2 MISSION Yachting Queensland s mission is to deliver its vision by consulting with its members, identifying their needs, developing best practices and programs, supporting their financial stability and sustainable growth, and to perform in excess of expectation. VISION Yachting Queensland s vision is to support, co-ordinate and promote: All aspects of yachting with the highest participation level across the whole yachting community - for all ages, and all levels of skill and ability, and specifically to - foster all forms of yachting, from high performance competition to recreational cruising; ensure that yachting is a high profile sport and recreational activity; encourage extensive media coverage and community involvement and awareness; co-ordinate education, continuing skill development and training; maintain and extend Queensland s pre-eminent participation and performance in State and World Yachting events Grow Interest & Participation STRATEGIC PRIORITIES Promote interest in all forms of sailing and ensure that appropriate opportunities exist for growing participation as interest increases, particularly amongst the young and older-aged people. 4 Presidents Report 2011 Ken Hurling Welcome Everyone Over a year ago Denis and I started visiting the many Clubs in Queensland especially the Clubs in the far North. This might sound easy but with only 52 weekends a year and over 60 Clubs it's hard to visit all. I have tried to visit Clubs when on holidays but this is not easy as a lot of Clubs do not operate through the week. I have always said we in Queensland are geographically disabled, a problem we unfortunately have to work with. I must add when visiting Clubs I sometimes leave very proud and other times leave wondering where they will finish up. The success and failure of any Club/business depends solely on the people that are in control and we have some fantastic people out there in the Queensland Sailing Community. This year I presented Life membership to Peter McGregor at Tinaroo Sailing Club; I was there for five days and attended their May Day Regatta. I compared it to being at a sabbatical and came away totally pumped. Mission Beach Sailing Club should be a lesson to us all. If you think your Club is having problems, think of them. Some of the Members have no School, Home or business but all they want to do is get their kids sailing. Other Clubs that rebuilt after the floods show all the stamina and passion that Clubs and Sailors have for our Sport. I will never forget that day when Denis and I went to Oxley Sailing Club after the flood, it looked like a war zone, not even bugs in the water stopped them, great to see them back sailing and having fun on the water. For the first time Yachting Queensland has nominated 6 Athletes and a Queensland event for the Q Sport awards. The winners will be notified sometime in September. Once again we have strong nominations for the Yachting Australia Awards a list of finalist are on the Yachting Australia web site. The expansion of Sailing in Queensland depends on our Clubs, so this year Denis and I have looked at maybe having some new Clubs formed. They are Biloela, Palm Island, Thursday Island and Emerald. These are a work in progress and hopefully will have a positive outcome. This year with the dams full from the floods, Clubs are now reforming Darling Downs, Warwick and Brisbane Valley Sailing Club. This only makes our Sport bigger with more competitors. The work Ben Callard has done with the under pinning program is nothing short of a miracle, match this up with what Adrian Finglas has achieved with our QAS team, 5 Queensland Youth on the YA Youth Team "our first ISAF medal in over ten years" and all the Camps being held at many Clubs up and down the Queensland coast all year round only cements our Youth in the Sport and shows the pathway for them in the future. Training we gave to YA as they said they could do the job better, Learn to Sail and Tackers, the Jury's still out on this. I think Clubs should have a program called learn to RACE, not learn to sail, as one should come with the other and lead to more Club and Association Members. I have just returned from a Sail Training Camp and Regatta, the Queensland Youth Championships at Keppel Bay Sailing Club, some of the sailors are as young as six and many under eleven. This shows that the next generation of Sailors are out there, we as Clubs, Coaches and managers must capture them. The figures that Ben and Josh have put through Training from last year to this year is very encouraging and should show our Member Clubs the hard work their peak sailing body is doing. The Olympic Games is now under a year away and we should have two Queensland Sailors in London, it has been too long since our last Queensland Sailor was on the Team, the last being Christine Bridge in the nineties. In Brazil in 2016 I predict that Queensland will dominate the Australian Sailing Team if we retain our youth and maintain the programs that we have at present. The removal of the multihull from the Olympics had me in shock; I could not believe that ISAF did this. The good news is the cats are back for Brazil in 2016 and hopefully there will be two Queenslander's involved. I did make my views quite plain to Phil Jones, the YA and ISAF rep, my disappointment with that decision. 4

