6 President s Report Ken Hurling OAM In the last twelve months we have seen another change in the Queensland State Government. Change at this level always creates some stress for Staff and the Yachting Queensland Board. The change this time seems to have gone smoothly with a few Clubs receiving long overdue leases. Our funding agreement has another year to run (till end 2016). Ben Callard is working with the Sports Ministers office and Sport and Recreation for a continuation of this funding into the future. The Board of Yachting Queensland would like to thank the Queensland State Government, the Ministers and all their Departments and Staff for the funding and advice we have received as a sport statewide this past year. QSport and Queensland Academy of Sport play a big part in all Sport in Queensland. All local Government Members throughout the State have been supportive and their involvement at the local level is evident. I must give special mention to the Member for Lytton, Joan Pease, who is working hard for Sailing Clubs in the Moreton Bay area by attending meetings and award presentations. Thank you everyone. The YQ staff have done a great job in assisting Clubs to receive State funding grants for equipment, training, Discover Sailing opportunities and small infrastructure improvements. The Queensland State Government Get into the Game funding program is soon to be expanded and this can only enhance all Sports in Queensland. I encourage all clubs to seek out the information and apply for this much needed funding. If you need any assistance the YQ Staff are here to help. Participation in sport and ascertaining the correct numbers is an ongoing problem as this usually comes with a cost to all that take part. These numbers are one of the most important statistics we collect as this has a direct advantage when it comes to State and Federal Government funding. If we compare Cycling with Sailing, we are very similar. For many cyclists it is only a recreational activity and is the same with many sailors who are not members of clubs or associations. Unfortunately, Local and State Government only look at the club membership numbers so they can build the necessary cycle ways, or with sailing, boat ramps, channel markers and the other state infrastructures we all take for granted. I encourage all clubs to review their membership data provided to YQ and ensure it is an accurate reflection of your clubs sailing participation. This year s Club Conference was another successful weekend. The General meeting on Sunday morning was the best I have chaired with frank and open discussion from all delegates present following Saturday s presentation given by Matt Carroll from Yachting Australia on the One Management/One Sailing proposal. I have nothing further to add on One Sailing as, since the Clubs Conference (in July), there has been yet another review by Yachting Australia on all States with little forthcoming information of any suggested changes or recommendations. I am waiting to see if there is to be a review on Yachting Australia, on how they deliver services to the States, if it can be improved or some cost savings to our Members, so more funds can stay and be used in Queensland. I am still working towards Queensland having a State Coach who stays in Queensland and is not off performing National duties. Our program for the last few years has been made up of coaches who drop in and out as dictated by Yachting Australia. This is affecting the pathway between our young up and coming sailors and their opportunity to perform at the highest levels. On Australia Day 2015 I was awarded the Order of Australia Medal OAM. I must take this opportunity to thank all those sailors and sailing families who wrote letters and gave their support to me. Kerry (my wife) and I can never say thank you enough. In closing I must thank my fellow Board Members for the time and effort they have contributed this past twelve months and a big thank you to all our Staff. 6

7 Operational Report Ben Callard, Executive Officer As you have just read under the Queensland Sailing Statistics, sailing in Queensland has had a 33% increase in participation during the season. This highlights both our strengths and our weaknesses as a sport and recreational activity and as Yachting Queensland, the organisation answerable for sailing in Queensland. I would like to congratulate all clubs that have worked to improve their facilities, their operations, and improve their product offerings, which has resulted in membership growth in your club. Part of this positive growth is also a reflection on the improvement of the relationship between Yachting Queensland and our member clubs. Yachting Queensland staff are enjoying the additional requests for assistance and support and providing guidance to clubs in many different areas. However, 5,889 individuals are still a significant underrepresentation of sailing participants in Queensland and, therefore, an underrepresentation of our club sailing members. This non-compliance by several of our peers will be the crippling blow to our community on many fronts. Our State Government Funding is continuously under review. Threatened to be taken away during the last two funding rounds due to low participation numbers, the YQ Staff and Board have managed to negotiate otherwise. Will we be so lucky a third time? Our numbers are also our biggest strength when attracting and negotiating new sponsorships and non-government funding sources. Therefore, our low numbers may leave us with missed opportunities when negotiating strategic priorities, service level agreements and staffing levels with Yachting Australia and the other State Associations through the development of One Sailing. Only time will tell, and only you, the clubs, can make the difference. I encourage all clubs to accurately enter ALL members into the National Membership Database. If you need assistance or are concerned about any aspect of this process, please contact myself or a staff member at Yachting Queensland. While on the topic of increased activity, I would like to make a special mention of the noticeably increased activity in North Queensland. Many clubs in the region have found a new lease of life with new regattas starting, older regattas being reintroduced, emphasis on junior sailing and increasing participation at clubs at all levels, from Tackers to yachts. We have also noticed the increase in conversation with these clubs and the associated requests for assistance and we look forward to this continuing into a new season. Growth was also experienced in the 2015 Clubs Conference, which was attended by over 30 clubs and close to 60 individuals. This is a great arena for clubs to provide feedback, seek out information and solutions and network with clubs from across the State. I also have to mention that the catering is pretty good too. Over the last twelve months the number of Discover Sailing Centres in Queensland has also grown and along with the number of these centres. There has been an increase of these also delivering Tackers. These programs are designed for no other reason than to assist clubs to introduce new participants into sailing and then assist them in developing to a level where they can participate safely and effectively within your club. The programs are available and attainable for every club. If your club is delivering non-accredited learn to sail programs, I encourage you to discuss this with the staff of Yachting Queensland. Becoming accredited really isn t that hard and could provide significant improvements to your risk management position, insurance coverage and protection of your instructors and committees and also, your ability to provide a better quality product to your customers; resulting in increased retention and membership growth. At the 2014 Clubs Conference, held in July, the Yachting Queensland Board asked for a consensus on an approach to develop a relationship with a Charity. In September 2014 the partnership with Melanoma Patients 7

8 Australia was agreed and fundraising and awareness efforts were underway. Now 12 months on I believe our two organisations are a great fit, and I encourage you to read more about the partnership later in this report. During the end of 2014, Yachting Queensland was successful in obtaining two new sponsorship deals. Both PKF Hackett s and Club Super have agreed to provide assistance for a three year agreement. I would like to take this opportunity to thank all who have been involved in working with Yachting Queensland during the year. I would like to acknowledge all of the volunteers and staff from clubs who have actively engaged with Yachting Queensland to work towards improvements for your clubs and our sport and recreational activity. 9 Discover Sailing Centres: The Major Benefits Recognition by Australian Marine Safety Authority, and State Marine Regulators. Yachting Australia Programs and Courses generally have that recognition under State Regulations. Recognition by other government departments. The Australian Sports Commission and State Departments, including Education, rely on assurances of the quality and standards of the Yachting Australia Programs. Access to qualified Instructors. A key role for Yachting Australia and its member States is the training, qualification and ongoing professional development of quality Instructors. Access to Nationally Recognised Programs, Courses, materials, and standards. Structured around sports processes and pathways to maximise the success of customers returning for further courses, joining the sport on an ongoing basis, and being retained. Minimised Risk and reduced exposure to liability. Operating within the Yachting Australia Operating Standards and Guidelines and using Yachting Australia qualified Instructors provides a safer environment for customers and Instructors. Unambiguous insurance cover. As a condition of being accredited, a Club/Centre accredited with Yachting Australia holds current appropriate insurance. National Promotion of upcoming courses to the public via the Discover Sailing Website, ( and the State Associations website. National registration, recognition, and information technology system. MyCentre has been developed in response to what Clubs/Centres said would help them run their Programs more efficiently and effectively. Support by State and Territory Associations in developing and managing Programs. Every State (and Territory) has a dedicated person whose role is to help Clubs/Centres improve their business. In the period there were 19 accredited Discover Sailing Centres in Queensland, an increase of 5 additional centres and 6 of these are running the Tackers Program, an increase of 3 Tackers Centres. 9

