4 RACE PREPARATION SETTING THE COURSE For 2015 Average Lap Races will be used. (a) Set a race length of 45 to 60 minutes, based on an average lap time of minutes. (b) Try to set a course that includes a windward start with as long a beat as possible, or if only short beats can set due to the wind direction then try and include two in the course. (c) With a Northerly wind the recommended means of achieving a windward start is to make use of the committee boat (see Note 6) but remember for Average Lap Races the start and finish line must be the same and so with a committee boat start a committee boat finish must be used. The alternative of using the Line and Buoy No 5 as the first mark should only be used a) if the two can be set at sufficient distance apart to avoid bunching at the first mark, and b) with a port rounding of Buoy No.5. The wind strength and size of the fleet must also be taken into account before coming to a decision on this option. The use of buoy No.6 to create a wing mark is also recommended. (d) If a running or reaching start from the club line is used avoid placing the first mark near the line to reduce the risk of the fleet being bunched at the first mark. (e) Try to set a course that includes a shy reach and a broad one as this will test boats carrying Spinnakers, especially if a gybe is included! (f) Use W and/or No.6 buoys to produce a more testing course in particular when the wind direction makes it difficult to set a reasonable course using only the standard set of buoys No s 1-5 (g) Try to ensure each leg of the course on any point of sailing is of reasonable length taking account of wind strength. DISPLAYING THE COURSE The course is displayed on boards hung from the front of the Race Box balcony. One board displays the course marks in sequence from start to finish reading left to right by buoy number and colour, green indicates mark to be left to starboard and red indicates mark to be left to port. The second board identifies the Class of boat, length of race in minutes (both to be completed in white chalk on blackboard) and includes an arrow to indicate direction of start and finish. A second set of course boards is available to be used if different courses are set for particular classes. THE CLUB START LINE The Start Line is set by two transit posts, one a red and white post with a triangular top piece fixed to the key heading in front of the house, and one metal post with a circular top piece fixed to rail of the Race Box balcony. Rotate the posts to make sure the colours of the two top pieces contrast when viewed from the start area. The start line is defined by a line projected on the water set by the transit posts and by white inner and outer distance marks. When placing the distance marks try to ensure they are set marginally on the pre-start side of the line to minimise the risk of premature starts and recalls.

5 START LINE: EXCLUSION ZONE On busy race days, regattas and special events, a start line exclusion zone as described in Sailing Instruction 9 may be used at the discretion of the PRO for both house and Committee Boat start lines. If it is to be used post a Notice to Competitors prior to the start of the days race programme. RACE TIMER (PORTABLE 100 MINUTE TIMER) For 2015 all starts will be at 6/3 minute intervals with the start sequence:- 6 min - Warning (Class) Signal; 3 min Preparatory (Blue Peter) Signal; 0 min - Start Left display counts down from preset 3.00 to zero then repeats. Right display counts up from preset to then restarts from You want the elapsed time clock to read when the first race starts. To do this it is necessary to set the Preset at the centre of the clock display panel before you start a series of races. When the Allcomers start 6 min. after the first signal then set the Preset to To determine the elapsed time for another Class when their start is 3 minutes after the All-comers, 3 minutes has to be deducted from the elapsed time shown on the Race Timer. It is recommended you use the manual stopwatch held in the Race Box to provide back up for the portable timer to avoid losing the elapsed time if the timer reset is pressed in error. See Appendix for detailed description of the portable timer. FLAGS-RIGGING AND ORDER The signal flags are to be rigged on the halyards attached to the flag signal frame at the front of the Race Box balcony. Each flag has two shackles attached to rope tails. Attach the short tail to the top halyard and long tail to the bottom. 9 RACE MANAGEMENT- START PROCEDURE Approximately 5 minutes before the first sound signal in a series ring the bell to give competitors warning that the start sequence is about to commence. Check Timer settings:- Power - On Preset - 94 Gen Recall - Off Sound/Sound & Start - Set to Sound & Start Countdown Repeat Remote push button (attached) PRO to provide countdown to each sound signal to provide warning to Flag signaller. 1. SPRING & AUTUMN SERIES 6 minutes before the start. Press Green Button to start timer. Single sound signal made automatically. Break out the Warning Signal (Class Flag) 3 minutes before the start. Single sound signal made automatically. Break out the Preparatory Flag (P) 0 minutes. Start. Single sound signal made automatically. Lower both Class and Preparatory Flags Providing all boats start correctly press RESET to cancel the Repeat Timer. Make sure you do not Reset the Race Timer which is recording the elapsed time 2. EARLY SUMMER AND SUMMER SERIES 6 minutes before Start 1. Press Green Button to start timer. Single sound signal made automatically. Break out first Warning Signal (General All-comers - Numeral 4) 3 minutes before Start 1/6 minutes before Start 2. Single sound signal made automatically. Break out the Preparatory Flag (P) and the second Warning Signal (Juniors Class Flag A) 0 minutes. Start 1/3 minutes before Start 2. Single sound signal made automatically. Lower General All-comers Class Flag. Preparatory Flag remains flying for second start. 0 minutes Start 2. Single sound signal made automatically. Lower Juniors Class Flag and Preparatory Flag. Providing all boats start correctly press RESET to cancel the Repeat Timer. Make sure you do not Reset the Race Timer which is recording the elapsed time. Note elapsed time for Start 2 boats (Juniors) is recorded time minus 3 minutes.

10 RACE MANAGEMENT - RECALLS Individual Recall and General Recall for 6/3/0 minute starts. You are advised to have the First Substitute Flag (General Recall) and Flag X (Individual Recall) ready on the left most halyards. You may never use them but on the other hand, if you do need them, you will need to bring them into service very quickly. Individual Recall To be used if only 1 or a few recognisable boats are over the line at the start. a) The Class Flag (and Preparatory Flag (P) if appropriate) are lowered fully at the start signal as normal. b) Give a second sound signal at once using the remote push button attached to the timer and break out the X flag. c) The X flag is displayed until all offending boats are completely on the pre-start side of the line, or 2 minutes, whichever is the earlier. d) The 6/3/0 start sequence continues uninterrupted for subsequent starts. General Recall To be used if a number of boats are over the line at the start and it is not possible to identify them all. a) PRO gives two additional distinct sound signals immediately after the starting signal using the remote push button attached to the timer, and calls General Recall to the flag assistant. b) Flag assistant breaks out the First Substitute and lowers the Class flag of the next Class to start (if there is one) and lowers the Preparatory Flag (P). The Class flag of the recalled class remains flying as it is, in effect, a new warning signal. c) PRO activates the general recall switch on the timer. It will then automatically give the next two sound signals at 2 minutes and 3 minutes after the initial start signal. d) At 2 minutes a single sound signal is automatically made. Flag Assistant lowers the First Substitute. e) The next sound signal automatically made, 1 minute later, will be the Preparatory 3 minute signal for the recalled Class. Flag Assistant breaks out the Preparatory Flag (P) together with the Class flag of the following Class, if any, as the remaining starts follow in their normal sequence. The above procedure means that, as a result of the general recall, the start of the recalled class and any subsequent starts in the series will be delayed by exactly 6 minutes. f) PRO cancels the general recall switch on the timer.

11 RACE MANAGEMENT-RECORDING COMPLETED LAPS & FINISHING 1. RECORDING COMPLETED LAPS During the race you must record each boat crossing the transit (start/finish) line on completion of each round. Use a Finishing Sheet and record sail number and class using a separate column for each round. This can be referred back to if a boat is subsequently lost in the finishing procedure. 2. FINISHING SIGNALS Average Lap Racing The PRO will decide when to finish the race and instruct the finish signal. Break out Flag U together with the Class Flag(s) and make 2 distinct sound signals. Conventional Lap Racing If the PRO decides to shorten the course from the declared number of laps this will be signalled as the lead boat approaches what has been decided will be the last mark of the course by breaking out Flag S and the Class Flag and making 2 distinct sound signals. All boats whose course has been shortened are to pass the last mark on the required side and then sail straight to the finish line. 3. FINISHING PROCEDURE Two Finishing sheets are prepared. Use one sheet to record Sail numbers and class, and the other to record finishing times. Enter the date, class and race number at the top of each sheet as they may be referred to later in case of queries over finishing order. One person is to record sail numbers and the other person is to record times taken from the race timer. As each boat crosses the finishing line the P.R.O. will call "Up" or some similar word, and he will also give a bell to all boats finishing correctly. At that moment the reading on the race timer is recorded on the times sheet, and its Class and sail number recorded on the other sheet. Work down the columns on the sheets. It is important to keep the two sets of entries in step, and so check from time to time that the next vacant row number is the same on both sheets. When all boats in the race have finished transfer the elapsed times to the race results spreadsheet on the computer. For boats in the General All-comers race that started when the clock read "00.00 the clock times on the finishing sheet are the same as elapsed times. This is, in fact, the reason that the timing clock was preset. In the Early Summer and Summer Series the Juniors start 3 minutes after the General Allcomers, at which time the timing clock will be showing 03:00. Therefore 3 minutes has to be deducted from each Juniors time on the finishing sheet to give the correct elapsed time.

