5 Cla Choice CYCT Racing Program In order to provide racing program that fit nearly all type of racer, from the more eriou to the caual, from the eperienced to the novice, CYCT ha developed the following three Clae for each kipper to elect. For coring purpoe, once you enter a erie in a elected cla, you mut race in that erie in the ame cla. There are other retriction noted below, but if you have any quetion, pleae contact CYCT Race Chairman. 1. PHRF Cla: For thoe who are eperienced racer or thoe looking to challenge themelve. Thi cla require your boat to have a valid PHRF Handicap, and race are handicapped baed on your rating ued in at Time-on-Time format. There i no retriction on the ue of ail a long a the boat, ail, and gear are in the ame configuration a your valid PHRF Handicap Certificate. 2. Challenger Cla: For thoe who wih to tep up from the Windeeker cla, here i your chance. Thi fleet i for thoe who want to challenge themelve beyond Windeeker, utilize their pinnaker, and get a tate for handicapped racing. Becaue the intent of thi cla i to bring new racer along who will eventually compete in the PHRF Cla, there are a few criteria to meet: a. Either a valid PHRF Certificate OR, upon requet, a CYCT club generated handicap will be acceptable. However, a rating developed by CYCT will not be valid in any other race erie outide of thoe managed by CYCT. Our hope would be that each racer, upon receiving their handicap, would continue on and obtain a PHRF Certificate (Club will ait) that would be ueable in race beyond CYCT. Cot for a PHRF Certificate i $55 for the year. b. Boat entered in thi cla hould be new to the fleet, have raced in the Windeeker Cla the previou year OR, if they have raced in the PHRF Cla the previou year, cannot have finihed 3 place or higher in any erie the previou year. c. Boat in the Challenger Cla may utilize their pinnaker or any other ail configuration for which they have been rated. d. Boat may chooe to rate their boat without a pinnaker and till race in thi handicapped fleet. Once a boat ha a fleet rating, no matter what the configuration, that rating hall remain in effect for the entire erie. e. Unle there are more than (10) boat in the Challenger Cla, there will be only one Diviion in the Challenger Cla.

Becaue the intent of thi cla i to provide an environment for racer competition level to match their gained eperience, upon review of reult at the end of each year, the CYCT Race Chairman may recommend that a boat advance to the PHRF Cla. g. No boat hall be allowed to remain in the Challenger Cla for more than (2) year / eaon. 3. Windeeker Cla: Where it all tarted many year ago. For thoe jut learning or who want to race in a more relaed fleet. No rating required, the ue of flying ail i prohibited, and where you finih i where you finihed. And even if you cannot make it to the finih line, the committee will go back through the fleet and give you a finih the legendary HOC (Horned on Coure) finih.

7 Overall Seaon Trophie PHRF, Challenger, and Windeeker Clae The following overall performance trophie are for the yacht which participate in certain Corinthian Yacht Club race and are whoe owner are a member of Corinthian Yacht Club a of April 1 t of each year. Each trophy hall be awarded at the annual Corinthian Yacht Club Chritma Party in December. Racer of the Year Perpetual Trophy for PHRF and Challenger Cla To provide an Overall Champion for the handicapped clae, CYCT i going to intitute the following coring ytem. Becaue there may be change to a boat cla during the year, the CYCT will ue a boat OVERALL finih poition in each race a their point toward the racer of the Year Perpetual Trophy for both handicapped clae, PHRF and Challenger. 1. Race to be cored: a. Top (6) race from the combined Point and Harbor Serie (From the 7 race in the combined erie) b. Top (16) race from the Windeeker Wedneday Night Serie (From the 20 race in the combined erie) c. Top (2) of the Three Hour Tour race (From the 3 race in thi erie) 2. The lowet combined point total from thee (24) race will be a yacht total core. 3. For the Challenger cla only - Boat which race all (4) erie will be conidered for Boat of the Year baed on the (24) race above before boat that only race and core point in (3) erie or le. If no individual boat race in all (4) of the erie, then the boat having participated in the highet number of erie will be conidered for Boat of the Year prior to conidering thoe which have raced in fewer erie 4. In the event of a tie: a. The yacht with the lowet individual overall core from any race cored hall be the winner b. If two or more boat are have the ame lowet individual overall core, then the tiebreaker hall be determined by the total number of aid lowet individual core, with the yacht having the highet count of aid core hall be the winner c. If a tie till eit after (a) and (b) above, then the net lowet individual core hall be ued to break the tie i. If a tie till eit after (a), (b), and (c) above, the net lowet individual core hall be ued to break the tie, and o on until core no longer match.

