4 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 22 MAY 2012 ITEM 1 Attendance & Apologies Attendance Register and Voting Rights All attendees are required to sign the attendance register before the meeting commences or upon arrival. The chairperson will request 2 non-voting attendees to act as scrutineers for the meeting. Only those persons identified by their Clubs or Associations prior to the Meeting as Voting Delegates will be able vote. Quorum at Meetings of the Association One tenth of the appointed delegates is required to form a quorum. A quorum is required for the meeting to commence and at any time to continue. Protocol for Motions Motions require a mover and a seconder. The seconder does not have to agree with the motion but may second a motion so that discussion can continue. The mover of the motion will be asked to speak on behalf of the motion after which others may speak ONLY ONCE on the motion. The mover will have the final right of reply to the discussion. At the end of the discussion, the chairperson will call for a vote. If required the scrutineers will count the votes. If a secret ballot is required, the scrutineers will distribute a voting slip to each delegate. The Chairperson of any Meeting of the Association is entitled to exercise a casting vote in relation to any matter to be determined at that meeting. The chairperson will declare the vote. Note: Voting matters require a simple majority

Affiliation Fees for 2011/2012 Season The YSA Board issued a replacement fee schedule that retained the YSA portion at the same figure as last year with all the increase attributed to the YA portion of fees. Discussion on the fee structure took place. Many clubs protested at the increases indicating that the rises were too large. Items raised included:... Why not a flat % increase for all clubs?... Can t members have a choice on insurance?... There is no transparency in the banding system.... The system taxes non-sailors.... Fee should be per capita... Noted that if clubs did not pay and were disaffiliated then their member could not take part in any YAS or YA events... Noted that YSA cannot do anything about the YA portion The Treasurer and President discussed in detail the major cause of the increase was from YA fees and explained the history that led to the increase. YSA is under a

7 contractual obligation to pay the fees as determined by the YA Federal Assembly. Insurance was discussed in detail noting that SA had only 7 claims totaling approx $8, The President called for a vote of nominated club and class delegates. Vote : Motion was carried unanimously 6. Election of Board Members for 2011/2012 Season Under the Constitution 3 positions (of the 6 Board) fell vacant each year. Valid nominations were received for: Robert Heywood...ASC David Godden...PRSC Under the Constitution, there being no contest for the positions, the two nominees were declared elected. There is one vacant position on the Board that can be filled by the Board as a casual vacancy until the next elections. The Board will meet on 30th May to elect a President, Vice President, and the Treasurer.

15 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 22 MAY 2012 YACHTING SOUTH AUSTRALIA SEASON PRESIDENT S REPORT 2011/12 Welcome to the AGM for the year 2011/12. The beginning of the year was difficult, with Yachting Australia putting their fees up so much. Yachting South Australia felt that with this rise, and listening to the concerns of our members, we could not put any further strain on our Clubs and did not raise our state fee. This caused a very tight year for Yachting South Australia. In cutting costs for the year, one of the outcomes was to sell the asset of our training dinghy. We also looked at the way we distributed the year book (sailing program) to our members. The funding support that was allocated to the Sub Committees was also cut. With the due diligence of the Board and its Sub Committees, in trying to save money, the end result of this is that we have ended the year with a break even or maybe even a slight profit on the bottom line. More about the financials will be presented in the Treasurer s Report. After last year s AGM there was a vacancy on the Board. We asked for expressions of interest and had many candidates approach us. After due consideration, the Board chose Ian Saunders from Victor Harbor. This also gave the Country Members a voice on the Board. In July, a consultation process was held with all clubs invited to attend. An open forum was held for people to comment on the YSA Constitution, and suggest any changes that they felt appropriate. Some of these changes were incorporated into the new Constitution at this time. A special meeting was then held in conjunction with the first council meeting of the year. The new YSA Constitution was voted on and adopted. I would like to thank