12 4. BOATS NOT FINISHING Boats entered on the entry sheets that do not either Start or Finish correctly should have this recorded on the finishing sheet using the following codes: DNC Did not start Did Not Come to the start area. OCS Did not start On Course Side of the starting line. DNS Did Not Start Other than DNC or OCS. DNF Did Not Finish Started correctly but did not finish. RAF Retired After Finishing. DSQ Disqualification. RDG Redress Given.

13 COMMITTEE BOAT STARTS The decision to use Committee Boat starts will be taken by the PRO when deciding on the course. Ideally races should start with a windward leg and the Committee boat should be used if a windward start cannot be safely set from the line. The experience and competence of the Race Box staff on duty should also be taken into account in coming to a decision as use of the Committee boat does involve additional tasks and more pressure on race programme management. If it is decided to use Committee Boat starts:- 1. Signal to competitors to advise them of the change from normal club line starts by flying the plain orange flag from the clubhouse. 2. Signal to competitors that they must go through the start and finish line on each lap of the course by flying Flag L at the house, and by posting a notice to competitors on the race entry board. 3. Equip the Committee Boat with race signal flags, class flags, race timer, radio, course board, start line distance marks etc. See equipment checklist below. 4. For average lap racing both the start and finish must be at the committee boat and so the boat must not be moved during the race. The start/finish line is set between the mast of the Committee boat and the outer distance mark (orange buoy with yellow flag). 5. Set the clubhouse and committee boat course boards using X to denote the position of the committee boat in the course. Ensure the last mark of the course is shown as the last number in the sequence displayed on the course board. 6. For conventional lap racing the club finish line can be used in conjunction with a committee boat start line, allowing the committee boat to be moved during the race. In this case the first lap is completed when boats cross the club finish line in the declared direction. Care must be taken in setting the course boards to ensure the committee boat X is placed correctly in the sequence of numbers. For example, for a committee boat start between buoys 3&5 and course using 5(S) 1(P) 2(S) 3(S) with 5(S) as the last mark of the course, the course board would read:- 1(Red) 2(Green) 3(Green) X (Committee Boat) 5(Green). 7. Do not station the committee boat too far away from the club, especially in light winds. 8. Ring the bell at the clubhouse to signal to competitors that the committee boat is about to set out to the start line, approximately 10 minutes before the first warning signal. 9. Setting the start line. The start line is set between the committee boat mast and outer distance mark (orange buoy/yellow flag) Set the inner distance mark to keep starting boats away from the committee boat. Set the line by adjusting the position of the outer distance mark with the assistance of one of the rescue boats to be at right angles to the wind direction or with slight port hand bias. Use the handheld wind indicator to assist in setting the line. 10. Use the race timer for the normal 6-3-Go start sequence for each class. The race timer has its own power supply and actuates the sounder fitted to the committee boat. All sound signals during the start sequence are therefore automatically generated by the race timer.

