2 This report documents the serious incidents that occurred in Blackpool during the 2010 season, in which attended a total of 168 serious events involving 492 members of the public. 30% of these incidents occurred during the low season, thus demonstrating both the need and effectiveness of the Beach Patrol operating a year round service. Following the departmental re-structure in April 2010, and with the previous manager retiring, the Beach Patrol was faced with reduced staffing levels. Budget constraints imposed at the time also resulted in delayed enrolment of seasonal staff; this exerted undue pressure on the team. The current full time team of 5 (instead of the 6) frequently meant that Beach Patrol levels were below the minimum recognised Health & Safety operational recommendations. All these factors may have impacted adversely on the effective function of the department, early season, when regrettably two beach fatalities occurred. The 100 million new promenade re-generation project is nearing completion. This is designed to attract more visitors to the Festival Headlands, which allows increased, unrestricted beach access. This will prove both a major challenge and a critical safety hazard. This arises from the fact there are no planned physical safety barriers, where such omissions will prove fatal in adverse weather/tidal conditions, where people are inevitably attracted to the waters edge. Frequent regular patrols to monitor the prevailing conditions and public behaviour throughout the year are considered vital to exercise proper Duty of Care. Alternatively without monitoring patrols, the ability to adequately make safe the promenade would be impossible, putting members of the public at high risk throughout the year. It is therefore hard to envisage Blackpool retaining its prestigious Quality Coastal Award currently held. Having spent over 100 million to improve our foreshore it would be a travesty to loose the Quality Coastal status due to inadequate safety provision. Vandalism continues to be a problem costing the department of in excess of 2,500 annually. Implementation of the proposed departmental cuts with the proposed scrapping of the winter team will have serious consequential issues relating to the beach, promenade and public safety. The current full-time beach patrol service at Blackpool is currently recognised by Liverpool Coastguard as the lead force in beach life guarding, and recognised nationally by the Royal National Lifesaving Society. This is comparable or better than those of any premier beach resorts worldwide. The Beach Patrol core winter team, have proved invaluable over the last 25 years, playing an integral role in Seafront Safety. To discard this key function, Blackpool will no longer be able to meet its own Corporate Goals. (Reference 1.1, 2.2 and 4.2). Richard Williams Manager Page 1 of 24

6 Some basic tasks that do not show up on this report include:- Checks to all public rescue equipment and advanced lifesaving equipment Frequent routine patrols throughout every day 365 days a year Directing the public to safety during incoming tides and off sandbanks Ensuring the public remain in a position of safety Securing physical safety barriers, to limit access around high water Reuniting lost children (vulnerable adults) with their carers Accurate data recording and record taking Educational development programme Review and planning for forthcoming season Royal National Lifesaving Society - competence based training programme All staff Beach Patrol Officers give out safety advice/information many times every day, and whenever there is an incident. For this reason not all safety advice is recorded, and where safety advice has been given after an incident the statistics WILL NOT show that safety advice was also given, as this would give a skewed impression of events. 7 January /01/2010 (0930) Safety Advice on Routine Patrol: Five swimmers (4 male 1 female, years) in wetsuits swimming in the sea at Star Gate. Beach Patrol Land Rover gave safety advice especially regarding sea temperatures and monitored the situation making sure all swimmers exited the water safely. {Sea Temperature 3 degrees Celsius}. 01/01/2010 (1130) Fylde Cover Safety Advice: On patrol came across five men (20-25 years) in the sea for a New Years Day swim to let the new year in. Patrols gave the usual warnings as regards to the potential of exposure and hypothermia in cold water. The Beach Patrol Land Rover stood by monitoring the situation. All swimmers exited the water safely, just to the South of St Annes Coastguard station. 01/01/2010 (1630) Report from Blackpool Police CCTV & Enforcement Advice: Two 4x4 vehicles seen driving at speed on the beach North side of South Pier. The Beach Patrol Land Rover was deployed; the drivers (30-39 years) were advised of the local bye laws and removed their vehicles. 10/01/2010 Safety Advice on Routine Patrol: Three young boys (12-15 years) advised having nearly cut off by the incoming tide, below Beach Patrol Head Quarters. The children were advised of the danger they were in and to make sure they understood the key safety messages. 11/01/2010 (1630) Emergency Response with First Aid: Report of a woman (63) who had slipped on ice (alcohol related) on the Middle Walk near the Imperial Hotel, she had banged her head and was slipping in and out of consciousness. A foot patrol along with the Beach Patrol Land Rover was dispatched. First aid support was given on the scene, and an ambulance was called to take the lady to Blackpool Victoria Hospital. Liverpool Coastguard informed of the situation. 