2 triathlonscotland Team Scotland - Glasgow 2014 Commonwealth Games Athlete - Sport Selection Policy and Standards Introduction 1 This selection policy has been agreed by triathlonscotland and Commonwealth Games Scotland (CGS). It provides detail on the process by which triathlonscotland will arrive at athlete nominations, which will be submitted to CGS for consideration, for final selection to Team Scotland for Glasgow Achievement, by an athlete, of individual selection standards, detailed in this document, is therefore the first step by which nomination can be considered. The final decision in selection to the 2014 Games lies with CGS 2 triathlonscotland will nominate only those athletes that have qualified under both the Triathlon Specific Selection Standards stated below, and the CGS General Selection Policy (available on the CGS website) that should be read in conjunction with these standards. 3 Entry numbers per event are in accordance with Commonwealth Games Federation (CGF) agreed numbers and should more athletes achieve the standards then triathlonscotland will prioritise in accordance with the Sport Specific Selection Standards. Team Scotland General Selection Policy Aim 4 Scotland selects a team that performs with distinction in 2014, achieving our highest ever number of medals and maximising the opportunity of a home Games. 5 This triathlon policy is consistent with the aim. Athlete Eligibility 6 The eligibility criteria of the CGF Article 24 must be met by all nominees, see Appendix 1. 7 Where prospective team members do not automatically comply with the above, in terms of birth or parents birth, they will only be nominated for final selection if they receive prior approval from the CGF under their guidelines.

3 Games Competition Format 8 The triathlon competition compromises of the three separate triathlon events at the 2014 games which are: Male Individual Standard Distance Female Individual Standard Distance Team relay event. 9 The maximum team size is six, made up of three male and three female athletes for the individual races. The team relay is made up of two males and two females from the athletes selected for the individual events. Sport Specific Selection Standards 10 Selection period 1 April 2013 to 15 May Phase 1 - Standard Distance Race - ends 15 September 2013: Nomination will be prioritised with 10.1 taking priority over 10.2 as follows: Up to 2 athletes in each gender may be nominated by achieving two top three placings within Commonwealth competitors and finishing within 101% of the overall race winner s time, in a World Triathlon Series (WTS) race (standard distance only*) during 2013 season. If more than two athletes achieve the standard, then the following will be and are listed in priority order:- applied Athlete who achieves a top 3 in the WTS Grand Final (London 15 September 2013) Athlete with closest time percentage behind the overall race winner (including non commonwealth athletes) from any of the WTS standard distance races in If none or only one athlete has achieved point 10.1 then up to 2 athletes in each gender may be nominated by achieving two top eight placings within Commonwealth competitors and finishes within 103% of the overall race winner s time in a WTS race (standard distance only*) during 2013 season. If more than two athletes achieve this standard, then the following will be applied and are listed in priority order:- Athlete who achieves a top 8 in the WTS Grand Final (London 15 September 2013) Athlete with closest time percentage behind the overall race winner (including non commonwealth athletes) from any of the WTS standard distance races in 2013.

4 10.3 A maximum of 2 male and 2 female athletes may be nominated following this phase. Phase 2 ends 15 May 2014:- Athletes for nomination will be considered under: individual standard (Top 8) medal support potential top 8 team relay athlete 11 The number of places available will depend on the outcomes from Phase 1 of the selection process. There is no priority order for the above, therefore the decision to nominate will be to maximise potential performance Individual standard An athlete achieving the standards detailed in section 10.1 or 10.2 during phase Medal support: In line with the CGS General Selection Policy, As per the CGS general policy, consideration will be given by CGS to selecting athletes if they are entered for the reason of providing support to a named athlete, who is a potential medal winner or in events of a tactical nature. All athletes nominated under this category must be identified as such and meet general criteria of showing validated objective evidence of ability to perform this role. A separate written agreement to perform this role will be required at the time of nomination. triathlonscotland must discuss with CGS, not later than six months in advance of nominations, if any athlete is likely to be proposed on this basis. An athlete who achieves either the standard in 10.1 or 10.2 and delivers a top 3 Commonwealth position in 2013 or 2014 WTS races may be considered as medal potential. The identification of a potential medallist could result in the nomination of selected individuals to fulfil a team role in a medal support capacity.. Athletes being considered for a medal support role will be required to show evidence of consistent ability to perform at the standards required to support the identified medal potential athlete.. Athletes who meet the requirements for this type of role will be notified by Triathlon Team Management no later than 15 November Potential Top 8: Selection to indicate potential to perform at top 8 in the Commonwealth Games Individual event will be prioritised with taking priority over

5 Athletes who have achieved one top 8 finish from Commonwealth competitors and finished within 104% of the overall race winner s time at WTS in 2013/2014. NB: The closest time percentage behind the overall race winner will be the priority for nomination Individual Medallist at U23 World Championships in London 2013; or Athletes who have placed top 5 from Commonwealth Competitors at an ITU World Cup in 2013/2014 may be considered, once series analysis completed; or Individual Medallist at Junior World Championships in London 2013 Plus Evidence of individual performance standards in relation to a top 8 Commonwealth athlete (based on discipline specific analysis of WCS racing) Team Relay Athlete If places remain available after phase 1 an athlete may be nominated as a relay team athlete. In order to be nominated an athlete must show validated objective evidence of: race performance in super sprint; sprint or standard distance racing at prior agreed events And show an agreed level of individual discipline standards (based on discipline specific analysis of WCS racing including World Team Relay Championships). And may be required to attend an assessment day between 1 March-15 May 2014 to give final evidence of their suitability for Relay Support. Other Factors for Consideration 12 Athletes are required to demonstrate commitment to the triathlonscotland performance programme objectives and G2014 team performances in their given event. 13 Races altered in terms of distance and/ or discipline (ie. If a triathlon is made a duathlon) will not count for selection 14 Any athlete who is selected at end of phase 1 would be expected to prove form by competing at least once in 2014 at an agreed competition, before the date for final

