is not required. There is a head count station 1km away from the arena with 50m elevation, requiring around 20- minute walk. The designated route is marked with signage. All competitors must pass the head count station before 11:45 in order not to encounter and communicate with the race finisher After the head count station, continue with the signed route and proceed to the pre-start. Once a competitor has departed from the head count station, it is prohibited to return. There is no coaching zone, yet warm-up maps are available at the warm-up area. For safety reasons, Compass and whistles are compulsory. Any competitor who does not have any of the equipment are prohibited to start. Terrain Situated at the western part of the highest peak in Hong Kong, the venue is hilly with steep slopes and deep valleys. The highest hill in the area is around 470m above sea level. The competition area is covered by mixed vegetation, with about 15% of the area covered by white forests, another 25% covered by open and rough open area while the remaining 60% are covered by dense vegetation. Part of the area is dominated by extensive of boulder fields and stony ground which may hamper running speed. However, the area also covered by wide path networks and open areas which provide good visibility and runnability. Full leg cover together with orienteering shoes are recommended. Stray cattle appear in area and will not do any harm to human. However, competitors are advised not to provoke or frighten the cattle and stay away from them as far as possible. Due to the recent damage caused by the typhoon, lots of fallen trees and branches are found in the competition area and the vegetation of the affected area has been updated. However, competitors should take care on some affected areas off the predicted routes areas which may not be updated.

30 Start, Finish and Result Processing There is only one start, please refer to the Start and Finish Procedure as stated at section 6. Finish There are two finish areas. Elite classes competitors will finish their courses at Finish A. A touch-free finish line will be used thus no punching finish is required. Clothing deposited at pre-start will be available for collection at the finish area. After downloading the results, proceed back to the arena with a 75-minute walk along the signed route. Open classes competitors will finish their courses at Finish B. Punching finish is required. After downloading the results, proceed back to the arena with a 50-minute walk along the signed route. Clothing deposited at pre-start can be collected on the way back to the arena. Water is available at both finish areas. Result Processing Result download will be set in both finish areas. Competitors are required to download their results upon completion of the race. Officials will print the personal result slip for your reference. Result data will be transmitted to the event arena for further process. All queries shall be made at the result processing station at the arena. All 2 nd and 3 rd leg competitors are required to remain at the quarantine after the first leg competitors have started. Toilets are available at the quarantine. For safety reasons, Compass and whistles are compulsory. Any competitor who does not have any of the equipment are prohibited to start.

34 Start Procedure (Leg 1) The start area is located at the arena. Competitors will be summoned 15 minutes prior the respective start time. Maps will be placed on ground with start numbers facing up. Competitors have to stay with their map, yet no map reading is allowed prior to the start signal. The start signal for each mass start will be signalled by an airhorn. It is not allowed to move forward before the signal. Teams that false start or cause others to false start will be disqualified. After the signal, pick up the map and follow the 140m-taped route to the start marker. There is no start unit at the start marker. 140m to Start marker Clear and activate SIAC Test Air+ Experience Last Control The last control is located at the northeast side of the arena and is visible at the waiting area adjacent to the change-over. The taped route from the last control to the change-over is around 330m. Please be careful when approaching and leaving the last control due to the narrowness of the passage.

35 Change-over Procedure No radio control will be set and no announcement will be made for changeover. However, the last control of all classes is clearly visible at the waiting area. When the previous runner is passing the last control, the next runner can enter the change-over area. SIAC has to be cleared and checked. Coaches or team officials are not allowed to enter the change-over area. The change-over between the incoming and the outgoing runners is completed by touching hands. After the change-over is completed, the incoming runners proceed to the Finish through the finish chute. The outgoing runners proceed to the start marker which is about 140m away, following the marked route. On the way to the start marker, pick up the maps at the map boards before leaving the arena. The maps are labelled on the back with the team numbers and legs. All maps are hung on the map boards in numerical and ascending order from the direction of approach. Upper rows for the 2nd leg runners, lower rows for the 3rd leg runners. It is the competitors own responsibility to take the correct map. The wrong pick will lead to disqualification. If you cannot find your map on the map board, you should report this to the official immediately for the issue of a new map. The outgoing runners should pay attention not to bump into the incoming runners when leaving the arena as there is crossing point between the runners just outside the arena gate. Finish There will be two finish chutes at the Finish. The 1st and 2nd leg runners should take the left finish chute. The 3rd runners have to keep to the right finish chute. Punching finish is not required. The chest position is decisive if there is a close finish. The finish line will be video-recorded and manually back-up. All maps will be collected at the Finish. A new set of maps will be issued to all Elite teams while the maps for Open classes will be returned after the announce of the final results All runners must proceed to the result download station after finish. SIAC will be collected after completion. Team officials and runners having finished their races are not allowed back in the competition area. 2 nd Mass Start The 2nd Mass Start for slow running teams on legs 2 & 3 will take place together at around 12:40. The exact time will be announced at the arena at least 15 minutes beforehand. All remaining runners will be directed by the officials to the map boards adjacent to their teams maps. No changeover will be allowed once they get to the map boards. Any false start will lead to disqualification.