19/01/2010 Emergency Response with Safety Advice and on Routine Patrol: Two Beach Patrol Officers deployed to two fishermen (50-60) cut off by the tide at Gynn. Both men were local and had to wade through waist deep water through a fast filling gully with their fishing equipment. The Beach Patrol Land Rover using the P.A. system directed the men to a point of safety and gave the usual safety advice. 20/01/ Call from Liverpool Coastguard: A male (45) entering the sea in a confused state below Beach Patrol Headquarters. The Beach Patrol Land Rover was immediately deployed. Once on the scene Patrols came across a 45 year old male in the sea opposite BL083. Patrols took immediate action, donned PPE and harnesses and line. Patrols then waded out approximately 15m out in order to recover the confused man. The male was hauled back to safety by the Beach Patrol Officer where First Aid support was given. An Ambulance was called and the Police were in attendance. Details were taken and the male was transferred to Blackpool Victoria Hospital by Ambulance. {Sea Temperature 5 degrees Celsius}. 25/01/2010 Phone call from Customer First: Report of a dolphin washed up dead opposite the Star Pub. Marine conservation society informed and cleansing tasked to remove {Public health hazard}. 30/01/2010 Fylde Cover Safety Advice Safety Advice: Two Beach Patrol Officers advised five teenagers (15-19) of the dangers of climbing on the detached part at the end of St Annes Pier. Warnings regarding the unsafe nature of the structure and the surrounding soft sand were highlighted and the teenagers left the area safely. Page 6 of 24

8 February /02/2010 Safety Advice on Routine Patrol: Beach Patrol Land Rover on routine patrol came across seven males (20-25) who had stepped over the keep out safety chains whilst the tide was in at Harrowside. Safety advice was given and they moved back to the safe position of the promenade. 07/02/2010 Enforcement Advice on Routine Patrol: The Beach Patrol Land Rover came across two quad bikes travelling at high speeds North of the boating pool. The quads were about to be cut off by the tide. The drivers (20-25) left the beach/ promenade area safely after being advised of the local bye laws. 09/02/2010 Maintenance and Repairs during Daily Checks: Two lifebelts and lines stolen at Little Bispham and opposite the Norbreck. Both replaced from stock. 13/02/2010 Fylde Cover Enforcement Advice: Kite buggy (rider ~18) at speed removed from Fylde Beach and advised of a local bye law that there cannot be powered craft on the Beach. 14/02/2010 Fylde Cover Enforcement Advice: Beach Patrol Land Rover was tasked to a report of a Quad travelling at high speeds weaving through members of the public. The driver (~18) was advised of local bye laws (No powered craft on Beach) and left the area. 18/02/2010 (1015) Safety Advice on Routine Patrol: Patrol came across a Jack Russell and owner about to be trapped on sand bank. The dog refused to come back to the owner (~45), the owner was directed to come off the sand bank before it cut her off to stabilise the situation. The dog was safely coaxed to swim ashore in calm but icy conditions. Safety warnings given including that dogs need to be kept on a lead. 20/02/ Call from Liverpool Coastguard: Two persons lost in freezing fog flood tide. Immediate deployment of Beach Patrol Land Rover and two officers to two members of the public who had become disorientated and lost in foggy conditions near to Uncle Tom s Cabin, whilst the tide was flooding in. As patrols began the search the fog began to lift allowing the Beach Patrol to locate the couple (40 s). 25/02/2010 (1640) 999 Call from Liverpool Coastguard: Two fishermen (~55) about be cut off on a sand bank opposite Red Bank Road. The Beach Patrol Land Rover was already approaching. Once on scene the fishermen were advised and directed to a point of safety. Usual warnings given. 28/02/2010 Enforcement Advice on Routine Patrol: Patrols came across a high speed Jet Ski travelling a few meters from the sea wall between Gynn and North Pier. The owner (~30) was advised of the local bye laws {Craft to keep below 8 knots when within 200m west of low water mark}. March /03/2010 Enforcement Advice on Routine Patrol: Beach Patrol Land Rover advised two quad bikes near the Boating Pool of the local bye laws and directed the drivers (~25) from the beach/ promenade area. 06/03/2010 Safety Advice on Routine Patrol: Boy (12) reprimanded having stepped over the keep out safety chain near Red Bank Road, in order to retrieve his football. Usual warnings given along with educating him on his future safety. Page 7 of 24

9 07/03/2010 Emergency Response: A teenage couple (~18) below Beach Patrol Head Quarters climbed over the safety chains to retrieve their ball and found themselves in chest deep icy cold water. A Third person ran to Beach Patrol HQ to raise the alarm. The Beach Patrol Land Rover and flank patrols were deployed to the scene; Patrols using the Crewsaver Rescue System waded out and hauled the casualties back to the sea wall where they were removed from the sea suffering from mild hypothermia {Sea Temperature 7 degrees Celsius}. 10/03/2010 Safety Advice on Routine Patrol: Male (20 s) advised not to swim in the sea (Harrowside) due to a flood tide and the very cold sea temperatures. 18/03/2010 (1615) Emergency Response and Safety Advice: Beach Patrol Land Rover spotted two persons (~25) in an inflatable dingy opposite Cocker Slipway, who were drifting out to sea in an offshore wind. The Beach Patrol Land Rover deployed to the scene and used the PA system to encourage them to row back to the beach. Safety warnings and advice given (Easterly winds, PPE and Sea temperatures). 