everyone who came to the open forum and contributed with this process. In October 2011, Shoot-the-Breeze was struggling to form a Committee. YSA formed a new Sub Committee called the Youth Development Committee and approached Andrew Short from Brighton & Seacliff Yacht Club to Chair it. In doing so, he was also appointed to the Board of YSA. We then asked for people interested in joining Andrew on this way forward. I would like to take this opportunity to thank Paul Stockley (Chairman of Shoot-the-Breeze) and the many helpers (on Committee or not) over the years for their efforts and support to the many sailors that went through this program. Also in October 2011, we went to the Yachting Australia Annual General Meeting where many things were discussed. The two main points were the YA Fees and the Personal Accident Insurance that is incorporated within the YA Fees. Most of the other States saw the Personal Accident Insurance as a benefit to their members and agreed that it should be retained. When it came to the fees that were presented to the States, the fees were voted down. This part of the meeting was adjourned for further discussion between the States Presidents and Yachting Australia as to the payment structure. This was finally sorted out in February 2012 with some States fees going up and others being reduced. In this process, South Australia received a very slight reduction approximately.60% to.80%. The Annual Youth Tri-Series and Youth State Championships were conducted again this year. On behalf of the Board, I would like to thank all participants and the Clubs and volunteers that were involved in running the events on behalf of YSA. These events have helped see a rise in the number of young sailors travelling from club to club (either for these events, or for Nationals

It has also given them the opportunity to see how a National Series would be run, which in turn has lifted the profile of South Australia nationally. As was presented at the February Council Meeting, our Executive Officer, Terry Reilly has decided to retire. I would like to thank Terry for his efforts over the last three years in trying circumstances. He has certainly lifted the profile of Sailing amongst other sports in his time with us. This was evident with the sport of sailing gaining five finalists in the last two years Advertiser Sports Star of the Year Awards. On behalf of the Board and all its members, enjoy your retirement. With this happening, the Board had a review of the position and have decided to change the role. The new role will be Development and Office Manager. We then advertised this position and had an extremely high caliber of candidates apply. Interviews were held and we are pleased to say we have filled the position. It is very important that we have a strong and efficient Peak Body for the sport of sailing in South Australia. So finally, I would like to thank Terry and Vicki for their efforts and support in the office this year. To the Board Members - after the very difficult and trying time that we have had this year, I cannot express enough the thanks and gratitude I give to you. You have certainly put in a very considerable amount of your own time, effort and finances to keep the sport of sailing running smoothly in SA. I would also like to thank your families for supporting you in this role. Wayne Thompson President, YSA TREASURERS REPORT FOR YEAR ENDING 31 ST MARCH Again this year in presenting the audited Financial Reports for the year 2011/12, we retain the strong notion of fiscal prudency. For the benefit of members we have printed a detailed version of these reports so that the members can see where the money has come from, and where it has been spent. For the year 2011/12 the Profit & Loss Statement shows that Yachting South Australia (YSA) achieved a surplus of $17, while the Balance Sheet shows that cash at bank and fixed deposits amounts to $109,807. Whilst we have regained our financial position over the last few years there are some outstanding commitments that need to be finalised before June 30th for government grant acquittal. Profit and Loss Statement In July 2011 YSA received the second part of the StEP 2 grant for Race Officers training of $5,000 (ex. Tax.) to be spent before 30th June Of the total $12,000 over the last 2 years we have expended $9,036 ($7,117 this year) and the remaining amount must be expended shortly. We also received a total of $24,000 from SASI in transition funding as a result of the SASI program being discontinued. It was directed by SASI that this funding be spent on developing our High Performance Program and we have worked with Brendan Todd to generate this activity. A total of $5,210 is to be spent before 30th June this year on this program. If the funds from these programs are not expended in the government financial year, we will seek an extension.