5 The State Presidents now meet twice a year to table State issues and talk about the good things that are happening in their State, the interaction at this level is good for the sport and if it continues I think there will be good outcomes for all. The invitation for the Yachting Australia President to attend adds to the direct communications with the Yachting Australia Board and helps them with the overall management of the sport nationally. My involvement with the Gold Coast bid for the 2018 Commonwealth Games and Sailing as a Medal Sport was exciting and the help that YQ and our Board member Peter Yeomans from the Southport Yacht Club offered was exceptional. We will soon see if this bid is a winner, Peter did a massive amount of work on this and he deserves a positive outcome. This year we now have a full Board with two new members, Rosemary Collins and Mark Gallagher, unfortunately we suffered the sad loss of both Greg Clarke and Neil Dwyer leaving after a long time. I will miss their sound and positive advice, on behalf of all I wish them well in the future! 2011 has gone by too fast and 2012 looks again to be full of Sailing with many World Championships to be held in Queensland, in closing I would like to thank the Clubs and Class Associations for their support, the Staff and a special thanks to Denis Cook. In closing I would like to thank the Queensland State Government, Sports Minister Phil Reeves, the Queensland Academy of Sport, Peter Shore, the estimated 1300 volunteers in Queensland and the Board of Yachting Queensland. We all should take some time and think about one of our Queensland Sailors racing across the Atlantic in his 23ft Yacht on his own, built by Dad. Best of luck and safe return Scott Cavanough. 6 Operational Report Yachting Queensland s Vision Support, coordinate and promote all aspects of yachting with the highest participation level across the whole yachting community... During the year the staff of Yachting Queensland did their absolute best to make this vision a reality. Growth, and more importantly the support and growth of regional areas, has been the key focus with outstanding results achieved in the Southern Region. We also continued the previous years trend of getting some of our former affiliated clubs to rejoin as financial members; those clubs are as follows: Brisbane 18 Footers Sailing Club Bulimba Little Ship Club Dunwich Moreton Bay Boat Club Scarborough One of the most accurate ways for Yachting Queensland to keep track of growth is through the list of Active Member Numbers. Below is a full list of active members within all affiliated clubs across Queensland for the year and included for the first time is a table showing the total membership growth for each region. 9 Training Officers Report Ben Callard Queensland Identification & Development Pathway QIDP As can be seen in the table above YQ has run nine training camps for junior and youth sailors across Queensland with a total of 236 participants which is approximately a 10% increase on last year s figures. The camps are receiving much more attention and interest from the local communities and are being used by some clubs to engage the local media and help promote the club and sport in general. We have had interviews with newspapers and even a TV appearance on the Sunshine Coast local news. In conjunction with each of these camps we have been running YQ Information Nights which provides information to clubs, parents and sailors on various topics and allows questions to be asked and concerns raised on any topic to YQ Staff. This seems to be popular and is opening effective lines of communication between YQ Staff and coaches and the greater sailor community. As a result of the information being passed on at the club and sailor level we are seeing an increase of NQ sailors participating in regattas and training in the South East Corner. A big congratulations must go to those sailors and families for putting in the effort and we hope the trip was successful and rewarding. These camps are also used for talent identification and we have seen talented sailor across the state and have even invited some of these sailors to High Performance and Development Camps. Local coaches and instructors are always invited and encouraged to be involved with these camps however there is not a high take up of this offer at this stage. This does however give them the opportunity to increase their skills and knowledge from the state level coaches employed to run the camp. 9

