Vision To gain widespread recognition within our sport, and externally, as leaders in the provision of accessible, professional and contemporary advice and services to each of our groups across Queensland. 5 President s Report Ken Hurling OAM It gives me great pleasure to present the Yachting Queensland President s report for 2015/16. This past twelve months we have seen the biggest structural change in our sport in over forty years. For two years the YQ Board has worked hard in negotiating the best outcome for all our Queensland Member Clubs and Class Associations. The two big changes we agreed were around service delivery and better Governance. It has not been long since the adoption of One Sailing and to be critical at this early stage would be premature. Our ex-yachting Queensland staff members are now team members of Australian Sailing for the Queensland region and still do the same great job as before. I see there are some improvements in the delivery of service since the implementation of One Sailing, new staff members are one. The depth of our sport has changed as now Queensland can take further benefit of Australian Sailing staff nationally for advice and support. The organisational structure (or service delivery) of our sport has changed, but the governance model has not. State Member Yachting Associations ; Queensland, New South Wales, Victoria, Tasmania, South Australia, Western Australian Northern Territory and the Australian Capital Territory are still the owners of Australian Sailing (AS) and the only members who can nominate candidates for positions on the AS Board of Directors.. The responsibility that the members pass onto the Board of Australian Sailing should not be taken lightly as we expect a high standard from them in the continuation of good Governance and accountability in our sport, Australia wide. This does not mean the Board of Yachting Queensland has nothing to do, along with paying close attention to ensure that the structure that was agreed upon is delivered properly, there are still Queensland Club and Class Associations that need help and guidance, new Clubs to build and expansion of the current ones. This year 90% of Queensland Clubs have been visited by a YQ Board member or staff member and, as always, the feedback is positive and a great effort by all. 2016, as we all know, is the year that the Olympics went to Rio. A very strong Queensland contingent was part of the Australian Sailing Team and they gained plenty of stellar results, Olympic Medals claimed by some and great memories and pride by others. Japan is now just four years away and I hope there are many more Queensland Sailors on the Team for World Sailing and the International Olympic Council are reviewing sailing and classes involved in the 2020 Olympics. Their first report on the classes to be sailed in 2020 is to come out in March These reports could be the regeneration of Olympic Sailing or its demise. World Sailing has not had good results in showing the World that it knows how to run sailing events. My advice to peak bodies is to stay out of the Regatta business, as it is the realm of Clubs and Class Associations. Work with them not against them. The cancellation of the Australian World Cup events past 2016 is a stab in the back, not only to Victoria, but for the Asia Pacific Region. Our annual Club & Class Associations Conference was well supported and the two days were as busy as it gets. I would like to thank the YQ staff on the great job putting this together. The phone calls and visits to Clubs since then is a reflection on the quality of the work they do in our sport. Thank you on behalf of all our Members. Unfortunately, I was unable to attend the Queensland Yachting Awards night this year for the first time since I have been a Member of the YQ Board. As always, congratulations to all. The YQ Board has agreed to do a review of the Queensland Yachting Awards so stay tuned for when we release the guidelines for another year. 5

6 Due to structural changes that have come with One Sailing and modernisation of business practices generally, the YQ Constitution is in need of updating. This process has been started and will be presented to members for agreement. My focus for 2016/17 is on increasing participation in keelboat and offshore sailing. The reforming of the Queensland Offshore Committee is being considered. To gather information from relevant clubs I will be running an Offshore and Keelboat Sailing forum in each of the Queensland regions. The first will be in South East Queensland at RQYS on the evening of the 21st October. Over the coming months I need to know what Keelboat owners want and expect from peak bodies and in the end it is hoped there will be more boats racing up and down the Queensland coast. I would like to see one weekend a year, the May Day holiday weekend may be a good start, where every offshore club holds a race through Queensland promoted and advertised together. This year we have a Board Member, Peter Yeomans, who is not continuing on next year, I would like to wish Peter well and thank him for his services on behalf of all the Yachting Queensland members. In closing there are many paid and volunteer workers in Club and Class Associations in Queensland to be thanked for their contribution to the sport we all love. You and you alone can make sailing great but, if we work together there will be better outcomes for all. 2015/16 is the year to remember. 6

