2 General Information Car parking Free Parking is situated next to Holyhead Sailing Club and on the green. It is regretted that overnight parking of caravans, motor caravans etc is not permitted. Parking at the marina is for permit holders only so please be mindful of these restrictions. Berthing We are most grateful for the generous sponsorship from Holyhead Marina, which means, for the duration of the regatta, berthing is free to all competitors. All yachts arriving for the regatta should call the marina on channel 37 or tel: , or Important message from the marina Welcome to Holyhead Marina for Liverpool Yacht Club In order to make everyone's stay as enjoyable as possible please read and follow these guidelines: The Marina Car Park is for Berth Holders only. You may enter for unloading but must remove your vehicle immediately as others will require access. Please do not leave vehicles unattended on the hatched area as this is needed for emergency access. All trailers must be parked in the boatyard. Rubbish from yachts is to be placed in the green wheelie bins in the fenced off refuse compound in the marina car park. Storage for delivery sails, berth cushions, etc is available by arrangement with the Marina Office. This area will be locked and items are left entirely at the owners risk. When returning from racing please contact the Marina Office on Ch37 for berthing instructions if you have not previously been allocated to a berth. Please do not take a berth which has not been allocated to you. Please respect the marina facilities and other berth holders, particularly late at night. Waste oil and batteries - please contact the Marina Office who will direct you to the facilities. Please return wheelbarrows and trolleys to the fenced off refuse compound. 3 Catering and Supplies FOR ALL YOUR SUPPLIES: The Marina Stores has all your general supplies, sandwiches, lunch provisions, tobacco, newspapers, alcohol, cash back facility, mobile phone top ups, bacon butties and other hot and cold snacks. They are in the Marina complex and open 8- late Friday, Saturday, Sunday and Monday. Call or for special orders. Sailing Breakfasts and Suppers: In the restaurant in the sailing club will be providing breakfasts from 8am; lunch between 12 noon 3pm and evening meals 6.30 pm- 10 pm. Packed lunches will be available and need to be booked the day before required in the restaurant. Hot food and filled rolls will be available downstairs in the sailing club after racing. It is advisable to pre book your table if you wish to dine in the restaurant. See SI 17. A flashing orange light may be used at the end of the breakwater to signal imminent commercial traffic. Competitors will have no grounds for redress if this light has not been activated.

Rules The Regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) The IRC 2015 Rules Parts 1, 2, and 3 shall apply. 1.1Safety Regulations Classes 1, 2, NHC/ Venture shall comply with the current ISAF Offshore Racing Committee s Special Regulations Governing Offshore Racing Requirements for Category 4 races. 2. Conditions of Entry 2.1 All competing boats must be adequately covered by insurance, including a minimum of 2,000,000 Third Party Insurance. 2. All competing Skippers must complete and sign the required entry form and pay their entry fee before the start of the regatta. 3. IRC Rule shall not apply. There will be no limitations on crew number or weigh accept as requested for boats rated as one designs which shall comply with IRC Notices to Competitors Notices to competitors will be posted on the official notice board located in the Holyhead SC Clubhouse. 4. Changes in Sailing instructions Any change to the sailing instructions will be posted two hours before any race they effect, except that any change to the schedule of races will be posted by 21:00 on the day before it will take effect. 5. Signals Made Ashore 5.1 Signals made ashore will be displayed at the flagpole at the Holyhead Sailing Club. When flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in race signal AP. 6. Schedule of Races: The intended schedule is:

After a long postponement, to alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound for at least four minutes before a warning signal is displayed. 2. Class Flags The Class flag will be; IRC Offshore Class 1 IC One IRC Offshore Class 2 IC Two Sports-boat Class 3 IC Three National Handicap Certificates Class 4 IC Four Competitors in classes 1 & 2 should display the relevant code flag on their Backstay. The IRC numbers that define Class I & 2 shall be displayed on the Official Notice Board at or before the briefing. 7. Course Area 7.1 The course area will be in Holyhead Bay unless otherwise stated. 7.2 Hazards Please note especially the wreck of the Asmund which protrudes at low water at the eastern side of Holyhead Bay in position 53º 19.3 N & 4º 35.4 E. This wreck may be suitably marked. 8. The Courses. The number corresponding to course to be sailed may be displayed on the Committee boat at the warning signal and marked on a board they will be broadcast by VHF. If no board is displayed or VHF transmission made the course shall be 1 For Class 1, 2 for class 2 with 3 for class 3 & , The diagram in Attachment A show the courses, including the approximate angles between legs, the order in which marks are to be passed and the side on which each mark is to be left. 8.2 If one of two gate marks is missing and has not been replaced as described in RRS 34 then the remaining mark shall be rounded to port. 8.3 The approximate compass bearing Mark 1 may be displayed on the Committee Boat. 8.4 Shorten Course. Any course may be shortened at any mark. In addition, when a finishing line described in SI 12 has been laid to leeward or in the vicinity of the intended leeward mark, and when flag S is displayed with two sound signals from the finishing boat the meaning of flag S is changed to : The course is changed, and the intended leeward mark(s) is/are the last mark of the course. Pass the mark to port or if a gate sail between the gate marks from the direction of the previous mark and proceed through the finishing line. (Class flags will be used if not all classes are finishing). Additional sound signals may be given and/or a rib may wave a blue flag at competitors in the vicinity of mark 3 to draw boats attention to the changed course (at the Race Officers discretion). 8.5 The target time for the first boat to finish will be 75 minutes. At the Race officers discretion the target time may be reduced or extended. 9. Marks