17 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 22 MAY 2012 As reported last financial year we allowed for doubtful debts of $10,000. At the AGM last I reported that we had already accumulated an amount of $2, with additional amounts to be added to this total. The bad debts were held over from the previous year to last financial year and have now been accounted for. I am pleased to report we enter the next season with no major debts from clubs or classes. Any clubs or classes that have been dis-affiliated will need to apply to the YSA Board for re-affiliation in the normal process. We were again fortunate to retain our low rent with the BIASA to $3,818 which we expect to remain for the next year. However, at some stage we may be required to pay commercial rent. The Board reviews this situation regularly and is always looking for long term possibilities for office accommodation. Meeting expenses were significantly higher this year ($7,310 vs. $4,742 in 2010/11) due to the need for the office and your Directors to attend additional meetings with YA. This did eventually result in a slight percentage reduction for future fees for the next 3 years. However, both CPI and insurance increases are expected from YA. The expenditure of $3,592 on computers was for a new central server in the YSA office with remote access now possible. This will allow greater flexibility by offices and the Board in being able to work and access files remotely. The Youth Tri Series was again a source of some income, although this year s prizes of cash vouchers were provided with some sponsorship from Binks. The office has now fully implemented internet banking which resulted in creditor s accounts being promptly paid and allowing clubs and associations to pay fees online, this did produce some reconciliation issues when some clubs did not identify the invoice being paid and were late with their installments. The introduction of the YA event entries online was welcomed by most. However, also produced some reconciliation issues as the amounts rebated to YSA from YA had fees and credit card costs deducted and were not itemised As I reported in my report last financial year, the YSA Board had elected to amalgamate the individual short term investment accounts. These accounts are in the process of being amalgamated with Bank SA. Due to an administration issue with the Credit Union the interest from 1st January to March 31st 2012 is not yet available but estimated to be about $240. Again we have accepted the YSA board has accepted the financial challenges, we have maintained many of the efficiencies we had previously implemented that had generated savings previously. For the next financial year, it is again my intent as Treasurer and that of the YSA Board to maintain fiscal prudency and continually act in the best interest of our members within the sport of sailing in South Australia. 18 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 22 MAY 2012 EXECUTIVE OFFICER S REPORT 2011/2012 One of the most significant changes in the association is a better understanding of their market. The GEMBA report, commissioned by Yachting Australia ( with Australian Sport Commission funding) put the spotlight on some areas that clubs pay too little attention This report is worthy of strong debate within the organisation when setting new goals. The decision to freeze the YSA portion of the fees gave some relief to clubs in a period of high increases by YSA. We have now secured a slight percentage reduction on YA fees in comparison to other states which will reduce the next few years impact. Projects were restrained by lack of substantial funds however we did manage to wisely use the SASI Transition funding to assist a wider range of sailors striving for excellence. The sport did gain some recognition through SportSA Sport Star finalists and with Malcom Hughes gaining the Official of the Year Award. David Tillett was recently recognized by an Order of Merit Award from the SA Olympic Committee. Both these members a worthy recipients and have dedicated a significant portion of their career to the sport. There are many worthy people in YSA worthy of recognition and I hope the sport continues to put these members forward for future awards. We also implemented a new constitution which is the basis of how we operate. One of the items in the constitution calls for an annual think tank where all ideas to solidify and grow the sport should be canvassed. Members should note that, while we made a book profit, there are still outstanding commitments to the SASI Transition Program and the Race Officers Program. On a cash basis, we may be able to return the $30,000 that was borrowed from the Lexcen Fund to investment to fulfill the original aims for that fund. My decision to retire came about from a desire to have a few years to my family ( 2 grandchildren) when I can focus on them rather than work. It has been great to work with an enthusiastic team, the Board, Vicki Hughes in the office, Brendan Todd, the Committees and a bunch of dedicated sailors. Terry Reilly Executive Officer SOUTH AUSTRALIA HIGH PERFORMANCE SAILING REPORT During the previous season there has been a structural change to the Program. With SASI moving all development programs out of their system and focusing on medal potential sports, Sailing Basketball, Baseball and others were moved out of the Institute program and some transition funding was sent directly to the State Sporting Organisation. SASI are gifting the sport program attractive items to YSA including 1 x Rib complete, 1 x Rib no engine or trailer, Digital projector and Marks and training equipment. Future funding for this program will be from the Office of Recreational & Sport - grant programs. This will be annually, as will Yachting Australia with their coach provision.