10 Queensland Sailing Development Squad QSDS The QSDS has seen major changes this year which are still being assessed to determine positives and negatives. We must remember that this program is still only in its second year and it will undergo more changes until we have the best possible product available. The Queensland High Performance Program selection criteria changed at the beginning of the year which resulted in a large number of sailors who were in that program last year dropped into the QSDS for this year s program. The top 12 Sabot sailors and top 10 Optimist sailors were invited to join the squad along with the Lasers, 420 s, 29ers, Hobie s and Bic Techno s however only a small proportion of the Sabot and Optimist sailors took up this opportunity. Those that declined mentioning time commitments as their major concern. Something that needs to be confirmed and perhaps accommodated for in next year s program even though the major commitment is to attend the eight squad camps based here in Brisbane. A majority of the sailors in this QSDS travel from either the Gold Coast or Sunshine Coast and the low numbers of Brisbane sailors in the QSDS should be a concern for local coaches and clubs. The lack of members in the QSDS from Central and North Queensland is also a concern but at least understandable due to the expense both financially and time due to travel requirements. YQ has produced a NQ Reach program which is explained in more detail later on which is being distributed for feedback as well as seeking financial support from a sponsor. Queensland High Performance Program QHPP The QHPP as mentioned above has also gone through some major changes. These changes stem from the very strict results based selection that has been imposed by Yachting Australia for this program and is consistent with other state HPP. The QHPP provided by a partnership between the Queensland Academy of Sport, Yachting Australia and Yachting Queensland and caters to the Olympic pathway sailors and sailors on the fringe of this program such as some athletes in the YQ QSDS and QIDP. As a result of the Selection Criteria changes the QHPP squad is now made up of 22 athletes two of which look like competing at the 2012 London Olympic Games. What a lot of people need to understand about the importance of this QHPP is that all of Queensland Club, State and Development coaches get trained through the skills and knowledge which come from the QHPP its coaches and its association with the Australian Sailing Team. All of the money that has been spent at the High Performance level in Sailing 10

11 in Australia is now starting to trickle down to all junior and youth sailors through better coach and instructor training, better skills and knowledge communication and development, a clear pathway for progression in these classes, strong national competitions with coaching support, funding opportunities, better developed policies and procedures all in place and continual improvement to help junior and youth sailors and as a result clubs and the greater sailing community. A direct benefit YQ is getting out of the partnership and funding from the QAS is a new Coach Boat. Funding has been approved to get a new coach boat primarily for the use of the QHPP. This frees up the existing YQ Duck to be used for the QSDS, running powerboat, safety boat, instructing and coaching courses. YQ have placed an order for a 5 meter Brig through Sirocco North Marine based on the Gold Coast. 11

12 National Officiating Program & Yachting Australia Training Schemes The above table illustrates a huge increase in the availability of Yachting Australia Training in Queensland and an associated increase in participation numbers. Since the last annual report we have completed a total of 23 courses with 211 participants, a massive improvement on the previous figures of 12 courses and only 99 participants. This shows that many clubs are interested in having trained and qualified volunteers and staff. The push by Government to have trained and qualified volunteers is slowly being met by the sport. To satisfy the Governments wishes to have trained volunteers it is predicted that these numbers will need to increase in the next 12 months and YQ are preparing to cater for and deliver the required courses. 12

