1 Sailing Instructions 2018 Spice Islands Darwin Ambon Yacht Race 4 th August 2018 The following Sailing Instructions have been written to cover all divisions. Text that appears in orange is relevant to Division 1 (IRC Racing) only. Clarification on Sailing Instructions can be done at the RACE Briefing: 1800 Tuesday 31st DBCYA. NP Not Protest-able 1. Rules 1.1 The Spice Islands Darwin Ambon Yacht Race (hereafter referred to as RACE) will be governed by the rules, as defined in 1. The Racing Rules of Sailing (RRS), (Div1 only) 2. The current IRC Rules Parts A, B & C where applicable (IRC), (Div1 only) 3. The Australian Sailing Special Regulations (ASSR), Safety Category 2 (Div1 only) 4. International Regulations for Preventing Collisions at Sea 5. Notice of Race 2. Notices to Competitors 2.1 Notices to competitors will be posted on the official notice boards located at; 1. Dinah Beach Cruising Yacht Association, racing noticeboard to the rear of the clubhouse. 2. Outside the Ambon Race Office. 3. Changes to Sailing Instructions Any change to the sailing instructions will be posted no less than 4 hours before the first warning signal. 4. Signals made Ashore 4.1 Signals made ashore will be displayed on the flag mast on the DBCYA Start Trailer at Stokes Hill Wharf. 4.2 When flag AP is displayed the race will be postponed. 1

2 5. Signing On (NP) 5.1 On the day of the RACE & prior to 1015 all vessels shall contact DBCYA Start Trailer on VHF 73 to sign on. The DBCYA Start Trailer will be open & on station from DBCYA Start Trailer will conduct a time check for all vessels at 1030 on the day of the start. 6. Schedule of Warning Signals & Division Flags 6.1 Scheduled start times for each division are as below. 11:00 Division 1 11:05 Division 2 11:10 Division Division Flags for each division are as per below. Course & Distance 7.1 Start line - Stokes Hill Wharf, Darwin (Appendix 2) 7.2 Finish line - Amahusu, Ambon (Appendix 3) 8. Marks 8.1 Marks of the course are; The pin mark on the start line, The start flag position on the start trailer/vessel, The pin mark on the finish line, The eastern corner of the wharf in Ambon 9. Race Briefing 9.1 The RACE Briefing will be held at 1800 on Tuesday 31st Dinah Beach Yacht Club. 9.2 Skippers and crew are encouraged to attend. 10. Indemnity Form (Appendix 4) Skippers will be required to sign a DBCYA RACE Indemnity Form at RACE Briefing. Failure to complete the form prior to starting will result in the vessel being declared Did Not Compete (DNC). 11. The Start 11.1 The RACE will start on 4th August The starting line will be between an orange flag on the Dinah Beach Start Trailer located on Stokes Hill Wharf and an orange buoy placed approximately 300m south east of the wharf In the event that a ship is docked on the wharf the start line may be moved 11.4 The RACE will be started by using RRS 26 with the warning signal made 5 minutes before the starting signal (Div1 only) The RACE shall be started by using the following signals. Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded. 2

3 Minutes before start signal Visual signal Sound signal Meaning 5 Division flag - up One Warning signal 4 P flag -up One Preparatory signal 1 P flag - down One long One minute 0 Division flag - down One Start 11.6 The warning signal for each succeeding division shall be made with the starting signal of the preceding division If using an engine to approach the Start Line after the warning signal, vessels MUST complete a 360⁰ turn after stopping the engine, BEFORE proceeding to sail across Start Line at the beginning of the Race. This action is to be relayed to the Officer of the Day (OOD) at the first opportunity by Radio on VHF Vessels whose warning signal has not been made shall avoid the starting area (NP) A vessel that arrives at the starting area later than 60 minutes after her starting signal will be scored Did Not Start (DNS) If the RACE is Postponed or Abandoned, in addition to SI 4.2, a broadcast will be made on VHF 73 and repeated as necessary. 12. Recalls 12.1 Individual Recall (changes RRS 29.1) If any part of a vessel s hull, crew or equipment is on the course side of the starting line in the last minute prior to her starting signal, and she is identified, the RACE Committee will attempt to call her on VHF 73 after the starting signal. Failure to make a broadcast will not be grounds for a request for redress All vessels recalled for starting prior to the official start time will return to the starting line after rounding the seaward mark. Vessels just turning around and dipping the line will be awarded a Did Not Start (DNS) After the warning signal, if a vessel crosses the starting line and is OCS at the starting signal and fails to return and start correctly, she shall receive a two hour penalty added to her elapsed time General Recall When at the starting signal the race committee is unable to identify boats that are on the course side of the starting line or to which RRS30 applies, or there has been an error in the starting procedure, the race committee may signal a general recall (display the First Substitute with two sounds). The RACE Committee will then call GENERAL RECALL on VHF 73 to warn the fleet of a restart. The warning signal for a new start for the recalled division shall be made one minute after the First Substitute is removed (one sound), and the starts for any succeeding classes shall follow the new start. (Appendix 1) 13. Finish Line 13.1 The finishing line will be located to the Eastern side of the Ambon Harbour at a village called Amahusu. It is between the flagpole on eastern side of the wharf & a buoy indicated by a flashing strobe light approximately 100m from the sea wall ( S E). Please note that this is inside the mooring area Vessels shall leave the light / buoy to port Each vessel is required to record their finish time CST (Darwin time). In the event of a major discrepancy the Race Officer s time will be used. 3