19 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 24 MAY 2012 This year the program has aimed to deliver with the budget the establishment of a School Holiday Clinic Program, Youth Training, Coach Development & Regatta Coaching activities, High Performance Squad, State Squad. The transition funding from ORS was used as seed funding for the School Holiday Clinics. These Clinics are aimed at intermediate level sailors and not learn to sail. Seven different local coaches have been used in delivering these programs and have been held in different areas of the State. Clubs that have hosted these Clinics so far have been being Port River Sailing Club, Port Lincoln Yacht Club and Brighton and Seacliff Yacht Club. The majority of these Clubs have offered their facilities at no cost and charter of local club ribs at reasonable rates. We thank these Clubs of their current and ongoing support for the School Holiday Clinic program. The online registration has been used and this has enabled us to have some warning of the numbers of sailors to expect for staffing purposes and shall be ongoing. Ongoing they will need to be self-funding. So far they have been close to that but not completely self-funding. From each Clinic there has been some learning and they have developed from Clinic to Clinic. The newly active YSA Youth Committee will take over the running of these Clinics and the associated costs. The State Coach with other network coaches ran the STB Youth Squad Program for the season with a small group of Laser lass boats and 420 boats. These sailors had monthly coaching throughout the early spring to late summer period and were also delivered theory topics based on key performance areas. Some SA Coaches were able to be part of the Yachting Australia Coach Development Workshops. With Sandy Higgins and Brendan Todd attending the Optimist Workshop ran for two days prior to the National Championships for that class in Brisbane. The presenter the YA had for this Class clinic was the current World Champion coach Fernando. Notes from this have been passed onto the Class and their network coaches. Luke Hookings and Brendan Todd attended the 29er Class workshop in Sorrento, Vic post Easter again part of the Yachting Australia Coach Development structure and this was a one day activity lead by World Champion 49er coach Emmett Lazich and other State based 29er experts. Although this was another good initiative from Yachting Australia for the people involved, there was no time to have on water activities which have proven to be a great learning environment for the coaches. Some of these coaches will be involved with further coach education in the spring. YSA state coach was able to run the theory units of the level 2 coaches course to the active coaches in the Port Lincoln area in November. We were also able to assist in guidance or delivery of key units and help with getting recognition of prior learning other coaches to attain there level 2 coaching accreditation. It is key to the continued success of the Clinic program that our local network coaches are up skilled to increase in their accreditation level and a paid the appropriately for their time. It is the aim that all the classes within the State in the YA pathways have key class coaches that can provide good service to the class members. The State Coach was able to support a number of State run events with on water coaching and regatta support including Air Regatta the premier event in the State, the Youth Tri Series and SA State Youth Championships. YSA also helped fund and other coaches or boats for class coaches at the SA State Youth Championships. The State Coach supported the Laser Class National Championships and the OAMPS Australian Youth Championships. YSA also was able to provide a coach boat for the Optimist Class Association for their Class National Championships. This year SA sailors walked away from the OAMPS Youth Championships with their biggest medal haul with Bronze in the 420 women s, Silver in the Laser 4.7 men and bronze in the Laser 4.7 women. Also from that event one of our SA 420 women s teams won an award for resilience which is a great reflection on them and the new group of 420 sailors in SA. SA 420 team of Jackie Stokes and