13 Queensland Youth Committee The Queensland Youth Committee continue to meet as required, the committee provides support and feedback on many issues relating to state and national junior and youth sailing issues. Including but not limited to; QLD Junior and Youth Regattas, the QSDS, QIDP, YQ NQ Reach Program, the National Youth Committee purpose and ability etc Sponsorship A big thank-you goes out to Dynamic Satellite Surveying for their contribution and support as the Sponsor for the 2010 Queensland Sailing Development Squad. Unfortunately DSS has been sold and taken over by a larger company called Terrex Seismic. YQ are currently in the very early stages of negotiating with Terrex Seismic (formally Dynamic Satellite Surveys) to endeavour with the continuation of an existing sponsorship agreement. YQ spoke with some sailing clothing manufacturers recently and had positive discussions with the goal that they will support YQ and its events, programs, staff, coaches and athletes and endeavour to develop a long term relationship which will benefit all Queensland sailors. If any clubs or class associations are looking for clothing sponsorship or support, YQ will be able to make recommendations in the near future. Christmas Regattas Queensland is in a fortunate position this year with all the junior and youth National Championships being held in the South east corner over the December January period. These include: Sabot Nationals Southport Yacht Club 27th Dec to 5th January Laser Nationals Royal Queensland Yacht Squadron 27th Dec to 4th January 420 Nationals Moreton Bay Boat Club 27th Dec to 2nd January Hobie Nationals Sunshine Coast Yacht Club 2nd to 6th January Australian Youth Nationals - Royal Queensland Yacht Squadron 6th to 10th January 29er Nationals - Royal Queensland Yacht Squadron 12th to 19th January Optimist Nationals - Royal Queensland Yacht Squadron 14th to 21st January 13

14 It would be fantastic to see as many Queensland junior and youth sailors participating in these events as possible. YQ will have coaches at all of these events except the Hobie Nationals to support Queensland Sailors. NQ Reach Program Purpose: Expand the reach of the QSDS and specifically attract young sailors from North Queensland to be involved with, and benefit from, the Queensland Sailing Development Squad. Reason: Currently it is not cost effective for sailors and their families who live in North Queensland to be involved with the QSDS. The QSDS in 2011 has eight training camps plus regattas based in Brisbane which makes it a difficult financial commitment for families of NQ to be a member. The QSDS has many benefits to young sailors including consistent coaching, communication of new skills, techniques, technology, information from Sports Science Service Providers, the opportunity to train with the best athletes and coaches in Queensland and support when developing training and competition programs, just to mention a few. The QSDS members all sail and are required to sail the recognised junior and youth classes. By inviting sailors from NQ we hope to spread the image of these classes and the benefits to the sailors in choosing to sail these classes. Currently the recognized junior and youth classes in NQ have a small presence with clubs and sailors unsure of what the best options are, resulting in clubs with a variety of different classes, fragmenting the club and the efforts in developing junior and youth sailing in NQ. By having NQ members in the QSDS we also hope that it will build the awareness of the QSDS and the QLD High Performance Program and make the pathway from grass roots to HP Sailing more visible in the eyes of the everyday sailors and clubs in NQ. Opportunity with Sponsorship Support: YQ could offer assistance to one young sailor from each of three distant regions; the [Cairns/Tinaroo Region, Townsville Region], [Mackay/Whitsundays Region and Central Queensland Region] and [Yeppoon/Gladstone/Bundaberg] region. A financial contribution towards travel expenses to attend the QSDS Camps and possible regattas held in Brisbane would be the most common form of support offered to regional sailors. 14

15 Yachting Queensland Media Media Officer Worldwide media coverage of elite sailing events has been identified as one of the key areas in which sailing as a sport in general must improve. Yachting Queensland has been quick to identify and fulfil this need with the appointment of a casual media officer, Andrew Gough. Sail Brisbane 2010 was Andrew s first official event coverage on behalf of YQ and he has been kept busy promoting our great sport ever since. Andrew s media releases have regularly been seen on our website, members newsletters and high profile worldwide sailing websites such as Sail-World.com. Website Yachting Queensland endeavours to continually update and improve its website. The main focus of the site is to be an information portal for sailors, a one stop shop for news, current and upcoming events. Information is regularly updated on the website by Yachting Queensland staff and sailors even have the ability to post their latest photos and stories on YQs new facebook page. Along with access to facebook, the page also gives sailors access to the latest news, national news, YQ news, current events, upcoming events, training courses, the new Google events calendar and My Centre. 15

