6 PRESIDENT S REPORT It is with pleasure that I present the 2017 Annual Report for Diving WA. This year has been extremely busy and fulfilling, with the Association going from strength to strength. Once again our membership numbers have grown considerably, with a 32% growth in membership in the last year. This growth has mainly been fuelled by an increase in our Learn to Dive and Holiday Splash programs, but also a steady growth in the Adult & Teens program saw the completion of repairs to the dive tower, along with a complete refurbishment of the dryland facility. While these upgrades presented some challenges, our coaches did a wonderful job of providing stimulating, interesting and worthwhile programs in difficult circumstances, and I thank them for enthusiastically embracing the challenges. We have been privileged to have WAIS coach Mathew Helm, Coach Development Manager Kim Hynynen- Furler and Elite Pathway coach Emma Lynch leading our elite programs. The talent and drive of these three coaches has seen WA perform extremely well on the elite stage this year. Similarly our age and recreational pathway coaches have been a huge asset to the Association, and their dedication and enthusiasm has been in no small way responsible for the success of the Association this year. In April we saw a large contingent of divers, coaches and managers head to Adelaide for the Age National Championships. WA again continued its trend of recent years with multiple podium finishes and excellent results overall. Two divers were named Diver of the Year; Sam Tulk and Tianna Furness and the Association was again honoured to win Club of the Year, for the second year in succession. July saw WA enter one of its largest teams of elite divers at the Junior Elite Championships held in Perth. The competition was of an extremely high standard in 2017, and many of our divers scored personal bests and medalled. The Awards Evening at the end of the championships saw further accolades, with Zoe Langtry announced as the Most Outstanding New Diver and two WA divers announced on the Junior National Team; Zoe Langtry and Chelsea Bosch. I could not mention the Junior Elite Championships without acknowledging the work of Lorraine Keeney, Rosie Irvine, Emma Lynch, Fiona Galvin, Lani Retter, Scott Langtry and Jacob Rousseau, whose efforts commenced well before the event and continued at fever pitch throughout the five days of the competition. Thanks must also go to Emma Lynch for coordinating the fabulous choreographed dive display. The significant input of these people along with the amazing efforts of the enormous team of volunteers made for a truly memorable event, commended by Diving Australia as one of the best Championships ever held. This year we have also seen WA shine on the International and National stage, with the outstanding performance of Maddison Keeney at the FINA World Championships where she finished 1st in the 1m springboard and 5th in the 3m springboard. Nikita Hains and Tamara Irvine also represented Australia at the World Championships in Kazan, Russia saw the Association take part in a highperformance review conducted by the Department of Sport and Recreation. The report examined six key areas, with over 115 questions and is designed to give a snapshot of how the Association is tracking, not only in terms of high performance but also governance matters, in relation to the previous report of January It was pleasurable to note the significant improvement in many key areas, and the extremely positive comments of the Facilitator. I would like to take this opportunity to thank our sponsors and partners; Diving Australia, VenuesWest, Department of Sport and Recreation, WA Institute of Sport, Healthway, Beyond Bank, Edmund Rice Camps for Kids WA Inc. and Ascend Physiotherapy. In particular I would like to thank VenuesWest for their considerable contribution to the upgrade of the diving facilities, and the skill of their staff in coordinating the work in a stressfree and timely manner has again seen some financial challenges, with the Association showing a financial loss. While the Board hoped to break even this financial year, a fall in diver participation during the period of the tower and dryland upgrades saw a fall in revenue, and the continued Diving WA 2016/2017 Annual Report 6
7 downturn in the economy resulted in a reduction in available funding opportunities. While the Association remains in a good financial position, the Board is acutely aware of the need to find alternative revenue sources to replenish our reserves. This report would not be complete without mentioning our wonderful volunteers. I would like to thank Eliza Cole, our State Judging Coordinator, Lorraine Keeney, our Event Coordinator and Rosie Irvine, our Member Liaison Officer. I would also like to thank the many members who have served on the Association s various committees and contributed during the Risk Management Forum. This year has also seen a steady increase in the number of volunteer judges, a testament to the hard work and enthusiasm of Eliza Cole. This Association could not function without our volunteers, and we are lucky to have an extremely broad base of volunteers who bring their talents and knowledge to the many events and tasks we require help with, and the Association deeply appreciates the assistance provided. On a personal level I would again like to thank the Board Secretary and the members of the Board for their time and commitment. They have enthusiastically contributed their knowledge and skills to improving the Association, and their willingness to participate and volunteer for additional roles has made guiding the Board an extremely easy task. It would be remiss of me to end this report without thanking our CEO, Steven Rose, for his continued drive in promoting the Association to our external stakeholders, partners and sponsors. His commitment to the Association and enthusiasm in growing our membership numbers and improving our profile within the wider sporting community is greatly appreciated. It has been a pleasure and honour to lead our wonderful Association this year, not least due to the fabulous people involved. 