7 Operational Report Ben Callard, Executive Officer From a staff perspective 2015/2016 has been a trying year. We have continued to do our best to remain focussed on service delivery for members, while those above us made life changing decisions on the environment in which we work. All around changes have been taking place and we have been tasked to continually adapt and adopt existing and new policies, procedures while still finding a way to just get things done. I am extremly proud of each of the staff members in the way that they have handled these changes and distractions and have been able to continue to deliver on the strategic priorities we promised members, as well as responding to the continuous flow of member inquiries and requests. I would also like to thank our members for your understanding through those times that we have either been short staffed or over burdened with the workload that comes with major organisational change. The working title of One Sailing, and everything that went with it, has now been put to bed and we have emerged as Australian Sailing. Those of you engaged in the sport would by now have a fair understanding of the processes that have taken place to get to where we are and the amount of work that the YQ Board and staff have undertaken to ensure the best possible outcome for Queensland has been achieved. I am confident to say that this has been done. We now work as staff of one organisation, working to one Strategic Plan to advance sailing. There are still some changes to come, but without doubt we will be a more efficient and a more beneficial team, working to deliver improved services and programs for our member organisations. Having completed our organisational review, I urge all clubs and class associations to look at yourselves, to conduct a review of your operations, products and services and ask each other if you are really doing the best you can. Innovation is all around us, technology is changing rapidly and importantly there is clear and overwhelming research that indicates our customers are changing. The way people want to participate and immerse themselves in sport as a competitor or as a recreational participant has changed. Yet we still hear cooments like, this is the way we do things here and we still see programs being delivered as they were 20 years ago. I warn all clubs and class associations that if you fail to adapt and modornise your practices, you simply will not survive. The numbers from the last financial year show an increase in club members, which is fantastic news. It is still difficut to tell how much of this is real growth and how much is through clubs being more honest and improving the way they recognise sailing members. This year Yachting Queensland released a Guide to Club Membership, which provides assistance and clarity to clubs on how the membership system in Queensland works. Simply put, all sailing members are required to be entered in the club membership database (MyClub). This is not an option and all clubs, by agreeing to be an affiliated club and a member of Yachting Queensland, agree to do this. Providing affiliation to individual members should not be an option for them to choose, it should be promoted as a benefit of being a sailing member and included in the club membership. Yachting Queensland does not charge individuals for affiliating to the sport. Towards the end of 2015, Yachting Australia and each of the State Associations worked together to conduct a National Participation Cencus, the results provide us with some great information on our sport. This National Participation Census will continue to be carried out yearly and I encourage all clubs and class associations to complete and provide as acurate information as possible. I also encourage you to review the Census information, which can be found on the Australian Sailing website. In closing I encourage all clubs and class associations to actively engage with the staff of Australian Sailing and take advantage of the resources and programs we can provide and assist you to deliver. The Boards of Yachting Queensland and Australian Sailing, as well as the entire team of staff, acknowledge and believe that through growing our clubs and class associations, we grow our sport. We are here to help. Sailing truly is a sport for everyone and a sport for life. 7

