Julie and Sharon do a wonderful job keeping us all informed of all things Saratoga Lake. Please join me in congratulating them on continuing to publish one outstanding issue after another. As I have said many times, Shore Lines is the soul of the Saratoga Lake Association. The SLA Board is very much aware of the congestion during the regattas and training. We have been working with Saratoga Rowing Association President Katherine Smith for over a year to seek accommodations for both boaters and fisherman. We are fully aware of all of your comments and concerns and have expanded the SLA team chaired by Board Member Beau Stallard to try to achieve reasonable accommodations that will allow all recreational activities to co-exist in a safe environment. April 30 and May 1 was a very busy weekend on the lake. It was great seeing so many of you at our Annual Breakfast, this year at Dock Browns. Thanks to Events Chair Tonya Trombly and her Committee for all of their work to plan this event. Special thanks to Board Member, Dr. Joe Schwartz, for conducting a sun cancer screening. Thanks also to the Arvin Hart Fire Department for coming out en mass to discuss their rescue operations on the lake and Kayderosseras Creek and for bringing their MR 10-8 (air boat). The Events Committee is planning many other events, some of which are highlighted in this edition of Shore Lines. Thanks to Mountainman Outdoor Supply Company Owner John Nemjo and SLA Board Member Beau Stallard for offering on-water paddle safety classes as part of Paddlefest Photo by Bob Eastman at Fish Creek. The following three courses were conducted on both Saturday and Sunday: 1) Quick Start Your Kayak; 2) Beyond the Basics; and 3) Safety & Rescue Demonstration. The instructors were certified experts Mike Cavanaugh and Alan Mapes. Topics covered included 1) handling your kayak on shore, entering and exiting the kayak, forward stroke, basic turns, stopping and going backwards, sideway movement, stability, sweeps, draws wet exits, assisted rescues. getting yourself back in your boat after a capsize, getting other paddlers back into their boats safely and getting weak or incapacitated paddlers to shore or a safe area. SLA hopes to sponsor similar paddle safety courses during the summer if there is sufficient demand. Other courses offered at Paddlefest were Bass Kayak Fishing and Kayak Fishing for Carp. Welcome to new SLA Board Member Hal Raven. Hal and his wife own Adirondack Cruise and Charter Company that will be offering Pontoon Boat cruises out of the Boat Works. The ribbon cutting will be at 3pm on May 13th at the Saratoga Boat Works Marina. SLA is exploring sponsoring floating classroom courses. Read Hal's bio inside this edition of Shore Lines. The Board approved a letter that I signed to the NYS DEC to encourage them to complete and release their report regarding the decline in the fish population in Saratoga Lake. See the letter inside this edition of Shore Lines. Thanks to Board Member Tom Bonds for spearheading this effort. Thanks to Look TV for interviewing me. I did my best to let the viewers understand the activities of both the Saratoga Lake Association and the Saratoga Lake Protection and Improvement District. The link to the interview is inside this edition of Shore Lines. The Board has approved offering a course on Powerboat Training. The law firm of Martin Harding & Mazzotti, LLP has generously agreed to sponsor this program. While safety will of course be emphasized, this is different than the typical Boat Safety course. The course is being created by Allan Miller. It will be a discussion/presentation style session of about one to two hours that goes through the basic maneuvers all boaters should be able to perform. The presentation will include videos of the ten maneuvers and discussion around the important points that help the boater execute them effectively. The course will utilize a series of videos and animations that depict some of the following onthe-water maneuvers all boaters should be able to perform. Legend has it that the potato chip was invented on Saratoga Lake at Moon's Lake House in The Saratoga Springs Lions Club is part of the world's largest service organization, Lions International. Its mission is to restore sight and hearing, fight diabetes and develop tomorrow's futureour youth. Saratoga Lions can be found during the winter months teaching and ice skating with physically or mentally challenged individuals or during the summer and fall riding horses with special needs kids. Among there many other activities are marching in parades every year to support military families, helping other non-profits marshall road races, providing transportation to the elderly or people in need, running blood drives and health fairs for the community of Saratoga, and helping victims of tragedy in disaster areas. The presentation centered around their training techniques and rescue protocol. They urged that they only be called in an emergency For example, running out of gas is not an emergency. Warrensburg, NY Attention: Rob Fiorentino, Biologist Dear DEC Friends, The purpose of this letter is to thank you for doing a study of the fish populations in and trends in Saratoga Lake. We would be happy to support this work in any way that we could. SITUATION We are hearing that the fish production from