20 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 24 MAY 2012 Megan Soulsby took out second in the first year of the YA Youth Grand Prix and received a considerable cheque for their efforts in the previous year. The Squad program is yet to be realised and the potential members will receive their invitation to become part of their respective squads shortly. These will be made as per the YA and YSA Guidelines, which are result based. YSA will engage the AST psychologist to deliver their mental toughness modules here in Adelaide. The High Performance squad will have to contribute to the uniform costs and the State Squad will have those costs and a contribution to coaching fees. With the YSA Youth Committee able to take on the Clinic Program the State Coach can now look to provide more service to the top sailors in the State in the national pathway classes. This will help them continue to develop their skills and knowledge to gain better representation for the State in National and International events. Brendan Todd SA High Performance Coach. OFF THE BEACH CATAMARAN COMMITTEE REPORT As always the OTBCC target existing Regatta s as platform for encouraging off the beach multihulls to attend. 6 events were targeted as potential venues. They were : - Normanville Goolwa to Meningie Milang to Goolwa Kingston Earth Movers Regatta Milang Easter Regatta Victor Harbor Rum Race Attendance at the earlier races was extremely poor, it was only until post Christmas at the Goolwa - Milang where competitor numbers raised to an encouraging level. The use of VYC Yardstick s continues to add angst among competitors and could be a contributing factor to competitor interest. 21 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 24 MAY 2012 YSA RACE OFFICIALS COMMITTEE REPORT. You will notice a different name of this committee being renamed from Racing Rules to give recognition for the wider variety of Race Officials working to facilitate our sport. It has been a relatively quiet year with few National Championships in Adelaide, and none of them requiring a National Jury. Members though have been involved with a number of protest hearings and 2 appeal hearings through the season. Members have been involved in running many State National and International events both locally, interstate and overseas. These have included fleet racing and schools teams racing. We have also been active in participating in local club regattas and State Junior and Youth events. Yachting South Australia obtained grant for the second successive year to support our Race Officials with training as part of the National Officiating Program. Tim Went, Stewart Ross and Malcolm Hughes have administered this scheme with help from the Office. A number of Race Officer courses have been held in both Metropolitan and Country locations. A number of course attendees gained Club and / or State recognition. A State Race Officer Course is being held shortly in June at Port Adelaide Sailing Club, Entry is via the YSA web site. As part of the NOP program, members also participated in local and country Regattas as support for local Race Management teams in an on water mentoring role. I would like to extend an invitation to all clubs for similar support next season. Next year sees the introduction of the new ISAF Racing Rules. These rules will take effect for events commencing post January 1st. While we do not anticipate wholesale changes, there will be some. We are planning a series of workshop sessions in November at local clubs. The demand for officials at all events is increasing. Tracey Heritage (Port Adelaide SC) has joined our group. Members interested in becoming involved please contact the office and our development strategies will see you supported in pursuing these important volunteer streams. Neil Burford is retiring from the group after a number of years of active participation at a range of events and we thank him for his efforts, hoping he will re-join in the future. This Christmas sees a number of National events in South Australia. Classes and organising clubs are advised to contact Race Officials Committee for assistance in preparing their race documentation and in provisioning qualified Protest panels and juries. Malcolm Hughes Chairman, Race Officials Committee SAILABILITY SA REPORT The last 12 months have seen steady growth in Sailability in SA with all six branches having busy programmes that have come and try as well as racing programmes. The continued training from these programmes cumulated in a hotly contested State Titles at Goolwa.