8 One Sailing The pathway to Australian Sailing Two years ago, Australian Sailing and our State and Territory Member Associations agreed to commence reforming the organisation of the sport under the project title of One Sailing. The finalisation of this project has resulted in achieving the most significant transformation of the governance and organisation of Sailing in the history of the sport in Australia. This successful outcome has been achieved because of a shared commitment between Australian Sailing and the State and Territory Member Associations to; Provide sailing in Australia a governance framework that optimises the prospects of the success of the sport in the 21st century. The One Sailing reforms were guided by three important value propositions; Strong governance underpins sustainability; Improved efficiency is critical given pressures on resources; and Challenge established practice in pursuit of best practice sports administration and governance. Australian Sailing Who we are Australian Sailing is committed to advance the sport of sailing in Australian and International communities in all its forms and across all levels of participation. By providing leadership to the clubs and classes through the provision of relevant services and support and in the development of high performance practices, we are committed to building the capability and capacity of sailing to be a successful and leading sport in Australia. This undertaking has been distilled to a single statement of intent, built on three principles that define expectation and are enunciated by a set of behaviours which are expected of all who hold office, work and volunteer at Australian Sailing; Our Purpose Our Principles Our Behaviours Advance Sailing Leadership, Relevance and Excellence The Way we do things at Australian Sailing Value, engage with, and are visible to, all our clubs, class associations and the sailing community. 9 Discover Sailing Centres: The Major Benefits Recognition by Australian Marine Safety Authority, and State Marine Regulators. Yachting Australia Programs and Courses generally have that recognition under State Regulations. Recognition by other government departments. The Australian Sports Commission and State Departments, including Education, rely on assurances of the quality and standards of the Yachting Australia Programs. Access to qualified Instructors. A key role for Yachting Australia and its member States is the training, qualification and ongoing professional development of quality Instructors. Access to Nationally Recognised Programs, Courses, materials, and standards. Structured around sports processes and pathways to maximise the success of customers returning for further courses, joining the sport on an ongoing basis, and being retained. Minimised Risk and reduced exposure to liability. Operating within the Yachting Australia Operating Standards and Guidelines and using Yachting Australia qualified Instructors provides a safer environment for customers and Instructors. Unambiguous insurance cover. As a condition of being accredited, a Club/Centre accredited with Yachting Australia holds current appropriate insurance. National Promotion of upcoming courses to the public via the Discover Sailing Website, ( and the State Associations website. National registration, recognition, and information technology system. MyCentre has been developed in response to what Clubs/Centres said would help them run their Programs more efficiently and effectively. Support by State and Territory Associations in developing and managing Programs. Every State (and Territory) has a dedicated person whose role is to help Clubs/Centres improve their business. In the period, there were 23 accredited Discover Sailing Centres in Queensland - an increase of 4 additional centres. There are now 9 centres running the Tackers Program - an increase of an additional 3 Tackers Centres from the previous year. 9

10 Tackers The 9 Discover Sailing Centres in who have been running the Tackers Program have increased participation in the learn to sail program for the 7 to 12 year age group. Australian Sailing - Queensland is in the final year of its partnership with discount marine suppliers, Whitworths, and has succeeded in the introduction of 75 new Tackers Optis into Queensland s Tackers Centres. Australian Sailing continues to offer interest free boat loans and staged payment plans to encourage more Clubs and Centres to get involved with Tackers and to allow existing Centres to grow their programs. Looking to the future, the Cruising Yacht Club of Hamilton Island & Whitsunday Sailing Club could also be on the path to becoming Tackers Centres. The Gold Coast Sailing Club is also looking at running a similar Tackers Program for participants with disabilities, subject to approvals. More Tackers Centres will provide opportunities to increase participation and will continue to promote the importance of increasing and retaining youth and family membership. The Tackers Program is being used within the Sporting Schools Program, where schools can apply for funding to send primary aged children to learn to sail and these services can be delivered by the Tackers Centres. For further information on Sporting Schools, please refer to the website. Regular Tackers Coordinators meetings are held and regular updates are sent on the Tackers Program to develop an effective two way communication on the running of the programs at each Club. If your club would like to get involved with Tackers, please do not hesitate to contact Australian Sailing - Queensland to arrange an appointment. 