Saratoga Lake has declined significantly (quantity and quality) during the past decade. SUPPORTING EVIDENCE A Board Member reports that his numbers of fish caught has declined to less than half of what is was in 2008 (his first summer at his lake camp) A neighbor states that in 2015 he participated with about 50 fishermen in a fishing contest for Northern Pike, and no one caught a Northern Pike. Ten years ago the winner of the summer fishing contest run by a local fishing club was nearly always a fisherman on Saratoga Lake, and he described Saratoga Lake as a fish factory. The contest winner is now not a Saratoga Lake fisherman. The president of a local fishing club stated that he now does not come to Saratoga Lake to fish because the fishing has declined, so as to not be worthwhile. Welcome to New SLA Board Member Personal Background I grew up in the Adirondacks on Lake George. The lake has always been a love of mine. My wife Erin and I live in Queensbury and spend as much time on the water as possible with our two children, Jack and Kara. Jack is 9 and love playing hockey and lacrosse. Kara is 7 and loves doing things with dad and being outside. Both children love the boat and swimming in the lake. I Scuba dive when time permits and love snorkeling with the kids. I have always loved the water and been arounds boats my whole life. My Dad got me into boating at an early age. My Uncle and Grandfather were both Navy and shared the love of boats furthering my love for the water. Growing up I spent many days on the Albany cruise boat DUTCH APPLE, originally founded by my Uncle. Professional Background Currently, I am the Superintendent of Transportation for Pan Am Railways. I have worked at the railroad for 19 years including my years at Daemen Collage where I studied Transportation Management earning my BS. My job entails overseeing all railroad operations between NY and Boston on the former Boston and Maine RR. I also have and Masters Captains license and pilot the Lake George cruise ships ADIRONDACK and HORICON for Shoreline Cruises. Erin is a Registered nurse and works at Anthem Blue Cross. She is a Plattsburg graduate. We have also started and small charter boat business on Saratoga Lake and feel the best way to be successful is to be involved with the Lake. Persons elected to a Trustee seat as part of the May 2016 election will be eligible to serve a three-year term commencing on July 1, 2016, but to ensure staggered terms, elected trustees will draw straws to determine the length of their terms. The election will be held on May 17, STILLWATER SCHOOL BUDGET VOTE AND STILLWATER PUBLIC LIBRARY VOTE Tuesday, 5/17 from 12:00 pm - 9:00 pm at the Stillwater Central School District Tina (Zemma) Pamper has been a lake resident for 28 years and my neighbor for 18 years. She has chosen to run for Trustee because she has seen first hand what libraries do for communities, having been a member of Friends of Stillwater Free Library since During that time she has been a volunteer involved in numerous library programs and events. We all know how important libraries are. Tina always refers to Stillwater Free Library as the "little gem" in the village. She sees the value of it as a community resource for information as well as a learning environment. Tina would be great to oversee the transition and challenges of a properly funded community resource with appropriate representation for taxes. I know she will be a great voice for lake residents. 8 Page 8 Shore Lines May 2, 2016 Town of Saratoga News Thomas N. Wood, III, Supervisor Greetings to everyone. The Town Board will hold its May agenda meeting on Thursday, May 5th, at 7 p.m. in the Glass Room at the Town Hall. The regular meeting for May will be Monday, May 9th at 7 p.m. in the Schuyler Room. This month we will conduct public hearings on Local Law number 4 establishing a 6-month moratorium prohibiting the clear cutting of land greater than 2 acres and Local Law 5 repealing a local law originally adopted in the 1990s that prohibited the dumping of horse manure within the town. It was learned that certain aspects of this original law were not legal. Also at this meeting there will be a public hearing on the mass gathering permit application for conducting Sundae on the Farm on June 12th at the Turning Point Dairy operated by Marty and Patrick Hanehan. The Town Board is considering a number of changes to the Zoning regulations for the Lake residential and Lake Commercial Zone. These changes will put the Town of Saratoga regulations more in alignment with the Town of Stillwater and Town of Malta and should reduce the number of applications that currently have to go to the Zoning Board of Appeals. A couple of weeks ago a joint meeting was conducted between the Town Board, the Planning Board, and the Zoning Board of Appeals. The discussions conducted at this meeting have led the Town Board to consider making the proposed changes. These changes include decreasing the requirements for lot frontage, front, side and rear setbacks, and add mandatory sewer connections. Steve Bodnar has submitted his letter of resignation from the Town Zoning Board of Appeals. Steve will be recognized at the Town Board meeting for serving for 35 years as a member and chairman of the Town Zoning Board of Appeals. Steve has been a dedicated conscientious member of the board during all of this time. His service to the town will be missed. Significant progress is being made on the rehabilitation of the Quaker Springs Old Mineral Springs building. It is anticipated that in a couple weeks this project will be completed. The 2016 Town of Saratoga Tax Roll is available in the town hall and will be posted on the Town Web Page at townofsaratoga.org. Just Announced! 