19/03/2010 (1515) Safety and Enforcement Advice: Member of the public reporting youths (16-19) throwing/smashing empty bottles on the North side of North Pier. Beach Patrol Land Rover deployed to warn the offenders, and the police were informed. April /04/2010 (1330) Safety Advice on Routine Patrol: Two boys (13-15) advised after being caught wave dodging on the new Tower Headland. Removed and Safety warnings given /04/2010 Maintenance: Lifebelt and line missing on Central Pier, replaced from stock. Lifebelt and line missing on South Pier, replaced from stock. Four new Keep Out safety signs replaced throughout the south section between Starr Gate and Watson Road. Lifebelt recovered, re-wrapped and re-housed below HQ. 05/04/2010 (1100) Request from Liverpool Coastguard: To monitor the progress of two kite surfers (~20 s) setting off from Starr Gate heading to Cleveleys; Beach Patrol monitored and kept the Coastguard informed throughout. 05/04/2010 (1530) Safety Advice: Three girls (10-12), three teenagers (2 boys & 1 Girl ~14) and father (40 s)removed from the steps below Beach Patrol HQ at high tide. 05/04/2010 (1532) Emergency Response: Patrols deployed to Cocker Slipway to two 12 year old boys, wave dodging. Removed and safety advice given. 05/04/2010 (1600) 999 call from Liverpool Coastguard, Missing Person: Request to help search for a missing 12 year old girl missing from Patrol assisted until 17:30 finish. 05/04/2010 (1700) Emergency Response: Report of a male (30 s) wave dodging on Cocker Slipway. Beach Patrol Land Rover deployed and tannoyed the back male back to a point of safety, usual warnings given. 06/04/2010 Maintenance: Eight new Keep Out safety signs replaced throughout the north section between North Pier and Anchorsholme. 07/04/2010 Safety Advice: Five persons removed from a sand bank opposite Watson Road (Two women and three males in their 20 s) Safety advice given. 10/04/2010 (0940) Safety Advice on Routine Patrol: Beach Patrol Land Rover on routine patrol spotted a broken down speed boat some 75 meters from the shore at Red Bank Road. Liverpool Coastguard informed and monitored until they safely managed to row ashore. Page 8 of 24

10 11/04/2010 (0900) 999 Call from Liverpool Coastguard: Request from the Coastguard to help search for a missing male in his 30 s last seen walking into the sea on the north side of North Pier. Patrols search all day together with the Coastguard and Lifeboat teams to no avail. At 1600 approaching low water patrols spotted a person washing up on the tide line on the north side of North Pier. Two Beach Patrol Officers were dispatched to the scene in the Beach Patrol Land Rover. Patrols recovered the person from the sea, liaised with Paramedics and Police on the waters edge where the male was unfortunately pronounced dead at /04/2010 Maintenance: Recovered, re-wrapped and re-housed Lifebelt north of Watson Rd. Replaced Lifebelt at cocker steps from Land Rover. 12/04/2010 Safety & Enforcement Advice: Two high speed Quad (20 s) bikes advised of the dangers and local Bye-Laws on the beach opposite Red Bank Road. Patrols directed the pair off the promenade /04/2010 Maintenance: Four Lifebelts out of housings recovered, re-wrapped and rehoused in Harrowside area. Three belts stolen from Waterloo Road, one at North Pier, one North of Harrowside area replaced from stock. Two keep out board damaged and replaced North of Harrowside and north of Gynn May /05/2010 (1000) Safety Advice: Six males (15-19 years) removed from Cocker Slipway wave dodging. Usual safety warnings given. 01/05/2010 (1100) Safety Advice: Six males (20 s) on a stag weekend advised from swimming in the sea opposite the Beach Patrol Headquarters {sea temperatures too low, and alcohol related}. 01/05/2010 (1050) Safety Advice: Beach Patrols Rescue Water Craft on routine patrol advised 3 males (16-18) wave dodging at the bottom of the steps opposite the Hilton Hotel. Usual safety warnings given. 02/05/2010 Safety Advice: Two Males (30 s) advised not to bathe in the sea (sea temperatures too cold). 02/05/2010 Emergency Response & Safety Advice: Direction given to a couple (40 s) trapped on a sand bank opposite Duchess Slipway. 02/05/2010 Enforcement & Safety Advice: Direction given to a mini motor bike (22) driving at high speed on the summer prom opposite St Chads Headland. 04/05/2010 Safety Advice: Two males (25-30) directed to safety having nearly being cut off by the incoming tide at Watson Road. Usual warnings given. 06/05/2010 Maintenance: Rope cut on Lifebelt behind Sandcastle replaced from stock. 07/05/2010 Liverpool Coastguard, Missing Person: Reported near Redbank Road. 09/05/2010 Enforcement Advice on Fylde Patrol: Patrols deployed to a kite buggy travelling at high speed on the beach south of Starr Gate advised of the local bye-laws {No powered Craft allowed the beach}. 12/05/2010 Emergency Response and First Aid: Patrols deployed to a 70 year old lady with head injuries who had tripped crossing the tram tracks. Fist Aid support given and ambulance called. 15/05/2010 (1300) Enforcement & Safety Advice: Five Jet Ski s tannoyed regarding local bye laws and safety after travelling at high speeds through Central Pier stanchions. 17/05/2010 Maintenance: Three keep out boards replaced at HQ north of Gynn and south of Harrowside. 11 18/05/2010 Safety Advice: Ten people (18 30 years; 8 Male and 2 Female) advised from bathing in the sea at the Gynn and Anchorsholme. Sea temperatures still too low. 22/05/ s Call from Liverpool Coastguard: Three young girls (~15) trapped on a sand bank opposite Victoria Road Cleveleys. A second call from Liverpool Coastguard of two adults wading out to help. Beach Patrol Land Rover deployed and located the kids and were assisted safely ashore. Coastguard informed. 