After an exceptional winter, the warm muggy days and rain showers have returned to our fair city. Yet the sailing continues, unabated in Sarasota. In this issue of the Burgee, I am pleased to note that Manager Nancy Carolan will be resuming a tradition of penning a regular manager s column in our monthly publication. We hope her inner Muse is fully engaged! At the May Board meeting we learned a number of things, which you will of course read more about when the minutes of the April meeting are approved at the June BOD meeting, and which will appear in the July Burgee issue. Our new Point of Sale (POS) system is currently being tested and will go live in June. This long awaited system will change the way business is done at our snack bar and the club in general, and will save many hours of administrative labor for staff. Our Cash Machine (this is the one where you put cash IN and get plastic out-not the other way around) will facilitate easy transactions, as cash will be converted into prepaid plastic cards that will be used at the register. And credit and debit cards will also be accepted. Feel free to ask management for a brief demonstration on operation of this system once activated. You will be amazed at the reduced errors when ringing up your favorite drink or snack! In April our Treasurer s report was delivered by Manager Carolan, as Tom Castleman was out of town. Tom worked via phone and with Nancy to prepare her for the presentation at the Board Meeting. Our current financial position shows a revenue shortfall over last year and against our 2009 budget. It seems as though the tough economic conditions are having an effect on our revenue and collections. Last month it was reported that we could run as much as 10-20% below our budget projection. This month we have learned that we are currently about 4-5% down against projections. Nonetheless, Treasurer Castleman has cautioned that at year s end, we could be running as much as 15-20% below our budget projection if the current economic conditions continue. As the 2009 Budget was a tight one when approved, a reduction of anticipated revenue of this magnitude will no doubt require some adjustment in expenditure. The Board is monitoring this closely. In March, the Board voted to disburse annual funds to the Sarasota Youth Sailing Program (SYSP) at its basic level of $15,000. This amount was based on previous years contributions which have edged up (Continued page 4) over the years from an an- Page 2

3 RESPONSE TO LAST MONTHS LETTER TO THE EDITOR This is the first time I ve had an opportunity to write a letter responding to our Letters to the Editor column. Several years ago as a first term Commodore, I spearheaded this column in the Burgee in an effort to give members a voice that can be heard by the general membership. Over the intervening 3 plus years, I ve been surprised how little it has been used (other than as a regular instrument of member Mike Burwell, who continues to leave things on the docks!) to air the opinions and viewpoints of members. I ve recently heard on the Cocoanut Telegraph that there is no point to writing in, as the Commodore, who has the responsibility to publish the Burgee annually would surely censor anything not flattering to the Board or its members. Amazing, huh! I was pleased to see a piece in last month s edition from member and mooring holder Reid Schwabach discussing the future of mooring field management. I acknowledge his criticism that my comments appear cavalier when I have said things in the past like the day of the free mooring is over. I have been known to be cavalier in my comments, and sometimes just plain stupid. It s an affliction I ve suffered for many years. But I find that there are some misconceptions in Reid s letter that I am concerned reflect the opinion of not only Reid, but other members as well. Reid states that As a mooring holder, my membership cost is more than an average trailer boat owner or non- boat owner This is just not true! There are only two prices for membership fees; those of a Sarasota City Resident (lower) and those of a Non Sarasota City Resident (higher). There are no other discrepancies for membership fees whatsoever. Membership fees grant the use of the Sarasota Sailing Squadron and its facilities to members exclusively. Storage fees on the other hand, are charged based on storage of boats, gear in lockers, etc. It is storage fees which vary--not Membership Fees. Those who store boats on trailers or in racks pay for the actual storage they use in addition to their membership dues. Mooring holders do not pay for storage of their boats in the mooring field. Many years ago, the Board imposed a dinghy access fee on all mooring holders. This rate is the equivalent of storage rates for a 16 foot (if memory serves) boat at the Squadron. This