16 Hickling Broad Sailing PRO Duties (2015) Duty Date You are recommended to check during the week before your duty that the rest of your staff will be available. Before setting out check the weather forecast for the day (XCWeather or Windguru) so that the information can be posted on the notice board. In particular give wind strength and direction. Please arrive to start your duties at 9.00 a.m. With the first signal due at a.m. you will need all that time to ensure everything is ready. It is recommended you familiarise yourself with the contents of the P.R.Os handbook prior to your duty day and that you refer to it during the day for guidance. A copy of this can be found in the Race Box and on the clubs website. Opening Up 1. Unlock computer room. Key Card is held in the keysafe fixed to the computer room doorframe. Access code 619 Lock the club doors open using the event card laminated into an A4 set of instructions and kept in the computer room. Unlock the fuel shed and race equipment box (Key in the computer room) Race Preparation 2. Hoist the flag and Flag Officer flags (for those present on the day) 3. Rig the bell and connect the pull cord. 4. Rig the steps to the balcony. 5. Post the Weather Forecast and the Race Box/Safety Boat duty members on the Entry Notice board. 6. Advise the Race Box staff on the preparation of the race entry sheets. 7. Instruct Race Box staff on the placement of the No Mooring signs on the key heading in front of the race box. 8. Place the Transit posts. * 9. Check pontoons are swung out to their full extent and set to take account of the wind direction. 10. Brief the rescue boat crew re buoy positions, emergency boxes & safety.* 11. Check that the radios are working and correct procedure is known.* 12. Prepare the Committee Boat if the wind direction dictates it is required to provide a windward start.*

17 13. Set the course and display the course boards, direction of start, and race length.* 14. Check the position of all buoys are shown in the correct locations on the course map. 15. Set up the timing gear and a manual clock, and test the sound signal.* 16. Check that the correct flags are rigged, and are in correct order.* 17. Check Race Box staff are familiar with the start procedure, Individual and General Recall procedures, and finishing procedure.* 18. Turn on lap-top computer and printer ready for results. Brief Race Box staff on completing results spreadsheets. Throughout the day the computer will automatically save all race results.* 19. For Open and Special events provide competitors with a pre-race briefing.* 20. Display Y flag if wearing of personal buoyancy is considered essential due to weather conditions-pros decision. Race Management 21. Manage start and finishing procedures with the assistance of Race Box staff.* 22. Manage length of races to keep to programme using the finishing or shortened course procedure as appropriate.* 23. Maintain regular contact with safety boats by VHF radio throughout the day. 24. Between races obtain feedback from competitors on the suitability of the course set, and make adjustments to the course as conditions change throughout the day. 25. Check the results of each race before posting on the results board in the clubhouse. After Racing has Finished 26. Complete the press report adding points of interest at the end of the day. 27. Using the computer the results and press report to the s webmaster and Alan Mallett, the EDP Sailing Correspondent a.s.mallettships@btinternet.com.* 28. Complete the PROs log sheet and leave with all race sheets in the Race Box holder. Record the names of anyone who did not turn up for their duty and did not provide a replacement. 29. Check everything has been put away and pontoons pulled in. 30. Use the event card to release the club door locks and return to the computer room. 31. Lock up the Fuel store and race equipment box and put keys back in the computer room. 32. Close the computer room door and return the Card Key to keysafe. Leave the sail loft door LOCKED and all club doors CLOSED. If members are on site they will have club cards. * Procedures for all of the above are described in detail in a logical sequence in the PROs Handbook which is held in the Race Box.

18 Hickling Broad Sailing Race Box No. 1 and No. 2 Duties, 2015 Duty Date : Your P.R.O for the day will be. Tel. Please confirm with him/her that you or a deputy will be available on the day. Please arrive to start your duties at 9.00 a.m. With the first signal due at a.m. you will need all this time to have everything ready. Pre-Start 1. Prepare the race entry sheets for all the day's races and put them on the entry board in the clubhouse. 2. Rig the signal flags on the halyards. Preparatory (Flag P) on the right-most halyard, then the Class flags in race order, then the Finishing Signal (Flag U) and the Postponement Signal (Answering Pennant). Put the General Recall (First Substitute) and Individual Recall (Flag X) on the left-most halyards. This year each flag position will have an identification label showing flag name and picture. 3. Assist the P.R.O with the transit posts and No Mooring signs etc. 4. The P.R.O will set up the timing gear but do check that you are familiar with its operation and that of the back-up stopwatch. 5. The P.R.O will have set up the club computer and printer, but do familiarise yourselves with the results spreadsheets. 6. The P.R.O will ensure you are familiar with the start procedure, recall procedures and finishing procedure covering both flag and sound signals. During the Race Series 1. Ring the bell approx 5 minutes before the first sound signal of each race series. 2. At 6 minutes before the first start, press the Start button on the timing gear and break out the first Class flag. 3. After the 6 minute signal for each race collect the Race Entry sheet from the entry board in the clubhouse and check off the boats from it as they appear in the starting area.