22/05/2010 Missing Person: Six missing children (6-10; 3 male 3 female) reported (by the Police and Coastguard) lost throughout the day, Patrol searched the beach area and all were reunited with their parents. 23/05/2010 Maintenance: Patrols rewrapped 12 lifebelts this morning having all being thrown out of their housings during the night. 23/05/2010 (1400) Missing Person: Five year old boy reunited with parents. 23/05/2010 (1430) Emergency Response & First Aid: Ambulance called to the Foxhall tram shelter after Beach Patrol Officers came across a 40 year old lady who had fallen off her cycle on the tram tracks. First Aid Support given, transferred to Paramedics. 23/05/2010 (1615) Emergency Response & Safety Advice: Beach Patrol Officers came across a man (35) and two women (35 & 50+) on outer sand bank at Gynn. The man and one woman crossed to a point of safety through shallow knee depth water following the Beach Patrol Officers advice. One woman continued to ignore advice and walked to a deeper area, where she eventually began to try to leave the sand bank; she got mid channel (chest depth) and stopped frightened. A beach patrol officer assisted the lady to safety. All individuals were strongly advised that they should follow advice promptly and educated to tidal dangers. 24/05/2010 ( ) Safety Cover on Routine Patrol: Blackpool Home Coming /05/2010 Maintenance: Lifebelts at south side of South Pier replaced from stock. Lifebelts second and fourth North of Dutchess recovered rewrapped and re-housed. Lifebelt north side of South Pier re-wrapped and re-housed. Lifebelt rewrapped first north of South Pier. 31/05/2010 Police Report: Suicidal man (34) threatening to walk into the sea. All patrols given description and on put on high alert. 31/05/2010 (1400) 999 s Call from Liverpool Coastguard: Call regarding a man (~30) trying to walk under North Pier at high tide. Patrols responded to assist the coastguard. The man was escorted to safety and advice was given about future safe conduct. June /06/2010 Maintenance: Several lifebelts tampered with between St Chads and South Pier 03/06/2010 (1230) Missing Person: Boy (4) reported missing from near Central Pier, Land Rover deployed. Boy quickly reunited with parents. 03/06/2010 (1335) Missing Person: Coastguard reported a boy (6) missing from Central area. Patrols were deployed with a full description. The boy was reunited with his parents at /06/2010 (1607) Missing Person: Coastguard reported a boy (5) who had been missing from South Pier area for 30 minutes. Patrols were deployed with a full description and Liaised with the boys parents, performing a shoreline search. The boy was found near the Lyndene Hotel and reunited parents at /06/2010 (1700) Emergency Response: Man / Wife on a day trip from Wigan walked into quick sand as a result of Birse excavating deep holes on the beach, near to North Pier the couple went straight up to their chest. 12 04/06/2010 Maintenance: Two lifebelts recovered, re-wrapped, and re-housed Watson Road area. 06/06/2010 Enforcement on Routine Patrol: A couple (~40 s) were cautioned (dog off lead) at Gynn. They were advised of the dangers (especially at high tides), dog put back on lead. 07/06/2010 Maintenance: Two lifebelts recovered, re-wrapped, and re-housed Sandcastle and Watson Road. One Lifebelt replaced from stock North of Cocker Slipway. New keep out board replaced at Harrowside. 07/06/2010 (1620) Emergency Response: Report of a man (~25) flashing below Imperial Hotel. Police informed and Beach Patrol Land Rover patrolled the area. 07/06/2010 Safety Advice on Routine Patrol: Five teenagers (16-18) advised of dangers after swimming too far off shore opposite the Imperial Hotel. 13/06/2010 (1245) Call from Liverpool Coastguard: Suicidal male (30 s) opposite the tower headland- Patrols managed to apprehend until Police arrived - transferred to Victoria Hospital. 13/06/2010 (1355) Emergency Response: Male (50 s) complaining of chest pains. Ambulance called and patrols attended, providing appropriate care for the man until an Ambulance arrived (1405). 14/06/2010 Maintenance: Lifebelt First north of Gynn recovered re-wrapped and re-housed. 15/06/2010 Police, Missing Person: Police report of Male (60 s) with learning difficulties lost from Strand Hotel. 15/06/2010 (1015) First Aid: Lady (~20) having epileptic seizure opposite on the tram lines opposite the Tower. Patrols monitored the situation, making sure the appropriate care was given until the ambulance arrived. 15/06/2010 (1448) 999 Call from Liverpool Coastguard: female (25) in difficulty in the sea opposite the new tower headland. Beach Patrol officers deployed using a speed line, hauling her to a point of safety. 20/06/2010 (1140 & 1650) Missing Person: Missing girl (6) reunited with father and missing boy (4) reunited with parents. 20/06/2010 (1352) Call from Liverpool Coastguard: Lady (40) with a broken Patella out towards low water mark at Red Bank Road, Paramedics requesting Beach Patrol assistance requiring our 4x4 Land Rover. 23/06/2010 (1235) 999 Call from Liverpool Coastguard: A women (53) stuck in a gully at Redbank Road Land Rover attended and directed the women to safety. 24/06/2010 (1141) 999 Call from Liverpool Coastguard: Suicidal male (45) on the promenade at Anchorsholme, Beach Patrol units deployed managed to apprehend, liaise with Police, transferred to Blackpool Victoria Hospital. 26/06/2010 (1025) 999 Call from Liverpool Coastguard: Report of two males (~20 s) Tombstoning off the end of Central Pier. 26/06/2010 (1400) Missing Person: Girl (7) lost at Central beach reunited with parents. 27/06/2010 (0900) Emergency Response: Man (~55) and dog advised of dangers after being cut off by tide opposite Beach Patrol Head Quarters 27/06/2010 Emergency Response: Dog off the lead had got into difficulty opposite Gynn Slipway, flanking patrols requested by Land Rover to stop aggressive locals (drunk) from entering the sea. The dog was coaxed to the steps and safety. 27/06/2010 Safety Advice: Two females (~20) advised of dangers, after being cut off by incoming tide at Cocker Slipway. Page 11 of 24

