2 Event Facilitator Topics Comment from Rocky Point YC Waiving Instructor Fees We made the choice to eliminate the instructor fees and include it in the overall cost for participants. Our families volunteer to do all the work, thus eliminating costs that other clubs incur to have staff provide. Comments from Cedar Point YC Not charging instructors may be a challenge In planning our regattas the focus has never been for profit. We provide: o T-shirts to sailors and coaches o Good quality, fun food. o We have food and ice cream trucks, and get roly-poly lunches. o DJ and raffle (some items purchased, some donated). We are hesitant to raise the registration price, so we are exploring other ways to offset the cost - perhaps sponsorship of some sort for the water bottles, more donated raffle prizes, etc. Clean Regattas Comments from Cedar Point YC The idea of running a clean regatta is wonderful, and important, but creates the challenges of providing more water filling stations Last year in the NOR we encouraged the use of refillable water bottles, but found that the sailors and coaches were still depending on the bottled water. We ended up providing almost the same amount of bottled water as the previous year for hydration. So we are looking in to giving away refillable water bottles. 3 Regatta Management Resources on JSA of LIS website is the primary web domain name for the JSA of LIS. 6 May 26, 2015 Michele Smith and Catherine Farello Belle Haven Club Dear Michele and Catherine, On behalf of all JSA sailors, member clubs and the JSA Board of Directors, we thank you for agreeing to host the Opti Area B - BHC on 8/3/2015 at Belle Haven Club. Regatta participation is an important part of many junior sailors experiences each summer. A smoothly run regatta will ensure a safe and fun learning experience for all of the competitors. We very much appreciate you and your Club s willingness to organize this event. Resources for managing JSA junior regattas are located on the JSA website, (see Regattas Management). These include the Rules for JSA Events and the NOR/SI templates. Also event management guides, such as the guidelines for qualifier and championship events in specific boat classes. Information from the Event Management Workshops is also on the website, including this year s and prior years. Even if you have hosted junior events before, please take a look at the website resources and this letter to remind yourself of all the elements that go into successful junior regattas and understand the updated information for this year. Points we would like to emphasize: 1. Rules for JSA Events: The rules have been updated to clarify the requirements for life jackets (following removal of the Type III designation from federal law), specify overall scoring for boats that start together in different divisions (such as red and blue age groups in Optimist events), re-emphasize that competitors in a JSA event must be members of the class association for the boats they sail, and highlight the importance of personal conduct by competitors and instructors at JSA events. Other changes specific to certain types of boats include navigation and seamanship testing for junior big boat participants and championship qualification for Pixels. You may read the updated rules on the JSA website. 2. Regatta Documents: Please use the JSA templates for Notices of Regatta and Sailing Instructions (Optimist, standard dinghy and PHRF), which have been updated to clarify certain sections and track updates to the JSA Rules. The best way to prepare your regatta documents is to compare this year s updated template to an event NOR and SI as used last year (see the prior year section of the JSA Regatta Documents on the JSA website). Start with the template and edit it to include the changes needed to conform to your club s specific arrangements. Finally, double check your completed NOR and SIs with this year s JSA templates to assure inclusion of all the updates. The primary distribution point for NORs and SIs is the JSA website, with your club s website as an alternate. Please the NORs no later than June 22, 2015 to the JSA office in Word compatible format. Your NORs will then be posted on the JSA web site. The SIs may be ed later, when completed, and SIs will be posted on the JSA website as received. Also print enough copies of the SIs to hand out on the day of the event. Please name your event documents so they may be clearly distinguished from others using a Date- ClubCode-EventName format (Example: _RYC_Opti-Champs_NOR.docx. 7 3. Safety: Safety is an important part of your regatta s success. You should have Emergency Action and Crisis Management plans in place and your volunteers trained to react effectively to emergencies. Please send a copy of your safety plans to the JSA office when you submit your NOR. A presentation about safety procedures used at the USODA Team Trials held at Stamford YC in 2014 is on the JSA website. JSA has also prepared a summary of safety guidelines that you may find on the website. At the competitor s meeting remind sailors and instructors that only USCG approved PFDs with foam flotation and proper size for the wearer may be used, and notify that lifejackets may be examined on-shore and spot checked on-water. 4. Regatta registration features of the JSA online database are described in the JSA Waiver Database User Guide (Regatta Hosts) on the website. Your regatta chair or program administrator may start preparing the regatta registration modules now, before the NOR is completed. Contact the JSA office if you need guidance in preparing the registration for your event. Please do not charge an entry fee for instructors who accompany sailors to your event. A host club gets real benefit by having coaches from other clubs assist on the water and over 60% of events in 2014 charged no entry fee for instructors. A host club that has charged an instructor entry fee in the past may cover direct costs for instructors by adjusting its competitor entry fee this year to yield a breakeven. 