19 4. Give an audible countdown to each signal and break out or lower the appropriate flags. As each class starts the PRO will be watching the line so he needs the count down to be able to spot premature starters. Be ready for a recall and to record sail numbers of boats over the line that do not return and start correctly. 5. When the last class has started cancel the automatic signal by pressing Reset-Count Down Repeat. The Race Timer must be kept running until each race series is complete. 6. Transfer the competitor s details from the Race Entry sheets to the results spreadsheets. 7. Keep track of the boats in each race and number of rounds each has sailed, by recording class and sail number as they cross the finish line to complete each round. 8. The PRO will decide when to finish each race and instruct the finish signal (Flag U and two sound signals) be made. As each boat crosses the finishing line after the finish signal has been made, record the Class, sail number and finishing time. 9. All boats finishing correctly should be given a "bell" as they finish. After the last boat in the last race of the series has finished reset the Race Timer. 10.Transfer the finishing times to the results spreadsheet. The computer will automatically calculate the corrected times and finishing places. If you are short of time between series, the calculation of results may be left until after the next series has started. The computer will automatically save the results of each race. 11.Before posting the results in the clubhouse the PRO will validate the results. You should then enter the required details (number of entries, helm and boat name of the first three finishers) for each race on the Press Report form. After the Racing has Finished 12.File the entry sheets, finishing sheets, and results sheets away in the holder in the Race Box and help clear away all equipment used. Most important, enjoy your day on duty, and remember the day s events could not take place without your help, so thank you for your efforts.

20 Hickling Broad Sailing Safety Boat Duty 2015 Duty date.. Your PRO for the day will be... Tel Please confirm with him/her that you or a deputy will be available on the day. 1. Arrive by 9.00am and report to the Principle Race Officer (P.R.O.). Come equipped with personal buoyancy and suitable clothing. 2. Collect keys (for ignition & chain lock) and kill cord from the board in the Race Box. 3. Collect radios from the Race Box. 4. Collect emergency boxes from the Race Box. Check contents- space blanket, first aid kit, knife, wire cutters and fire extinguisher. 5. Unlock two safety boats and attach emergency boxes and radios to boats with the lanyards provided. 6. Check that the following equipment is in both safety boats; tow rope; paddles (2); bilge pump, wire for clearing the outboard water jet, boarding ladder. Report any deficiencies to the P.R.O who will notify the Bosun. 7. Load buoys 1,2,3,4,5 and the two white starting marks into the safety boats along with the correct fuel tank. If the tank needs filling fill out of the boat and away from building. (Unleaded fuel) 8. BE EXTREMELY CAREFUL WHEN LOADING THE BOUYS AS THE MUDWEIGHTS CAN CAUSE CONSIDERABLE DAMAGE TO THE RESCUE BOATS. 9. Prepare both safety boats, even if only one boat is scheduled for the day. The second safety boat may be required quickly in an emergency. 10. Walk the Rescue boat to the front of the, or beyond. IT IS ESSENTIAL TO KEEP THE PROPELLER OUT OF THE MUD.