fee is imposed whether the member actually stores his/her own dinghy at the club or chooses to use the Squadron dinghies. Over the first few months of 2009 we had a series of meetings, letter writing/ opportunities and Squadron Meetings to discuss how to manage our mooring field. A clear consensus emerged which, among other things indicated that the Squadron and all its members are best served when the marginal costs imposed by specific use of boats at the club are borne by those who use them. As an example, if the yard and racks are used for storage, the individuals who use them pay for the space, OVER AND ABOVE the basic membership fees. If the docks are used over and above the 3 free nights in designated areas provided, those that use them, pay for them. Those that use the hoist must pay for its use each time. The mooring field is not currently a part of the Squadron s lease, so the club has no right to charge mooring holders for the space occupied by moored boats. (This sounds like free rent to me.) The Squadron is out of compliance with the State of Florida as our field has grown in a manner unauthorized by either the City or State. The City and State wish us to be in compliance. Our lease renewal with the City is dependent upon obtaining compliance. The City wants to work with us to obtain State approval with a fee waiver meaning NO RENT from the State, but with very specific obligations about how the Squadron will manage the mooring field on behalf of the City. There is a case to be made that those who want to use the State s mooring field at the Squadron will need to bear the costs incurred in running the field. It will be a difficult case to make to the 700 plus members of the Squadron who do not use the mooring field space that they should pay for mooring holders to use a Squadron mooring. I agree with Reid s closing statement that as part of the membership at large, I believe that we all should be sharing the costs of membership at the squadron regardless of our individual boating style. In fact we are doing this. But I don t think the majority of the members of the Squadron, or for that matter, even the majority of the mooring holders believe that all of the members should be sharing the costs of storage of a moored boat at the Squadron. 4 Commodore (Continued) nual contribution of about $10,000 to $15,000. This funding level was allocated last year by the previous board. In 2008, the previous Board also decided to significantly increase the allocation to the YSP to enable them to undertake a vastly expanded Outreach Program which would give a large number of local children the opportunity to participate in the program and who would not otherwise have the opportunity to learn to sail. This additional amount was $25,000. Based on the 2008 funding, and with an eye toward maintaining the YSP s Outreach Program, this Board in January, voted to approve its 2009 budget to enable funding in the same amount as last year, for a total of $40,000. Due to our current budgetary concerns, the Board voted in April to disburse only an additional $10,000 rather than the full budgeted balance, which was $25,000. The Board stands ready to disburse additional funds based on availability and upon the recommendation of the Treasurer. Last month we have had a member request storage space for a jet ski in the Squadron yard. Management took this request to the Board in an effort to gain some policy direction, as no jet skis have been permitted to be stored at the Squadron in the past. The Board was concerned that with limited space for sailing vessels, this would be a bad precedent to set, particularly in light of our concern not be known as a cheap storage facility for sailing as well as non sailing craft. The Board decided to take a good look at the use of a jet ski, which is to be used solely to access a sailing craft (in this case a sailing kite board). The argument was made that this use is not much different than members use of motorized dinghies at the club to access their sailing craft (moored sailboats). The Squadron is dedicated to promoting sailing in ALL its various forms; small boats, trailed boats, cruising boats, sail boards (we host an annual regatta for sailboards) and kite boards. The Board decided by vote that the Squadron is obligated to permit storage of a jet ski for this specific use. Management has given assurance that the space used for jet ski storage will be designated in such a way as to not take away from a sailboat on a trailer s storage space. The mooring field project moves forward. Management and a few Board members rescheduled their regularly scheduled Executive Committee meeting last month so as to be able to sit in on the April Mooring Committee meeting. A small ad hoc meeting was later held on Saturday May 16 to review work being