RULES SAILING INSTRUCTIONS CYPRUS - ISRAEL Regatta 4 12 October 2017 (Official Revision 1.3) The CYPRUS ISRAEL Regatta 2017 will be governed by: ISAF Racing Rules of Sailing (RRS) ORC Club, ORC Rules 2017 ISAF Offshore Special Regulations The Event is classified as ISAF Offshore Category 2 with life raft compulsory. VHF channels 16 and 72 are mandatory. From sunset to sunrise, the 1972 International Rules for Preventing Collisions at Sea as amended replace RRS, Part 2 Right of Way Rules The Notice of Race and the Sailing Instructions and their amendments. The English text of all documents shall prevail. No national prescriptions apply. 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the Officials Notice Board located at the berthing area. In Larnaca, the Official Notice Board will be located at the marina administrative building. 3. CHANGES TO THE SAILING INSTRUCTIONS 3.1 Any change to the sailing Instructions will be posted on the official notice board, 1 ½ hours before the scheduled start of the race on the day it will take effect. 3.2 Any changes in the schedule of the race will be posted by 21:00 hrs on the day before it will take effect. 3.3 It is upon each boat to be informed for any notice or any change to the Sailing Instructions.

SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed: At Larnaca, at the race committee boat. 4.2 When a flag AP is displayed ashore with 2 sound signals (1 when flag comes down) then The race is postponed. The warning signal won't be given less than 30 minutes after the flag AP is lowered. 5. SCHEDULE OF RACES - COURSES st RACE: Coastal (Limassol Marina Zygi) Start: Course: Distance: From St. Raphael Marina, Saturday 7 th October 2017 The warning signal will be given at 11:55 Limassol Marina Zygi (Fishing shelter & Marina) 18 N.M. approx nd RACE: Coastal (Zygi - Larnaca Marina) Start: From Zygi, Sunday 8 th October 2017 The warning signal will be given at 10:55 Course: Zygi (Fishing shelter & Marina)- Larnaca Marina Distance: 25 N.M. approx rd RACE: LARNACA TEL AVIV Start: From Larnaca Marina, Tuesday 10 th October 2017 The warning signal will be given at 10:55 Course: Larnaca Marina Gates as mentioned in S.I. 6.3 Tel Aviv Marina Distance: 185 N.M. approx. 6. COURSE RESTRICTIONS st Race: Coastal (St Raphael Marina Zygi) The course is: Start Mark (1) - Mark (2) Finish (3) (Diagram 1); Mark (1) to be left to Port, Mark (2) to be left to starboard nd Race: Coastal (Zygi - Larnaca Marina) The course is: Start (A) Mark (B) Finish (C) (Diagram 2); Mark B to be left to Port rd RACE: LARNACA TEL AVIV Start Line: The Start line (A) will be between two Orange inflatable buoys, in the Larnaca Marina area. The Race Committee signal boat will be near the starboard end of the line. Then, rounding mark 1 approx. half a mile to the start line, which shall be left to Port. (Left to starboard when a green flag raised on the RC boat.) Then pass through the gates and cross one of the finish gates before it

3 time limit. See section 11.3 Each participant boat shell record the crossing of the finishing gate line by photo of the boat GPS including the GPS time (UTC!) and position. This photo will be submitted to the race committee. To No farther course restriction. 6.4 The Race committee reserves the right to change course and course restrictions with announcement posted before 1 ½ hours prior to the scheduled start of race. 7. ALTERNATIVE COURSE Left blank in purpose. 8. CLASS FLAGS No class flags required by participant. 9. THE START 9.1 Race will be started according R.R.S 26 Signal Flag & Sound Minutes before Start Warning Class Flag 5 1 Sound Preparatory P OR I OR 4 BLACK 1 Sound Last Minute P OR I OR BLACK 1 Sound 1 Start Class Flag 1 Sound A boat starting later than 30 minutes after the start signal will be scored Did Not Start. This changes R.R.S. A4 9.3 The decision of Race Committee to start or not start the race and the measurement of wind strength are not ground for request for redress. 9.4 All signals will be announced by VHF, channel 72. The broadcasting of the signals will be for informative purpose only. Omission or mistake throughout broadcasting of signals by VHF will not be ground for request for redress. (this changes RRS 60.1)

