2 COMMODORE S COMMENTS As summer comes to a close, the Fall quarter takes on new meaning here at Harbor Island Yacht Club as we begin our first billing online. This comment section will be devoted to this process. Also published in this Anchorline is an updated version of the HIYC Boat Policy. Hopefully, as a living document, this Boat Policy will provide guidelines for active sailboat enjoyment at our club for many years to come. The third option of paying your dues is not made online, but through the same method we have always used: conventional payment by personal check and a stamped envelope. You may choose this method upon receipt of your initial ed invoice. Keep in mind, your dues payment will still be due the 1st day of each Quarter: (1st day of January, April, July, and October) As we move to online billing and payment, please be patient with us. We know mistakes will be made initially. Over time, we hope the process makes payment of your dues easier and more convenient than ever before.

5 Todd, Jennifer, and Jacob Malone New members Todd and Jennifer are outdoor enthusiasts who are refusing to grow old. Some of the activities they enjoy are hiking, paddleboarding, snorkeling, and sailing. Though we are still learning the basics of sailing, we have enjoyed some hands on learning opportunities crewing for others and now in learning to sail our Force 5 and Newport boats. Todd grew up in Mount Juliet and moved away from middle TN when he joined the Air Force. He is a graduate from MTSU and is an established insurance agent with Zander Insurance. Jennifer grew up in Plant City, Florida (just outside of Tampa). She relocated to Tennessee in She has worked in the insurance industry for 16 years and is an underwriter for Liberty Mutual. Jacob is a junior at Mount Juliet High School where he is involved in the Marine Core JROTC program. He has aspirations of joining the Navy after graduation and later becoming an Electrical Engineer. Stuart Estes Phillip and Kim Lacy Hello HIYC! Thank you for welcoming me to the club! A little about me: I was born here in Nashville, grew up/went to school in Florida (Go Gators!), and recently moved back to live next to my parents. I've been a pediatric nurse for 17 years and currently working at Vanderbilt Children's Emergency room. While living in the US Virgin Islands in 2015 as a travel nurse, I became hooked on sailing starting with a hobie cat, then went to a sailing school in San Francisco with my next travel assignment later that year and loving it since! Looking to make new friends and welcome any opportunity to help crew, maintain, and further expand this lovely club! Thank you again for being so welcoming, warm, and friendly! Phillip and Kim have been married since They moved from Louisville, KY to Tennessee in Phillip came from Chincoteague, VA to Miami, FL to Louisville then on to TN while Kim was raised in southern KY before moving to Louisville. They have 3 dogs, Dexter, Pepper and Willy Foster. Phillip is the director of media arts at the Art Institute-Nashville and Kim works in radiology. Both have had minimal sailing experience but loved it and jumped at the chance when a small sailboat was for sale. They are looking forward to becoming more experienced and getting to enjoy time with new people. They love being on the water in all forms. Kim enjoys kayaking, attempting to restore furniture and community service and Phillip enjoys playing guitar, movies and reading.