13 27/06/2010 (1500) Safety and Enforcement Advice: Two high speed Jet-Ski (~40 s) driving through the Piers dangerously, the Beach Patrols Rescue Water Craft advised and usual warnings given. July &2/07/2010 Maintenance: 2 x Lifebelt replaced from Land Rover at steps second north of Waterloo Road and Steps first North of Cocker steps. 02/07/2010 (1358) Emergency Response: Dingy with engine failure reported drifting roughly one mile off South Beach. A thorough search took place between Beach Patrol and Coastguard, it was established as a hoax call later. 02/07/2010 (1510) Emergency Response: Lady (20 s) collapsed on cocker headland, an Ambulance was called for the lady who had been drinking heavily. 03/07/2010 (1100) 999 Call from Liverpool Coastguard: Lady (50+) fallen from a horse opposite Norbreck Castle suspected spinal/facial injuries at low water mark. Beach Patrol Land Rover deployed. Beach Patrol first on scene, first aid given, Air Ambulance landed on the beach. Patrols worked with Paramedics for 20 minutes and airlifted to Blackpool Victoria Hospital, as this was a race against the incoming tide. 04&6/07/2010 Maintenance: Eight lifebelts needed to be recovered re-wrapped and re-housed due to high winds. A damaged keep out board was replaced north of Dutchess Slipway. 04/07/2010 (1205) Emergency Response: Manchester to Blackpool Cycle Ride man (50+) fallen off his bicycle near the Metropole Hotel, first aid given, ambulance called suspected fractured hip. 05/07/2010 (1205) 999 call from the Coastguard: Male (40 s) in an inflatable dingy entering the sea at Starr Gate (sea state very rough) Beach Patrol Land Rover deployed, the man was known to Beach Patrol, Coastguard and Lifeboat for doing this previously (Possible mental health problems), safety warnings were reiterated. 11/07/2010 (0912) Emergency Response & Safety Advice: Male (20 s) swimmer spotted swimming off Cocker steps on a rough incoming tide. Strong safety warnings were issued to all involved. 12/07/2010 (1600) Missing Person: Male (82) with dementia missing from the Metropole area, a thorough search took place. 13/07/2010 (1305) 999 call from the Coastguard: Report of a male (38) in a dingy being swept out to sea at Starr Gate area. Patrols were deployed who then directed the Lifeboat to the dingy. The man had not realised the dangers of off shore winds and had broken paddles and no PPE. The lifeboat landed the casualty handed over to the Beach Patrol who gave the appropriate warnings. 16/07/2010 (1545) Maintenance: Lifebelt First North of Watson Road thrown over sea wall was recovered re-wrapped and re-housed. 16/07/2010 (1600) Safety Advice: Given to wave dodgers south of South Pier (boy 17, 2 x girls 16); north of South Pier (boy and girl ~7); Waterloo Road (2 x boys ~14); Foxhall (grandfather 60+, boy 7) south of Central Pier (Family: Male & Female ~40, 2 x boys ~8, girl ~5). Patrols gave safety warnings and informed the Coastguard. 18/07/2010 (1545) Safety Advice on Routine Patrol: Three children (12-14; 1 x girl 2 x boys) had stepped over the Cocker Steps safety chains in order to enter the sea the Land Rover was deployed and directed the children to safety and gave strong verbal safety warnings. 19/07/2010 Maintenance: 3 lifebelts rewrapped and 1 replaced from stock between the boating pool and Little Bispham. 21/07/2010 Emergency Response & First Aid: Weaver Fish sting off Central Pier by boy (~12), Ambulance was called at the request of parents. 22/07/2010 Emergency Response: Male (22) fell and injured leg at Tower headland; ambulance called, but after waiting for a long period for ambulance his father drove him to Blackpool Victoria Hospital. 22/07/2010 Safety Advice: Given to three males (30 s) in a rowing boat trying to launch at Starr Gate, advised of dangers (off shore winds/no safety equipment). 24/07/2010 Maintenance: One lifebelt recovered from sea wall at Squires Gate and one missing and replaced from stock at South Pier. Plus several belts tampered with between South Pier and Manchester Square. 27/07/2010 (1305) 999 Call from Liverpool Coastguard: Report from Coastguard on channel 0 Two children (11-14) wave dodging at Norbreck. The Land Rover was tasked to the area, gave a thorough sweep of the area, ensuring that all people were in positions of safety. 