5. Penalty System: The JSA believes it is important to get a competent protest committee lined up and recommends using the JSA simplified protest procedure that can be very effective with the younger sailors. A new section was added last year in the SI templates to describe how a sailor may take a post-race penalty in accordance with RRS Appendix T Section B, or if an arbitration meeting or protest hearing may be appropriate. 6. Personal Conduct: Please review JSA Rule 11 that was updated a few years ago to provide the option of having a conduct committee review certain types of personal misconduct instead of referring immediately to the protest committee for a Rule 2 or 69 hearing. To prepare for the possibility of a conduct hearing each JSA event host should designate a conduct committee as part of its regatta planning. 7. Scoring: Overall scoring shall be used whenever boats of the same one-design class start together in different divisions at a JSA event. the preliminary results at the end of each day s racing so they may be promptly published on the JSA website. Use computer scoring systems that are purpose-built for sail racing, such as Race Sail, Sailwave, ZW Scoring or St. Pete Scorer; or one of the Internet-based scoring services like RegattaNetwork, YachtScoring or RegattaTech. We prefer results be saved in HTML format, which may easily be viewed on mobile devices (PDF is a format used to print results for your notice board, but is not ideal for web viewing). Please do not announce at your event the finish positions of possible qualifiers for JSA Championships; the JSA Office will take publish this once your event results are final. 8. Publicity: Please submit a regatta article and photographs within one day of the regatta. You may have a junior sailor or instructor write the article to give a perspective of interest to other JSA sailors. Invite the JSA summer news editor to your regatta and provide access for interviews with race officials and competitors. Articles and pictures may appear in the JSA blog, Facebook or Twitter. Send the results, article and photos to your local newspaper at the same time that you send them to the JSA office. Digital photos for the JSA need not be more than 800 pixels wide and may be ed with the articles to the news editor at news@jsalis.org. 9. Trophies for all events are the responsibility of the regatta host, except for JSA Championship trophies that JSA arranges. If you award a sportsmanship trophy, please let JSA know who receives that trophy, and why, because they may be possible candidates among C420 and Laser/Radial sailors for the Mitchell Weeks Trophy for Sportsmanship in Junior Sailing. 10. Optimist Regattas: All Optimist regattas are held in JSA designated Areas A, B or C. Sailors may qualify for championships only from regattas in their club s designated area. (JSA Rule a), so please specify the designated area(s) for your regatta in the NOR and whether you invite sailors from other areas to participate (but not to qualify for champs). Age group divisions that start together will be scored overall and the overall finish position will be used to determine red, blue, and white age group awards and qualification for JSA Optimist championship. Green fleet sailors should receive participation awards, not place awards, in a manner that does not indicate their placement in the regatta. Please review the JSA guidelines on the website for Optimist and Green Fleet events. 2

8 11. Clean Regattas: Help keep your regatta clean of trash and pollution. In addition to enforcing RRS 55, consider participating in the Sailors for the Sea Clean Regattas Program by following their best practices. Eliminating single-use water bottles is a good start, which JSA will emphasize this year. You will need water filling stations on shore as well as in the coach boats (which JSA will encourage each participating club to supply with the coach boats it sends). Provide coach boats with bags or containers to collect trash each day, locate recycling bins on the grounds and ask sailors to help pick up trash each day. Other suggestions are listed at > Programs > Clean Regattas. 12. JSA Championship event hosts: a. NOR / SIs please submit a draft of your NOR to the JSA Office prior to June 22. JSA will relay it to a US Sailing judge (or if already assigned, the chief judge for your event) for approval. The judge will quickly return the documents with suggestions, so you may go to final formatting and submission to the JSA (item 2. above) b. Judges/Arbitrators -- JSA will confirm judges/arbitrators for your event and will notify you with any requirements c. Trophies please contact the JSA office to discuss i) the JSA budget for reimbursement if you wish to order the championship trophies, or ii) have JSA order and pay for the championship trophies. 10 What is being done to make this a Clean Regatta? There will be an educational exhibit to educate sailors about ocean conservation issues and what they can do to help. Pequot Yacht Club is joining forces with Sailors for the Sea, the only ocean conservation nonprofit focused on the sailing and boating community. We pledge our commitment to clean waters and shores by participating in Sailors for the Sea s Clean Regattas program. Soap and water wash downs of sailboats are not allowed during the regatta to protect our harbor waters. Recycling stations are set set up throughout the venue. A green team ensures trash and recycling are separated properly. Pequot Yacht Club is not using any individual plastic bottles on land or water. Instead, each sailor and instructor will receive medical grade stainless steel insulated water bottles.

