1 Special Event Management Plan 2016 Golden Ultra Description The Golden Ultra is a 3- day Ultramarathon (trail running) proposed for Golden and CSRD Area A. The event will include three separate foot races (one per day) that can be done individually, as a set, or in a team. Most of the participants will come from Alberta, the Okanagan or lower Mainland and the North- western USA (driving distance targets) and will stay in Golden for 3-4 nights. An accommodation and meals package is offered as part of registration in partnership with local hotels and food and beverage providers. Please see attached Google Earth snapshot of the course + course routing.kmz files. Access to the course will be controlled by a variety of methods: Staff and event volunteers will be given driving directions to various points on course where they may be stationed. If a designated road does not go to the specific location, they will travel the remainder of the distance on designated trails by foot or mountain bike. Runner support crews must register and will be provided with maps regarding how to access the course. In this way their traffic on the course and access roads will be limited and controlled. The roads used to access the course are all designated forest service roads or provincial highways, including: Kicking Horse Trail Tallus Forest Service Road There will be no temporary structures set up on course. Two locations will have a single 10x10 pop- up tent and two folding plastic tables, set up and removed on the event day (Tallus Forest Service Cedar Lake Parking Lot and Tallus Forest Service terminus). Participants will not leave the designated event route as it will result in their disqualification.

3 Directional signage will be provided for all runners. This signage will be 10 x10 coroplast arrows on metal pin flags and/or wooden stakes. It will be installed less than 24 hours prior to the start of the event and removed within 6 hours of the last runner crossing the finish line. Directional signage will also be provided for support crew accessing the course. This signage will be paired with volunteers to control access. Parking will all be provided within Town of Golden parking areas, at Kicking Horse Mountain Resort or, for a few volunteers and runner support crew, at the Cedar Lake parking area or at the terminus of Tallus Forest Service Road. Portable toilets will be provided in the Town of Golden; no others will be required (runners will use facilities at Cedar Lake and Kicking Horse Mountain Resort, although very limited usage is expected). Rules, Enforcement, Safety Runners will be required to abide by a safety plan and stay on the designated event routes. The participant will be penalized with relegation in the event ranking and/or disqualification if found in violation of these rules. Event Rules: 1. Runners must stay on designated course routing. 2. Runners must carry mandatory gear, as outlined by the event organizers at the pre- event meeting. This may include first aid supplies, communication devices and/or bear spray. 3. No littering The event is sanctioned by BC Athletics. They may hand out additional sanctions. Event crew and volunteers, including safety personnel will enforce rules on site. Safety is paramount and runners or their support crew who violate rules will be warned and/or punished accordingly. Temporary Improvements The start/finish area will be hosted within the boundaries of Kicking Horse Mountain Resort and/or the Town of Golden.

4 Temporary improvements for course are as follows: Aid Station 1 Up to 2 10x10 tents, tables, possible temporary fencing o Tallus Forest Service Road at Cedar Lake parking area Aid Station 2 Up to 2 10x10 tents, tables, possible temporary fencing o Terminus Tallus Forest Service Road Aid Station 3 KHMR o Eagle s Eye Restaurant / Gondola Top Aid Station 4 Up to 2 10x10 tents, tables, possible temporary fencing o Tallus Forest Service CBT Trail Junction (in pullout) All improvements will be delivered by pick- up truck, less than 2 hours prior to the first runners arriving. They will be removed within 2 hours of the last runner passing the location. Water Water will be purchased in bulk from Home Hardware. Runners will carry their own drinking vessels and refill them. Cups will be available for runners and volunteers who do not have their own. Garbage will be removed from area. Washrooms Washrooms are primarily required at the start/finish locations and aid stations. All aid stations have been paired with existing facilities,with the exception of Aid Station # 2 at the terminus of Tallus Forest Service Road. Pending registration numbers we may have a portable toilet installed for 24 hours at this location. Garbage and Recycling Garbage and recycling will be collected at all aid stations, sorted and transported back to the start/finish area. Event organizers will dispose of waste in appropriate recycling facilities and waste management facilities (Town of Golden). The course sweep crew are responsible for picking up any waste on the event trails. Impacts Use and Environment Minimal impacts are expected on the natural environment, over normal wear and tear on the trails. Runners, volunteers and crew will be required to stay on designated trails and roadways to minimize impacts on undisturbed natural surfaces. No additional parking or vehicle access for spectators is expected in course areas. The primary parking area will be in downtown Golden. Spectators may also park at the Cedar Lake Parking lot in the morning (8 am 10 am) or in the parking area at

5 the end of Cedar Lake Road in the afternoon (12 pm 7 pm), but excessive use is not anticipated and regular public use should not be impacated. Due to the autumn dates of the event there will also be limited impact on other users of the recreational and industrial facilities. Pending information on logging activities, there may be industrial traffic on the Tallus Forest Service Road. If this is the case, we will minimize and manage any event- related traffic. Users of the Cedar Lake day use area and any trails associated with the event may be affected. However, the event passes Cedar Lake in the early morning, in late, fall so non- event users should be at a minimum. The same impacts and mitigations will be seen in the Mountain Shadows trail system (early morning hours results in lower levels of traffic). Signage will be posted in advance to ensure public users are aware of the event and that they still have access to the trails. Support of Local Trail Custodian As part of our gratitude for using the trails developed and maintained by the Golden Cycling Club, the Golden Ultra will give participants the opportunity to make a donation to the Golden Cycling club as a part of their registration process. The Golden Ultra will also make a donation to the Golden Cycling Club that matches the sum of participant donations, or more.