16 2011 Brisbane Boat Show 2011 saw Yachting Queensland return to the Brisbane Boat Show in a big way. Angus Rankin and Adam Lahey help out. Marine Queensland, the event organisers, and Yachting Queensland have been working hard over the past few months to foster a strong and positive relationship. Prior to this years show, the Board of Marine Queensland had asked its staff to diversify and include a much larger range of boats, including sail boats. It was then that we were formally approached and asked to develop a stage presentation for the Boating & Fishing stage and to do our best to fill some 200sqm of floor space with the most exciting boats we had available and 20m of roof clearance to get the biggest mast we could possibly fit into the great hall. 17 David Brake 420 Adrian Finglas Optimist Not only did these guys kindly supply their own vessels to have on display, they also assisted in the set-up, pack-up and in some cases the manning of the stand during the show. As we were not directly selling any products it was quite hard to gauge the success of the show from a Yachting perspective however the feedback that I received was all very positive. We generally had a lot of older, experienced sailors approach us and let us know that they were pleased to see us here however we also managed to convince some deeprooted powerboat operators to jump ship and try sailing! All in all the show was a big success and as a result of the favourable public reaction to sailors at a boat show Marine Queensland have invited us to arrange a display for the inaugural Sunshine Coast Marine Festival and Sailfest, due to be held in Mooloolaba on the 19th and 20th of November

19 YQ Foundation Yachting Queensland has registered a Development Fund with the Australian Sports Foundation. The purpose of the fund is to assist in the development of sailing in Queensland by: Increasing Participation Training and development of coaches, officials and volunteers Elite athlete development Purchasing of sailing equipment In the area of increasing participation the funding collected under the YQ Development fund can be applied to: Travel assistance for regional/remote, indigenous athletes and athletes with a disability Courses and clinics Training camps In the area of training and development of coaches, officials and volunteers the funding can be applied to courses and clinics. In the area of elite athlete development funding can be applied to: Travel assistance to national and international events Uniforms Donations Specialist coaching Training camps To be eligible for tax deductibility, donations must be made payable to the Australian Sports Foundation Ltd (ASF). ASF donation forms for the YQ Development Fund can be ordered directly from Yachting Queensland. 19

20 YQ Annual Awards Trophy At the Annual General Meeting of Yachting Queensland, President Ken Hurling was pleased to announce the winners selected for year. The Presentation of these awards was conducted in conjunction with the trophy presentation at Sail Brisbane by the Honourable Phil Reeves MP, Minister for Child Safety and Minister for Sport. The Jenny VI Trophy Queensland Female Sailor of the Year 1 July 2009 to 30 June 2010 Awarded for outstanding commitment to her class or have attained an outstanding performance at State, National and/or International events. LYNDALL PATTERSON Class: QUEENSLAND LASER ASSOCIATION The Simba Trophy Queensland Youth Sailor of the Year 1 July 2009 to 30 June 2010 Awarded to a skipper, skipper and crew, or for outstanding performance at Club, State, and/national events - not necessarily involved in an International Class or event. BEN FRANKLIN Class: LASER RADIAL Class: Qld Laser Association Club: Royal Qld Yacht Squadron The Solo Trophy Outstanding Service to Boating in Qld 1 July 2009 to 30 June 2010 Awarded for outstanding services to the sport of boating in Qld. 21 The Wystari Trophy Queensland Offshore Sailor of the Year 1 July 2009 to 30 June 2010 Awarded to the owner or skipper of a yacht that has excelled in an Offshore event/series or in a Trailer Sailor event/series. BILL WILD Club: Royal Qld Yacht Squadron The Wyuna Trophy Queensland Male Sailor of the Year 1 July 2009 to 30 June 2010 Awarded for outstanding commitment to his class or have attained an outstanding performance at State, National and/or International events. 22 YQ BoatSafe Licensing During the last financial year Yachting Queensland was involved in a major compliance and authority renewal audit with Maritime Safety Queensland. At the time the audit started Ben Callard was the BoatSafe Coordinator however his duties as Training Officer prevented him from having the time to dedicate to a major audit. Josh Belsham, who has over 6 years experience in the Licensing Industry, was hired on a casual administrative basis in September 2010 with the job of getting Yachting Queensland though the audit. In order to complete the audit process a new Code of Practice and operating documents were written and submitted to MSQ. Thankfully, as a result of the hard work by all parties involved Yachting Queensland was successful in gaining a new three year authority, the current maximum allowable authority period, to deliver Boat Licensing in Queensland. Currently Yachting Queensland has 73 Marine Teachers operating in high schools and 16 BoatSafe Training Providers teaching to the public and with Josh being able to dedicate more time to the BoatSafe program things are going from strength to strength. More notably of late, Yachting Queensland has been involved with the forming of the new Marine Queensland Training & Education Division. 22