11 Thank you all for being good stewards of our Ocean Waters! LUNCH PLAN: Each club instructor is responsible for picking up his or her PYC provided lunch cooler(s) prior to Harbor Start on both Monday, July 30 th and Tuesday, July 31 st on the upper level porch (just inside the door) of the Pequot Yacht Club. Some clubs, depending on the number of sailors, will have 2 coolers to pick up. They will be marked with electrical tape with your club s initials. On the water after lunch, please have your junior sailors place their garbage back in the empty cooler. We promise to wash them thoroughly each night. This eliminates light garbage accidentally being blown into the Sound. On your return to the docks each day, please hand off your coolers to Co-Chairs Pamela Aris and Bonnie Paige with a return headcount of your sailors. WATER PLAN: Junior sailors, please remember to bring your reusable stainless steel ThinkSport bottles on your boat for both Monday and Tuesday. Each club instructor is also responsible for picking up their PYC provided IGLOO water jug prior to Harbor start on both Monday and Tuesday at the docks. The water jugs will be marked with electrical tape with your club s initials. If you run low on water during the regatta, please let us know so we can refill them! It can get hot out there, so drink plenty of water! Several bottles a day is recommended. When refilling your junior sailors bottles, please have them hand you their stainless steel bottle. Don t have them hold onto the water bottle, because if the boats move together -- hands could be injured. Finally, please return the IGLOO water jugs to the junior club porch as they will be washed and refilled each day with fresh cold water. Thank you so much for your extra efforts during this Clean Regatta!

12 CLEAN REGATTAS BEST PRACTICES CHECKLIST Our 25 Best Practices encapsulate everything you need to know in order to run a water-based event in the most sustainable way possible. With three sustainability indicators in each best practice, the certification system is based on 75-point system. Start by choosing a few Best Practices to focus on, and each year try incorporating a few more to reach new heights on the sustainability ladder.! Note: Don t try to do everything on the list all at once. Even the 34 th America s Cup started at the Bronze Level before working their way up to Platinum. NO TRASH 1. Assemble a Green Team! Invite local environmental groups to help with the sustainability challenge.! Create a dedicated team of volunteers/staff to assist liaison with running a Clean Regatta! Identify Green Team to participants. 2. Good Waste Management! Ensure that a Recycle and Compost bin (if applicable) are placed adjacent to all Landfill bins.! Conduct a Waste Audit to determine what kind of waste your participants are primarily tossing.! Educate staff and participants about what can be recycled versus composted or landfill. 3. Water Bottle Reduction! 100% elimination of all single-use plastic water bottles at your event.! 80% elimination of all single-use plastic water bottles at your event.! Either provide or require participants to bring their own reusable water bottle. 4. Water Refilling Stations! Make water coolers or water jugs available to refill water bottles on land.! Provide water to participants out on the water via coach boats or designated water boats.! Install permanent or semi-permanent water filtration systems. 5. Recycling! Ensure 1:1 ratio of Landfill to Recycling bins.! Divert 50% of all waste from entering the landfill.! Hand out compostable bags to competitors to encourage recycling on the water. 6. Compost! Ensure 1:1 ratio of Landfill to Compost bins.! Divert all food scraps from landfill.! Coordinate with outside group to collect food scraps or create a compost bin on site. 7. Paperless Regatta Management! Use an online Regatta Management System to handle all electronic registration.