28/07/ Call from Liverpool Coastguard: The Beach Patrol were tasked by Liverpool Coastguard to a 14 year old boy opposite the Lifeboat Station on Central Beach in the sea, some 75 metres out who was in difficulty. The Beach Patrol Land Rover arrived on scene to find 3 young lads in distress reporting that they had lost their brother in the sea. Beach Patrol officers entered the sea in order to search for the missing boy to no avail. The Beach Patrol then took part in an organised search pattern, working with the Coastguard Team, 3 lifeboats from Blackpool together with 2 helicopters (Police 2/1 Helio and RAF Rescue 122 Squadron from Anglesey. After an intensive 3 hour search, at 18.25, as the tide ebbed off, the 14 year old boy uncovered just south of Central Pier on the beach. The boys and their family were on holiday here for the week, and due to go home on the Saturday. The casualty was transferred to awaiting paramedics, and taken by ambulance to Blackpool Victoria Hospital. Unfortunately, the paramedics were unable to resuscitate the boy and he was pronounced dead. 29/07/2010 (1700) Lost child: Report of a girl (7) lost form Central Pier area from 1600; Patrols searched until stood down at day end. 30&31/07/2010 Maintenance: Keep out board replaced at Anchorsholme. Keep out board repaired at Starr Gate. 30/07/2010 (1230) Safety Advice: Male (~40) and two girls (5-10) advised to stay off the steps and in a safe position whilst tide is in against the sea wall. The two male drivers (~20 s) were spoken to and informed of local bye laws; at which point they became abusive, threatening and refused to leave the area. The Police were called. 31/07/2010 Call from Liverpool Coastguard: Report of three boys (11-14) tampering with Public Lifesaving equipment. Patrols deployed, warnings and safety advice given. 31/07/2010 Safety Advice: Given to two boys (8-10) on inflatable that was beginning to drift out to sea at Central August 01/08/2010 (1145) Missing Person: Girl (6) lost outside Waxworks reunited with parents at /08/2010 Safety Advice: A girl (~6) in arm bands spotted alone in the sea at South Pier. The parents were warned that armbands are not a life aid and the need for supervision at all times for non swimmers whilst in the sea. 01/08/2010 Safety Advice on Routine Patrol: Two young boys (8-12) removed from the sea wall wave dodging at the Sandcastle. 02/08/2010 (1200) First Aid: Report from South Pier of a collision involving a Go-Kart. Beach Patrol Land Rover deployed, ice-pack and first aid support given to man (20 s). 02/08/2010 Safety Advice: Three males (18 years) removed from the new Tower Headland wave dodging, usual warnings given. 02/08/2010 Safety Advice: Two males (19 years) launched in a dingy first steps south of Watson Road, Harrowside patrol to gave advice. 02/08/2010 Safety Advice: Five youths (2 boys & 3 girls, 11-14) Removed from the bottom of Red Bank Slipway, usual warnings given. 02/08/2010 Safety Advice: Three boys (12-13) warned of the dangers of hitting golf balls from the cliffs onto the beach near Norbreck. 03/08/2010 Safety Advice: Three males (~18) advised to refrain from wave dodging opposite the Starr, usual warnings given. 04/08/ Call from Liverpool Coastguard: Report of a suicide note left on the prom towards Starr Gate. Beach Patrol joined the search working with Lytham Coastguard until the end of the day shift. 04/08/2010 Safety Advice: Twelve Swimmers (~15 years, 4 Male 8 Female) removed from the water at South Pier and relocated 200 meters further north to a safer area, away from the pier. 08/08/2010 Safety Advice, Missing Person, Enforcement: Beach Patrols attended a safety brief from the Red Arrows where the Beach Patrol took part providing Safety Cover for the Red Arrows Air Show, extra patrols drafted in together with the Beach Patrols Rescue Water Craft 01/02. A safety exclusion zone was set up on beach and the sea. Liverpool Coastguard and Police immediately informed. Eventually the male talked away from the sea wall and taken into Police custody. 12/08/2010 (1600) Safety: Beach Patrol Land Rover tasked to remove a hypodermic needle from the beach opposite the Lost Children Centre. 12/08/2010 (1715) First Aid: Ambulance called for a boy (7), who had tripped on the new promenade at Central sustaining head injuries. First Aid support given, Patrols stood by until an Ambulance arrived. The young boy was transferred to Blackpool Victoria Hospital. 13/08/2010 Safety Advice: A family of five (Man 40 s, Woman 40 s, 3 Girls 6-10) advised after narrowly being cut-off by the incoming tide at the Gynn. Usual warnings given. 13/08/2010 Safety Advice: Six teenagers (15-18; 4 Boys 2 Girls) removed from the sea wall south side of South Pier wave dodging. Usual warnings given. 14/08/2010 Safety Advice: Given to two inflatables (Girl and Boy 3-5) opposite the Pleasure Beach (off-shore winds). 14/08/2010 (1500) Missing Person: Patrols took part in an organised search for a missing boy (10) lost at the Gynn. Eventually found at 1745 towards North Pier, reunited with his parents. 14/08/2010 Enforcement & Safety Advice: A white Renault van (driver-20 s) was spotted travelling at speed on the new beach/promenade at Central. Beach Patrol Officers intervened and directed off the prom. Police informed and usual warnings given. 15/08/2010 (1230) First Aid: Patrol Officers deployed and treated a boy (14) with a cut foot. 16/08/2010 First Aid: The Beach Patrol Land Rover on routine patrol came across a female (21) who complained of chest pains before collapsing opposite the Sea Life Centre. An Ambulance was called and First Aid support given. Patrols transferred to the Ambulance. 18/08/2010 (1500) Safety Advice: Three males (20 s) repeatedly advised, tannoyed, directed and cautioned by the Beach Patrol Land Rover having ignored safety advice after nearly being cut-off by the incoming tide. Eventually the young boy was reunited with his Grandfather. 19/08/2010 (1340) Enforcement & Safety Advice: Report of two Quad bikes (15-18) travelling at high speeds on the beach between the Gynn and Duchess Slipway. The Beach Patrol Land Rover tasked to the area, intervened and apprehended. The owners were informed of the local bye-laws and escorted off the beach. 