8 Windeeker Overall Trophy To provide an Overall Champion for the Windeeker Cla, CYCT ha intituted the following coring ytem. Becaue there are poible change during the eaon of boat and clae, thi ytem i to level out the impact of uch change. 1. Individual cla finihe for each race hall be utilized for a boat point total. HOC, or Horned on Coure, finihe will be counted baed on poition on the coure at the time they are horned. 2. Race to be cored: a. In cae of conflicting information, the pecific event Sailing Intruction hall govern. Part 1 Regitration 1.1 Each competitor mut ubmit a completed and igned race entry form and pay the appropriate fee prior to the tart of the firt race in the Serie. Fee may be paid by cah, check, or on line. 1.2 Entrie may be received at the Skipper Meeting, if there i to be one a noted in the pecific Intruction, for a Serie, or may be ubmitted by mail to Corinthian Yacht Club of Tacoma at 5624 Marine View Drive, Tacoma, WA Entrie may be received the day of the race or at the decribed kipper meeting. However, thoe received the day of the race or at the kipper meeting mut be complete and fund included. Failure to provide a complete regitration will reult in being cored DNS. 1.4 Boat that race prior to completing their race application, paying the fee, and ubmitting entrie to the race committee will not be cored until their entrie are complete. Part 2 Rule 2.1 Race will be governed by the Racing Rule of Sailing (RRS), the precription of US Sailing, the rule adopted by local one-deign fleet (when applicable), the rule of PHRF-NW, and PIYA Equipment Requirement for Nearhore + Racing, thee General Sailing Intruction, and the Specific Event Sailing Intruction for each event. In cae of conflict between thee General Sailing Intruction and the Specific Event Sailing Intruction, the Specific Event Sailing Intruction will govern. Part 3 Notice to Competitor 3.1 Notice to competitor and change to ailing intruction will be poted on the CYCT bulletin board at the CYCT Clubhoue, Tyee Marina II, 24 hour prior to the firt warning of race that thee change

13 effect. Furthermore they may be ed within 24 hour prior to the firt warming of the effected race and repeated via VHF 68, 30 and 15 minute prior to the tart of each race. Part 4 Reponibility 4.1 The kipper of each boat i reponible for any unportmanlike conduct on the part of hi or her crew. If action taken under RRS 69, Allegation of Gro Miconduct, it may reult in a competitor being ecluded from further participation in CYCT racing event. 4.2 Occaionally, ailboat racing ha reulted in injury or lo of life. All competitor in CYCT event participate at their own rik. It hall be the reponibility of the kipper to inform the crew of the rik of ailboat racing, to make ure they undertand and accept thoe rik, to decide whether the crew i competent and adequate for the event, and to decide whether to tart or continue to participate in a racing event. 4.3 All boat/boat owner hall have liability inurance currently in effect, covering yacht racing activitie, property damage, peronal injury and death, in an amount appropriate fro the type of boat being ailed. Minimum coverage of $300,000 per occurrence i required. Part 5 Signal Made Ahore 5.1 Signal made ahore will be diplayed from the CYCT Clubhoue, Tyee Marina II. When flag AP, the potponement ingle i lowered after having been diplayed ahore, all contetant hall proceed promptly to the tarting area. Part Competitor in centerboard boat hall wear a peronal flotation device, PFD, other than a wetuit or dry uit at all time when racing. Between November 1 and April 1, competitor in centerboard boat hall wear a wetuit or a dry uit in addition to a PFD 6.2 All keelboat (Including thoe with retractable keel) hall comply with USCG Federal Requirement for Recreational Boating. See Federal-Requirment-for-Recreational-Boat.pdf 6.3 All keelboat (including thoe with retractable keel), unle racing in a one deign cla, hall comply with PIYA Equipment Requirement (SER) for Nearhore + racing. Information can be found at and a a part of thee General Sailing Intruction 6.4 All boat that are powered by an outboard motor, a their auiliary motor, mut have the motor mounted in it mounting bracket and ready for immediate ue.