13 Queensland Sailing Team (QST) The 2016 QST Athletes Sabot Athletes Optimist Athletes Queensland Sailing Performance Program (QSPP) 2015/2016 has been a challenging year with selection and the Olympics being the focus point for many Queensland Academy of Sport sailors. With some great successes leading up to the 2016 Olympics at World Cup and World Championship events, Matt Belcher, Will Ryan, Jaime Ryan, Ashley Stoddart and Jake Lilley were selected to compete for Australia in Rio. What an experience for those guys and girls! For the younger athletes it was their first Olympics and they fought it out in a highly variable environment. They proudly represented Australia in Rio, achieving the following results. 14 New Head Coach A change in the programs coaching occurred earlier in the year with John Bertrand moving on after three years working with QAS/AS sailors. QAS Assistant Coach Ash Brunning who had been working under John to strengthen pathways and support developing youth sailors in QLD has now taken on the Head Coach role. QAS/AS sailors For the other QAS sailors it was a year of trials with Joanna Sterling working closely with Max Wojcik, her Polish windsurfing coach, to earn a spot for the Olympics. She sadly missed out after a stoic effort finishing 20 th in Hyeres. Joanna continues to train and transition toward 2020 and has taken up some coaching to give back and support new generations of windsurfers. Mitchell Kennedy (Laser), Joel Turner (49er), Lewis Brake (49er), Tom Siganto (49er), Sasha Ryan (470) all competed in World Championships, Euros and World Cup events but for many the Olympic trials were already completed and so they used the time to develop skills, gain experience, look at crew combinations and plan toward We had a new induction of Radial girls in Mara Stransky and Annie Eastgate, as well as a women s 470 crew Emma Baillie and Emma Barsi. In the youth boys the QAS welcomed Tom Cunich and Ezra Pritchard in the 29er. It is great to see so many new faces from the development classes to build the next generation of QAS sailors. Tom Cunich has since transitioned into 49er and begins his 2020/2024 campaign. Mara is high potential for the Radial ISAF youth worlds spot after beating her main competition in QLD youth week. Annie competed in her first U21 Laser Worlds and Euros with respectable mid fleet finishes. Both radial girls are part of the National Radial Development Squad. Finally the two Emma s get their chance to shine at the end of year regattas in Melbourne. Emma Baillie made a significant change to crew on a 470 from the RSX and she has adapted brilliantly. Brady Lowe, Danny Fuller, Alex Gough, Ashley Stoddart and Jake Lilley have all provided network coaching for the QAS this year and we have been glad to have consistent coaching at a professional level. Pathways to QAS In 2016 a proposed overhaul was completed after recommendation from network coaches to tighten selection for the Queensland Sailing Team (QST) program (which underpins QAS) and to build double-handed pathways. We envisaged a new QST that was less participation and more performance focused, as well as creating wellrounded youth athletes. The primary way to achieve this was by offering more value for being in the team. Examples of value adding include class specific training from experts and teaching youth athletes what it took to be professional and accountable. Giving them access to Sports Science staff in areas such as nutrition, psychology and physiotherapy aided in their understanding of what it takes to be an elite athlete. In general, a more inclusive QAS program has allowed talented QST athletes to train with or be coached by QAS athletes. A good example would be the Radial squad where Indiabeau Laborie, Nathanial Dutton and Tom Needham have been regular training partners for Mara and Annie and are, therefore, included in all proceedings including gym, on water training and debriefs. 14

15 The new QST is no longer Laser centric and a budding 29er fleet has popped up with 10 competing in QLD from just one in The QAS program joint funded Joel Turner to coach at three more camps outside of the QST weekends so they will be better prepared for their summer regattas. Joanna Sterling also coaches for the QAS/QST with up and coming windsurfer athletes to promote the sport and support talented surfers. I believe the change has strengthened pathways for QLD and we are once again finding talent and feeding resources to them. Youth sailors are now moving towards boats that suit their size and physicality. Thanks needs to go to Yachting Queensland s Ben Callard for recognising and supporting the change. Danny Fuller has been outstanding for managing the camps processes and promoting a professional culture within the team. Mention must also go to Queensland Sailing Clubs, especially RQYS, for their support of the program. Finally, well done to all the QST/QAS network coaches and staff including; Robbie Lea, Brady Lowe, Joe Sabin, Shelley White, Lara McCambridge, Adam Smith and Jon Hart for their support, guidance and coaching. 