4 10. STARTING LINES st Race: Coastal (Limassol - Zygi) The Start line will be between the Committee Boat and an Orange inflatable buoy, in the St Raphael Marina area. The Race Committee signal boat will at the starboard end of the line nd Race: Coastal (Zygi - Larnaca) The Start line will be between the Committee Boat and an Orange inflatable buoy, in the Zygi (Fishing shelter & Marina) area. The Race Committee signal boat will be at the starboard end of the line rd RACE: LARNACA TEL AVIV The Start line will be between an orange flag on the Committee Boat and an Orange inflatable buoy, in the Larnaca Marina area. The Race Committee signal boat will be at the starboard end of the line The starting signals will be given from the Race Committee signal boat. The Race Committee s boats may use its engine in order to maintain their position. The line is always determined between the two Orange inflatable buoys and can be watched by a second race Committee boat. Race Committee boats will fly an orange flag with RC text on it Race Committee may move the starting line to a new position, due to lack of wind, bad weather conditions or unexpected sea traffic, displaying the L flag with one sound on the RC Signaling boat. 11. FINISHING LINES st Race: Coastal (Limassol - Zygi) The finishing line will be between the red light of Zygi Marina (the entrance of Zygi Fishing shelter & Marina) on port and an Orange inflatable buoys opposite the red light of Zygi Marina on starboard nd Race: Coastal (Zygi - Larnaca) The finishing line will be between two Orange inflatable buoys near Larnaca Marina entrance rd RACE: LARNACA TEL AVIV The finishing line will be any of the finishing gates (gate 1, gate2, gate 3, Tel Aviv finishing gate). Given the boat had crossed the finish gate prior to the time limits given in section Boats finishing at more southern finishing gate will be scored above the northern finishing boats After passing the finishing line at Tel Aviv all boats should sail to Herzliya Marina which is the port of entry. After Entry boats will sail to Tel Aviv Marina for mooring and the after race activities. 12. N E Tel Aviv West N E CHANGE OF COURSE For the Cyprus Israel Race, the race committee reserves the right to change course. Such change will be communicated to the participants if altered after start via VHF, Mobile Phone or Satphone or flag S near the gates. Each participant boat shell record the crossing of the gates line by photo of the boat GPS including the GPS time and position. This photo will be submitted to the race committee via orc@iyc.co.il 14. INDIVIDUAL RECALL 14.1 Individual recall will be given according to R.R.S A premature Starter has 30 minutes time limit to start properly The Race Committee will make an effort to announce on VHF the premature starters (boat s name or sail number) after the signal. Failure to do this will not be ground for request for redress. 15. GENERAL RECALL 16. TIME General recall will be given according to R.R.S The race times and time limits mentioned in these Sailing Instructions are the official Cyprus local time (UTC +3 Hrs.). All other times are local time. 17. WEATHER

6 Effort will be made to provide weather information prior to the race 18. GROUPING OF BOATS The Race Committee reserves the right to group the boats in one group or divide the fleet into several groups. Such grouping will be posted on the notice board prior to race. 19. TIME LIMITS 19.1 Gate 1 time limit 11 October 12:00 Gate 2 time limit 11 October 21:00 Gate 3 time limit 12 October 04:00 Tel Aviv Finish time limit 12 October 13: To finish the race, participant boat needs to pass through at least one of the above gates from north to south before the gate time limit. 20. SYSTEM TO APPLY Time on time Offshore will apply. The Race committee may use Time On Time wind specific rating (low, medium, high) 21. INFRINGEMENT OF RULES DECLARATION In case of infringement by a boat of any rule mentioned in the Notice of Race or these Sailing Instructions during the race, the person in charge must declare it, no later than 2 hours after the finish of the boat by writing to the race office. 22. PROTESTS AND REQUEST FOR REDRESS 22.1 Protests will be submitted to the race office within 2 hours after finish To facilitate the receipt of protests, contact the race Committee through VHF 72 or call Easy Swissa or Adonis Kalopetrides The same time limit also applies to requests for redress. This changes RRS 61.3 and RRS Protests shall be written on special form available at the Race Office. Protest fee: 40 Euro 22.4 Protests shall be heard by Protest Committee on Sunday 8 th October 2017 at the Race Committee offices at Larnaca Marina and on Thursday 12 th October 2017 at the Race Committee offices at Tel Aviv Marina. The hearing may use teleconferencing methods such as SKYPE The Race committee or Protest committee will inform all persons in charge of the boats for the exact time of their protests hearing according to RRS 61.1(b)

7 22.6 A person in charge of a boat involved in a protest must arrange, on his own responsibility, the presence of their witnesses at the place of the hearing The Race committee or the Protest committee intending to submit protest against a participating boat according to RRS60.2(a) or RSS 60.3(a) for an incident noticed at the racing area, are obligated to inform immediately with a notice in the official notice board after the finish of the race with the protest time limit of the last boat. 23 ENGINES 23.1 Engines should be switched off before the preparatory Signal (four minutes before start) Use of engines for battery charging is allowed after start. Use of engine for propulsion is forbidden. Each engine use for propulsion must be declared on VHF to the race Committee, at the starting and the end of the use recording the boat position. Also a written form, reporting the reason for use of engine, must be submitted no later than five hours after the boat finish. 24 ABANDOMENT OF RACE NATIONAL FLAGS 24.1 All boats retiring the race must inform as soon as possible the Race Committee, giving the following details: Sail Number Place of retirement Time of retirement Destination Harbor In case of retirement please contact the race committee: On VHF 72 or at mobile Easy Swissa , Adonis Kalopetrides or other Satphone numbers which may be provided in the skipper s meeting Courtesy Flag: Skippers are obliged to fly the Cyprus courtesy flag when they sail in the Republic of Cyprus waters, and fly Israeli courtesy flag when sail in Israeli waters at the right cross of their mast according to the nautical tradition. 25. COMMUNICATION BY VHF ELECTRONIC AIDS 25.1 During the race all boats are required to keep listening on VHF channel 72 during the race (dual watch) 25.2 Except when communication with the race committee, a boat while racing, shall not transmit or receive communication of any information not publically available to all boats participating. This amends RRS41. This also applies for the mobile phones Any Electronic aid is allowed.