24 YQ Sub Committees Committee Chair Reports Racing Rules and Race Officials Committee The Yachting Queensland Racing Rules and Race Officials Committee again had another busy year. The committee approved more race officials, with most of the approval of officials going to volunteers outside the South East corner of our state. It is believed that Queensland has more spread of officials throughout the state than any other in Australia. The YQ race officials have again been chosen to officiate at some of the most prestigious sailing events around Australia and overseas. The high quality of race officials in Queensland is something Yachting Queensland should be proud of. While Queensland has attracted many high quality events this summer, these events have placed pressure on the race official volunteers. Queensland still needs more race official volunteers. If Queensland is to continue to attract more high class events then we all need to look for more volunteers. We encourage all clubs and classes to find sailors willing to expand their skill by assisting with officiating. The committee can also assist all clubs and classes by reviewing the Notice of Race and Sailing Instruction. This is as simple as sending the documents to Yachting Queensland offices prior to publishing the documents. I would like to thank all the volunteers who give up their time so races can be conducted. Also to the committee members who volunteer so much of their time to our sport. The committee not only attends meetings, but reviews documents and freely give their time to training of future officials. 25 Offshore and Safety Committee Report 2011 The Offshore and Safety Committee have conducted reviews and assessments of a number of issues and proposals in conjunction with YA during the year, in particular the continuing development of the Special Regulations. Of significance is the forthcoming Offshore Race Directors & Safety Conference at which attendees will assess the risks associated with offshore events and their management. This exercise, hosted by YA, will translate into increased professionalism in race administration and higher standards of safety compliance. The Yacht Audit system review continues with considerable progress being made towards a national standard and the provision of training and accreditation of auditors. This has been long overdue and pleasingly nears a resolution. My thanks go to fellow committee members for their input and counsel throughout the year. Grant Somerville. 26 Team Sailing and Match Racing Committee The main challenge for team racing and match racing for the future will be to continue building up the numbers of local officials, particularly umpires, at all levels to support this activity. Team Sailing The Queensland Schools Team Sailing Championships were held at Royal Queensland Yacht Squadron on April. There were four teams entered in the junior competition and ten teams in the senior competition. Iona College were the winners this year with Moreton Bay winning the girls competition and Iona also taking out the junior championship. Australian Schools Team Racing Championships were held in Perth on 7-10 July with the young teams from Iona College and Moreton Bay gaining valuable experience. The Queensland Open Team Racing Championships were held on May at Royal Queensland Yacht Squadron with unfortunately only 4 teams entered this year but it was again an enjoyable event both on and off the water. The winners were Wild Geese captained by Paddy Oliver whose team has been a staunch supporter of this event. The Australian University Games included sailing in their point score for the first time this year in the form of a team racing competition which was held at Southport YC on September. Six teams entered this very friendly competition which was deadly serious on the water with the University of WA taking out the title from Monash University. The feedback from competitors indicated that the competition may be expanded to include both team racing and match racing when it returns to the Gold Coast in Match Racing The Queensland Match Racing Championships were held at Southport Yacht Club on July with 5 teams entered. Klade Hauschildt from Noosa YRC won the Open Championship, Jessica Hansen from Southport YC won the Women s and Jack Sherring from Southport YC won the Youth competition. The Australian Women s and Open Championships were held at Southport YC this year on October. There were 7 teams entered and Ashlen Rooklyn from CYC won the event with Jessica Hansen from Southport YC finishing second and also winning the Woman s championship. 26