6 9.1 Course 1,to 4 Marks 1,2 & Yellow inflatable buoys Marks 3S, 3P and Mark 4 Orange inflatable buoy. Finish Mark.(FM) Blue inflatable dumpy buoy. 10. The Start 10.1 Races will be started in accordance with RRS The starting line will be between a staff displaying an orange flag on the race committee boat which together with any object attached is one starting mark at the starboard end and a staff displaying an orange flag on the port end starting mark which, together with any line and object attached is the other starting mark, or if not used an red inflatable buoy. 1. Committee Boats and start and finish boats may hold station-using engines. This shall not be a ground for redress. This changes rule 62.1(a). 2. When there is a later race the same day, the sail numbers of boats scored OCS, ZFP, or BFD in the previous race may be displayed from the race committee signal boat before the next warning signal. 3. A boat starting later than 10 minutes after her starting signal will be scored Did Not Start. This changes rule A If any part of a boat s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal and she is identified, the race committee will attempt to broadcast her sail number on a VHF channel 37 or one specified on the notice board. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a). 11 Change of the position of the next mark 11.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced. It will be replaced by an original mark. 12. The Finish The finishing line will be between a staff displaying a Blue flag on a race committee boat and the finishing mark which is a Blue Buoy or a mark flying a blue flag.(this changes Race Signals), or HSC Finish which is a prolongation of the transit formed by the HSC Club flagpole and the pole on the promenade bearing a yellow rectangular top mark. Yachts shall finish between the Breakwater and an inner distance mark, which shall be an Orange buoy (if laid). 13. Time Limit 13.1 Course 1 to 4 The time limit will be 120 minutes. Boats failing to finish within 30 minutes after the first boat sails the course and finishes (in their respective class)within the time limit will be scored Did Not Finish. This changes rules 35 & A Course 5 The time limit will be displayed with the course on the official notice board 14 Protests 1. Protests may be written on forms available at the Race Office or as complies with rule Protests shall be delivered there within the protest time limit. 2. For each Class, the protest time limit is 60 minutes after the last boat has finished the last race of the day. The same protest time limit applies to all protests by the Race Committee and protest Committee and to requests for redress. This changes rules 61.3 and Protests will be heard in approximately the order of receipt beginning at 17:00 or as soon as possible after this time. 2. On the last day of the regatta a request for reopening a hearing shall be delivered a. Within the protest time limit if the party requesting reopening was informed of the decision on the previous day; b. No later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes rule The exoneration penalty and the advisory hearing and RYA arbitration procedures of the RYA rules disputes procedures will be available. See official notice board for details. 15. Scoring

7 16. Ferries 17. Radio The low points scoring system of Appendix A will apply One discard will be allowed when 4 or more races have been completed. Competitors impeding the progress of any commercial traffic at any time or failing to follow the race committee s directions relating to commercial traffic may, at the discretion of the Race Committee, be disqualified, scored DNE or given some other penalty at their absolute discretion. This amends A4 and A5. A flashing orange light may be used at the end of the breakwater to signal imminent commercial traffic. Competitors will have no grounds for redress if this light has not been activated. When code flag L is displayed from a committee boat or a patrol boat, near the end of the breakwater when leaving harbour or on the seaward side of the breakwater end when entering harbour, the instructions of the official boat must be sought and obeyed. Failure to seek or follow such instructions shall result in being scored as DNC for the nearest race. This alters rules A4 and A5. This is to ensure the safety of competitors when ferries are entering or leaving harbour. Race Control may transmit on a VHF Channel 37or one identified on the notice board with the call sign Race Control Yachts should communicate with Race Control on Channel 37 (or other designated) to signal retirement or in an Emergency. The Race Officer may be contacted on Prize Giving Overall prizes for the Spring Regatta will be presented as soon as possible after racing on Sunday 30th June in Holyhead Sailing Club DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