21 11. OUTBOARD STARTING (ALSO SEE INSTRUCTIONS ON SAFETY BOAT) a. Lower engine and make sure that engine is locked down b. Connect fuel line, squeeze bulb in fuel line to prime. c. Open vent on fuel tank, (2 turns from closed is plenty) d. Turn on battery switch on battery box e. Attach one end of kill cord to you and other to safety switch. f. Ensure that throttle/gear change lever is in neutral. The engine will not start whilst in gear. g. The engines of the safety boats do NOT have a CHOKE; do not touch throttle when starting hot or cold. h. Turn ignition key clockwise for a short while, as you would in a car the engine should start. A buzzer will sound for a short while; this is normal and shows that oil pressure and temperature are OK. i. Check frequently that engine cooling jet is expelling water use wire to clear if necessary. j. If buzzer starts sounding when engine running, it means that the engine is overheating or has lost oil pressure. STOP ENGINE and immediately seek help. IF YOU ARE UNABLE TO START THE ENGINE, CONSULT THE BOSUN OR P.R.O. 12. During the race series take instruction from the P.R.O on stationing of the safety boats, assisting boats in difficulty and moving of buoys for course adjustments. 13. Observe the speed limit set by the Broads Authority of 5 mph at all times other than when responding to a genuine emergency. 14. On completion of racing collect buoys and return to the storage compound. 15. Return safety boats to berths, chain lock, and return fuel tanks to the fuel store. 16. Return keys, kill cords, emergency boxes and radios to the Race Box.

23 HBSC Sailing Instructions Rules Racing will take place under the current ISAF racing rules of sailing (RRS), the prescriptions of the RYA, these sailing instructions, and, when relevant, the appropriate class rules. RRS rule 45 shall not apply (RRS rule 45: A boat shall be afloat and off moorings at her preparatory signal). 2. Conditions of entry (a) The safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/competitor racing the boat who must ensure that the boat and crew are adequate to face the conditions that may arise in the course of the race. Neither the establishment of these sailing instructions nor the inspection of the boat under these conditions in any way limits or reduces the absolute responsibility of the owner/competitor for his crew, his boat and the management thereof. The race organisers shall not be responsible for any loss, damage, death, or personal injury howsoever caused to the owner/competitor, his skipper or crew, as a result of their taking part in the race or races. Moreover every owner/competitor warrants the suitability of his boat for the race or races. (b) For Open Class meetings, valid certificates must be available for inspection. Boats may also be subject to examination. (c) Boats must be entered at the clubhouse before the warning signal for their race is made. 3. Safety Personal flotation device. - Junior members and children under the age of 12 shall wear an adequate personal flotation device whilst afloat. Each competitor is individually responsible for wearing a personal flotation device adequate for the conditions. Wet suits or dry suits do not constitute adequate personal flotation devices. Rescue Facilities - A powered rescue craft shall be on stand-by during all official club activities. 4. Communications with competitors. Flag signals in accordance with RRS will be used for warning, preparatory, and starting signals and attention will be drawn to them by audible signals from the clubhouse or committee boat. 5. Course instructions. Numbered or lettered buoys mark the course. All other stakes etc, are not part of the course. Buoys numbered 1 to 5 are laid in established positions on the Broad as shown on the map in the clubhouse. Additional buoys may be laid to ensure that courses with windward legs may be set, or for other reasons. These buoys will be selected from W or 6. The approximate position of these marks, when in use, will also be shown on the map in the clubhouse. The direction of start, the number of rounds to be sailed and the order in which buoys are to be rounded, [reading from left to right] will be displayed on the clubhouse. The colour of the board on which the buoy number is painted indicates the side on which that buoy is to be rounded. 6. Starting times Starting times of races will be displayed on a notice board in the clubhouse. All starting times after the start of the first race or series of races will be approximate. Signals shall be made at 3 minute intervals. Signals shall be warning: class flag and 1 sound, preparatory: flag P and 1 sound, starting: flags removed and 1 sound. This varies RRS 26. A bell shall be used at the clubhouse as a sound signal approximately 5 minutes before the start of the next series.