6 Race Results Yazoo Summer Regatta June 24, 2017 Our sponsor Yazoo Brewing Company provided a keg of their finest along with caps, glasses, drink cover, key chain bottle openers and other goodies for prizes. We had 9 boats sign up and 8 finished. Though the wind became light at times, we had enough wind to complete the 8 mile course. The Order of finish was not entirely unexpected. The first two boats to finish were lighter boats that flew spinnakers, with Paul Latour first in the S2 7.9 followed by Rick Fielder in the J-30. However, the next to finish was the smallest boat in the race, Rafael Ablamowicz in the Seafarer 23. Great job Rafael. The order of finish for the remaining boats was: Rob McDonald, Nelson Marek 36; Brock Short, Juneau 349; Gene Lovelace, Beneteau 32.5; Howard Toole, S and Jerry Rudden, Catalina 27. Jerry and Jeanne Rudden received the perseverance award for being on the water the longest. The sailors enjoyed the beer, Yazoo goodies and popcorn (provided by Tim Naeser) chips and nuts, and good conversation after the race. We had enough Yazoo bling for everyone who sailed to receive some prize. 7 NOTICE OF RACE Lotsa Lasers September 23 & 24, 2017 Harbor Island Yacht Club invites you to sail in the forty-second annual Lotsa Lasers Regatta on Old Hickory Lake September 23-24, We plan short-course races following three-minute starting sequences governed by the rules as defined in The Racing Rules of Sailing with changes made to RRS 29.1 (Individual Recalls will be hailed), A2 (Scoring to exclude a throw out if six or more races are completed) and 67 with respect to 42 (Propulsion will result in an excludable disqualification) as detailed in the sailing instructions. These may be reviewed at the website, along with directions and weather. Breakfast and lunches will be provided and there will be a lasagna dinner Saturday night. And there will be awards...for the top three juniors (age 17 and under) and for the top new junior (sailing in a district Laser regatta for the first time)...for the first lady...apprentice master (35-44), master (45-54), grand master (55-64), great grand master (65 and over), featherweight (under 60 kg), Clydesdale (over 80 kg)...and for the top four finishers overall. All will be eligible for the dreaded MOP (middle of the pack) and for the highly prized Bookend Award (presented to the skipper who starts in every race and finishes with the highest point total). Radials will compete as a separate class for top three awards. The registration fee will be $35 which includes lunches Saturday and Sunday, dinner Saturday night and breakfast Sunday morning. Juniors will also receive a $10 discount. Saturday only sailors fee is $20. Sunday only sailors fee is $15. If you plan to arrive Friday night, you will need to call to obtain the combination to the gate across the causeway. 8 Harbor Island Yacht Club Member Boat Policy August 2017 I. Overview. A. HIYC is a sailboat club. The Club owns and operates several power boats solely for the purpose of promoting sailing. The flagship boat (BobnJack at this time) and designated race committee boats are to be used for the purpose of Race Committee and regatta management, mooring fleet work, and/or as a rescue boat as needed. Mooring tenders are for the sole use of the mooring fleet, harbor maintenance, and/or regatta management as needed. These club owned boats are not for member pleasure boating, swimming, fishing, or other off-site purpose. Canoes and kayaks must be stored on owners sailboats, slip fingers (if OKd by the Dock Admiral), or taken home when not in use. B. No power boats or power boat trailers are to be stored at HIYC unless authorized by permission of the Board as part of regatta or sail camp management purposes. A power boat used in such activity must be removed from HIYC immediately within 48 hours upon the cessation of said activity. Members may launch power boats for pleasure use but they must be removed from HIYC same day. Harbor Islanders have a long standing understanding that they may use our ramp to launch their boats but cannot leave trailers on HIYC property. C. All sailing vessels: keel, dingy, sailboard, trailered, water-stored, or otherwise, must be tagged with ownership and registered on file with the Harbor Master. No sailing vessel can be brought to HIYC without being approved by the Board thru the Rear Commodore. D. Docks and moorings are the property of HIYC, irrespective of how their construction and maintenance may be financed. E. Members seniority coupled with boat size are the primary criteria for slip/mooring assignments. F. With the exception of the following grandfathered boats, no boats exceeding any one of these dimensions (per manufacturer specs) will be permitted a permanent slip or mooring in the Harbor: 1. 12,000 pounds displacement feet length over all foot beam 4. If a grandfathered boat changes ownership, it must leave HIYC. If, however, the new owner is a continuing Full Active Member in good standing, and can be assigned a permanent slip or mooring that the Dock Admiral or Harbor Master agrees is adequate for that boat, and with full Board approval for the boat to stay at HIYC; then the boat can continue grandfathered status at HIYC. (August 18, 2015, Board Mtg.) 5. Once a grandfathered boat leaves HIYC and the owner relocates permanent residency beyond 200 miles, the boat relinquishes its privilege to being labeled as grandfathered and cannot return to HIYC. G. Each Dock and the Mooring Fleet may have its own financing and maintenance funding policies as agreed to by its members and approved by the Board. See Part II Maintenance, Section E: Maintenance Fund. (August 18, 2015, Board Mtg.) II. Maintenance - Each dock and mooring will be maintained to standards set by the Board of Governors and all Tn. State Fire Marshall Codes for marina electrical installations. These standards shall be maintained by the respective Dock Admirals (or Mooring Fleet Admiral) elected by its members. If at any time a dock is unsuccessful in fulfilling these obligations within a timely manner