25/08/2010 (1530) First Aid: Report from South Pier Patrol male (45) slipped on the Green Algae on the new summer promenade, south side of South Pier sustaining severe head injuries, in a confused state. Patrols stood by, First Aid support was given until the Paramedics arrived. The male was transferred into an Ambulance and taken to Blackpool Victoria Hospital. 25/08/2010 (1655) First Aid: Report from the Lost Children Centre a boy (8) with back injuries, caused by slipping on the green algae, opposite the Sandcastle. Patrols gave First Aid support until the Ambulance arrived. Taken to Blackpool s Victoria Hospital for x-rays. 26/08/2010 Safety Advice: A male (~19) swimmer warned of the dangers regarding swimming near to the end of Central Pier and too far out. Usual warnings given. 27/08/2010 Safety: Metal spikes protruding from sand opposite central slipway dug out by patrols to ensure public safety. 27/08/2010 Emergency Response, First Aid & Enforcement: Woman (60 s) bitten by dog given first aid treatment, advised to seek further medical attention and report the incident to the dog warden. The owner of the dog ran off after being told to control his dog, keep it on a lead and provide details. 27/08/2010 Enforcement & Safety Advice: Motorbike (Six men ~20 s) spotted on lower walk; bye laws and safety advice given and heeded. 28/08/2010 (1230) First Aid: Given on Central Beach to a girl (9), cut to her finger, first aid advice given. 28/08/2010 (1300) Safety Advice: 7 members of the public (5 Males 20 s 2 Females 15-19) advised to leave the new summer prom opposite the Tower Headland wave dodging, (sea state very rough), warnings given. 29/08/2010 (1005) Missing Person: Man (76) with dementia lost in Gynn area, patrols given description and performed a search. 29/08/2010 (1445) Safety Advice: Numerous groups of people removed from the New Tower Headland this afternoon wave dodging with a heavy sea running (Gale force winds today). Usual warnings given. 30/08/2010 Emergency Response & Safety Advice: Report of a family (Man & woman 20 s, Girl ~7) cut-off by the tide opposite the Imperial Hotel. Beach Patrols from the Gynn deployed and assisted/directed back to a point of safety, usual warnings given. 30/08/2010 (1410) Safety Advice: Beach Patrol Officers spotted three young boys (5-8 years) at Cocker Slipway trying to retrieve their ball in a heavy swell. Patrols intervened and removed the three children and their parents who were close by. Usual safety warnings given. 30/08/2010 (1500) Emergency Response on Routine Patrol: Patrols came across a male (41) below Beach Patrol Headquarters threatening to commit suicide. The Beach Patrol together with a Police Officer managed to apprehend the male. The male was transferred to an Ambulance and taken to Blackpool Victoria Hospital. Page 16 of 24

Patrols stood by until it washed up as it was frightening a group of small children. Cleansing informed and removed. 31/08/ First Aid: Central Patrols deployed to a girl (12) opposite the Lifeboat Station with a cut foot. First Aid support given and advice. 31/08/2010 First Aid: Central ATV report of a male (15) feeling ill/faint (possible alcohol related) opposite Coral Island. He was advised to go home with his friend and seek further medical attention if his condition continued/worsened. 1-31/08/2010 Maintenance: Safety Chain stolen was replaced at Red bank Road. Fourteen lifebelts recovered, re-wrapped and re-housed throughout. One Lifebelt stolen was replaced from stock south of Watson Road. Work site safety barriers replaced from road and put back in position by patrols after being blown over. September /09/2010 (1330) Enforcement Advice: Patrols advised man (30 s) that dogs are not allowed on the beach between the piers and during the season. 01/09/2010 (1350) Safety Advice: St Chad s Headland Patrol Officer spotted a boy (2) paddling in the sea on his own approximately a foot deep in water. Patrols quickly intervened and removed the 2 year old boy. His parents soon realised how serious the situation had become rushing towards the tide line to meet up and thank the Beach Patrol. Usual safety advice given. 01/09/2010 (1620) First Aid Support: An Ambulance was called after Patrols opposite the Pleasure Beach came across a male (18) having a suspected Panic Attack. The male was placed in the recovery position, First Aid support and transferred to Ambulance once it eventually arrived. 02/09/2010 (1335) First Aid Support: Patrols deployed to Central Slipway where First Aid advice given to the parents of a 14 month old baby boy having a cut mouth. Patrols directed the parents to the NHS Walk in Centre. 03/09/ Call from Liverpool Coastguard: Patrols alerted to a male (26) in emotional distress on the south side of South Pier. Patrols arrived assessed the situation to see a Slovakian national walking out of the sea, he refused assistance and left the promenade area. 03/09/2010 (1400) First Aid Support: The Beach Patrol Land Rover on routine patrol came across a 55 year old male with facial injuries at North Pier. First Aid support and advice given. 03/09/2010 (1415) Safety Advice: Male (24) and Female (22) advised not swim in the sea towards the Gynn at high water. Usual safety warnings given. 04/09/2010 (1120) Enforcement Advice: A man (30 s) was given advice regarding illegal trading on the New Promenade at South Pier. 05/09/2010 (0920) Emergency Response: Patrols spotted a male (20) jumping off South Pier. Patrols informed the Coastguard and monitored until he swam back ashore. Usual safety warnings given. 