8 CHIEF EXECUTIVE OFFICER S REPORT The 2016/17 season has seen the Association continue to grow from the previous year and start to achieve some of the Strategic 2018 goals. Key growth measures include: 32% increase in membership; return of School Diving Competition; continued and new partnerships; and additional facilities/programs. The Association was again thrilled to see Maddison Keeney representing Australia and achieving on the world stage, winning Gold in the Womens 1m Springboard at the 2017 FINA World Championships in Budapest, Hungary. Congratulations to Maddison and we look forward to further success throughout her diving career. In addition to Maddison, Western Australia had three other international representatives during 2016/17 with Tamara Irvine, Nikita Hains and Melanie McCoy all competing and Mat Helm and Eliza Cole coaching at various events around the world. Congratulations to all representatives. 2016/17 also saw some of our best achievements at national championship events. Across three events we had a total of 19 national champions and 35 medallists, with many divers achieving personal best scores. Sam Tulk, Tianna Furness, Kathleen Sullivan, Zoe Langtry and Diving WA also took out individual diver and club of the year awards at these events. Again, congratulations to all of the people who were involved and competed in these events throughout the year. The Association hosted the 2017 Australian Elite Junior Championships in July, the first national championships held in Perth for almost five years. The event was a great success and we thank all of the volunteers, judges, coaches and officials who helped make this event happen. We received fantastic feedback from all states and participants, and we are looking forward to hosting further national championships in the near future. As mentioned in the President s Report, 2016/17 has seen the Association face some financial challenges. The 2016/17 budget was developed to break even, but due to lower diver participation during the tower refurbishment and a reduction in available funding opportunities this outcome was not achieved. However, the Association is still in a good financial position and we are working hard to deliver a budget surplus in future years. The following report will look to address each strategic pillar from our Strategic Plan and the progress towards our 2018 Goals. Diving WA 2016/2017 Annual Report 8

10 GOVERNANCE AND MANAGEMENT Strategic Plan The Association continues to work towards the initiatives and goals outlined in the Strategic Plan. As we move into the final year of this plan, an extensive review will be conducted, along with consultation with members and stakeholders as we work towards developing the next Strategic Plan. 11 Board Governance The Diving WA Board has continued to improve upon its corporate governance practices. The Competitions, Honours and Awards, and Social Sub-Committees were established, each with their own Terms of Reference and objectives to assist the Board and the CEO. All three of these Sub-Committees have achieved their outlined objectives in 2016/17 and will continue to develop moving forward. The Board will look to establish a Risk Management and Governance, and a Finance and Audit Sub-Committees during 2017/18. During 2016/17 the Board also took part in the Australian Sports Commission Board Evaluation Tool which not only evaluated the Board s current corporate governance practices but also provided the Board with some useful guidelines on areas to improve upon whilst continuing to work towards the 2018 strategic goals. Policies During 2016/17 the Board continued to develop the Association s policies including the Board Charter. The Board Charter outlines the Board s Corporate Governance Framework. This defines the respective roles, responsibilities and authorities of the Board, both individually and collectively, and the Board s ability to provide guidance to Management with respect to the Association s strategy, development and direction. It establishes the guidelines within which the Directors and Officers are to operate as they carry out their roles. The Board has also been doing significant work on the Risk Management Plan for the Association, which has involved extensive consultation with Diving WA members and stakeholders. During 2017/18 a Risk Management Policy will be finalised. Partnerships We have continued to enhance our relationships with VenuesWest, WA Institute of Sport, Department of Sport and Recreation (now Department of Local Government, Sport and Cultural Industries) and Diving Australia through regular meetings, communication and active participation in various workshops and events. During 2016/17 Diving WA developed partnerships with Ascend Physiotherapy, Edmund Rice Camps for Kids WA Inc, Healthway, Beyond Bank, School Sport WA and St Marys Anglican Girl s School. We thank all of our partners for their support throughout the year and look forward to building and developing these partnerships further into the future. Website, Newsletter and Social Media The Diving WA website continues to be our main information tool with over 131,000 views since the page begun two years ago. The website is continually being updated and improved. The Rip newsletter has seen an increase in subscriber numbers with now 407 active subscribers, up from 250 in 2015/16. Diving WA Facebook page now has over 250 Likes/ follows and is another way we are able to get information out to parents and potential members. We are looking to build on our online presence through additional social media platforms. 11 Diving WA 2016/2017 Annual Report