9 as needed, the Board may assign a new dock Admiral for that dock. All utility repairs/maintenance expenses are the sole responsibility of each respective dock downstream of electric MTEMC meters and water junction turnoffs. A. Docks, moorings and their electrical and plumbing systems will be inspected annually by the Dock Admiral and Commodore who will report on its safety, security, and integrity. In accordance to the TN State Fire Marshall s recommendation, Dock Admirals are to keep a monthly log of testing each slip s GFI breaker for their dock and present the log to the Rear Commodore at the RC s annual meeting of Dock Admirals. B. Anchors/Chains/Systems will be inspected every other year, if older than five years by a qualified diver. C. Written records of inspections to be provided to the Board and dock members annually. Records should include: Dates of inspections; names of inspectors; observations including immediate, developing, and future concerns; date, description, and cost of all maintenance performed; and record of meeting (minutes or notes). D. At meeting with Board, Dock Admiral should be prepared to answer questions concerning: 1. Funds on hand for emergencies; life expectancy of Dock 2. Major repairs needed in next five years and how they will be funded; 3. Status of derelict (non-usable) boats on dock; boat compliance with local and state registration requirements; 4. Confirmation of required insurance coverage by dock/mooring fleet members 5. Dock member responsible for checking the dock after storms and flood conditions. (include this information in a report presented with multiple copies) 6. Dock records should specifically include a maintenance schedule for replacement of anchors, chains/ropes, and anticipated time of replacement (replace before they break) E. Maintenance Fund - Each dock and the mooring fleet must have a fund from which maintenance and utilities are paid and may include reserves for dock replacement or repairs. The maintenance fee will be set by each Dock s or Mooring Fleet Members by majority vote and should be based upon the projected expenses of the dock and enough to provide a reasonable contingency reserve. Each member with an assigned permanent slip or space must promptly pay his share of the maintenance assessment to the individual dock maintenance fund, or be subject to eviction from the space by order of the Board of Governors. So long as there is no appeal to the Board and the maintenance work is properly done, the Board has no intention of being involved with maintenance fund activities. A ceiling of $500 has been approved for each dock s initial, one time maintenance fee for future permanent slip assignees. F. There shall be no third party replacement dock funds. These have been deemed as unconstitutional for all original dock investors based on the HIYC by-laws. The Board has deemed any dock replacement funds so designated to be returned to those individual dock investors/payees into any said fund. The Board has deemed dock replacement money as an individual cost based on a member s club seniority and the desire to do so, not as a front-loaded dock fund from participating dock occupants. (July 14, 2015, Board Mtg.) G. Insurance. The Club will maintain liability insurance coverage for club property only using general funds of the Club. Individual docks may procure casualty insurance coverage for their dock provided they and not the Club provide funding. III. Rights to Dock Space and Moorings - Only the Board of Governors has the authority to assign or reassign dock and mooring space. Harbor Island Yacht Club owns all private docks. Club members who have provided funds for the construction of the docks or those who have purchased their unamortized equity are not the dock or slip owners. However, when they relinquish their slip to the Club, they have the right to recover that portion of their investment, which is not yet amortized. Each Dock may have its own amortization arrangement. A. Reassignment of a Dock Space - When dock space becomes available for reassignment for any reason, the new user will be selected on the basis of HIYC seniority and boat size. If the space has an unamortized amount of construction expense remaining, the new user will pay to the Dock Admiral or Dock Treasurer the pro-rata amount of the original constructions cost, based on a schedule set by the Dock members when the dock was built or re-built. The Dock Admiral will