13 ! Use 100% Post-Consumer Recycled Paper or FSC-certified paper. Ensure all printouts to be double-sided.! Switch to a flat screen monitor or whiteboard to broadcast event results. 8. Responsible Dinnerware! All single use dinnerware is recyclable or compostable. No Styrofoam.! Eliminate straws.! Eliminate 85% of single-use dinnerware, including plates, cups, and cutlery. 9. Regatta Awards! Create or use a perpetual trophy.! Award gear or usable items as trophies.! Use sustainably sourced or upcycled items in the trophy creation process. 10. Trash Free Regatta! Have Green Team and participants monitor event site and remove litter.! DO NOT alter Rule 55 (Trash Disposal) from the ISAF Racing Rules of Sailing and remind sailors of this rule at skippers meeting.! Organize a beach or boatyard cleanup with volunteers and/or participants. 11. Eliminate Baggage! Use reusable bags while shopping for event.! Offer competitors reusable bags to hold event documents.! Eliminate lunch bags or ensure that they are compostable. NO TRAIL 12. Offer Sustainable Food! Work with catering company to offer locally sourced or organic foods.! Ensure that all seafood is sustainably sourced.! Offer vegetarian alternatives to lower your menu s carbon footprint. 13. No Discharge! Remind all participants in Notice of Race (NOR) and at skippers meeting that sewage discharge is illegal.! Coordinate to make sure that affordable or free pump-out services are available for all boats.! Require and provide dye tablets for all participants holding tanks. 14. Oil Spill Prevention! Provide all motorboats with ONE bilge sponge and ONE fueling spill pad.! Create Safe Refueling Areas and ensure proper training to all staff.! In 2011, the PYC was awarded the Silver Clean Regattas Certification for their conservation efforts during the 57 th Pequot Invitational, a regatta for Pixel sailors, making them the first Junior Sailing Association of Long Island Sound participant to receive this distinction. Clean Regattas certification provides independent, third-party verification that a yacht club, sailing program, or regatta is environmentally responsible, and is doing its utmost to protect and restore the waters upon which people sail. This program is an effort by Sailors for the Sea, in conjunction with committed participants, to reduce our impact on our oceans and coastal waters. The Pequot Invitational is committed to serving as a model for responsible sailing, said Annie Brett, program lead, Sailors for the Sea. We are thrilled to support the Pequot Yacht Club throughout their junior Pixel regatta in their efforts to educate participants on environmental protection. Working with the club, Sailors for the Sea will help to formalize their conservation efforts and help promote responsible environmental behaviors among the club s members and the regatta participants. "Teaming up with Sailors for the Sea to protect our oceans takes our commitment to the environment one-step further," announces Pequot Yacht Club Commodore Maren Hood. "We are proud to lead the way and share our 'Clean Regatta Plan' with junior sailing programs across the Long Island Sound." This year PYC will host the Pequot Invitational, which is highlighted by two days of sailboat racing on Long Island Sound off Southport as nearly 100 young people from 20 yacht clubs and sailing programs between the ages of race in Pixels, a 13-foot long boat geared toward intermediate sailors. The 58th Pequot Invitational is chaired by Pamela Aris (Redding) and Bonnie Paige (Fairfield). Racing is overseen by Ward Jennings (Easton) as principal race officer. This regatta for junior sailors is part of Pequot's rich tradition and heritage. Started in 1954, the Invitational is the second oldest running junior regatta on Long Island Sound. For many sailors it is a rite of passage as they come to learn both the joys and challenges in participating in a two-day regatta away from their home waters. Since its introduction in 2006, the Pixel has played an important role in the development of sailing skills, as the boat requires mastery in handling three sails: mainsail, jib, and spinnaker, and building strong teamwork between skipper and crew.