24 7. Fixed line starts: house Line The starting line will be taken as the transit formed by the red and white staff surmounted by a triangle at the waters edge of the club site, and the white staff surmounted by a disc on the balcony in front of the house. All starts shall be made between the Inner and Outer distance markers which are white buoys with yellow flags. 8. Fixed line starts: Committee Boat An orange flag flown at the clubhouse will signify that a committee boat starting line will be used for the next series of starts. Two sound signals will be made when this flag is broken out. The starting line will be a line between the mast of the committee boat (defined as the forward upright of the flag signals frame) and the outer orange buoy with a yellow flag. An extra buoy (orange with a yellow flag) will be laid as a limit mark adjacent to the committee boat. No boat shall pass between this limit mark and the committee boat, any such boat will be liable to disqualification. The course details and number of rounds will be displayed on the clubhouse as in SI 5. An X on the course board denotes the position of the starting line in relation to the rest of the course. The buoy number to the right of the X will be the first mark of the course following the start, after which the course sailed will be as displayed, ignoring the X on subsequent rounds. The position of the starting line will also be indicated on the map in the clubhouse. A bell may be used at the clubhouse as a sound signal approximately 10 minutes before the start of the next series. 9. Start Line: Exclusion zone A start line exclusion zone will be used at the discretion of the Race Officer. All competitors will be briefed on its use prior to the start of the days race programme. The rectangular zone is defined by the inner and outer distance marks of the start line, and two pole buoys displaying orange flags positioned some 30 to 40 metres on the prestart side of the start line. Competitors may not sail in the zone until the preparatory flag for their class is displayed. Breaches of this instruction will not be grounds for protest by a boat, judge, or race committee. 10. Recalls Individual recall When at her starting signal any part of a boat's hull, crew or equipment is on the course side of the starting line, the boat shall sail completely to the pre-start side of the line before starting. In the event of a boat or boats being over the line at the start, an audible signal will be made once and the flag X will be displayed until all such boats are completely on the pre-start side of the starting line, or until 2 minutes has elapsed, whichever is the earlier. General recall If there are a number of unidentified boats failing to start correctly or there is an error in starting procedure, a general recall may be signalled by displaying the First Substitute flag and by making two audible signals. The class flag of the class being recalled will remain flying and the preparatory signal (Code flag P) together with the warning signals (class flags) for any following starts will be lowered. After two minutes the First Substitute flag will be lowered and one sound signal made. One minute later the preparatory signal (Code flag P) for the recalled class will be made together with the warning signal (class flag) of the next class in the series if necessary. The start for the recalled class will then take place exactly three minutes later. Note: The above procedure means that, as a result of the general recall, the start of the recalled class and any subsequent starts in the series will be delayed by exactly six minutes.

25 11. Finishing line: house line The finishing line is as defined in SI 7, between the inner and outer distance marks. A round is completed each time a boat crosses the transit for the finishing line in the direction indicated by the arrow on the course board. 12. Finishing line: Committee boat If a committee boat finish is to be used, this will be indicated on the course board. The finishing line will be between the mast of the Committee boat and the outer orange buoy with a yellow flag. Boats must finish in the same direction as the start. When a committee boat finish is used then a round is completed each time a boat crosses the extension of the finishing line, in the direction to finish, on the leg containing X. 13. Finishing: Average lap method When Flag U is displayed and two audible signals are made, complete the lap and finish in the direction of the arrow from the last mark of the course, at the end of a complete lap. As defined in SI Touching a mark RRS rule 31 shall apply (After getting well clear of other boats as soon as possible, take a penalty by promptly making one complete 360 degree turn including one tack and one gybe). 15. Alternative penalties for an infringement of a rule of part 2 RRS rule 44 shall apply (After getting well clear of the other boats as soon after the incident as possible, a boat takes a 720 degree turns penalty by promptly making two complete 360 degree turns in the same direction, including two tacks and two gybes). The scoring penalty RRS 44.3 shall not apply. 16. Shortening the course after the start RRS rule 32 is changed. The race committee may shorten the course at any time it sees fit. The meaning of flag S is changed. It means the course is shortened. This will be signalled at any mark rounding, before the lead boat has begun the next leg, by displaying flag S together with the class flag and making two sound signals. That mark will be the last mark of the course. All boats in the class whose course has been shortened are to pass that mark on the required side and then sail straight to the finish line and finish. 17. Protests Protests shall be made in accordance with RRS rules and handed in within 30 minutes after the last boat in the race finishes. The protest will be heard as soon as possible. The quorum of the protest committee shall be three persons. Protest forms may be obtained from the starting box. The Exoneration Penalty (and the Advisory Hearing and RYA Arbitration) of the RYA Rules Disputes Procedures will be available. 18. Scoring system The low point scoring system, RRS A2 shall apply. Points will be awarded to the combination of boat and helm; this varies RRS A2. The winning boat/helmsman in each race of a Season, Regatta, or Open Event points series will score 1 point, the second 2 points, and the others finishing the same number of points as their position. A starter who does not finish, who retires through an infringement of the rules, or who is disqualified will receive points that are one more than the number of starters in that race. A boat/helmsman that does not come to the starting area will receive points one more than the number of boats entered in that race. In the event of a tie in a points series the tie shall be broken in favour of the boat/helmsman with the most first places, or, if the tie remains, the most second places, or lower places if