10 notify the HIYC Treasurer of the receipt of the monies. The Treasurer will determine if there is any indebtedness to the Club by the former user which will be forwarded to the HIYC Treasurer and then deliver the remainder of the funds to the former user to partially compensate him for the original construction costs. If the age of the dock space is older than the Board approved amortization period, there will be no compensation paid The annual maintenance fund assessment for the dock space for the year of transfer will be pro-rated between the new and old user. Subject to appeal to the Board, a Dock Admiral may refuse to accept or may evict a boat from his dock, should that boat pose a significant hazard or undue burden upon the dock, to other boats or dock users. B. Eviction from Dock Spaces is subject to appeal to the Board - No assigned user will be evicted from a dock space except for (1) failure to fulfill dock maintenance obligations and/or Club obligations, [Club obligations include adherence to all HIYC policies such as club pet leash policy; single keel-boat ownership; payment of all dues, fines, or fees on time; boat insurance and registration policy, Board directives on land use, etc.] (2) use of the dock space for a power boat, (3) absence more than six months without Board approval, (4) creation of a significant hazard to safety, (5)unauthorized sailboat swap with any affiliate/charity organization s boat; (6) termination of HIYC membership, or (7) the kind of misconduct specified in Article VIII of the HIYC Constitution. An eviction can be mitigated by the Board at any time and is not dependent upon an appeal. C. Rental of Dock Spaces Prohibited - The slip user may not rent a space on any dock to another club member or collect any form of compensation for use of the space. There shall be no fees associated with temporary occupancy in any slip other than actual electrical power usage by said temporary occupant. All maintenance fees are the responsibility of the Permanent Slip Holder, whether currently occupying the slip or not. (July 14, 2015, Board Mtg.) D. Board s Annual Registry of Dock Assignments and Moorings - Each year, during February, the HIYC Rear Commodore will compile a list of current permanent and temporary dock and mooring assignments. Throughout the year, the Rear Commodore will maintain updated lists, which will be available upon request of any HIYC member, and posted in the HIYC Clubhouse to provide public announcement and exposure of all slip assignments. E. Temporary Absence - A permanent dock space user may take his boat away from HIYC for a six month period without losing his rights to the space provided he maintain Full Active membership in HIYC. His slip will then be held in Temporary Status and be assigned temporarily based on the HIYC official wait list by seniority. Assessments for the Dock s maintenance fund will be specific to each Dock. The assigned permanent user cannot collect compensation of any sort from the temporary user. If the assigned user is gone only briefly, he may offer the space to any HIYC member for up to one month after the date he vacates the space. If he is gone over a month, he must notify the Board (or if he does not, the Dock Admiral must notify the Board), and the Board will assign as a temporary user, the most senior applicant on the temporary slip waiting list. A permanent slip user may not subvert the one-month absence limits by moving his boat in and out of the slip periodically in a manner, which would affect an extension of these limits. F. Should an assigned permanent user desire to vacate his slip for longer than six months without losing his rights to the dock space, he must apply to the Board, which has the authority, but not the obligation to grant such an extension beyond six months. If a space is assigned for temporary use and then the permanent user gives up that space, the space will be reassigned to a new permanent user on the basis of seniority and boat size. G. Joint Ownership and Dock Space - Two or more members jointly owning a boat, will not be allowed to trump the seniority system. Joint owners seeking dock space will use the seniority number of the less senior joint owner (unless the more senior joint owner has owned the boat for at least one year). A dock occupant who disposes of his boat and seeks to keep his dock space by buying a joint interest in a boat owned by a less senior member will lose the dock space and may then apply for it based upon the seniority of the less senior joint owner along with other applicants. H. To encourage Dock Admirals to be involved, proactive and communicative, each Dock Admiral and his Dock members should conduct an annual meeting no later than May 30 th of each year. The Dock Admiral will be elected at this meeting. Members can self-nominate/volunteer or nominate others present. If more than one person is nominated, a secret ballot should be taken. Members are encouraged to give others a turn to serve but if there is an overwhelming consensus a member may serve more than one year. I. Major decisions affecting Dock Members financially should be thoroughly discussed and voted on at a scheduled dock meeting conducted at HIYC. The time and purpose of the meeting should be communicated to all members in a timely manner that gives members the opportunity to do their own research and arrange to attend the meeting. HIYC Commodore should be notified of the meeting as if a member of the Dock. All Dock meetings must follow procedures as described in HIYC Handbook, under Article VI of the Constitution.