10 Tackers The 6 Discover Sailing Centres in this period who have been running the Tackers Program have increased participation in the learn to sail program for the 7 to 12 yr age group. Yachting Queensland continues its partnership with discount marine suppliers Whitworths, with the support of Yachting Australia, in the introduction of 75 new Tackers Optis into Queensland s Tackers Centres over the 5 year plan. Yachting Australia also introduced interest free boat loans and staged payment plans to encourage more Clubs and Centres to get involved with Tackers and allow existing Centres to grow their programs. QLD Tackers Centres Another 4 Clubs will be taking up the Tackers program over this year and the next; Cruising Yacht Club of Hamilton Island, Darling Point Sailing Squadron, Cairns Yacht Club & Whitsunday Sailing Club. This will provide opportunities to increase participation and will continue to promote the importance of increasing and retaining youth and family membership through the Tackers Program. Humpybong Yacht Club Noosa Yacht & Rowing Club Royal Qld Yacht Squadron Townsville Sailing Club Moreton Bay Boat Club Yachting Queensland holds regular Tackers Coordinators meetings and send regular updates on the Tackers Program to develop an effective two way communication on the running of the programs at each Club. If your club would like to get involved with Tackers, please do not hesitate to contact Yachting Queensland to arrange an appointment. Keppel Bay Sailing Club Collectively our Tackers centres reached 592 participants this year. 10

Justin Wise 15. Mara Stransky 16. Matthew Dickinson Queensland Sailing Performance Program QSPP The Queensland High Performance program has produced another year of top international results. The sixteen Queensland Academy of Sport (QAS) program sailors have been very active on the international circuit. Our Australian Sailing Team (AST) and Australian Sailing Squad (ASS) sailors have attended all the Sailing World Cups and their class European and World Championships. Three sailors, Mat Belcher, Will Ryan, and Jake Lilley attended the Test Event in Rio, where Mat and Will took home the Gold Medal and Jake finished 8th. Lara O Brian represented Australia at the 2014 Youth Worlds in the RS:X and Emma Baillie is preparing to do the same at the 2015 Youth Worlds. However, the highlight of the year for me was seeing Tom Siganto and Kyle O Connell win the 29er World Championship. Other notable results include, Joel Turner winning the 49er class Silver Medal and Jake Lilley taking the Finn Bronze at the Miami World Cup. Mat Belcher and Will Ryan won the World Cup final and took home silver medals in three 2015 World Cups. Ryan Palk placed 11 th at the Laser World Championship. Joel Turner and Jaime Ryan have made the AST based on their international results. Finally, Mat and Will winning the just concluded 470 World Championship. Throughout the year, we employed a number of outside coaches for the AST/ASS sailors to supplement their national team training when they are training in Queensland, and for those sailors who are not on a national team. Jared West, Geoff Woolley, Max Wojcik, Joel Turner, and Ash Brunning supported our sailors at home and at the national and international regattas. Joel and Geoff did an excellent job preparing and coaching the 13

14 29er team to the world title. Ash coached Ryan Palk and Mitchell Kennedy at the international events including the Laser World Championship. Jared was Ashley Stoddart s national Radial coach but also coached the Laser sailors in Brisbane. The other beneficiaries to this scheme were the Queensland Sailing Team (QST) sailors who were able to attend many of the local training sessions with these coaches when they were working with the QAS sailors. The coaches also attended the various QST camps throughout the year. Ash Brunning has now joined the QAS program as my new assistant coach. He has moved from Sydney to Brisbane and in addition to his QAS role, he will be looking closely at the underpinning program and working with Brady Lowe (Royal Queensland Yacht Squadron Club Coach and QST Coach) whenever possible to help identify and offer advice to those future QAS sailors. Going into the 2016, I am certain we will have at least four QAS sailors on the Olympic team and we could see another two make the team. Based on recent observations, I m optimistic we will have a number of the QST sailors qualify to move up to the QAS program next year. 15 YQ BoatSafe Program The BoatSafe Program is a Government legislation through Marine Safety Queensland, whose role is to protect Queensland's waterways and the people who use them - providing safer, cleaner seas. It is designed to increase the rigour of training and assessment processes improving the safety awareness, attitudes and competence of all future licence holders. The program provides opportunities for people to undertake the required training courses or application processes in order to obtain either; A recreational boat licence or Accreditation as a BoatSafe Training Provider under Yachting