17 PYC will undertake several efforts in their Clean Regattas campaign, including providing all regatta participants with water in stainless steel bottles replacing the use of plastic on the water. One of the biggest steps to a Clean Regatta is eliminating the use of plastic, says Pequot Invitational Chair Pamela Aris. The reusable water bottle we have selected to achieve this goal is a medical-grade insulated stainless steel bottle of the highest quality and free of BPA, lead, cadmium, phthalates, polycarbonate and PVC. So, not only are we protecting the health of our oceans and environment, but a Clean Regatta is healthier for our children as well! 18 11. Discipline 11.1 All junior sailors and instructors at all JSA events are expected to behave in accordance with recognized principles of sportsmanship, good manners and fair play. The protest committee may protest a boat when, from its own observation or a report received from any source, it believes a competitor may have committed a breach of sportsmanship or the Rules for JSA Events, except as specified in A protest committee may call representatives from the Organizing Authority and/or Regatta Committee as witnesses A Conduct Committee will be formed at each JSA event and be comprised of the Regatta Chair (OA), Principal Race Officer (PRO) and JSA Representative (JSA Rep). When this committee receives a report of misconduct, it may hold a conduct hearing or pass the report directly to the Chief Judge or Chief Umpire with a recommendation that the protest committee hold a rule 2 hearing or consider holding a rule 69 hearing. Prior to the protest committee holding a rule 2 or rule 69 hearing, the junior sailor shall be given the opportunity to withdraw from the regatta and allow all of the races sailed by that sailor and scored to be changed to Retired After Finishing (RAF). If a conduct hearing is held, the Conduct Committee may discipline a junior sailor or instructor for actions that include but are not limited to the following: a) swearing at, intimidating or harassing anyone, including teammates, on or off the water; b) stealing or borrowing, without permission, anything that does not belong to them; c) possessing, consuming or being under the influence of alcohol, or controlled substances the possession of which is unlawful; d) failure to wear a properly fastened PFD; e) failure to comply with curfew requirements or other conditions of the regatta. The Conduct Committee may only take action in accordance with the following: PERMITTED ACTIONS COMPETITOR Warning Required apology Monetary fine for host venue property damage Written report to JSA and/or competitor s home club COACH Warning Required apology Required to leave the venue for the remainder of the event Monetary fine for host venue property damage Written report to JSA and/or US Sailing and/or home club ACTIONS NOT PERMITTED Anything that impacts a boat s series score in the event Excusing or disqualifying the competitor from this or a future event Monetary fine for boat damage while racing Written report to US Sailing Banning from future JSA events Anything that precludes the coach s sailor from continuing to compete in the event When at a regatta a junior sailor or instructor is disciplined under JSA 11.2 or RRS 2 or 69, the regatta organizer shall notify the chair of the JSA and the parents, program chair, and yacht club Commodore of the offending sailor(s). The junior sailor s club will take disciplinary action within 48 hours and will notify the chair of the JSA regarding the action taken. In addition to any action the Club takes, further disciplinary actions may be initiated by the Chair of the JSA including action under Section 13 of the JSA By-Laws.

