1 File No.K-11062/11/2016/NRLM(livelihoods) 1 Proceedings of the Consultative workshop to scale up tasar intervention with the technical support of Central Silk Board on 18 th and 19 th October, 2016 at CAPART conference hall, New Delhi A two day workshop was held at CAPART conference hall, New Delhi on 18 th and 19 th October, 2016 for consultation on Tasar interventions to scale up tasar based livelihoods interventions. Representatives of six SRLMs have attended the workshop. Official from Central Silk Board (CSB), and professionals of MKSP project implementing agency (PIA) PRADAN and BAIF also attended the workshop. Alka Soni, Under Secretary, Ministry of Textile attended the workshop on the second day. The detail list of participants is attached in Annexure. Participatory discussions took place on tasar cultivation and tasar value chain. MKSP field implementing agencies working on tasar based livelihoods shared their experiences during the project. Resource persons along with CSB official shared the scope of tasar in livelihoods sector. SRLMs presented their experience on tasar based livelihoods till date and also shared their plan of expansion of tasar lased livelihood activities under MKSP project. Senior official from Ministry of Textile shared their interest to support tasar based interventions in convergence with MKSP. Few major discussions were taken place during these two days. They are as follows: 1. About 1 lakh households to be targeted in next three years with SRLMs as PIAs and CSB as NSO, with a longer vision for tasar sector & livelihood creation. 2. Bihar, Odisha, Jharkhand, Chhattisgarh, West Bengal proposed for new of tasar based livelihood projects as these states already have huge forest area covered under tasar host plants like Arjuna and Asana. These states will submit new proposal through MKSP AAP route. Maharashtra decided to gather more experience from the existing MKSP project on tasar and then will propose new project. Maharashtra was suggested to visit the tasar project areas of Jharkhand, Bihar etc. 3. Ms. Alka Soni, Under Secretary, Ministry of Textiles attended the workshop. She expressed interest of ministry of textile to work with NRLM in tasar based activities. She expressed that DC Handlooms is the right department to take this forward. 4. In existing MKSP areas PIAs would involve in convergence activities with DC Handloom, Ministry of Textiles. Additional support will be sought from DC-Handlooms in the yarn/ fabric processing, designing etc., as per the need in the project states. 5. Existing MKSP project implementing agencies in tasar based livelihoods, have to take leading role in marketing and new level of convergence with DC Handloom.

2 File No.K-11062/11/2016/NRLM(livelihoods) 2 6. All the SRLMs presently implementing or taking up new tasar based livelihoods projects should have dedicated team for tasar based interventions. 7. With the target to increase tasar production, new tasar host plantation should be made in a systematic manner every year through convergence with a yearly target. 8. New tasar projects under MKSP should be independent of plantation. No new investment should be made for tasar host plantation with MKSP funds. 9. Bihar and Jharkhand can be the Tasar seed production hub for all MKSP tasar based projects as these states already have tasar seed sources. 10. NSO would be facilitating the SRLMs, who express interest to promote tasar based livelihoods interventions by providing technical and implementation assistance in the States. 11. SRLMs will decide on the project areas based on the availability of food/host plants (with census of food/host plants in the forest fringe area) and the community who have expertise in tasar rearing. SRLM will focus on utilizing the present CRPs trained under ongoing MKSP Projects to build the technical capacities of new CRPs. SRLM may decide for technical training of SRLM staffs at CSB units and also at immersion sites in the ongoing MKSP Project areas. 12. Panchayats covered under ongoing MKSP Projects will not be included in the new project area to avoid any duplication of households. SRLMs may involve Department of Sericulture and Department of Forests to avoid any duplication and also augment tasar host plants, wherever possible. 13. SRLM may plan for two cocoon bank each initially. 14. All SRLMs should plan to start working with reeler/weavers in small number in area where weavers are already working. Especially states like Maharashtra, West Bengal, Chhattisgarh and Bihar. 15. Two major focus areas of tasar based livelihoods may be: creation of cocoon bank with existing cocoon producers and yarn bank with existing reelers. Two activity must have separate set of households and project operation mechanism to avoid conflict of interest. 16. There should be separate trained professionals/ field staff teams, one for cocoon production and completely separate team for post cocoon operations.

3 File No.K-11062/11/2016/NRLM(livelihoods) Tasar production trainings should include a briefing about entire value chain so that the cocoon producers will have awareness on the quality standards to be followed and its final implications. 18. Cocoon rearer and reelers/spinners will be free to buy or sell cocoon from/to respective producer companies. 19. BRLPS will explore the options to utilize tasar host plants raised by the Forest Department, and DOS under the Mukhyamantri Tasar Vikas Pariyojana in Banka and Nawada districts in consultation with DOS, Bihar, as they are associated with DOS in implementing mulberry developmental programmes. 20. CSB with support of PIAs of ongoing MKSP Projects will extend required support in project formulation, implementation (designing technical protocol, value chain studies, project documentation) and Capacity building (Preparation of training modules, exposure on tasar cultivation to the livelihood anchor persons of SRLMs viz., Young Professionals, Block/District/State Project Managers) 21. CSB will support the projects in post-cocoon sector, market support, and promotion of tasar products. 22. The entire nucleus and basic seed requirement will be met by PRADAN/TDF from the ongoing MKSP Project states especially Bihar and Jharkhand. 23. TOR should be prepared such a way that, at least one professional should be posted at block level by Technical support agency/ field implementing agency. 24. Jharkhand SRLM team will prepare draft ToR for procurement of TSA for tasar based project. 25. A significant budget may be kept in proposal towards market support activities viz., Design & product development, fashion shows, participation in Saras mela by way of Tasar Pavilion, interaction with fabricators of conversion machines etc. 26. Focus is required on promotion of tasar products to increase the demand in the market to ensure consumption of yarn and higher price discovery of tasar cocoon and yarn. Fashion show, market promotion of tasar products need to be organized at national and state level. CSB will lead the promotional activities along with the support of PRADAN (NSO, MKSP partner) on promotional activities. 27. Efforts will be made to collaborate with IITs, especially IIT Delhi and Kharagpur for bringing out efficient reeling machines.