Queensland as the registered BoatSafe Training Organisation. This year a number of items have been discussed in meetings with industry stakeholders such as: Marine Qld (MQ) PWC Safety Campaign (Ride For Your Life) New Boat Standards TMR have reviewed the Boatsafe Standards to produce a living document that will be re-issued as updated versions if any changes are implemented. This will mean that BIB s will no longer be required Recommendation that marine radios are compulsory 2nm from land Importance of Risk Assessment for commercial businesses Insurance if using client s PWC Improvements to the notices to mariners. January 2015 they will be consistent with the Australian Hydrographic Office for the type of notice being reported YQ BoatSafe Training Providers (BTP s) Yachting Queensland currently have 13 Commercial & 38 School BTP s for Almost all have provided the required documentation for reaccreditation within the given timeframe. It is vital to our standing as a BTO that we maintain correct information on all of the BTP s in our organisation. This year we conducted an audit on 3 BTP s in Cairns as a check to ensure that the correct training is being supplied and to a satisfactory level. Yachting Queensland have again listed its commercial BoatSafe Training Providers in the Queensland Recreational Boating and Fishing Guide. 15

16 YQ Sub Committees Committee Chair Reports Racing Rules and Officials Committee The Committee meets on the third Monday of the month and, as well as committee members, all national officials are invited to attend as observers. Over the past year Queensland officials have officiated at many events both in Australia and overseas, which is a testament to their abilities. The committee provides a service to clubs and classes by reviewing and providing advice on Notice of Race and Sailing Instructions prior to their publication. Another role of the committee is to resolve appeals of protest committee s decisions and an Appeals Panel was convened on three occasions to deliberate on appeals this year. Members also volunteer their time to present race official, umpire and judge seminars, as well as rules nights for club members. This year the following seminars were held: 7 Race Officer Seminars 2 Judge Seminars 2 Umpire Seminars Over the next 12 months the committee will continue the regular rules discussions at meetings and focus again on increasing the understanding and quality of the protest process through clubs in Queensland. I would like to take the opportunity to acknowledge and thank all the volunteers who spend hours of their time on and off the water to conduct racing in Queensland. Many thanks also to the members of the committee who volunteer their time to improve race management in Queensland. In particular, on behalf of the committee, I would like to thank Alan Carlisle for his many years of service to this committee, for his role as a mentor to many Queensland race officials and generally for his contribution to sailing in Queensland. 17 Offshore and Safety Committee Over the last 12 months the Offshore and Safety Committee have provided assistance to several clubs to ensure compliance with the Yachting Australia Racing Rules of Sailing Special Regulations, while still providing some flexibility to ensure obligations are adequate for the sailing location. This has been done through several clubs requesting a Variation to the Special Regulations. The process for this is outlined in the Yachting Australia Racing Rules of Sailing and is, essentially, asking the Queensland Offshore and Safety Committee to consider changes to suit specific events. The committee then consults with Yachting Queensland, Yachting Australia Staff, and other specialists, as required, and then makes a recommendation to the Yachting Queensland Board for approval. Depending on the nature of the changes, the time frame varies, but applications are processed in as timely a manner as possible. The National Equipment Auditing (NEA) program has continued and has been seen as a benefit by many in the community, who regard it as offering advice and assistance rather than acting as a policing service. Yachting Queensland intends to work with Queensland s lead auditor, Paul King, to increase the number of training opportunities for new NEA s and ensure coverage across the State. Yachting Queensland see this as a priority area to increase participation in offshore yacht racing by offering assistance to both clubs and competitors to ensure safety measures are understood and in place. Recently the Board of Yachting Queensland have asked for expressions of interest to be sought for positions in the Offshore and Safety Committee in an attempt to increase its activity and usefulness to the wider sailing community. Yachting Queensland will be publicising this prior to the end of the year and seeking those who are interested and are passionate in this area to put up their hand. 18 SIMS (Sailing Information Management System) Yachting Australia s IT Partnership with Fox Sport Pulse has continued this year with progression from the initial change to new websites on to transferring the MyClub membership database. YQ has supported Clubs during the transition phase by providing communications, resources and face to face training seminars. Clubs will benefit from the enhanced features in the new MyClub. These include: Security, with offsite backup An easy to use program & events set up system, reporting tool and options for online membership registrations and payments Full support through YQ,YA and Fox Sport Pulse Great features such as; reports facility, photos for profiles, communications tool, document uploads and optimisation for mobile devices Continued connection with the websites, as the MyClub database uploads the events set up to the calendars This has led to the update of MySailor with a new login procedure and links to MyClub. Further enhancements are in progress to build on the strong functions in the SIMS and next year will see the final stage of the transfer for the MyCentre system. 