4 15. Retiring 15.1 Vessels may change to Rally Division at any stage during the RACE. The RACE Committee should be notified of a change as soon as practical, before the vessel crosses the finish line When a vessel retires from the RACE it shall advise the RACE Committee at the first available opportunity, giving its position, reason for retirement, intended port of destination and ETA, together with any other relevant details. 16. Temporary Discontinuance (changes RRS 41, 42.1 and 45) 16.1 A vessel may, after starting, use its engine for propulsion purposes to assist with anchoring and berthing when: Taking shelter from extreme weather; or Disembarking sick or injured crew who will take no further part in the race (such crew shall not be replaced) or; Attempting repairs being undertaken wholly on board Crew intending to continue to race may go ashore solely for the purpose of making fast and shall immediately re-embark. No outside assistance shall be accepted by the vessel or the crew other than as provided in RRS A vessel complying with RRS 1.1 (Helping those in Danger) rendering assistance (except to its own crew), which sustains damage or depletes its stores, may accept outside assistance to make good the damage equipment or stores provided that such assistance shall not be provided over a cumulative period exceeding 24 hours in total All vessels may use their motors when rendering assistance to a vessel or crew in distress. The incident must be reported to the RACE Committee as soon as time permits. The vessel may re-join their Division if practical and the RACE Committee shall, where relevant, set a panel to adjust the time of the vessel rendering assistance so as not to disadvantage nor advantage that vessel All vessels may use their motor for propulsion when their vessel or crew is in imminent danger. The incident must be reported to the RACE Committee as soon as practical. The vessel may re-join their Division provided it does not place itself in a more favourable position whilst the motor is being used for propulsion. A panel set by the RACE Committee will adjudicate the validity of the incident and remedial action to re-join their Division. The panel may take no action, set a time penalty/reduction or re-assign the vessel to the Rally Division For the purpose of this sailing instruction a vessel s elapsed time shall continue to accrue and a vessel shall keep a record of her engine hours in her ship s log and provide it to the RACE Committee REDRESS INVOLVING RRS 1.1 In the event of a request for redress for loss of time being claimed under RRS 1.1 (Helping Those in Danger), whether the propulsion engine was used or not, the loss of time shall be supported by logged details of course changes, distances, times, etc. The logged details shall be submitted with the request for redress. 17. Protests & Requests for Redress 17.1 Protests and requests for redress shall be delivered to the Ambon Race Office within 12 hours after the protesting vessel finishes. Protest forms will be available at the Ambon Race Office (Appendix 6) 17.2 Breaches of instructions marked NP will not be grounds for a protest by a vessel (changes rule 60.1(a)) All protests will be heard and judged by an independent three-person panel appointed by the RACE Committee in Ambon. Their decision is final. 4