22 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 24 MAY 2012 The Goolwa Regatta Yacht Club hosted the 2012 Sailability State Championship this year on the 3rd and 4th March and it was a closely contested Regatta with 25 Access dinghies competing and a large group of volunteers to assist. The sailors consisted of 15 from Goolwa Regatta YC, 7 from Port Adelaide SC, 1 from NSW (Bateman Bay) and 2 from Victoria. The boats sailed consisted of: 1 Access 2.3 servo assist Vic. 1 Access 303 single NSW 16 Access 303 doubles 11 GRYC 5 PASC 7 Access Liberties 5 GRYC 2 PASC The series was raced over 2 days with 3 races scheduled for both days. 3 races were completed on Saturday in light winds with Marty Waller from Vic in a 2.3 leading the way around the course. On Sunday the wind had increased to 18 to 23 knots so the 2 morning races went ahead but the afternoon race was abandoned as it was exceeding the wind limits for the Class. Sailability SA, in conjunction with its branches this season, took part in the SA Disability Expo in Adelaide displaying boats and videos. At Murray Bridge Disability Expo we had eight boats on the water and took 48 people with a disability for a short sail. PASC again had two mid-week sailing sessions for the Spastic Centre of SA with fourteen returning sailors, and this year with the help of LOV (Ladies of Variety) we targeted Special Schools and introduced fourteen young people to sailing. We hope this will be an ongoing programme and have already had two of the youths wanting to join the regular programme. The last event of the year was the SCOSA (Spastic Centres of SA) yearly sail on the Torrens Lake in April school holidays. This year saw forty two budding sailors and three SCOSA administration staff on the water. The branches which are all incorporated into Sailing Clubs saw Goolwa increase its fleet by four Access 303 dinghy s, a 19 ft day sailer, and a 5-8 metre rib. Port Adelaide finally got their 2 x 6 metre day sailer keel boats finished and they are now an integral part of its sailing programme. Disability Sailing has moved its Payne 24 from the CYCSA to the Royal Yacht Squadron and is kept very busy at its new location. In all, Sailability SA is very active in promoting and sailing in our state and with the help of willing volunteers we hope to get bigger and better next season. 23 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 24 MAY 2012 YACHTING SOUTH AUSTRALIA TEAM RACING REPORT The season has seen a mix of highs and lows for Team Sailing in South Australia. Low point included the struggle faced by the Metro Schools Team Sailing Committee to find members prepared to continue which almost caused them to close. Special thanks must go to the volunteers who stepped forward to save MSTS. More information included in the Metro report. A sad moment for the schools team sailing community was the news that after 23 years Ian Porteous was stepping down. A special thanks to Ian for his dedicated support of Team Sailing in South Australia and we of course wish him the very best for his retirement. Some high points we shared in was St Michaels College winning the Australian Schools Team Racing Championship. Hosting the Interdominion Australia Vs New Zealand Schools Team Racing in Port Lincoln and special mention must be made of Andy Dyer, Phil Kelly, Squeeks and all the members of the Port Lincoln Yacht Club who made that event such a success. It was fantastic to see local Port Lincoln school Saint Josephs as top school for the event, with 2 of the 3 Australian schools coming from South Australia. Another high was the hugely successful State Championship held on Kangaroo Island in 2012 with the results going down to the wire and eventual winners St Michaels College crowned as State Champions, the first time in some 14 years that trophy has left Port Lincoln. Special thanks also go to Tim Frears and his team for such a fantastic event. The Committee are now also working to include some Open Team Racing to give the school sailors some options after leaving school. More information on this initiative will be available shortly. With this in mind it was agreed at the AGM that the name of the sub-committee would change to be Yachting South Australia Team Racing Committee SA Schools Team Sailing States Championships. Planning on Kangaroo Island commenced 6 months prior to the regatta. Event Coordinator Tim Frears formed a local committee comprising of himself, Trish Van Derlinden, Sophie Sheridan and Toni Kempster. The Committee planned a regatta T-Shirt as a memento for sailors and as an advertising platform for sponsors. Prospective sponsors were written to. The Kangaroo Island Yacht Club handled all money regarding this regatta. The Committee targeted experienced on water personnel including race officers Ian Sunders and Daryl Frears.