19 YQ Foundation Yachting Queensland has registered a Development Fund with the Australian Sports Foundation. The purpose of the fund is to assist in the development of sailing in Queensland by: Increasing Participation Training and development of coaches, officials and volunteers Elite athlete development Purchasing of sailing equipment In the area of increasing participation the funding collected under the YQ Development fund can be applied to: Travel assistance for regional/remote, indigenous athletes and athletes with a disability Courses and clinics Training camps In the area of training and development of coaches, officials and volunteers the funding can be applied to courses and clinics. In the area of elite athlete development funding can be applied to: Travel assistance to national and international events Uniforms Specialist coaching Training camps Donations To be eligible for tax deductibility, donations must be made payable to the Australian Sports Foundation Ltd (ASF). ASF donation forms for the YQ Development Fund can be ordered directly from Yachting Queensland. 19

20 YQ Charity Partner Melanoma Patients Australia During August and September 2014 members of the Yachting Queensland Board and the Executive Officer interviewed three possible charity organisations to determine a suitable partner for Yachting Queensland. Melanoma Patients Australia was decided and agreed upon by all members of the Board. It was felt that their background, objectives and people involved were all a great match with Yachting Queensland. Their co-founder Daniel Belcher is a Queenslander and a sailor and has lived through a devastating experience of Melanoma. Melanoma Patients Australia was officially launched on 6 July 2006 by then Governor of Queensland, Her Excellency Quentin Bryce AC, now Governor-General of Australia. Melanoma Patients Australia continues to grow in strength and numbers and is now one of the largest melanoma patient advocacy groups in Australia. Melanoma Patients Australia is the only patient driven non profit organisation that offers a national network of support and information to patients, their families, carers, and friends, about melanoma prevention, diagnosis, management and treatment. Melanoma Patients Australia proudly hosts free regional public melanoma forums; offers a community of friendship and support to melanoma patients and friends through face to face support groups and online resources; advocates on behalf of patients to all levels of government, as well as relevant service organisations, researchers and corporations; and, supports research and clinical trials seeking to offer the best options for melanoma patients. More recently, Melanoma Patients Australia has been able to offer the Danger Sun Overhead program to deliver worksite presentations across Australia on sun safety work practices, melanoma prevention and early detection. Danger Sun Overhead is an initiative of Jo Crotty whose husband, Rohan, passed away from melanoma at age 43. Since this time, Jo has devoted herself to raising awareness of skin cancer and melanoma prevention and early diagnosis. To date, Danger Sun Overhead has spoken to over 20,000 workers and has been instrumental in the early diagnosis of over 200 melanoma cases. The three principles of the agreement between Yachting Queensland and Melanoma patients Australia are: 1. Education and Awareness 2. Prevention and Early Detection 3. Fundraising Activities 20

46 INDEPENDENT AUDITOR S REPORT TO THE MEMBERS OF YACHTING QUEENSLAND LIMITED Report on the Financial Report We have audited the accompanying financial report of Yachting Queensland Limited (the company), which comprises the statement of financial position as at 30 June 2015, the statement of profit or loss and other comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the directors declaration. Directors Responsibility for the Financial Report The directors of the company are responsible for the preparation of the financial report that gives a true and fair view in accordance with Australian Accounting Standards Reduced Disclosure Requirements and the Corporations Act 2001 and for such internal control as the directors determine is necessary to enable the preparation of the financial report that is free from material misstatement, whether due to fraud or error. Auditor s Responsibility Our responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor s judgment, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error.