11 J. Waiting Lists for Dock Slips and Moorings. No affiliated boat (Sea Scout, Vandy Sailing Club, NSF) can participate on any wait list. Dock slips and moorings will be awarded according to seniority and using the following wait list procedures: 1. Separate wait lists will be maintained for each dock and the mooring facilities. Wait lists will be established and kept up to date for each separate docking facility. The wait list procedures may be amended by action of the Board to accommodate other facilities and/or differing financial arrangements in the future. 2. All wait lists will be maintained and kept current by the Rear Commodore. Any member wishing to add or remove his or her name to or from a wait list must do so in writing or to the Rear Commodore. The name will be placed in the requested wait list(s) according to seniority. The Rear Commodore will post the wait lists each month on the HIYC web page and bulletin board. While the Rear Commodore will maintain complete wait lists, they have the option of listing only the five most senior members in each wait list in the Anchorline. 3. When a space becomes available, the Rear Commodore will assign the space to the member with the highest seniority on the appropriate wait list previously posted on the Web page and bulletin board. Assignments will only be made from the list posted on the Web page and bulletin board. The Rear Commodore will post all slip assignments in the Anchorline. Any assignment made by the Rear Commodore shall be final subject to the appeal to the Board. 4. By placing their name on a waiting list, a member states their intent to accept the space, if offered, and to occupy it in a timely manner. However, a member may accept or decline the space at the time that it is offered, and may remain on the waiting list if the space is declined. If a member chooses to decline the space, it will be made available to the next person on the list and so on until the vacancy is filled. If a member accepts the space, there is an obligation to occupy it within 30 days. The Board may approve longer periods under special circumstances. 5. A member may place his name on any or all wait lists at any time. Members who currently have a space on a dock or wish to move to another dock or space may do so by keeping his name on the appropriate wait list. This policy does not alter the Dock Admiral s ability to relocate currently assigned members on a particular dock. 6. Temporary slips may be assigned by the Board on the 31st day of the slip vacancy. IV. Moorings The Harbor Master will assign moorings based upon seniority and boat size. The following rules govern the assignment and use of moorings: A. Moorings will be inspected by the Harbor Master (anchor and anchor chain from anchor to mooring ball) every two to three years on a rotating basis. The Harbor Master will present to the Board at the June meeting a written status report, which identifies the occupant, boat, registration number and inspection status of the anchor chain, and mooring pennant. B. Members are responsible for mooring lines (rope and/or chain) from the mooring ball to their boat. Members are encouraged to inspect their mooring lines at least on an annual basis. Mooring lines that become worn and are determined to be in poor condition by the Harbor Master or the cause of a boat breaking free from the mooring, will be assessed the costs associated with the replacement of the mooring lines by the Harbor Master. C. When a boat breaks free from the mooring because of a worn mooring line between the mooring ball and boat, the member will be assessed a one hundred dollar ($100) recovery fee to retrieve the boat. While the club will try to retrieve boats that have broken away from their mooring (in the absence of the boat owner), the Club however, has no responsibility to retrieve the boat and cannot be held responsible for any damage to the boat that may occur in the retrieval. D. Should a boat on a mooring or private slip be sold by a club member, the use of the mooring or private slip is not conveyed with the sale of the boat. A club member who sells a boat may replace it with another boat consistent with club size constraints only after sold boat is removed from HIYC. If sold to another member, purchasing member must have a mooring or slip that has been previously by the Mooring fleet manager and Board prior to member-to-member sell. E. The content of Part III, Section B and C above, which govern the Eviction and Rental of slips, will also apply to all mooring spaces. The content of Part III, Section H, which governs Joint Ownership, will also apply to all mooring spaces.