24 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 24 MAY 2012 The Committee approached different groups looking for sets of pacers and were successful in gaining permission from St Peters School, Victor Harbour Yacht Club, the Metro Schools Team Sailing Committee and the Kangaroo Island Yacht Club. The Committee sort support from Sea Link as a major cost of the Regatta was transporting equipment from the mainland. Sea Link provided generous support including 50% off walk on fares for students, umpires managers and coaches. 50% off the costs incurred by Pacer trailers, and inflatable dinghies. The Committee booked the town hall and applied for discount however were not successful in receiving any discount. As no catering company was prepared to tackle the presentation dinner on the island the committee contacted last year s catering company. The Ozone Hotel kindly provided accommodation for the caterers and Sea-link was able to subsidise the cost of transport on the ferry. Editing of the NOR began in December however this process took longer than expected. It is important that the NOR is available as early as possible as all other planning stems from this. Sailing Instructions were edited by Simon Irving and Wayne Thompson. Twenty teams from Country, Western Region, SE Region and Metro with approximately 160 school sailors with keen parents, umpires and race officers headed for the Kangaroo Island Yacht Club to sail the 2012 Annual Regatta on the 12th, 13th, and 14th April to determine the two teams to represent SA at the Australian Team Sailing Championships. The conditions were perfect with steady breezes coming from the northeast with near flat water enabling the organisers to sail a mammoth 210 races on the picturesque waters of Nepean Bay over the three days with the winners St Michael s and St Joes determined by the Swiss System. Tents were erected along the grassed area in front of the Club enabling spectators and sailors alike to enjoy a fabulous view of the sailing. Two courses were set up each day. It was a well run Regatta and thanks must go to all the hard working Committee and parent helpers who were responsible for making it all happen. Special thanks must go to the people working the start/finish Boats, umpire zodiacs and Darryl Frears and Ian Saunders who acted as the race officers for the event. The event culminated in a Presentation Dinner held in the Kingscote Town Hall with 260 meals served. The organising committee would like to thank the Kangaroo Island community YSA and the South Australian Sailing community in general for it s generous support of this event. Metropolitan Region The Metropolitan region has hosted a number of participating schools this season, for training and regattas. These schools included St Peters, St Michaels, Immanuel, Walford, Oceanview, Westminster, Scotch and St Johns. Four trial regattas and a two-day regional regatta were scheduled. For a number of reasons, three trials and a one-day regional regatta were conducted. These events were conducted at a number of venues, including Port River Sailing Club, Adelaide Sailing Club, and the Royal South Australian Yacht Squadron. The MSTS Trials resulted in 1st for St Michaels 'A' & 2nd to Immanuel 'A'. The results from the MSTS Regatta were 1st to St Michaels 'A', 2nd to Immanuel 'A', and 3rd to St Peters.

25 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 24 MAY 2012 Metropolitan Schools Team Sailing (MSTS) unfortunately had few members interested in standing for election into the executive committee. One previous committee member (M. Young) remained in his position, with a group of members jointly filling the remainder of the roles. The lack of interested persons, mentioned above, also resulted in a large shortage of volunteers to run the events. Following the first event of the season, a number of pieces of correspondence were generated, expressing concern. Schools were briefed as to the need for volunteers in order for events to occur; with notice being given that without suitable parental support, the future of Team Sailing in the region could not be guaranteed. As a result, MSTS have been meeting prior to each event, to coordinate all volunteers and activities. We now require two adult volunteers to be available from each team in the event. MSTS also now requires each school to have at least one adult representative at each MSTS meeting. It has been resolved that if teams and schools do not meet these requirements, they cannot compete in an event. These new initiatives have, so far, had the desired result. Because of the new initiatives and requirements, the degree of parental involvement has dramatically increased. It is expected that all committee positions will be filled at the next AGM. To help facilitate this, a mentoring process is being initiated by those members that have held positions in recent times. Western Region This is Ceduna s second year of participating in Team Sailing. The Sailing Club has been growing in the amount of young sailors having a go, through the Be Active After School program, our sailing come and try days and having learn to sail and open sailing programs run on Wednesday nights and every second Sunday. Regional s held at Port Lincoln; St Joseph s and Ceduna attended. During this time we had a Team Sailing competition on Friday afternoon followed by a BBQ. The