36 Terrain The competition arena lies on a flat alluvial plain at the north western side of Tai Mo Shan and east of Yuen Long town. Yuen Shan is composed of farmland, wetland, villages and semi-open hills with about 70m level difference. Most of the area are covered by open to rough open vegetation and together with the wide-spread of path network enable good visibility and runnability. Hills with steep slopes, which are covered with stony ground, are at the north of the competition area. Full leg cover together with orienteering shoes are recommended. There is occasionally the appearance of a water buffalo which causes no harm to the human beings. Illustration Description A discontinuous eroded drainage channel, symbol 201 impassable cliff, with depth 1.5m to 2m and covered with long grass is at the north of the fish ponds, represented by symbol 307 uncrossable marsh or 310 indistinct marsh. Over hundreds of graves can be found in the area due to the favourable Feng Shui of the area. However, only large graves with minimum 6m x 8m or prominent graves will be shown as prominent man-made feature [symbol 531] on the map in order to maintain the legibility of the map. As there are many graves in the vicinity of the villages. In respecting the ancestors of the villagers, competitors are advised not to step across the graves. *Maps are not extracted from the competition map and serve only illustrational purpose.

38 Complaints and protests shall be handled in accordance to the IOF Competition Rules. All complaints on results must be made 15 minutes after the announcement of the final results by filling in the Complaint Protest Form. A protest may be made against the organiser s decision about a complaint. The protest section on the Complaint Protest Form shall be filled and returned to the organiser, together with a protest fee of HKD $450 in cash, 15 minutes after the decision on the complaint. The protest shall be adjudicated by the jury members appointed by the IOF. The fee will be returned if the protest is accepted, otherwise the fee shall be sent to the IOF. When a protest is signed by more than one Federation, each Federation shall pay the required protest fee. The Complaint Protest Form is available at the arena. The jury member list will be announced once it is approved by SEA and IOF.

42 The accreditation procedure is only required by all Elite Class Athletes and their respective team officials. For all athletes participating in the Elite classes and team officials, passports shall be produced upon accreditation. Accreditation passes bearing photos of the team officials and athletes will be issued. Without the accreditation pass, use of official transportation, check-in at pre-start and quarantine or attendance of official programme will be refused. The organiser reserves the right to prohibit athletes from competing until the required passports are properly inspected. Registration procedure is required by all athletes, valid photo identification needs to be presented for registration. For overseas Elite and Open athlete s passport identification is required and for Local Elite and Open Athletes HKID card is required. Elite athletes and Athletes residing in YHA Mei Ho House will be registered during accreditation and check in, but Open class athletes have the option to either register at YHA Mei Ho House or at the event centre of their respective events. Please note that the reception also needs to a photocopied version of your identification. All elite athletes and athletes residing in YHA Mei Ho House will collect their athlete packs during accreditation at YHA Mei Ho House Event office, Open Class athlete packs are also available for collection at the event office, but Open Class athletes can also collect their athlete packs at the event centre on the day of the event as well. To hand in an entry, Federations shall use the entry form as uploaded in the IOF Eventor and submit the complete form before the deadline as stated above. According to IOF rules, a team misses the deadline, the team members will be allocated to starting groups and legs by the organiser and cannot be changed later on by that team. A team officials meeting will be held for each race to provide information about the competitions for the Elite classes. TOM presentation slides from the meeting will be uploaded to the IOF Eventor after the meeting. There will be one meeting for the Sprint and Middle events and the other for the Middle-Distance Relay event. Questions in advance for the meetings may be submit to the Event Office before 16:00 on the day of the TOM. 46 Warm up events for training purposes including sprint and middle distance will be arranged on 22 December The warm up event for Middle will be held in the morning at Ngau Liu which consists of rough open and forest type vegetation. The training venue locates at the eastern part of the AsOC Middle event venue at Shek Lung Kung. Both vegetation and topography of the two areas are very similar. The maps are also produced by the same mapper. The warm up event for Sprint will be held in the afternoon at North District Park & Fanling Wai, an old village type settlement which resembles similar terrain of the AsOC Sprint event at Sheung Shui Heung.