12 F. By placing his or her name on a mooring waiting list, a member states the intent to put a boat on the mooring in a timely manner. However, a member may accept or decline the mooring at the time that it is offered, and may maintain his or her position on the mooring waiting list. The mooring should be occupied with the member s boat within 30 days. If the mooring is not occupied by the member s boat within 30 days it will be awarded to the next senior member on the mooring wait list. G. The courtesy dock and other common docks will be treated as one dock and the Harbormaster will be the acting Dock Admiral. H. The Sea Scout affiliate is allowed one mooring for its use. It is currently occupied by Sea Scout vessel, Triad. Twoboat policy rules apply: one must leave if another accepted. V. There will be an annual fee (amount to be determined by the board) paid by each mooring holder to cover the costs associated with mooring field upkeep, anchor chain inspections & replacements, and courtesy dock utilities and maintenance. The fee will be collected the first of each year. VI. Boat Registration and Liability Insurance A. All boats on moorings or in the water at slips must be registered with the Tennessee Wildlife Resources Agency (TWRA), and display current boat registration in accordance with the law. Boat owners not in compliance are subject to fines by TWRA. B. All boats must have comprehensive (third party) liability insurance to cover damage costs should their boat damage another member's boat. (e.g. breaking free from the mooring or slip, or starting a fire). VII. Club Docks, Dinghy, and Courtesy Dock Utilization These docks are for short term use during regattas and for loading and unloading, and for repair of boats assigned to moorings, and are limited to 48 hours of continuous use. Their use is governed under the authority of the Harbor Master, and members violating the 48 hours rule are subject to an assessment of ten dollars ($10) per day. The Board of Governors is empowered to assess this fine through the Treasurer. Members that require the use of the Courtesy Dock longer than the 48 hours because of a special situation must get permission from the Harbor Master. During the Winter Series race program, members participating in the weekly series of races January February may keep their boat at the Courtesy Dock if participating in the weekly event with the approval of the Harbor Master. VIII. Boat and Trailer Storage Rules A. The parking lots near the water and the storage area on top of the hill between Harbor Drive and Bay View Drive henceforth will be limited to cars and trucks of members and their guests, and to boat trailers and boats that meet the quality standards of the Board. Nothing else is authorized to occupy space in these storage areas without specific permission from the Board of Governors. B. For boat trailers, the quality standards of the Board specify only trailers that are ready for use on the open road and temporary boat stands that have been individually approved by the Board. No rusted skeletons or trailers without major components such as wheels or the beams on which a boat would ride will be tolerated. Trailer violations shall adhere to the same rules as the Courtesy Dock: Corrective action must be complete within 48 hour notification and risk a $10/day fine thereafter. All violations are subject to that member s removal from any wait list. C. For boats, the quality standards of the Board specify that only boats that are ready to be launched and used on the lake may be kept at HIYC, but active maintenance projects will be permitted. With the exception of lasers and Sunfish this means the mast, rigging, and rudder must be present, whether up or down, unless specific approval from the Board has been obtained. No decaying hulks or boat parts will be tolerated. The Harbor Master will maintain record on boats. D. All boats and trailers in the hilltop parking lot must have a waterproof sign readable from 8 feet, in clear view within two feet of the bow or trailer ball connection giving the owners name. Trailers other than boat trailers will not be permitted and only trailers owned by island residents and HIYC members are permitted.

13 E. All boats and trailers in the hilltop parking lot must be registered with the HIYC Harbormaster, with a description of the boat and/or trailer. F. The above rules also apply to boats in the water, whether in a slip or on a mooring. These boats must be considered as active and ready to sail. Slips and moorings are not for storage of unsailable boats, but as stated above, active maintenance projects will be permitted. In addition, all registrations must be current. Inspections will be made periodically and violations reported to the Board of Governors. G. Warning! Any boats that fail to conform to these HIYC sailboat standards must be removed not later than 30 days after notification to the member owner. Any property left in the hilltop lot that does not conform to these standards will be deemed abandoned and will be offered to the State of Tennessee s Abandoned Property Office and if not accepted by the State, will be sold or hauled to the dump by the Club, at the owners expense. H. The harbormaster, as well as the Board, has the authority to move boats around HIYC lots as the Board sees fit in order to facilitate club and member activities. Every effort will be made to facilitate owner cooperation in the event of a boat relocation, but is not necessary in the event of an emergency. (Board meeting, Feb. 7, 2017). I. To clarify the Board s directive to members on a policy of one cruising or keel boat per member, the Board clarifies that a member may have one boat either moored or slipped; and not a second boat of similar displacement, type, or use so dry -stored on land. Previous established race classes so sanctioned by the Board are an exception