Saturday saw the Ceduna students join in with the Port Lincoln fleet racing, which was an eye opener for the Ceduna students. Sunday was a training session with both the schools competing and training with and against each other. St Josephs continues to have good numbers (3 teams) at states. We are hoping Whyalla will participate in Regional s next year. South Eastern Region The South Eastern Region conducted its Regional Regatta at Meningie in March. This was the first time since 2004 that Meningie had hosted the event due to the severe drought. The event attracted 7 teams from Kangaroo Island, Investigator College, Victor Harbor High and the host school, Meningie Area School. The scheduled 2 day event was reduced to 1 due to the extreme conditions on day 1. Day 2 proved be more manageable and 42 races were conducted over the two rounds. Kangaroo Island Green won from Victor Harbor High, with Kangaroo Island Blue in third. Despite having to almost begin from scratch; Meningie hosted a very successful event with on water being managed by Geoff Wright and off water by Vic Woolston. The Region will be represented by 5 teams at the State Championships showing the region is still very active. In 2013 the event will probably be held in Victor Harbor. After 23 years of representing the region Ian Porteous has decided to step back with Tim Frears and David McLaren to be the 2013 delegates. Simon Irving Chairman, YSA Team Racing

26 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 24 MAY 2012 SA YOUTH SAILING The YSA Youth Tri Series kicked off the 2011/12 season at Adelaide Sailing Club in November followed two weeks later at Brighton and Seacliff Yacht Club and a further two weeks on at Largs Bay Sailing Club. Although junior numbers were up due to the strong growth of the Optimist fleet, overall numbers were down on the previous (first) year, particularly at the final event. Causes are believed to be the timing and frequency of the events, when sailors are settling into their club training programs and in particular the December event being during the main student exam/study period. Another observation was the lack of breadth of classes represented compared to the first year, however the classes that were well represented are the YA Youth Pathway classes currently sailed in this State. These issues have been discussed by the new YSA Youth Sailing committee which has already presented a revised program for next season as well as a Series Entry procedure to further encourage participation. This also reduces the financial risk for the host clubs. We expect the measures being taken by YSA Youth Sailing will see a return to previous numbers. YSA Youth Sailing is also fostering Junior/Youth Coaching Clinics during student holiday periods aimed at helping proficient sailors achieve their next level. YSA Youth Sailing has programmed four Coaching Clinics for next season, two of which align with the Youth Tri Series. Grant applications have been made to support this program. The YSA Youth State Championships were held at Largs Bay Sailing Club in February and again participation was down on previous years. This was most likely due to many sailors having only just returned from interstate regattas or National Championships. Again YSA Youth Sailing has addressed this by moving next year s State Championships to a later date. Overall in youth sailing in this State we have seen a strong growth in junior classes, spearheaded by the Optimist class in Adelaide, and perhaps a general decline in youth class numbers in the metropolitan area. Junior and Youth classes in country areas have grown strongly. YSA Youth Sailing is committed to finding solutions to maintain juniors in sailing once they age out of their junior class and to encourage a diversity of sailing opportunities for youth sailors. This will be in part through the encouragement of other YA Youth Pathways classes not actively raced in this State such as the 29er and Bic Techno. Andrew Short Chairman, YSA Youth Sailing

27 YACHTING SOUTH AUSTRALIA --- ANNUAL GENERAL MEETING, 24 MAY 2012 YA NATIONAL TEAM RACING COMMITTEE DELEGATE REPORT There has been very little action from the National Committee this year. The National Schools Team Sailing Championships and the Inter-dominion still maintain the momentum and are well organised by the State bodies. Australia has maintained its resistance to an all girl s competition alongside the Inter-dominion, but the New Zealanders will once again conduct this event in This will be the case even now Women s Match Racing has been excluded from the Olympic schedule. There has been discussion around a 2K Team Sailing event, the 2K referring to 2 on 2 keel boat team racing. As the planned National Committee meeting in April was postponed no further discussion has taken place. NTRC put forward a discussion paper regarding some Team Racing Umpire calls. The results are yet to be known. The Open Team Racing Event for 2012 was cancelled once again. This seems to happen when there the carrot of National selection for the World s is not at stake. The problem is compounded by the various States and the scheduling of significant events which would be attended by the main players in Open Team Racing. This is my last report as delegate to the NTRC for Yachting South Australia. After 21 years involvement I have decided to slow down.