done by Treasurer Tom Castleman and Manager Nancy Carolan in an attempt to identify specific and actual costs to be used to estimate the cost to run our mooring field. David Jennings and I are tentatively scheduled to meet on May 28 with the City to provide an update. It is our hope that we can have some solid cost estimates from Tom and Nancy to present to the City after June 15. At the meeting of the Mooring Committee, Chairman Sara Allen reported that she, Nancy Carolan, Kacy Knope and yours truly spent some time in the Whaler doing an informal survey of the boats in the mooring field the previous week. We identified a surprisingly large number of sailing craft that appear either to be unseaworthy, or have insufficient pennants attaching them to be secure on their moorings. We have yet to see the results of the inspection of the mooring gear that is below the surface. Dive inspections are estimated to be completed by Volunteer Kacy Knope by early June. Please note, that Kacy, an employee of the Squadron and a certified and insured diver, has for a number of years now donated his services as a volunteer diver (along with other volunteers) and has annually produced a full and complete inspection of each of the 120 moorings in the mooring field. He again is scheduled to do this service gratis in We owe him a debt of gratitude for his effort. Unfortunately, at the Mooring Committee meeting, we became aware that some of the deficiencies he has reported based on the June 2008 report show that a significant number of mooring holders have not reported that they have corrected their gear deficiencies. A large number of mooring holders have failed even to respond to repeated written and telephone contacts made by Squadron volunteers asking them to become compliant. This is discourteous to the volunteer members who donate their time to mail and make phone calls to help make the Squadron a better place for all. In my view, this is conduct unbecoming of a Sailing Squadron member. This failure to take action is inexcusable and the Squadron is being forced to take concrete steps to advise members that they are in violation of Squadron rules (see the original document that each member has signed as an agreement to abide by the Squadron rules and regulations when originally applying for membership) and that in some cases where vessels or mooring gear are derelict, action will be taken to remove the offending vessel, take title of the boat and auction it off to the highest bidder or dispose of it in the crusher. Full notice policy will be in effect for this process. If you are one of the offending members with either mooring gear that has not been made safe for use, or if you are a member who has failed to provide proof of vessel insurance as required by the rules, or if your vessel is unseaworthy or derelict in its condition, take steps now to prevent your membership privileges from being revoked and your vessel from being removed and auctioned off! It is no longer acceptable to flaunt the rules and regulations of the Squadron and to jeopardize the safety of other members property, Squadron property or public and private (Continued page 5) property adjacent to the Page 4

5 Commodore (Continued) Squadron premises. Your failure to act is a hazard to the rest of us! June 1 marks the beginning of the Hurricane Season. Over the last few months I have been admonishing boat owners to take steps to secure their boats and gear and to have a plan in place for proper preparation of their vessels in the event of a hurricane in our area. If you have still not done so, the time is NOW. And for those who have made plans and taken steps, I and the general membership thank you. And let s all hope that we dodge another bullet this hurricane season, But I ve just checked the forecast, and there are no reports of tropical storms brewing off Africa or in the Gulf now, so get it while you can, and make some time to GO SAILING! 6 Ball Busters Submitted by Pat Murphy BALLBUSTER S ON PARADE Probably for the rest of the summer I will be back writing of the accomplishments or nonaccomplishments of the Wednesday Ballbuster s as Frank English is going north for a while. SQUADRON DATE Eddie, who is worth his weight in gold and Frank English took care of stocking the bar and making sure everything is copasetic there. A lot of people were in the kitchen this morning but not all to work but most to eat. However, Ron & Don did break away long enough to rebuild the cover for one of the YSP S storage boxes on the north side of the South Dock as they had done several weeks before. Sid Mann, Dennis O Brien, Allan Titcombe and Chris Mera with me in the water and they doing the real work replaced a blue floatation barrel on the south launching ramp. They then did what they have been doing for several weeks: gas