16 YQ BoatSafe Program The BoatSafe Program is a Government legislation through Marine Safety Queensland, whose role is to protect Queensland's waterways and the people who use them - providing safer, cleaner seas. It is designed to increase the rigour of training and assessment processes improving the safety awareness, attitudes and competence of all future licence holders. The program provides opportunities for people to undertake the required training courses or application processes in order to obtain either; A recreational boat licence or Accreditation as a BoatSafe Training Provider under Yachting Queensland as the registered BoatSafe Training Organisation. This year a number of items have been discussed in meetings with industry stakeholders such as: AMSA New National System New Boat Standards TMR have reviewed the Boatsafe Standards to produce a living document that will be re-issued as updated versions if any changes are implemented Development of PWC theory exams & upgrade to existing RMDL theory exams Introduction to Boating Industry Association, the national organisation has regional staff in place with the contact in Queensland being Aaron McKenna aaron@bia.org.au A new, more appropriate marine radio qualification, AWQ, is available for those who use a VHF marine radio in Australian Territorial Waters (within 12 nautical miles of the coast) YQ BoatSafe Training Providers (BTP s) Yachting Queensland currently have 14 Commercial & 36 School BTP s for Almost all have provided the required documentation for reaccreditation within the given timeframe. It is vital to our standing as a BTO that we maintain correct information on all of the BTP s in our organisation. Yachting Queensland have again listed its commercial BoatSafe Training Providers in the Queensland Recreational Boating and Fishing Guide. 16

17 YQ Sub Committees Committee Chair Reports Racing Rules and Race Officials Committee Queensland officials have been involved in many events locally, nationally and internationally, including at the Olympics. Committee members have also presented judge, umpire and race official seminars as well as rules nights as required by clubs. With the introduction of the new Racing Rules of Sailing in January 2017 there will be a focus on providing racing rules updates to clubs for the next year. One of the roles of the Committee has been to resolve appeals of protest committee decisions. This is now being conducted at a National level and a number of senior Queensland judges have been involved in Appeals Panels under this new process. The Committee meets on the third Monday of the month and invitations are extended to all national officials. I would like to thank all those that give up their time for the Committee meetings and who volunteer to present at the many seminars during the year. On behalf of the Committee I would like to thank all the race officials and volunteers in the clubs around the state who offer their time to conduct and improve sailing in Queensland. 18 Sailing Information Management System (SIMS) Australian Sailing s IT Partnership with Fox Sport Pulse, now renamed SportsTG, has continued this year with up-dates & additional features being added to the MyClub membership database. The Queensland Staff have continued to provide support to Clubs on the use of new features by providing communications, resources and verbal, as well as face to face, training. 19 YQ Foundation Yachting Queensland has registered a Development Fund with the Australian Sports Foundation. The purpose of the fund is to assist in the development of sailing in Queensland by: Increasing Participation Training and development of coaches, officials and volunteers Elite athlete development Purchasing of sailing equipment In the area of increasing participation the funding collected under the YQ Development fund can be applied to: Travel assistance for regional/remote, indigenous athletes and athletes with a disability Courses and clinics Training camps In the area of training and development of coaches, officials and volunteers the funding can be applied to courses and clinics. In the area of elite athlete development funding can be applied to: Travel assistance to national and international events Uniforms Specialist coaching Training camps Donations To be eligible for tax deductibility, donations must be made payable to the Australian Sports Foundation Ltd (ASF). ASF donation forms for the YQ Development Fund can be ordered directly from Yachting Queensland. 19

20 YQ Charity Partner Melanoma Patients Australia Melanoma Patients Australia remained the Charity Partner of Yachting Queensland for the year and the partnership continued to grow and strengthen. Melanoma Patients Australia was officially launched on 6 July 2006 by the then Governor of Queensland, Her Excellency Quentin Bryce AC. Their co-founder Daniel Belcher is a Queenslander and a sailor and has lived through a devastating experience of melanoma. Melanoma Patients Australia continues to grow in strength and numbers and is now one of the largest melanoma patient advocacy groups in Australia. Melanoma Patients Australia is the only patient driven non profit organisation that offers a national network of support and information to patients, their families, carers, and friends, about melanoma prevention, diagnosis, management and treatment. Melanoma Patients Australia proudly; hosts free regional public melanoma forums, offers a community of friendship and support to melanoma patients and friends through face to face support groups and online resources, advocates on behalf of patients to all levels of government, as well as relevant service organisations, researchers and corporations and supports research and clinical trials seeking to offer