14 6.5 A boat that leave the racing area before finihing or before the lat race of the day hall notify the Race Committee in peron or via VHF channel At the dicretion of the Race Committee, periodic afety inpection may be made of boat participating in CYCT racing event. Such inpection are mandatory and failure to come within hail of the Race Committee when aked, repond to afety inpection requet, or avoiding the Race Committee after you have been hailed to provide afety information MAY, at the dicretion of the Race Committee, be reaon for a yacht to be cored DSQ for that pecific race. Part 7 Change In Rating 7.1 A change in a PHRF rating take effect on the day it i recorded by the local handicapper. If a change in a boat rating occur during a erie, then for that erie only, the boat hall continue to ail in the fleet in which he wa ailing before the rating wa changed, and he will be eligible for award in that fleet. After that date on which the rating change take effect, the boat corrected time will be calculated during her new rating. Part 8 Starting and Finihing 8.1 Starting order and time hall be per the pecific event ailing intruction. Race Committee, at their dicretion, may change the tart order of clae OR combine clae a they ee fit for a pecific race. Notification of cla tarting order will be given by radio call. 8.2 Starting location hall be per the pecific event ailing intruction. In general, tarting location are near Tyee Marina for Wedneday Night race, or near either Brown Point Lighthoue or Duma Bay for the Point and Harbor Serie. Check individual event race intruction. 8.3 If a fleet i in their tarting equence, boat in other fleet hall keep 100 feet clear of the tarting line. 8.4 No boat participating in a race hall ue their engine after the 4 Minute Prep ignal for their cla ha been made 8.5 All boat mut tart no later than (5) minute after their tart ignal. Thoe not tarting within thi time hall be cored DNS 8.6 When boat are finihing after dark, the race committee may diplay a yellow light on the committee boat. Participant are reminded to hine a light on their ail number for eaier determination by the race committee

15 8.7 Individual clae may be abandoned or hortened by diplaying their cla flag and the appropriate race ignal flag 8.8 Once a yacht ha finihed, they are to move away from the finih line a quickly a poible o a to not impede or affect other yacht finihing 8.9 Finih Line location hall be a noted in the pecific event Sailing Intruction. Part 9 Recall 9.1 Individual recall for PHRF and Challenger Clae: The Race Committee may attempt to hail by name() and or ail number() of thoe PHRF Cla Boat recalled. Failure to do o, the timing of the hail, the order of the hail, the failure to hear the hail, or any other iue aociated with the hail, will not contitute ground for redre. Thi change RRS 62.1(a) 9.2 Windeeker Clae: If a yacht i found to be On Coure Side (OCS Over Early ), that yacht or yacht will be conidered racing and (2) two point will be added to their finihing place in that race. Thi change RRS In addition, there will be no ground for redre in thee intance, which change RRS 62.1(a). Part 10 Cla Break and Handicapping of Event 10.1 Cla break will be determined and poted at the kipper meeting for a race or erie for PHRF or Challenger Cla boat. Windeeker claed may or may not be poted Cla break are at the dicretion of the Race Committee For PHRF Boat, cla break may be announced by the Race Committee prior to the tart of the firt race in a erie or event. Part 11 Coure 11.1 Coure configuration for Buoy Racing are noted in the attached heet. Furthermore, for buoy racing, all mark are to be taken to PORT. Yacht are only to cro the tart line when tarting a race and are to only cro the finih line when finihing a race. The tart line and finih line are retricted during buoy racing Mid-ditance and Detination race coure are according to the pecific event Sailing Intruction. However, due to wind condition, the race committee may, at it dicretion, alter the coure to fit the condition / time limit.

16 11.3 All chart ue in the Sailing Intruction are not for ue in navigation. They are for graphical repreentation of the coure and mark location only and their ue i not ground for redre. Part 12 Commercial Traffic 12.1 Puget Sound Veel Traffic Service (VTS): the kipper of each yacht mut be familiar with the regulation of the Coat Guard Veel Traffic Sytem for Puget Sound and yield to commercial traffic when required. Monitoring VHF Channel 14 (Seattle Traffic) i advied and highly recommended 12.2 Yacht mut not ail acro a towline, too cloe head or too cloe alongide a commercial veel. Deep water veel have limited ability to change coure and peed. Barge under tow can yaw unepectedly well out to the ide at peed eentially the ame a they are being towed. Yacht hould not pa le than one mile ahead and ¼ of a mile to either ide of large veel 12.3 International and Inland Rule to Prevent Colliion at Sea (COLREGS) COLREGS Rule 10 require that no power driven veel under 20 meter (66 feet) in length, and no ailing veel (of any ize) may impede the afe paage of a power driven veel following a Veel Traffic Sytem Lane COLREGS Rule 9 require that no power driven veel under 20 meter (66 feet) in length, and no ailing veel (of any ize) may impede the afe paage of any veel, which can navigate only within a narrow channel of fairway. Part 13 Protet and Arbitration 13.1 Filing A Protet

