2 RISK STATEMENT Powerboat Racing is by its nature a dangerous sport and therefore inherently involves an element of risk. However, I understand that having good knowledge of the rules and ensuring that my equipment is in good working order will help to minimise risks. By participating in or becoming involved with this event either as a participant, team member or otherwise individuals agree and acknowledge that: i. they are aware of the inherent risk involved in the sport and accept responsibility for exposing themselves to such inherent risk, including risks to their person, their property, drowning, hypothermia, collision, injuries burns and other physical injuries as well as possible death ii. they have satisfied themselves that they have the necessary skill and knowledge to take part in the event and deal with the conditions that may arise in the course of a race iii. they will not participate in the event whilst under the undue influence of alcohol, drugs or whilst otherwise unfit to participate iv. they are responsible for the safety of themselves, their crew, their boat and their property whether afloat or ashore and that the management of their boat including insurance is solely their responsibility v. scrutineering does not constitute a condition survey of the boat and it is solely their responsibility to decide whether or not to start or to continue in any powerboat race vi. ensuring the efficiency and suitability of the helmets and racing vests worn is solely their responsibility vii. the provision of a race management team, patrol boats and other volunteers by the event organisers does not relieve them of their responsibilities viii.the provision of patrol boat cover is limited to such assistance particularly in extreme weather conditions as can be practically provided in the circumstances ix. to be bound by the conditions of the Race Entry Form, Racing Instructions / Advance Programmes and the General Competition Rules x. they will accept the decisions of the organising committee and officials nominated by the organising committee xi. they understand that is their responsibility to ensure that the event has suitable insurance cover in place before participating and it is also their responsibility to ensure that they familiarise themselves with event Risk Assessments & Race Instructions / Advance Programmes and bulletins before participating.! 2 of! 17
3 INDEMNITY Participants in the event will be required on signing on to the event to save harmless and keep indemnified: a. The owners of the premises at which the event is held; b. The organisers, the sponsors and UKOPRA and their respective officials, servants and agents; and, c. The other boat owners, drivers passengers or mechanics engaged in the meeting (together with the Indemnified Parties ) AGAINST all actions, claims, costs, expenses and demands in respect of loss of or damage to the property of or personal injury sustained to the Indemnified Parties to the extent caused by the participants, their crew, their boat, their mechanics, support team, representatives or agents. IMPORTANT NOTE: Persons under the age of 18 must have written authority signed by either a Parent or a Guardian. THE RESPONSIBILITY FOR A COMPETITORS DECISION TO PARTICIPATE IN A RACE OR TO CONTINUE RACING IS THEIRS ALONE COMPETITORS RESPONSIBILITY Competitors must read the Risk Statement and Indemnity at the front of these race instructions (page 1 & 2) as well as the safety information at the back. By signing the race entry form and the official signing on form at the event all competitors are bound by the rules contained in UKOPRA rules. It is the competitor s sole responsibility to decide whether or not to start or continue in a race once passed scrutineering. All competitors must read and fully understand the rules relating to start procedures, overtaking rules, flag procedures, collision regulations and emergency assistance procedures. 11 KEY LOCATIONS: DRY PITS - Ponsharden Marina also known as Rustlers Slipway TR10 8AB WET PITS - Pendenis Marina, Tinners Walk, Falmouth TR11 3YL ALL BRIEFINGS: Maritime Museum, Falmouth TR10 8AB PODIUM - Events Square Falmouth, TR10 8AB RACE ADMINISTRATION AND REGISTRATION On arrival after parking your boat at the dry pits, all crew members must report immediately to the Race Administration which is located at Ponsharden Boatyard race truck. Race administration contact details during the event are: Paul Mitchell All crew members must produce the documentation required under their Class Rules and sign the indemnity form. Crews not in possession of the correct paperwork will not be allowed to race. PIT AREAS, PARKING & SPECIAL CONDITIONS Competitors are reminded that no transfer of fuel is permitted in the pit areas or launching areas. Smoking is prohibited in the dry and wet pits, and the launching area. These rules must be adhered to at all times; offenders will be penalised. Parking for trailers and cars will be available at Ponsharden boatyard but is not provided at any other location. BERTHING Guard boats, Guests & Marshalls - Pendenis Marina unless instructed otherwise. ADMINISTRATION SIGNING IN AND SIGNING OFF Ponsharden Marina - Race Truck & Gazebo All race notices will also be posted at this location and at Pendenis Marina Wet Pits WEATHER BRIEFING - IF REQUIRED 8am Saturday at Maritime Museum BRIEFINGS - DRIVER - SAFETY - MARSHALL WORKING CHANNEL will VHF CHANNEL M2. All briefings will be held in the Maritime Museum, Events Square, Falmouth - adjacent to the wet pits.! 11 of! 17