to this one-boat rule, and they are the J22 & J24 classes. This rule does not apply to dingy sailed boats. (Board meeting, March 7, 2017) J. Any member who has been assigned a temporary slip, or is listed on the temporary slip wait list, will be removed from the slip or wait list if their financial obligations to the club or dock fund are in arrearage at the time of the Board meeting, or has had a history of financial obligations arrearage to the club. If removed from a temporary slip or wait list for these reasons, a member may only apply to be put back on the wait list after a six month period during which all financial obligations to the club have been made on time and the member is deemed in good standing by the Board of Governors. (Board meeting, April 11, 2017) K. The Mooring Fleet Admiral/Manager must approve all mooring swaps. The Board recommends that all heavy displacement boats be on the perimeter of lease boundary as much as possible for safety and density location requirements. Small boats should be closer to shore for safety and more available density for the maximum number of moorings available. These considerations for such include boat size/displacement, anchor used, location, etc.(board meeting, June 13, 2017) IX. Member Compliance and Agreement A. Membership Application- All accepted members agreed to this clause on their application form: I hereby apply for membership in Harbor Island Yacht Club on the terms indicated on this Application. I agree that my family and I will abide by the Constitution, Bi-Laws, Dock Policy, and other rules and regulations of HIYC. B. After reasonable efforts have been made by the Board to institute its policies and the furtherance of our club s mission, failure to comply can result in fines/day after a 48 hour warning, membership not in good standing resulting in the loss of slip privilege, loss of privilege of wait list participation, suspension from the club, and even termination of membership as stated under Article VIII, Discipline, Sections 1-4, in the HIYC Constitution. We would all hope that one doesn t put the needs of one s self above the needs of all.

Any boat impeding the passage of a right-of-way vessel is subject to protest by the race committee or the protest committee ON-THE-WATER COMMUNICATIONS VHF radio channel 68 will be used by the Race Committee for warnings and communications to the competitors while on the water. 19 Sea Scout News With the longer days of summer we have moved our Thursday evening operations entirely outside. Rarely at this point does anyone step inside the clubhouse. We generally meet on the front porch and after a short opening and a few comments head down to the boats for an evening on the water. And even when storms chase us off the water we typically end up once again on the front porch. The first week of June, five of our young men headed off to Boxwell Boy Scout camp to work as counselors. That is a significant number of our regularly attending youth. And many times during June and July Brian Laidlaw and I while on the way to the Thursday meetings would state that based upon s and phone calls we should only expect one or two youth to attend. Only to our surprise and delight we would have 7-10 youth in attendance. Plus in July we have had 4 more boys to join us. And thus for the first time in several months we now have more boys than girls in our group. As a joke Brian had started calling our group "She" Scouts instead of "Sea" Scouts. I guess that no longer applies. In late June, Brian and I traveled to Boxwell reservation to take some paperwork to one of our young Scouts. While there we found out that not only were five of our current Scouts working at Boxwell but three of our prior Sea Scouts were also on staff at that facility. Very cool to see these young people continuing to serve in this manner. And that paperwork was needed because one of our young men was going to Annapolis Maryland for 10 days of specialized Sea Scout leadership training. I should note that this is the first time we have had any of our Scouts to reach this level of training. We are so proud of what these young men and women are accomplishing. Sunday July 9th was National Sea Scout Day. And all units Across the Nation were asked to conduct some type of a water-based activity on that day. According to the forecast that Sunday was going to bring temperatures in the low nineties with no wind. And thus the youth decided to have a canoeing adventure. We briefly considered canoeing one of the local rivers up on the Cumberland plateau but considering the level of inexperienced youth in our group decided that a lake adventure would make more sense. Thus with six canoes three kayaks and one row boat we enjoyed a wonderful afternoon in the cove next to the Shute s branch recreational area. I ll finish by saying that the youth are starting to plan for next year s big summer trip. I am excited that they are talking about going to the Apostle Islands on Lake Superior. Our last trip there was in Based upon the number of youth that will likely be making this trip we will most likely be chartering three or four boats and need to raise thousand dollars by June of That s a lot of fundraising. We will be doing boat washes including bottoms in the near future. Watch for updates via Randall s Friday blasts. Note that boat washes will only cover part of the cost. Thus if you or your organization would like to help sponsor this trip it would be greatly appreciated. One more thing. We do not currently have any female leaders in our group that are qualified to skipper a charter boat. So if you are a female that loves adventure and wonderful youth and you are qualified to skipper a foot charter boat, be thinking about how wonderful it would be to experience what is considered as one of the top 10 places in the world to charter (According to Cruising World Magazine).
