1 SAILING INSTRUCTIONS INTERNATIONAL ETCHELLS CLASS The Dock. AUSTRALASIAN CHAMPIONSHIP th to 10th June 2018 The Organising Authority is the Mooloolaba Yacht Club Limited.

2 [DP] The notation [DP] in a rule in the SI means that the penalty for the breach of that rule may, at the discretion of the protest committee, be less than disqualification. [NP] Breaches of SI s marked [NP] will not be grounds for protest by a boat. 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 The Prescriptions of Australian Sailing (AS) shall apply. 1.3 The Australian Sailing (AS) Special Regulations Part 1 Category 7 shall apply. In accordance with the AS variation dated 09/03/17 and 12/12/2017. Etchells may use anchors that are compliant with class rule C.5.1 (a) in lieu of Special Regulations Part RRS 44.1 is changed as follows: The penalty for breaking a rule of RRS Part 2 and RRS 31 shall be the One Turn Penalty except that for infringements occurring within the Zone (other than RRS 31), the penalty shall be the Two Turns Penalty. 1.5 RRS Appendix T Arbitration shall apply. 1.6 The Championship is a Class C event as sanctioned by the International Etchells Class Association. 1.7 Advertising is not permitted pursuant to the World Sailing regulation (Advertising Code) and the Etchells Class Rules. The Organising Authority may require all participating boats to display the event sponsors advertising in accordance with World Sailing Regulation & The wearing of a Personal Flotation Device complying with AS Special Regulations Part 2, Section minimum 50S, or equivalent overseas standard by all crew members is mandatory at all times while afloat except briefly while adjusting clothing. 1.9 A National Jury has been appointed for this event in accordance with AS RRS Addendum A The required Safety Equipment detailed in Attachment A shall be on board at all times whilst afloat. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located outside of the Race Office at The Wharf Complex. 3 CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 0800 hours on the day it will take effect, except that any change to the schedule of races will be posted by 1900 hours on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the flagpole at The Wharf. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in Race Signal AP. This changes Race Signal AP. 5 REGISTRATION 5.1 Registration formalities as detailed in the Notice of Race are required to be completed prior to 1000hrs on Friday 8th June 2018.

3 5.2 All boats without bow numbers will be issued with bow numbers at registration. Issued bow numbers will be attached by a representative of the Organising Authority. [DP] 5.3 Event sponsors stickers may also be provided. These will be attached by a representative of the Organising Authority. [DP] 6 SCHEDULE OF EVENTS. 6.1 Schedule of Regatta and Events Day Activity Time / Warning Signal Thursday 7th June Registration Crew Weigh-in Welcome Drinks Friday 8th June Competitors Briefing 0900 Racing Session 1 (no more than 3 races) Post-race Drinks & Nibbles Daily Presentation Not Before 1100 Approx 1700 Saturday 9th June Racing Session 2 (no more than 3 races) Post-race Drinks & Nibbles Daily Presentation Not Before 1100 Approx 1700 Sunday 10th June Racing Session 3 (Target 2 races) Not Before 1000 Prize Giving Approx The regatta will consist of a maximum of seven (7) races. 6.3 The Race Committee reserves the right to deviate from the above schedule. 6.4 There will be no more than three (3) races sailed on Friday or Saturday. 6.5 There will be no more than two (2) races sailed on Sunday. 6.5 On the last scheduled day of racing no Warning will be made after 1330 hrs. 6.6 When more than one race will be held on the same day, the warning signal for each succeeding race will be made as soon as practicable. To alert boats that another race will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is made.

4 7 CLASS FLAGS The class flag will be the Etchells Class insignia on a white background. 8 RACING AREAS Racing will take place in the vicinity of and within 2 NM from the Mooloolah River mouth at Pt Cartwright. 9 THE COURSES 9.1 The diagrams below show the course configuration, including the order in which marks are to be passed, and the side on which each mark is to be left. 5 Course 2 Start 1 2 3P/3S 1 2 Finish MARK 2 MARK 1 MARK 3S MARK 3P Starting Line O O Finishing Line 9.2 No later than the warning signal, the race committee signal vessel will display the course to be sailed by displaying International Numeral Pennant 1 or The race committee vessel may display the approximate compass bearing from the mid-point of the Starting Line to Mark 1, together with the approximate length of the first leg. 10 MARKS 10.1 Marks 1, 3P and 3S will be orange cylindrical buoys Mark 2 will be a green cylindrical buoy with pink strips New marks, as provided in instruction 12, will be orange cylindrical buoys with a black band The starting and finishing marks will be a race committee vessel The starting Pin mark will be a orange cylindrical buoy or a race committee vessel The finishing Pin mark will be a Black/White cylindrical buoy or a race committee vessel Inner distance marks when laid will be yellow buoys.