19 USODA CODE OF CONDUCT FOR USODA SANCTIONED EVENTS Code of Conduct The Code of Conduct is part of Conditions for USODA Events and is a rule when the Notice of Race istates that the Conditions for USODA Events apply. This Code applies to all competitors, coaches and parents. I will support the USODA Code of Conduct, uphold the Racing Rules of Sailing and honor the spirit of Corinthian sailing. I will encourage and set a good personal example for everyone supporting the principles of honesty, integrity, and good sportsmanship. I will respect the property of others and will not use another's property without permission or steal or damage another's property. I will treat competitors, coaches, regatta officials, parents, hosts and all others with respect, regardless of race, religion, gender, national origin or abilities. I will not verbally, physically, or emotionally abuse anyone, nor tolerate such conduct by others. I understand that swearing, in any context, is unacceptable behavior. I will follow all safety procedures and instructions given by race officials, regatta hosts and other responsible adults. I will always provide assistance if another person is in danger. As a competitor I will not use alcohol or tobacco, nor any drugs that were not prescribed specifically for me. As a coach or parent I will not tolerate such use by any competitor. As a coach or parent I will not be a source of outside help that causes any competitor to break rule 41. Code of Conduct Hearings The following procedure shall be used at USODA sanctioned events when an alleged breach of this Code of Conduct occurs during the event. 1. The Code of Conduct Committee (Committee) shall be comprised of the Regatta Chair (or designated member of the Organizing Authority), Principal Race Officer, and the event USODA Representative. 2. Reports of an alleged breach of the USODA Code of Conduct (Conduct Reports) may be made orally or in writing by a competitor, coach, parent, Race Committee member, member of the Organizing Authority, judge, or umpire and shall be made only to the Committee. 3. Upon receiving a Conduct Report, the Committee shall meet to determine whether; a. A Code of Conduct Hearing (Hearing) is required, or b. The report should be passed on directly to the Chief Judge (or Chief Umpire), or c. The alleged breach can be addressed without a hearing. 4. If a Conduct Hearing is held, the Committee shall take any evidence it considers necessary to determine whether or not there has been a breach of the Code, including calling witnesses. 5. If the Committee determines that a breach has occurred, it shall either, a. Impose disciplinary or other action acting strictly within the limited scope of actions specified under Disciplinary Action or b. In the case of a competitor, make a report to the Chair of the Protest Committee (or Chief Judge/Umpire) with a recommendation to hold a rule 2 hearing or to consider a possible rule 69 hearing.

20 Disciplinary Action The following table defines the action that can and cannot be taken by the Committee when it decides to act under section 5a above. 21 US Sailing Championships Code of Conduct Introduction Each competitor in a US Sailing Championship or Qualifier hereby pledges to uphold the spirit of this US Sailing Code of Conduct (Code). This Code is not intended to establish a set of rules that will, by inclusion or exclusion, prescribe the appropriate behavior for competitors in every aspect of their participation in a Championship or Qualifier. Rather, the Code offers general principles to guide the conduct of competitors in situations that have ethical implications. The competitor commits to familiarization with this Code and understands that acceptance of its provisions is a condition of participation in a US Sailing Championship or Qualifier. Competitors who do not conform to this Code will be subject to the consequences of their actions, as specified below. The competitor has a right to a hearing if charged with a violation of this Code. Elements of the Code Each competitor in a US Sailing Championship pledges they: Participation > Will abide by The Racing Rules of Sailing, the US Sailing Regulations, all rules related to the Championship selection procedures as specified by US Sailing, the Championship Conditions, the Notice of Race and the Sailing Instructions for the Championship or Qualifier. > Are eligible to compete under all US Sailing rules. Fair Play and Conduct Will abide by Rules 2 and 69 of the Racing Rules of Sailing. Drugs & Alcohol > Will abide by US Sailing Regulation C for Prohibited Substances as defined below: > For adult US Sailing championship events, no competitor shall use, either on or off the water: marijuana or any other controlled substance as defined by state or federal law. > For Junior and Youth events or for junior or youth competitors in any US Sailing championship, no participant or competitor shall use, either on or off the water, marijuana or any other controlled substance, or alcoholic beverages as defined by state or federal law. Enforcement of the Code > Compliance with this Code depends primarily upon understanding and voluntary compliance, secondarily upon reinforcement by peers, and, when necessary, upon enforcement through disciplinary action. > If a competitor has been alleged to have violated this Code, the competitor will be given two options: A) Voluntarily withdraw from the Championship or Qualifier where the violation occurred. The competitor shall be scored RET in all races sailed and not sailed. A report will be sent to US Sailing. If the offense warrants, further action will be taken pursuant to Rule 69 or B) A hearing will be held and if the Code is determined to have been broken, the hearing panel has the authority to remove the athlete from the venue immediately and mark all races as DSQ. Further action may be taken if needed pursuant to Rule 69. > Before making a decision whether to withdraw from the Championship or Qualifier, or to request a hearing, the competitor will be given the opportunity to consult with an individual of their choice before racing commences, in order to better understand their options and potential outcomes.