5 18. Divisions Division 1: IRC Racing Current IRC certificate. Yachts shall race under the RRS with AASSR Category 2 Safety Requirements. Division 2: Cruising Multihull Division 3: Cruising Monohull Motors for propulsion are not permitted. The use of auto-pilots for steerage is permissible. Division 4: Rally Engines are permitted. During the RACE, all Rally vessels must keep clear of any Div 1, 2 or 3 yachts. 19. Handicaps Division 2 & Division 3 Results will be decided by the application of Time Correction Factors (TCF s) as a multiplier of elapsed time. ORC Club, IRC and OMR methods of rating will be used for monohull and multihull respectively. DBCYA Wet Season Series handicaps may be taken into consideration where no rating certificate is supplied. A vessel s TCF will be determined by the RACE Committee or its nominee. The TCF will not be subject to protest or grounds for a request for redress (changes rules 60.1 and 62.1(a)). 21. Trophies & Prizes Trophies and prizes shall include; Line honours in Division 1, 2 & 3 1st, 2nd & 3rd in Division 1, 2 & 3 Commodores Trophy 22. Media - Additional Persons (NP) For media purposes only and with the prior approval of the RACE Committee, a vessel may carry additional persons on board from the warning signal until three hours after the starting signal. Such a person shall not participate in the sailing of the vessel. Such action will not form the basis of a protest or constitute grounds for redress (changes RRS 47.2 & 62.1). 23. Advertising - Vessels (NP) Advertising may be permitted on vessels from individual sponsors but provision for the RACE s major sponsor decals must be provided for and carried as specified by the RACE Committee. 5

6 24. Safety Requirements 24.1 Division 1 Safety Category 2 - as per the Australian Sailing Special Regulations Skippers must provide the RACE Committee with a current Equipment Audit Certificate, conducted within the last 12 months, before the start of the RACE Division 2, 3 & 4 DBCYA Safety Regulations (Appendix 7) as provided by the RACE Committee. The list is compiled from advice from experienced mariners, but it is not intended to be exhaustive or conclusive as it is accepted that each vessel is different. 25. Tracking Devices 25.1 Each participating yacht will be issued with a Tracker for the RACE at the Australian Outward Clearance on Friday 3rd August The YBT will be switched off when issued to each vessel. Please ensure your tracker is turned on by 1000 on RACE morning. Vessels failing to turn the device on will be scored a Did Not Start (DNS). 26. Radio Frequencies 26.1 The primary race frequencies for all traffic are VHF 73, 6516 & khz Ambon Race Office will monitor VHF 73 from 0600 on 6 th August until the last vessel has finished 27. Position Reporting (NP) Position reporting is opt in and all vessels must advise their participation at RACE Briefing. A vessels preferred method of reporting will be confirmed at RACE Briefing. 28. Disclaimer 28.1 Specific attention is drawn to RRS Fundamental Rule 4, which states: The responsibility for a vessels decision to participate in a race or to continue racing is hers alone 28.2 Competitors participate in the RACE entirely at their own risk. See rule 4, Decision to Race. It is the skipper s sole responsibility to decide whether to enter, start or retire from the RACE. The RACE Committee will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the RACE. I particularly acknowledge and agree that I am fully responsible for the care and safety of myself and all crew on my vessel at all times while participating in the RACE. 4. I acknowledge that some of the activities that I, my crew and/or the minor/s may undertake or become involved with during the RACE are by their nature hazardous. 5. I acknowledge and agree that except to the extent provided in any legislation implying non-excludable conditions and/or warranties into any contract between me and the Association, neither the Association nor any of its members, committees, committee members, employees, agents, subcontractors, nor the Organizing Committee, shall be liable to me, my crew or the minor/s in respect of any loss or damage of any kind arising out of or in any way connected with my participating in the RACE or any of the activities conducted in association with or as part of the RACE, whether as a result of the negligence of any person or otherwise including, without limiting the generality of the foregoing, any liability for or in respect of the death of or personal injury to me or to the minor/s or any other person or any damage to property belonging to me or my crew or to any other person. 6. I acknowledge and agree that the Association's liability for breach of any warranty or condition implied by statute into any contract between me and the Association shall be limited: - a. in the case of any services supplied by the Association, to the supplying of the services again or payment of the cost of having the services supplied again (at the option of the Association); and b. in the case of any goods the replacement of the goods, the supply of equivalent goods or the payment of the cost of replacement of or acquiring equivalent goods (at the option of the Association). 7. On behalf of myself and my crew I agree to release and indemnify and to keep indemnified the Association and any of its members, committees, committee members, employees, agents, subcontractors and the Organizing Committee from all liabilities arising out of or in any way connected with my taking part in the RACE and/or myself or my crew participating in any activities relating in any way to the RACE (with the exception of any liability for any breach by the Association of any non- excludable condition and/or warranty implied by statute) including, without limiting the generality of the foregoing, any liability for and in respect of the death of or personal injury to me or my crew or any other person or any damage to property belonging to me or to any other person.