26 necessary, using only the scores for each boat that count for her series, followed if necessary by the last race procedure. Special instructions for points series days. (a) For races of less than three starters the following points will be awarded for finishing the race; one starter- 3 points; 2 starters- first 2 points, second 3 points, a boat/helmsman that did not finish shall be scored 4 points. A boat/helmsman disqualified shall not count the race as a qualifying race for the series. (b) Where a class race has only one entry, the boat/helmsman may race in the appropriate All-Comers race, for which a corrected time will be given, and three points will be awarded to the class race as in (a) above. 19. Handicaps. The RYA Portsmouth Yardstick Scheme will be used. Portsmouth Numbers as published in the current edition of the RYA Portsmouth Yardstick Book (YR2) will be used as a guide. The Sailing Sub Committee will complete an annual analysis of the clubs results for the previous season and either allocate each class a Class Number based on that analysis or adopt the RYA recommended Portsmouth Numbers. In the absence of a published handicap in YR2, a Trial Number will be allocated by the Sailing Sub-Committee, based where available on the Portsmouth Number allocated by the relevant Class Association or the Number in common use on the Broads as published in the current NSBA Green Book. A boat which competes using a Trial Number will not be eligible for the award of a trophy. The Sailing Sub Committee will on completion of a qualifying number of races in a series either confirm that number as a Number or adjust it to suit local circumstances and conditions. That decision will be based on the analysis of the results of the qualifying number of races using the RYA Portsmouth Yardstick Scheme. A boat with a Number is eligible for the award of a trophy. Any Portsmouth Number issued by the Sailing Sub Committee shall be at its sole discretion and its decision shall be final. All-Comers A are defined as boats with numbers of 1073 and under. All-Comers B as boats with numbers of 1074 to 1179, and All-Comers C as boats with numbers of 1180 and over. 20. Class and Championships. Class and championships will be held for classes selected at the discretion of the Sailing Sub Committee. They will be full season trophy series running from the start of the Spring Series to the end of the Autumn Series and will be based on the places achieved, within class, in All-Comers Race 2/Series. In each class all helmsmen start with zero points and the helmsman with the highest score after the last race is the winner. In the event of a tie at the end of a series the result of the last race will be used to decide the winner. The predetermined number to be used for scoring each class will relate to the predicted average number of starters and will be set by the Sailing Sub Committee prior to the start of the seasons racing. Each helmsman will be awarded one point for every race he starts plus one point for every other helmsman he beats who started the race within the predetermined number of points below him or any number of points above him.

The course and the number of rounds will be displayed in the clubhouse. The colour in which the course is written indicates the side on which to round marks. 6 Starting Times The race starting times vary throughout the season. For the first few evenings racing starts at 7:00pm. As the days lengthen it moves to 7.15pm, then to 7.30pm, and back again as the days shorten toward the end of the season. The changeover dates are shown in the Programme. 7 Start Line The start line is a transit between an outer distance mark - a white buoy with a yellow flag - and the white post surmounted by a red circle on the balcony in front of the box. 8 Finish Line The finish line is the same as the start line. 9 Scoring system The Low Point System will be used: a boat's finishing place is her race score. 28 Portsmouth Number List 2015 The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used. The Portsmouth Yardstick list combines the Portsmouth numbers with class configuration and the total number of races returned to the RYA in the annual return. This additional data has been provided to help clubs achieve the stated aims of the Portsmouth Yardstick system and make adjustments to Portsmouth Numbers where necessary. s using the PN list should be aware that the list is based on the average performance of each boat across a variety of clubs and locations. The numbers in the PN list may not reflect the peak performance of each boat. Experimental numbers are based on fewer returns and are to be used as a guide for clubs to allocate a starting number for either new or development classes. Any number issued by a club should be reviewed and adjusted where necessary at the clubs discretion.