the boats. Ruth & Chuck Nordham and John Doherty continued collecting brush and ground garbage in their truck and emptying it into one of our dumpster. David Gill, a new member, continued fixing and replacing pistol grips on our numerous hoses. SQUADRON DATE Many of the regular Wednesday Ballbusters have started trekking northward for the summer and several others will leave shortly. Eddie as usual was stocking the bar and was ably assisted by Sid Mann. Ron & Don intended to begin varnishing the cedar trim on the outside of the porch but couldn t find brushes so disposed of several chairs and cushions that had been dumped by someone on the Main Dock Deck and had been seriously devoured by Squirrels(?) or someone and ended up tearing out a small table that was severely weathered. Alan Titcombe, Chris Mera, John Doughty and I straightened up the plastic curtains at the BBQ pit by lowering them down and rolling them back up with care. Continued page 7 VOLUNTEERS NEEDED! 7 Social News The SSS will be promoting "Take a Veteran and Their Family Sailing Day" on june 27th. This event is to thank veterans and their families for service to their country, no matter where that might be. We will be encouraging members and other sailors to take members of the military and/or their family out for a day of sailing. Sailors all around the world are encouraged to say thanks to veterans who have sacrificed and dedicated service to their country. The Burgee - June 2009 A BIG THANK YOU to all who helped make the May Docktail/pasta dinner a success! To all the volunteers.you rock! For those who missed it, there were 140 for dinner! WOW!! BALLBUSTERS (CONTINUED) Alan, John & Chris then spent the rest of the morning cleaning up more garbage along the fence line. Chuck Watkins cleaned up and raked the grounds around the clubhouse. SQUADRON DATE Several Ballbuster s left town last week so the turnout was small and will be that way for the rest of the summer. Eddie did his usual at the bar and was ably helped by Chuck & Ruth Nordham. Ron & Don took on the task of resurfacing the ramp leading down to where the Pontoon Boat is moored. They cut the weathered, rotted plywood off the surface and then discovered that two of the stringers supporting the floor had become unattached. Fortunately our other work crew of Charles Roediger, Allan Titcombe and me had just finished going as far in resurfacing the small dock on the south side of the launching ramp as we could that day and went over to the main dock with Charles and Allan solving the problem buy supporting the loose stringers with a 2 by 6 nailed underneath, inserting a 2 by 6 between the stringers and nailing it to the walkway frame and then nailing & screwing the stringers to it. The ¾ s inch sheet of plywood that had been precut by Don was then laid on top and then nailed in position completing the job. We will continue work on the small launching dock until complete which will probably take several weeks. TO VIEW A FULL COLOR EDITION OF THE BURGEE VISIT: Page 7

8 SQUADRON HOSTS INSTRUCTOR COURSE The Sarasota Sailing Squadron hosted a US Sailing Level 1 (small boat) instructor course which ended May 3 and all 11 candidates successfully completed the 40-hour curriculum. Included in the 11 is Danny Wiedenhoft, who has recently become director of the Manatee River Pram Fleet in Palmetto. Another squadron member who became certified is Barry Millbourn. Youth Sailing Program members who gained certification are Ben Mohney, Jasper Curry, Chelsea Firth and Viktor Wettergren. The course included three written tests on powerboating, sailing and coaching. Several practical factors that were required included sailing, driving a powerboat, conducting drills and giving presentations. There was even a swim check in which class members had to jump from the end of the long dock and swim ashore. The SYSP provided the five 420 s and four powerboats and one day, the instructor candidates worked with the Sarasota s Green Fleet skippers in cooperation with YSP instructors Dalton Tebo and Rheanna King. Bylaws Committee Board Secretary David Jennings is looking for a few members familiar with our bylaws who also have experience working with such issues to become part of a Bylaws Committee. This group needs to determine if any organizational issues are pressing enough to put changes before the general membership at the November meeting. Items might include the definition of certain Board positions, timing of election announcements & slates, how long "lifetime" honorary memberships should last...