06/09/2010 (1100) First Aid Support: Beach Patrol Land Rover deployed to Harrowside report of a girl (2) having a bump to her head. Patrols gave First Aid and advised to have girl checked out by a doctor if her condition worsened. 09/09/2010 (1140) Safety Advice: A group of five boys (15-17) removed from Waterloo Road Slipway under the influence of alcohol wave dodging tide against the wall. The Beach Patrol Land Rover was immediately deployed to assist the Police Officers on scene using a Lifebelt hauling him out of the sea and onto the Promenade. An Ambulance transferred the male to Blackpool Victoria Hospital. Patrols checked rewrapped the Public Life Saving equipment placing it back in its housing. 10/09/2010 (1305) Safety Advice: A male (50+) removed from the bottom of the steps opposite the Imperial Hotel wave dodging having stepped over and ignoring the safety signs. Usual warnings given. 11/09/2010 Safety Advice: A male (30) advised to keep his dog on a lead (high water and breaking the local bye-law), safety information given. 11/09/2010 (1255) Safety Advice: A group of four boys (13-14) warned, having stepped over the safety chains wave dodging at the bottom of the steps during high water. 13/09/2010 Safety Advice: An elderly gentleman (50+) advised on the lower prom opposite the Norbreck Hotel to move on to the upper level, sea state rough, waves crashing over his head. Usual Warnings given. 13/09/2010 Safety Advice: A man and woman (30 s) spotted looking over the wall at Imperial steps with waves crashing overhead. Safety advice given and the couple left the area. 14/09/2010 (1300) Safety Advice: A mother (30 s) and her three young children (3 Girls 4, 6 & 7) advised after nearly being cut-off by the incoming tide opposite the Imperial Hotel north shore. Beach Patrol officers tannoyed and directed the family to safety. Safety advice given. 21/09/2010 First Aid: Assistance given to a male (83) who had slipped over on Algae 25/09/2010 Safety Advice: Two male body boarders (~30 s) advised of cold water conditions in Autumn. 26/09/2010 (1100) Safety Advice: A family (Man & Women - 30 s, Boy ~12 Girl ~8) advised to safety at Watson Road, after nearly being cut-off by the incoming tide, Usual warnings given. 26/09/2010 (1130) Emergency Response & Safety Advice: A disable girl (~8) required help off a sandbank that had been fully surrounded. A Beach Patrol officer entered the water in order to guide the girl and mother (30 s) off the bank through a fast flooding channel, to safety. 1-30/09/2010 Maintenance: Twelve lifebelts recovered, re-wrapped and re-housed throughout. Passed on to Customer First to inform Cycle Blackpool who collected the bike from bike from Beach Patrol HQ. 02/10/2010 (1215) Emergency Response with First Aid: Report of a four year old girl who had received a head injury. South ATV attended the incident and called for two Beach Patrol officers in Land Rover to provide additional support. First aid support, icepack used checked out and advised. 02/10/2010 (1630) Report from the Police: Police requesting Beach Patrol assistance missing person, details circulated to all patrols who searched for a 44 year old white male with learning difficulties, last seen walking towards the Promenade from Hounds Hill Shopping Centre. Patrols searched until 1730, police informed. 03/10/2010 (1530) Safety Advice on Routine Patrol: Two teenage girls (~13 years) advised and directed after nearly being cut off by the incoming tide opposite the Gynn. Usual warnings and safety advice given. 03/10/2010 (1550) Safety Advice on Routine Patrol: Seven adults (20-49 years) spotted walking onto a sand bank (incoming tide) opposite the Cocker Slipway. The group were directed back to a point of safety through use of a PA system. Usual warnings and safety advice given. 05/10/ Call from Liverpool Coastguard: Report of a man entering the sea opposite the Tower headland. The Beach patrol Land Rover and two patrols deployed who found Mr Caulfield (50, an actor from USA working at the Grand) having a swim. On request he exited the sea, was given safety advice (Sea temperature 8 degrees Celsius Below 12 degrees Celsius is unsuitable for bathing) 10/10/2010 (1350) Routine Patrol with First Aid: Beach Patrol Land Rover cam across a lady (32 years) who had fallen off her cycle opposite the NBLQ Lifeboat station. First aid support given and ambulance called. 15/10/2010 (1100) 999 Call from Liverpool Coastguard: Police called for Beach Patrol assistance after chasing a male (~19 years) who entered the sea in order to escape capture. Eventually the male gave himself up and was detained in Police custody. 15/10/2010 (1645) 999 Call from Liverpool Coastguard: A woman (~39 years) had taken an overdose and was threatening to walk into the sea in the South Beach area. Patrols teamed up with Police and Coastguard to coordinate a thorough search of the area. At 1715 the lady was located opposite the Sandcastle and handed over to the Police 16/10/2010 Safety Advice on Routine Patrol: Four young children (8-12 years) playing at the top of Gynn Slipway with a football (tide in) Moved on, usual warnings given. 20/10/10 (0900) Coastguard Search Assistance: Report from Liverpool Coastguard (incident last night) involving two males (50 s) out on the beach walking their dogs. They became disorientated and cut-off by the incoming tide loosing sight of their two dogs in the dark. The alarm was raised by the Coastguard Local Coastguard Teams together with Blackpool Lifeboat searched through the night. The two local men managed to wade through a deep gully chest deep back to a point of safety. Unfortunately both dogs were lost at sea. The search continues this morning for the two dogs.
