There will be 1 long or 2 shorter races on each day and all boats will race in as one class. Safety requirements for all races have been upgraded, full details are in the Notice of Race on pages 4 and This booklet has been re-written with a number of minor changes. Refer to page for all dates and times and there is now one set of Sailing Instructions for all events on pages 6 & Please read carefully. IMPORTANT INFORMATION Plymouth is a Naval and Commercial Port and the Port Authorities have ABSOLUTE control of seagoing activities within the Port, which by definition also extends two nautical miles to the seaward of the Breakwater. Where yachts are sailing within the boundaries of the Port, they shall comply with such regulations as may be enforced by the Port Authority. In particular, regulations regarding interference with the navigation of large vessels must be strictly complied with. Competitors are referred to the Dockyard Port of Plymouth Order 1999, a copy of which is displayed at the Plym Yacht Club, and to the local notices to mariners. Any breach of such regulations will result in the yacht concerned being disqualified from the race in which it was sailing at the time, or in a serious case, such other races as the sailing committee may decide. 4 Plym Yacht Club Notice of Race for the 2018 Season 1 a b The organising authority is the Plym Yacht Club. For an event organised jointly with another club, the organising authority is the Plym Yacht Club, together with the other club. 2 a b 4 a b c d The races will be governed by the rules as defined in the Racing Rules of Sailing, the RYA prescriptions to these rules, and where appropriate, the rules applicable to ORC or IRC handicaps, except that limits on crew weight or numbers will not apply. The Dockyard Port of Plymouth Order (DPPO) and Plymouth Local Notice to Mariners (PLNTM) shall apply. In particular, regulations regarding the safe navigation of large vessels shall be strictly observed. Details of DPPO and PLNTM are displayed on the QHM website. Breaches of these regulations will be dealt with under RRS rule 69. Competitors are reminded that a breach of good manners or good sportsmanship, unethical behaviour, or conduct that may bring the sport into disrepute, is likely to result in a protest under RRS Rule 69: Misconduct. Racing is open to Yachts with a valid Handicap for the event, which are capable of racing safely in strong winds without reliance on safety boat cover and which have an engine or suitable alternative means of propulsion. For short races held within the Sound, (Gin Series, Friday Series, Autumn Series) boats must comply with the requirements of the World Sailing OSR Appendix B. In addition to other requirements, all competitors under the age of 18, and all competitors in boats without lifelines, must wear a personal flotation device at all times when racing. This modifies RRS 1.2 For the Coastal Races, yachts must comply with the requirements of World Sailing OSR Category 4. In addition: (i)all yachts must carry a suitable liferaft or part inflated dinghy with pump attached. (ii)yachts must be registered with the Coastguard CG 66 system. (iii)the owner/skipper of each yacht entering a Coastal race, must complete and retain on board, an OSR Category 4 Inspection Card before the first race entered. A copy may be found at: index.php 5 a b c Gin Series, Friday Combined A, Autumn Series: All boats will race under NHC handicap, they may also elect to race under one of either the ORC or IRC rating scheme. Friday Class B will race under NHC. Also see Handicap Policy on page 9. NHC handicaps will be updated after every race, using the standard RYA algorithm. Coastal Races: Boats may elect race under one handicap only - either IRC, ORC or the PPSA Port Handicap. 4

5 6 a c b The programme of racing on page gives all details of classes, dates and times. For the Friday evening series, two Combined classes are offered. Class A is for faster cruisers, keelboats and sportsboats, with other boats racing in Class B. When offered, the White Sail class will race under Port Handicaps. Boats in this class are only allowed to use a mainsail and jib / genoa. Each boat must be entered and skippered by a member of an RYA affiliated club. Eligible boats may enter by completing the 2018 registration and declaration form with the Plym Yacht Club. 8 The Exoneration Penalty, the Advisory Hearing and RYA Arbitration of the RYA Racing Rules Disputes Procedures will be available. 9 a b IMPORTANT CHANGE -Yachts shall monitor VHF Channel M (). Racing shall be managed according to part of the RRS except that visual signals will normally be replaced by announcements on Channel M. In the event of Channel M () being unusable, Channel M2 will be used in its place. Series points scoring will be in accordance with the Scoring Policy on page 9. Prizes. Results will be published in the club after racing and online, normally within 24 hours. Race and End of Series prizes will be determined and awarded by the Race Committee, bearing in mind the number of boats racing in each class. Individual race prizes will not necessarily be awarded to the best placed boats. 12 Competitors are reminded of their responsibilities under RRS 4 as below: RISK STATEMENT Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: (a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event. (b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore. (c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions. (d) Their boat is in good order, equipped to sail in the event and they are fit to participate. (e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities. (f) The provision of patrol boat cover will not routinely be provided and when so provided is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. (g) For offshore races, they are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew; and (h) Their boat is adequately insured, with cover of at least,000, against third party claims. 5