the best options for melanoma patients. More recently, Melanoma Patients Australia has been able to offer the Danger Sun Overhead program to deliver worksite presentations across Australia on sun safety work practices, melanoma prevention and early detection. Danger Sun Overhead is an initiative of Jo Crotty whose husband, Rohan, passed away from melanoma at age 43. Since this time, Jo has devoted herself to raising awareness of skin cancer and melanoma prevention and early diagnosis. To date, Danger Sun Overhead has spoken to over 20,000 workers and has been instrumental in the early diagnosis of over 200 melanoma cases. The three principles of the agreement between Yachting Queensland and Melanoma Patients Australia are: 1. Education and Awareness 2. Prevention and Early Detection 3. Fundraising Activities 20

21 Queensland Yachting Awards The Queensland Yachting Awards for the period were held at the YQ Building on Friday 16 th September Families, friends and club representatives, as well as Yachting Queensland Staff & Board Members, all enjoyed a Q & A Session with Queensland Olympians, Jake Lilley & Ashley Stoddart, providing us with insights into what it was like to attend the Olympics and their individual pathway & experiences to get there. Significant Change if Affairs Approximately two years ago Australian Sailing commenced discussions with State and Territory Member Associations, including Yachting Queensland, to reform to reform the organisation of the sport under the project title 'One Sailing'. The outcome of these discussions has resulted in Yachting Queensland signing the 'One Sailing Agreement' in April The fundamental goals of the Agreement are to provide: - Strong governance underpins sustainability; - Improved efficiency is critical given pressures on resources; and - Challenge established practice in pursuit of best practice sports administration and governance. To achieve the goals significant accounting, management and operation tasks are now completed by Australian Sailing on behalf of Yachting Queensland. Basis of Preparation Yachting Queensland Limited applies Australian Accounting Standards Reduced Disclosure Requirements as set out in AASB 1053: Application of Tiers of Australian Accounting Standards and AASB : Amendments to Australian Accounting Standards arising from Reduced Disclosure Requirements. The financial statements are general purpose financial statements that have been prepared in accordance with Australian Accounting Standards Reduced Disclosure Requirements of the Australian Accounting Standards Board (AASB) and the Corporations Act The company is a not-for-profit entity for financial reporting purposes under Australian Accounting Standards. Australian Accounting Standards set out accounting policies that the AASB has concluded would result in financial statements containing relevant and reliable information about transactions, events and conditions. Material accounting policies adopted in the preparation of these financial statements are presented below and have been consistently applied unless stated otherwise. The financial statements, except for the cash flow information, have been prepared on an accruals basis and are based on historical costs, modified, where applicable, by the measurement at fair value of selected non-current assets, financial assets and financial liabilities. The amounts presented in the financial statements have been rounded to the nearest dollar. The financial statements were authorised for issue on 11 October 2016 by the directors of the company. Accounting Policies a. Revenue Non-reciprocal grant revenue is recognised in profit or loss when the entity obtains control of the grant and it is probable that the economic benefits gained from the grant will flow to the entity and the amount of the grant can be measured reliably. If conditions are attached to the grant which must be satisfied before it is eligible to receive the contribution, the recognition of the grant as revenue will be deferred until those conditions are satisfied. When grant revenue is received whereby the entity incurs an obligation to deliver economic value directly back to the contributor, this is considered a reciprocal transaction and the grant revenue is recognised in the state of financial position as a liability until the service has been delivered to the contributor, otherwise the grant is recognised as income on receipt. Donations and bequests are recognised as revenue when received. Interest revenue is recognised using the effective interest method, which for floating rate financial assets is the rate inherent in the instrument. Dividend revenue is recognised when the right to receive a dividend has been established. Revenue from the rendering of a service is recognised upon the delivery of the service to the customers. All revenue is stated net of the amount of goods and services tax. b. Inventories Inventories held for sale are measured at the lower of cost and net realisable value. Inventories held for distribution are measured at cost adjusted, when applicable, for any loss of service potential. Inventories acquired at no cost, or for nominal consideration, are valued at the current replacement cost as at the date of acquisition. 11