13 RULES AND REGULATIONS The race/s will be run under current rules as stated by UKOPRA together with these Race Instructions and any other instructions issued before or at Drivers' Briefings or in Race Bulletins. The Organisers reserve the right to change these Instructions at any time for safety reasons, provided that any change will be in accordance with the current rules. Any changes will be notified to competitors in a Race Bulletin and, if possible, announced at Drivers Briefing. Any infringement of the Rules or of the Race Instructions, or instructions issued at Drivers' Briefings or in race Bulletins may lead to disqualification or other penalties being applied by the organising club. Organisers have the right to refuse any boat which they consider unsuitable and/or which does not conform to the requirements of the present Rules. The Organisers may cancel or postpone the event or a race at any time in the event of bad weather, equipment failure or otherwise. The entry fee is not refundable. PRE-RACE SCRUTINEERING Pre-race scrutineering will take place in accordance with Class specific rules LAUNCHING Launching is the boat crew s responsibility and should not be undertaken before scrutineering, unless otherwise stated. All class specific rules governing launching and recovery apply at all times. TRAVEL HOIST LAUNCHING AND RECOVERY: All competitors are reminded to comply with Class Rules regarding lifting points, eyes and lifting strops. Note: Special lifting strops are used by the hoist. DRIVERS BRIEFING Mandatory Drivers Briefing will take place at Maritime Museum, Falmouth Signing-in will commence 20 minutes before the Briefing. All crew for each race boat must sign in to the briefing by the start time and attend the entire briefing. A Roll Call may be held.. Penalty for absence may be disqualification from starting the race or other penalties as defined in Class Rules or by the race organisers. Breathalyser and/or Drug tests may be given. The start of drivers briefing marks the end of the eligibility protest period and the Jury members will be introduced NOISE AND SPEED RESTRICTIONS Competitors must obey all local regulations and Bye Laws relating to excessive speed and noise. All competitors are requested to refrain from starting their engines unless absolutely necessary before proceeding to the race or official practice sessions. Failure to observe local regulations will result in penalties being applied. START PROCEDURE This race will use a ROLLING start. Full details of the starting procedure will be given at Drivers Briefing. See Appendix. COURSE DETAILS The course has been drawn from NV CHARTS EDITION 2016 UK1 The schematic drawing of the course in these Race Instructions is provided for competitors assistance and should not to be used as a chart for navigational purposes. Course Marks: A full description of each course mark will be given at drivers briefing, including the start run and any Exclusion Zones. Trackers: Trackers are issued by Yellow brick and will be issued at signing on. Teams must active them as instructed and return their devices on return to the pits. Failure to do so will be result in a replacement fee payable to Yellow bricks. Launching on slipway: Competitors are reminded to comply with all local regulations concerning the use of the slipway. Details of the marshalling area and procedures will be given at drivers briefing.! 13 of! 17

Racing rules can be found at IPRC in conjunction with the OOD, Safety Officer and Scrutineers have the right to refuse any boat which they consider unsuitable and/or which does not conform to the requirements of the present Rules. IPRC, the OOD and Safety Officer reserve the right to change these Instructions at any time for safety reasons, provided that any change will be in accordance with the current rules. Any changes will be notified to competitors in a Race Bulletin and, if possible, announced at Drivers Briefing. Licences: All competitors will be required to hold an UKOPRA Offshore Powerboat Racing licence. Licence application forms can be found at All race boats must be registered with UKOPRA who will complete an electronic Logbook. Competitors not correctly registered will not be allowed to race. Class rules requiring Immersion Certificates and/or Sea Survival and First Aid must produce valid evidence at Signing On. Entries: An online entry can be found at with payment details.! 14 of! 17
15 Trophies: Trophies will be awarded to 1st, 2nd and 3rd in Marathon and Class 3. Competitors Responsibility: Competitors must read the Risk Statement and Indemnity at the front of these race instructions as well as the safety information at the back. By signing the race entry form and the official signing on form at the event all competitors must be aware of: a). Collision regulations, SOLAS regulations. b) Start procedures c) Overtaking rules d) Flag procedures e) Emergency assist procedures f) Responsible for the choice and fit of helmet. g) The choice and efficiency of a racing vest being the sole responsibility of the wearer. Competitors are reminded that Safety takes precedence over racing at all times.! 15 of! 17
16 APPENDIX:! Course Notes: Teams are expected to prepare their own course notes and navigational instructions The IPRC has informed the Falmouth Harbour Commission, MCA and RNLI of the race and tracking devices will assist in any recovery that may be required. However teams should be capable of all sea survival techniques and methods of requesting assistance The IPRC will assume all entrants are certified and have provided the required documentation and have completed the required training which is valid and up to date The IPRC cannot and will not be held liable for teams who fail to comply with the rules or who are incapable of safe racing In the event of a dispute the on board tracker will be used as the final verification of locations and correct navigation. Teams must pass within the parameters set on the race instructions unless in danger or because of unforeseen navigational hazards Failure to do so will result in a 3 minute penalty for the first missed mark, 5 minutes for the second and 10 minutes for each subsequent missed mark Coordinates for waypoints are as stated above: (NB these may vary according to conditions. Full details will be reconfirmed at Drivers Briefing) Boats are responsible for maintaining sufficient water depth for their craft and any craft running aground will be disqualified. Craft which do run aground and require assistance are required to fix it themselves. The IPRC is not responsible for any failures of seamanship. We highly recommend teams take out their own insurances THE IPRC WILL NOT BE LIABLE IN THE EVENT OF DEATH OR ACCIDENT! 16 of! 17
17 Start Procedure UKOPRA rules During the start run for both races, all race boats should follow the Start Boat forming up in line abreast on the Start Boat s port quarter whilst remaining at least 30 meters behind the Start boat and observing a safe spreading distance of at least 3 meters between boats. No boat shall run directly behind the stern of the start boat. A boat that is in the muster area, but is unable to start for any reason must not interfere with the start. Late starters are only permitted within the time limit shown in the relevant Appendix and then only at the discretion of the OOD. Penalties for infringing rules will be posted in Race Bulletins! 17 of! 17