6 Plym Yacht Club Notice of Race for the 2018 Season General Instructions 1. Competitors must make sure that they are aware of their obligations given in the Notice of Race which form part of these Sailing Instructions. 2. Restricted Areas: Yachts shall not pass through The Bridges between Drakes Island and Cornwall, and shall not enter the designated Bathing Area to the east of Tinside pool.. In the event of a General Recall, the class concerned will start after the last scheduled class has started. 4. Any changes to the Sailing Instructions will be announced over VHF Channel M() prior to the warning signal and confirmed on the Notice Board in the. Yachts shall monitor VHF Channel M(). Visual signals will normally be replaced by announcements on Channel M(). In the event of Channel M() being unusable, Channel M2 will be used in its place. 6. The Programme of Racing on page gives full details of classes offered, dates of races, start times and time limits. Competing yachts are requested to pass close to the starting control before the warning signal in order that their intention to race may be noted. 8. Details of the start and course will be announced over the VHF before the warning signal. 9. The start line will normally be either (i) between the club Flagstaff and West Mallard Buoy or (ii) a transit of the Flagstaff and an orange pole with ODM to be announced. 10. In an emergency, a yacht may use her engine and afterwards continue to race without penalty, providing that she does not gain by such use and reports the circumstances to the race committee, who are satisfied with the explanation given. 11. All Coastal Races: In the interests of safety all yachts are required to ensure that their finish is recorded with the Race Officer on Channel M(). In the event of retirement yachts must notify the race officer of the retirement on Ch M(), or if this fails telephone the Plym Yacht Club on or other designated phone number as promulgated. 12. Inshore Races (Gin Series, Friday and Saturday Series) and Long Distance Race (a) The start line as announced over VHF before warning signal, will be used. (b) The course will be selected from the list of courses which appears on pages 10-1, or notified by using boards with the standard PPSA mark abbreviations as on page 14. (c) The Race Committee may change, shorten or extend the course by making an announcement on Channel M(). 6

7 Plym Yacht Club Notice of Race for the 2018 Season (d) The Finish will be between the Flagstaff and the last mark of the course. 1. Plymouth to Fowey (a) The start line as announced over VHF before warning signal, will be used. (b) The course(s) will be announced prior to the first warning signal. Course 1: From the Start line direct to the Finish of the RFYC Course 2: Start, L4 Buoy (S), Cannis Rock Buoy (S) to Finish. Course : Start, Hand Deeps Buoy (S), Cannis Rock Buoy (S) to Finish. Course 2 or may be shortened by announcement on Ch M() to finish at Cannis Rock Buoy, in this case Yachts should record their finish time when rounding (when due West of) the Buoy and also record the sail numbers of boats immediately ahead and astern. (c) The finish line is an extension of the line joining the RFYC flagstaff and the white line on the building behind the staff, and leaving the silver turning buoy to starboard. 14. Fowey to Plymouth a) Start line: Either Committee Boat Start will be between a mast on the Committee Boat displaying an Orange Flag and an orange cylindrical inflatable. Or RFYC Start : The start line will be an extension of the line joining the RFYC flagstaff and the white line on the building behind the staff. b) The course will be from the start line direct to the finish at Plymouth. c) The finish line will be between the Flagstaff on the Start box at Mount Batten and West Mallard Buoy. 8 Plym Yacht Club Handicapping and Series Points: 2018 Handicapping Policy 1. In 2018 we will be using 4 different handicapping systems: Abbreviation System Notes NHC NHC (Club Handicap) Progressive handicap system for main series with handicaps updated after every race using the standard RYA algorithm as implemented in Hals. PH Port Handicap Handicap provided by PPSA handicapper for events involving other clubs, e.g. coastal events and the PPSA/ Regatta ORC ORC Club Rating Velocity prediction based system. See IRC IRC Rating Secret formula based rating. See 2. A boat s starting NHC Club Handicap will be calculated mainly from its performance in the two Friday series in 201 and other performance data as available. A boat will continue to race in the same class even if changes to her NHC Club Handicap would put her in a different class.. A handicap class with fewer than 5 entries for an event, may be withdrawn. 4. Boats will only receive a result under the ORC or IRC rating schemes after a copy of the appropriate valid certificate has been received by the race Committee. In consultation with the Port Handicapper, the race committee may make an adjustment to the handicapping process in interests of fair racing. Series Points, Scoring and Time Limits: (Plymouth Gin, Friday & Autumn Series) 1. Scoring will be in accordance with Appendix A of the Racing Rules of Sailing except as given below. 2. For the Friday evening series, each yacht s best races will count. For the Saturday afternoon series each yacht s best 4 races will count. If fewer races are sailed all will count.. The Friday evening series race during the PPSA regatta will not count towards points. 4. (a) Where it is unlikely that a majority of boats will complete the course within the time limit, then the finish times of a previous completed round may be used to determine positions. (b) For the inshore series races, if the leading boat of a class finishes within the last 0 minutes of the time limit, then the time limit for the class concerned will be extended to 0 minutes after the finish time of the leading boat. Appendix A, section A9 Race Scores in a Series Longer than a Regatta shall apply. 8

Sailing Instructions: The Crawford Pursuit Race Event You are invited to take part in a FREE FUN pursuit race event on Saturday 29 th December 2018 with the earliest start at 10.00hrs Slowest Boat Starts First..It is planned to run two races. 2. Racing will be managed from Start Box at the end of Mount Batten Pier. Instructions will be given on VHF Channel M (), or Ch M2 if for any reason Ch M () is unusable.. Start: Individual start times will be published later. Start times for Race 1 will be determined from published standard handicap data. Start times for Race 2 will be modified, based on the results of Race 1 and announced on Ch M(). A countdown to each individual start will be given on Ch M () 4. Courses: For race 1, we plan to use either course A or course B as below. However the race committee may decide to use a different course and start/finish lines on the day. In any event, the courses for races 1 and 2 will be broadcast on Ch m (). Start line: Between the flagstaff and West Mallard Buoy Heading South. Course A: Yacht Haven (P), F Buoy (P), Dunstone (P), St Nicholas (S) Course B: F Buoy (S), Melampus (S), Dunstone (P), St Nicholas (S) Finish : Between the flagstaff and the RPCYC flagstaff Heading East. Following Racing there will a Prize Giving at PLYM YACHT CLUB. A Race Lunch will be available, (family of Competitors very welcome.) can make Deep Water River Moorings available for competitors, free of charge and assistance with getting ashore will be available.