6 11 THE START 11.1 The starting line will be between a staff displaying an orange flag on the port side of the race committee vessel at the starboard end of the starting line and an orange cylindrical buoy or a staff displaying an orange flag on a race committee vessel at the port end of the line An Inner distance mark may be laid approximately on the starting line on the port side of the race committee vessel, and when so laid, boats shall not pass between this mark and the race committee vessel when starting Recall signals may also be displayed from race committee vessel positioned at the pin end of the starting line As a courtesy, the RC will attempt to hail OCS, UFD or BFD boats by Bow numbers or sail numbers or/and by radio on VHF Channel 72 approximately one minute after the starting signal. Failure of equipment, failure to hear a hail, delay in hailing or the order in which hails are given will not be grounds for redress except when a request for redress under this instruction is initiated by the race committee or Jury. This amends RRS Boats starting later than 10 minutes after the starting signal will be scored Did Not Start (DNS) without a hearing. This changes RRS A4 and A5. 12 CHANGE OF THE POSITION OF THE NEXT MARK To change the next leg of the course, the Race Committee will lay a new Mark (or move the finishing line) and remove the original mark as soon as practical. When in a subsequent change a new mark is replaced, it will be replaced with the original mark. 13 THE FINISH The finishing line will be between a staff displaying a blue flag on the race committee vessel and a Black/White cylindrical buoy or a race committee vessel displaying a blue flag at the pin end. 14 PENALTY SYSTEM 14.1 A boat that has retired or taken a penalty or retired under RRS 31 or 44.1 shall complete an acknowledgement form at the Race Office within the protest time limit. [NP, DP] 14.2 RRS Appendix T Arbitration shall apply RRS 44.1 is changed as follows: The penalty for breaking a rule of Part 2 RRS 31 shall be the One Turn Penalty except that for infringements occurring within the Zone (other than RRS 31), the penalty shall be the Two Turns Penalty 15 TIME LIMITS 15.1 The time limit for all races will be 3 hours from the starting signal If no boat has passed the first windward mark one hour after the starting signal, the race shall be abandoned Boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored Did Not Finish (DNF) without a hearing. This changes RRS 35, A4 & A5. 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 Protest forms are available at the Race Office. Protests shall be delivered there within 60 minutes of the last boat to finish the last race of the day. This time will be posted on the official notice board. This changes RRS 61.3 and Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held at the Wharf Marina beginning as soon as possible after the protest time limit.

7 16.3 Notices of protests by the Race Committee or the Protest committee will be posted within the protest time limit on the official notice board to inform boats under RRS 61.1(b) For the purpose of RRS 64.3(b) the authority responsible is the Class National Representative present at the regatta Breaches of SI s marked [NP] will not be grounds for a protest by a boat On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS Decisions of the Jury will be final as provided in RRS SCORING 17.1 Three (3) races are required to be completed to constitute a series When three races are completed, a boats series score will be the total of her races scores When four or more races are completed, a boats series score will be the total of her race scores excluding her worst score. 18 SAFETY REGULATIONS [DP] [NP] A boat that retires from a race shall notify the Race Committee as soon as possible. 19 REPLACEMENT OF CREW OR EQUIPMENT [DP] 19.1 Substitution of crew or equipment will not be allowed without prior written approval of the Race Committee Requests for substitution shall be made at the first reasonable opportunity and such requests shall be submitted and verified for eligibility and any substitute crew weighed. 20 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the Class Rules and Sailing Instructions which may include RRS 43 and Class Rules C2.2 and C3.2. On the water, a boat can be instructed by the race committee, technical committee or the jury to proceed immediately to a designated area for inspection. 21 CREW WEIGHING [DP] The weights and total combined crew weight of each crew (including skipper) will be determined prior to racing to ensure compliance with One Design Rule C2.2 and the total combined weight of crew members for each boat will be posted on the official notice board. 22 OFFICIAL VESSELS Official boats will be marked as follows: RED flag with the lettering RC. 23 COACH AND SUPPORT VESSELS [DP] [NP] 23.1 Coach and support vessels must be registered with the Organising Authority (OA) and shall be marked with identifying flags issued by the OA. Vessels shall display the identifying flags at all times while they are acting as a coach or support boat The use of Drones for coaching and recording of racing is permitted only if registered with the Organising Authority (AO) and any video will be made available to the Race Committee or Jury on request.