6 nominations. A target outcome of their performance would be formulated based on considering various factors such as quality of field and the phase of their training programme. If there is no race that is sufficient to allow this, then the athlete will be expected to complete monitored sessions in accordance with their training structure. Selection process 15 triathlonscotland will send initial nominations from phase 1 to CGS by 7 October CGS will confirm initial team selections by 10 November triathlonscotland will communicate final team nominations to CGS on 15 May CGS will confirm the final team selection by 30 May Final selection to the Games team is dependent on receipt of relevant information required by CGS such as completion and signing of the CGF Eligibility form and CGS Team Member Agreement.. De-selection 19 Antidoping Athletes suspended by their Governing Body as a result of ongoing or concluded antidoping violation allegations, will not be considered for selection, and if previously selected will be deselected from the G2014 team. 20 Form and fitness issues Injury management Where form and fitness issues are identified at or after selection, a fitness test may be used to determine that the athlete is capable of performing to the level required for the Games. The format will be determined by CGS after discussion with the Triathlon Team Management. This will be specific to triathlon and the athlete s condition and may include input from CGS medical staff. Any selection or de-selection decision, following such a test, will be final. 21 CGS and triathlonscotland policies - Athletes in breach of CGS and/or triathlonscotland policies, code of conduct and team agreement may be de-selected. Appeal Process 22 An appeal against non-nomination to CGS by triathlonscotland is entirely a matter for the athlete and triathlonscotland. This should be held in accordance with triathlonscotland s own appeal procedures, but taking into consideration only the CGS selection policy and agreed sport specific selections standards and conditions.

7 triathlonscotland Appeal Procedure 23 Following communication of outcomes of nomination from triathlonscotland on 15 May 2014 the athlete must inform the Chief Operating Officer of triathlonscotland, in writing, of a decision to appeal and the grounds upon which the appeal is made. This must occur within three working days of communication of the outcomes of nomination. 24 Appeals will be heard in accordance with triathlonscotland internal appeals process. In all instances, triathlonscotland will respond in writing to the athlete within two days, notifying them of the outcome of the Appeal Process. 25 An appeal against CGS non-selection on behalf of an athlete may only be submitted by triathlonscotland and not by any individual athlete. If an appeal is submitted to CGS by triathlonscotland, a CGS Panel will consider the case along with any additional information provided. The appeal must be made in writing within one week of notification of selection outcomes to triathlonscotland by CGS. Appointment of Team Staff 26 A Team Manager will be appointed by CGS in consultation with triathlonscotland by February The final complement of triathlon team staff attending the Games will ultimately depend upon team numbers and composition and will be determined by CGS in consultation with triathlonscotland. This will include different categories of accreditation and access to the Games Village and other secure areas.

8 Appendix 1 ARTICLE 24 Eligibility 1. Subject to Article 24(2), as a condition of entry to compete in the Commonwealth Games, all athletes must be citizens or subjects of the Commonwealth Country that enters them and must: (a) (b) not be currently under disqualification or suspension by the Federation, or their respective Affiliated Commonwealth Games Association (CGA) or International Federation (IF) or under the World Anti Doping Code; comply with all applicable rules and regulations of the Federation, their respective IFs and the World Anti Doping Code as may be modified and applied by the Federation to ensure that the overriding principles of the Commonwealth Games are observed. 2. Subject to Article 24(3), where an athlete was born in a Commonwealth Country that has common citizenship/passport with other Commonwealth Countries, the athlete may initially represent either the athlete's Commonwealth Country of birth; or the Commonwealth Country of birth of his or her father or mother that shares the same citizenship/passport. 3. After having represented one Commonwealth Country at the Commonwealth Games, an athlete may not represent another Commonwealth Country unless he or she receives the approval of the Federation, the relevant IF and the affiliated CGAs of the two Commonwealth Countries concerned. Applications under this article must be submitted to the Executive Board at least 12 months prior to the commencement of the Games. 4. It is the responsibility of all affiliated CGAs to ensure that their athletes are fully aware of and comply with the eligibility rules of the Federation. 5. The Executive Board will have the power to waive the provisions of Articles 24 (1-3) in its discretion. In relation this clause, the CGF Executive Board at its meeting in August 2004 gave the following guidelines: If an athlete has previously represented a country at a Commonwealth Games they may continue to represent that country at future Games. Athletes wishing to compete for a country on the basis of residency must show they have resided in that country for five years immediately prior to those Games. Further guidelines were given in August 2005 as follows: Athlete Eligibility - Athlete Dispensation Criteria The General Assembly noted the Executive Board s decision that in accordance with Article 25 (5) dispensations would be granted to athletes where common passports exist in that an athlete may represent the new country subject to having fulfilled all the requirements of the relevant International Federation.