(i am not kidding about that last one. Lifetime memberships currently have to be renewed each year by the Board!) In any event, Bylaws are the organizational foundation of the club. Ours are very old and very well written. It is rare when we cannot find a resolution to a current issue by spending time with our Bylaws. Changes are not made very often and probably should not be made very often. Please read the Bylaws in your Membership Roster or pick up a copy at the Office. Jabbo Gordon, a squadron member and US Sailing instructor trainer, has conducted a course at the squadron almost spring for many years. He is already making a list of those who would like to take it next year. One of the main prerequisites is that candidates must be 16 years of age. Standing Rules Committee The standing rules are our everyday rules & regs. Changing them does not always have to go before the general membership. Instead, they can be modified by a Board vote. This is not to suggest they are changed frequently or on a whim but they do evolve as the club grows. Secretary, David Jennings is also looking for a few experienced members to participate in a Standing Rules Committee. Please read our current rules thoroughly before responding and contact David Jennings as soon as possible. 9 Dear Squadron Members, In accordance with the Fourth Amendment to the Lease with the city of Sarasota, the Insurance Provision for Special Events has been changed. Special Events are defined as fundraisers, parties, wedding receptions and concerts held by members or nonmember guests. The Special Event holder must provide a Public Liability Insurance Policy naming both the Sarasota Sailing Squadron and the city of Sarasota as Additional Insured and as Certificate Holder. This policy must be given to the city at least fifteen (15) days prior to the event. Coordination of this and all other event requirements are to be handled through the Squadron office. The minimum policy limits are as follows: $1,000,000 per person/ $2,000,000 per occurrence - OR - a Combined Single Limit (CSL) of $2,000,000 The policy must remain in effect for the set up and clean up of the event. The policy cannot be cancelled prior to the event unless the city receives ten (10) days notification of cancellation. NOTICES: Anyone using aerosol paint must use the work area only and provide the office with the MSDS (material safety and data sheets) and comply with all EPA regulations. Box 2706 Sarasota, FL Manatee Zone for New Pass? Sarasota County in late May assembled a panel of 14 citizens to review the manatee speed zones. The committee is required by state law. Rachel Herman, a project scientist with the resource protection division of county natural resources will be the staff contact. For years, the squadron has tried to get speed limits imposed on New Pass. We've certainly documented manatees in the area. This could be an opportunity to present the case to a group looking not only at existing manatee zones, but charged with protecting other areas. The review must be complete by July, and the final report is forwarded directly to the Florida Fish and Wildlife Conservation Commission for action. Local governments are sidestepped. The Burgee, as a publication, is presented as professional as possible, therefore, an appropriate standard of grammar and expression is expected. FILES THAT TRANSFER BEST ARE WORD, PDF OR PLAIN TEXT FILES. Our nose, their tent. In the past several years, the Sarasota Sailing Squadron had dealings with every echelon of government. The mooring field touched two state agencies (Department of Community Affairs and Department of Environmental Protection) and one federal agency (Army Corps of Engineers). It is currently in lease negotiations with the City of Sarasota. And it was in negotiations with the Sarasota County Fire Department over berthing a fire boat. Mindful that we sit on city-owned property, and may be in a threeway contract with the city and state over the mooring field., I think it is time the squadron established a standing (e.g. permanent) committee for government and public affairs. We need to develop a media package, in the case the press comes to call. And we need to use that package to introduce ourselves to the various governmental agencies and officials we deal with now and in the future. The committee would establish a point of contact between the squadron, the press and the government. We do good work here, and it is unappreciated because people know nothing about us. While we are known worldwide in the sailing community, we are virtually invisible to our local community. An enormous attention was paid to rowing at the Benderson Lake event, which attracted fewer participants than one of our minor regattas. The Siesta Key Sailing Club gets more ink for its 10 members than we do for our 800. If we can't tell our story, who can? Should this be a board-of-directors responsibility? Should the manager be responsible? Should an ad hoc committee of volunteers be formed? I would hope the board of directors would address this sooner rather than later.