17 A protet hall be filed with the Race Committed in written form decribing the partie involved, the rule violated, a narrative decribing the incident, decription of any damage that occurred a a reult of the foul, comment on how the Race Committee wa informed of the protet (Verbal or radio contact), and a graphical repreentation of the incident A yacht mut notify the race committee of it intent to protet immediately after finihing a race. Thi can be done by either a) hailing the race committee or b) by contacting the race committee on VHF channel 68. In all cae the hail MUST be acknowledged by the Race Committee Arbitration: An arbitration meeting will be cheduled for each protet involving a rule of Part 2 of the RRS unle the arbitrator deem the protet inappropriate for arbitration. One repreentative of each party, who wa aboard at the time of the incident, will meet with the arbitration. No witnee will be permitted. After taking tetimony form each repreentative, the arbitration will render hi or her ruling Upon agreement with both partie, arbitration may be done by ubmitting written decription of the incident by both partie for review by the arbitrator. In thi event, after initial review of both tatement, each party will be aked to repond to the arbitrator quetion, if there are any. After thee repone, the arbitrator will render hi or her ruling A proteted yacht may elect to acknowledge breaking of a rule and to accept the appropriate penalty. In uch cae, notify the Protet Committee Chairman of that effect and the hearing may be waived. In thi cae, if the penalty i accepted, the matter i cloed and cannot be reubmitted to a hearing be reopened, appealed, or ubmitted for redre If the arbitrator decide that a protet hearing i required, the Protet Committee will chedule a protet hearing The Arbitrator may allow a protet to be withdrawn without the approval of the protet committed. 19 Appendi A Equipment Requirement Nearhore + Equipment Requirement Note: Organizing Authoritie may want to conider adding item in beige tint baed on the condition of their pecific race. Effective Date: 03/01/2014 Section Name # Requirement Overall 1.1 The Minimum Equipment Requirement etablih uniform minimum equipment and training tandard for a variety of boat racing in differing condition. Thee regulation do not replace, but rather upplement, the requirement of the Coat Guard/National Authority of the Organizing Authority (OA), the Racing Rule of Sailing (RRS), the rule of Cla Aociation and all applicable rating rule. Overall: Reponibility Overall: Inpection 1.2 The afety of a boat and her crew i the ole and inecapable reponibility of the "peron in charge", a per RRS 46, who hall enure that the boat i eaworthy and manned by an eperienced crew with ufficient ability and eperience to face bad weather. S/he hall be atified a to the oundne of hull, par, rigging, ail and all gear. S/he hall enure that all afety equipment i at all time properly maintained and afely towed and that the crew know where it i kept and how it i to be ued. S/he hall alo nominate a peron to take over the reponibilitie of the Peron in Charge in the event of hi/her incapacitation 1.3 A boat may be inpected at any time by an inpector or meaurer of the Organizing Authority. If he doe not comply with thee regulation her entry may be rejected, or will be liable to diqualification, or uch other penalty a may be precribed by the race protet committee. Nearhore + Race in relatively protected water, where recue i likely to be quickly available For ue by Inpector Veel Complia nce Y/N Y N Inpector Comment Overall: Equipment and Knowledge Overall: Secure Storage 1.4 All equipment required hall function properly, be regularly checked, cleaned and erviced, and be of a type, ize and capacity uitable for the intended ue and ize of the boat and the ize of the crew, who will have practiced with the ue of equipment. Thi equipment hall be readily acceible while underway and, when not in ue, tored in uch a way that deterioration i minimized. 1.5 A boat' heavy item uch a batterie, tove, toolboe, anchor, chain and internal ballat hall be ecured.

Weather-tight eat hatche are acceptable only if capable of being ecured when cloed A boat' cockpit drain hall be capable of draining i inche of water in 5 minute.