8 23.3 All coach and support vessels will carry on board and operate while on the water a VHF radio capable of transmitting and receiving on VHF Channels 16, 73 and 72 and agree to assist the Race Committee if directed to do so Competitors shall have no communication with, and boats shall not be tied to, coach or support vessels from the first Warning Signal (or any other time the OA considers appropriate) of the day until racing has been concluded for the day. Between races, coach and support vessels shall not approach, communicate with or transfer provisions or equipment to or from any racing boats unless in a medical or emergency requirement threatening the health of the crew or the flotation of the boat and only with the expressed permission of the Jury or the race committee Coach and support vessels and their personnel shall stay at least 100 meters below the starting line from the time of the Preparatory Signal until five minutes after the start of any race. After this time, coach and support vessels may then proceed parallel to the course on the starboard side of the course facing the wind at a distance of at least 100 meters outside areas where boats are racing. Coach and support vessels shall not go above the windward marks or the Course 1 finishing line or below the leeward marks or the Course 2 finishing line at any other time while boats are racing Coach and support vessels should have a minimum of two crew and shall, when requested by the Race Committee, tow or assist boats not associated with them. Coach and support vessels shall monitor VHF channel 72 and shall follow all instructions from the race committee. 24 HAUL-OUT RESTRICTIONS [NP] [DP] All boats shall be afloat by 0900 hours on Friday 8th June 2018 and shall not be hauled out during the regatta except with prior written permission of the race committee. No boat that is already afloat at noon on Thursday 7th June may be hauled out and re-launched prior to the 0900 deadline. 25 DIVING EQUIPMENT AND PLASTIC POOLS [NP] [DP] 25.1 Plastic pools or their equivalent shall not be used around competing boats during the regatta No diving or swimming is permitted around boats for the purpose of cleaning the hull. 26 RADIO COMMUNICATION [NP] [DP] 26.1 This SI supplements but does not change RRS 2 and 41 for the IECA. All boats shall carry a marine band VHF transceiver capable of receiving and transmitting on Australian marine channels. Boats shall use the radio to report retirement from racing and may use the radio to request assistance in an emergency. No other transmissions are permitted by competing boats during the racing day from the first warning signal until the end of the last race of the day. The Race Committee may use the radio to advise competitors of race information. (VHF channel 72 ) 26.2 The use of mobile/cell phones or any device capable of sending and/or receiving external electronic communication and/or connecting to the internet is prohibited after the first warning signal on each race day until the boat has completed its days racing, except as provided in this SI or in an emergency threatening the safety of any member of the crew or the flotation of the boat. 27 PRIZES Prizes will be awarded as detailed in the Notice of Race. 28 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The Organising Authority and Regatta Sponsors are not responsible for the seaworthiness of a boat whose entry is accepted or the sufficiency or adequacy of its equipment. The Organising Authority and Regatta Sponsors will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta

9 29 INSURANCE 29.1 All boats competing are required to carry current Third Party Property Liability Insurance Each skipper and /or co- skipper is liable for any third party claims. It is required that each skipper and / or co-skipper carry appropriate Third Party (P&I) Liability insurance of not less than $A10,000,000.

10 VARIATION APPROVAL Date: Copy: From : 9 March 2017 Mooloolaba Yacht Club Glen Stanaway RE: MYC Etchells In accordance with Special Regulation and Amendment 6, Australian Sailing approves the following variations to the Special Regulations. Approve the MYC to conduct the Australasian Etchells Championship with the following variations and conditions: 1. This variation to the Australian Sailing Special Regulations is valid for two years including the and 2018 Australasian Etchells Championship events 2. Lifejackets compliant with Category 7 requirements are to be worn by competitors whilst afloat. 3. Each boat is to carry at least a water resistant hand-held VHF radio on board or one that can be protected in a water proof case, with a lanyard. 4. All vessels shall carry a suitable tow rope (floating rope, not less the 8mm in diameter and 25 meters in length with a suitable breaking strain, or as stipulated in class rules). 5. All racing to be conducted during daylight hours. 6. All courses will be contained within a two nautical mile distance from the shore. 7. There must be a minimum of two committee boats together with dedicated safety vessels in a ratio of one safety vessel per 15 Etchells monitoring the fleet. A further 2 vessels based at the MYC will be available on a stand-by basis. 8. Each rescue vessel shall be crewed by a minimum of two personnel who have relevant experience and training and be suitable equipped to assist in a rescue. 9. The Race Committee is to advise the Mooloolaba Coast Guard prior to the start of the event of the fleet numbers, times of racing and types of boats racing. 10. Class has an upper wind limit of 25 knots for racing to be conducted. Additionally, races will not be started if the wind exceeds this amount, or continued if the wind speeds are repeatedly over the class limit, nor will they be started or continued if the sea and current conditions are such that the race committee feel it would be unsafe or develop to be unsafe for a return entry through the seaway. 11. For there to be a clear and consistent method used for measuring and recording wind strength to ensure accuracy and transparency. 12.