MEASUREMENT CHECKS AND INSPECTION 27.1 Safety checks and inspection may be carried out in accordance to the ISAF and ORC prescriptions Every boat must be available on Friday October 6 th 13:00-17:00 hrs. with an available competent crew member Inspection will take place at the berthing area The racing committee reserves the right to inspect any boat without prior notice any time and at any place (land or sea) from 6th October 2016 to 13th October Each boat must hold a copy of its Rating Certificate 28. CHANGE IN THE CREW OR EQUIPMENT 28.1 The crew list can be modified till Friday 6th October 2017, 20:00 After this date, crew changes can be made only after written permission by the Race Committee, in a crew change form, at least 1 ½ hrs before the race start. 29. NAVIGATION AT NIGHT 29.1 From sunset to sunrise all boat must have all navigation lights ON according to the Regulations for Preventing of Collisions at Sea. The sails must in no way obstruct these lights.

SCORING SYSTEM 30.1 The low Point System will be used without a discard The CYPRUS - ISRAEL REGATTA 2017 winners are the winners of the offshore race Each race will be regarded as a separate race with prizes awarded both in Larnaca and Tel Aviv Trophies will be awarded according to the Notice of Race 31. PENALTIES - INFRINGEMENTS OF RULES 31.1 Two full turns Penalty will apply as in RRS A boat that had taken a penalty under RRS31.2 or RRS44.2 shall complete an acknowledgment form at the secretariat, within the protest limit In case of infringement of RRS 31.1 (touching the mark), the penalty will be according to RRS31.2 (one full turn penalty) 32. LIABILITY RELEASE 32.1 All participants of the CYPRUS - ISRAEL Regatta 2017 agree to conform to the International Sailing Regulations of ISAF (RRS ), the sailing Instructions, the Notice of race and any additional corrections to the sailing instructions All participants accept full responsibility for sailing ability of their boat, their rigging, their crew and their safety equipment. All participants also agree to undertake in full all responsibility for possible damage to third parties of their belongings, themselves or their belongings at shore or at sea in consequence to their participation in the race, excluding from liability IYC-the Israeli Yacht Club, BF- Famagusta District Sailing Club Begafigo, The Race Committee, The Protest Committee, any member involved with the race under any capacity and agree in full to be held liable for the conduct and attire of their crew, their representatives and their guests IYC-the Israeli Yacht Club, BF- Famagusta District Sailing Club Begafigo, the organizing committee, the Protest committee, the Race Committee and any other person involved in the organization of the CYPRUS - ISRAEL Regatta 2017, cannot be held liable for physical or material damage, injury or death or any other unforeseen circumstance, before during or after the race. At registration, the designated representative of each boat will be asked to sign a relevant declaration accepting this disclaimer of liability The safety and management of the boat, including third party insurance, is the sole responsibility of the owner/participant who must reassure that the boat is absolutely seaworthy and skippered by adequate in number and experience crew in good physical condition to

10 confront extreme weather conditions. The owner/participant who must reassure the good condition of the hull, the rigging and all boat s equipment. He must also reassure that all safety equipment is adequately maintained and the crew knows where it is kept and how to use We draw your attention to the fundamental rule RRS 4, Part 1 of the International Sailing Regulation of ISAF. Decision to participate in a race. 33. INSURANCE All boats participating in the CYPRUS - ISRAEL Regatta 2017 shall be insured with valid third party insurance liability coverage of at least US$500, RIGHTS TO USE NAME AND LIKENESS By participating in the CYPRUS - ISRAEL Regatta 2017, all participants automatically grant to the Organizing authority and sponsors the right in perpetuity, to make, use and show, at their own discretion, any motion pictures and live, taped or filmed television and other reproduction of him/her during the period of the competition and after without compensation. The names of the participants and curriculum material can also be used or reproduced in any known way. 35. PRIZE GIVING CEREMONY The Prize giving ceremonies of the CYPRUS - ISRAEL Regatta 2017 will take place as follows: -1 st Race: Coastal (Limassol Marina Zygi) At Zygi, on Saturday 7 th October 2017, 20:00 hrs. at Zygi fishing shelter & Marina. -2 nd Race: Coastal (Zygi - Larnaca) In Larnaca, on Sunday the 8 th October 2017, 19:30 hrs. at the Old Castle of Larnaca. -3 rd RACE: LARNACA TEL AVIV In Tel Aviv, on Thursday the 13 th October 2017, 20:00 (Israel Time) hrs at the north deck of Atarim Marina Tel Aviv. 36.