12 SPORT DEVELOPMENT Membership The 2016/17 season has seen a 32% increase in our membership numbers, predominantly in our Learn to Dive members but also through the Adults/Teens program, which is continuing to see more divers getting involved. The Association has been pleased with the current retention rates of both Competitive and Recreational divers, and aims to increase these retention rates in the coming year as we continue to develop and progress divers. Schools Between July and September 2016 Diving WA again ran the Go For 2&5 Unearthing Future Champions Program, which saw our coaches go out to interested schools to run fun and exciting diving talent testing sessions (dryland based). These sessions are targeted at Year 3-6 students, to identify and nurture those who may have the characteristics to become world class performers. In just its second year, the program reached eight schools (increase by two) and over 1000 students (increase of over 200). Following these sessions, identified students were invited to a second, specific diving session at HBF Stadium which saw over 20 participants involved, many of whom have continued on with diving. Healthway have again committed to this program for 2017/18 and Diving WA will continue to develop and further engage with schools, including Private Schools who have previously been, or are still, involved in diving, and School Sport WA. School Sport WA Diving Championships 42 athletes representing 11 schools took part in the inaugural 2017 School Sport WA Diving Championships. The day began with a clinic for inexperienced divers so that they could learn some skills and dives in order to participate in the competition. The standard of diving throughout the event was high and it was fantastic to see some inexperienced divers getting involved. Wembley Primary School took out the Primary Champion School on 24 points, ahead of St Stephens (20) and Deanmore Primary School (18). Shenton College took out the Secondary Champion School on 37 points, ahead of Presbyterian Ladie s College (26) and Iona Presentation College (16). Congratulations to everyone who participated and thank you to School Sport WA, SEDA Volunteers, Diving WA Coaches/Judges and the Schools for your assistance on the day. Learn to Dive Program Our learn to dive programs continue to go from strength to strength, more than doubling in participation over the past year. As we move forward to 2017/18 we hope to start running the program in additional facilities in both the metropolitan and regional areas, providing greater access and opportunity for people to learn to dive. We aim to hold a minimum of four workshops/forums each year for parents, athletes and volunteers covering a variety of topics. 14 HIGH PERFORMANCE Athlete Pathway During 2016/17 the Athlete Pathway was further reviewed to ensure a clear alignment with the FTEM (Foundations, Talent, Elite, Mastery) framework, which has been adopted by Diving Australia. As we move into 2017/18 the coaches will be reviewing all squads in the Pathway to provide everyone more detail about each squad, movements within the Pathway and the required skill set for each level. 18 FACILITIES Dive Tower Refurbished 2017 Australian Elite Junior Championships Additional Facilities The 2016/17 year has also seen diving programs return to St Mary s Anglican Girls School in Karrinyup. Being an outdoor facility, this will be used in the summer months to run Learn to Dive programs and potentially expand to support squad training programs. Thank you to St Mary s for their ongoing support of diving. The Association is continuing to work towards the 2018 goal of sustained access to five diving facilities across WA. We are in early discussion with two potential locations with current diving facilities and look forward to progressing these discussions further. Aquatic Sports Steering Group (ASSG) Following an Aquatic Sports Review in May 2015, commissioned by the Department of Sport and Recreation, a steering group was formed in early 2016 to guide improved collaboration and collective achievements of key WA pool-based aquatic sporting associations (Swimming WA; Diving WA; Water Polo WA; Synchronised Swimming WA; Masters Swimming WA; and Royal Life Saving Society of WA) The group worked to develop the Reframing the Future document during 2016/17, which was recently presented to Minister for Sport and Recreation Mr Mick Murray. The document outlines the collaborative approach of the aquatic sports towards long term goals. Two major facility refurbishments took place during 2016/17, both at HBF Stadium, with the Dive Tower and Dryland Training Area. Dive Tower HBF Stadium The Dive Tower refurbishment was significant as it had been 10 years since major works had been conducted. As a result divers were out of the water for three months between July and September Following a few minor delays, the tower was re-opened in October /18 will see a greater presence of the ASSG, including some key collaborative events. This group and approach is unique to WA and we look forward to continued involvement with the ASSG. Dryland Training Area HBF Stadium VenuesWest also committed funds to refurbish the dryland training area, which was done between March and May The main areas refurbished were the concrete pad, gym matting, insulated walls, acrylic sheeting and evaporative coolers. This refurbishment has made the space water tight, increased safety in the area and seen the addition of the air conditioners. The space is now highly rated amongst divers, coaches and Diving Australia. We are thankful for VenuesWest s support and commitment to these upgrades and the sport of diving in Western Australia. 19 CLOSING REMARKS It goes without saying that Diving WA would not be able to operate without the support of various stakeholders. Thank you to the Diving Australia Board, staff and David Bell. Your continued support of the Association and myself is greatly appreciated and we look forward to continuing to grow the sport of diving. Thank you to our key partners Department of Sport and Recreation, VenuesWest and WA Institute of Sport. Your investment and ongoing partnership are important not only to the Association but also in increasing awareness of diving in WA, and promoting participation and success in the sport. Also thank you to our new partners Ascend Physiotherapy, Edmund Rice Camps for Kids WA Inc, Healthway, Beyond Bank, School Sport WA and St Marys Anglican Girls School. We look forward to building and growing our partnership into the future. To the Board and President Jo Furness, thank you for your ongoing support and guidance.