9 Page 9 Shore Lines May 2, 2016 Town of Stillwater News by Supervisor Ed Kinowski Browns Beach will be opening on Memorial Day weekend. There will be a $2 charge per person for ages 13 and up. Stillwater residents can obtain a 10 day pass per person for just $10. Pass cards can be obtained at the Town clerks office -- proof of residency is required. The revenue will help to pay for the purchase of the beach park. Additionally, we have begun preliminary work on our new Pavilion. The facility will be built in three phases. Hopefully we will secure enough grant funding to provide modern bathrooms, showers and community services for all. Just a note for your summer safety at Browns Beach: Please read all signs, do not bring glass items to the beach & animals are not allowed on the beach. Beach Life Guards and Staff are on hand for your safety and assistance. The Glen Hollow Park is fully operational. Bathroom facilities will be open dawn to dusk. Contact our Town Clerk for rental of facilities. Our River Font park is open as well. Please contact our Town Clerk for rental of the pavilion. A Public Hearing is scheduled for May 5 and 19 to discuss expansion of Time Warner Cable throughout Stillwater. (see further information below) A TWC representative will be available for questions and answers. We will be voting on a new Franchise agreement after the public hearing. There is always more to report; so I encourage all to attend at least one Town Board Meeting. We always have public comment periods for questions and answers. Have a safe summer! Stillwater Planning Board Update The Stillwater Planning Board welcomed two new members in Christopher D Ambro and Heather Ferris, both young professionals, offer keen perspectives on a variety of applications. Their willingness to serve and ambition to learn all aspects of land-use planning is refreshing and greatly appreciated. A number of initiatives currently before the Board pertain to the Saratoga Lake region. Among them are the Cold Spring Road Mixed Use Project proposed by Cailen Mackay. He requests 39 residential homes arranged in a cluster pattern with an adjoining commercial area to be constructed all within a 223 acre parcel. The development design will reserve a major portion as Open Space to be managed by a Home Owner s Association. The twice-shelved White Sulphur Springs Major Subdivision located at the southeasterly corner of the intersection of Luther Road and NY Route 9P is returning requesting permission to construct 21 single family homes on 37 acres, as well as, the recently submitted application for a Horse Show Facility to be constructed on the existing equestrian property at 28 Brickhouse Road. The Planning Board has entertained a number of Lot- Line Adjustments along NY Route 9P. During the review process applicants seem frustrated because their property documents contain discrepancies. It may be beneficial to take the time to examine your deed and survey map, especially those created before Comparing field measurements with interpretation of deeds to determine your exact property lines before making any changes or selling your property may make the process easier. The Stillwater Planning Board meets monthly at the Stillwater Town Hall. The meetings are always open to the public. Please refer to the Town s website at: Stillwater- NY.org for further details. It may help everyone who needs cable for Phone, Internet or TV and are currently unable to acquire. We have the ability to expand cable and need to identify all non-serviced areas. A TWC representative will be available for questions & answers. The Arvin Hart Fire Station on Route 423 does NOT have cable and could use it to operate the I am responding program in the station. About 1,300 entries competed on the 1,500-meter course Saturday and Sunday, April 23 and 24. 16 Page 16 Shore Lines May 2, 2016 Our Annual Summer Safety Message from your Local First Responders It s going to be summer soon and the activities on the lake will resume in full swing. We ll see what kind of summer it is as we endure the fits and starts of late spring when Mother Nature can t decide what kind of weather to dish out. The members of your local volunteer fire departments who respond on the lake want you to take a moment to remind you to be safe this summer. We respond for emergencies any time of the day or night but we would rather not respond at all. The local volunteer fire departments who respond to the lake are Arvin Hart Fire Co, Quaker Springs Fire Department, Malta Ridge Fire Department and Round Lake Hose Company. The City of Saratoga Springs Fire Department which is a career fully paid department will also respond as needed. EMS Agencies who respond to calls at the lake include; Stillwater/Malta EMS, General Schuyler EMS and the City of Saratoga Springs Fire & EMS. Police agencies available are the Stillwater PD, State Police, Saratoga County Sheriff s Dept., State Park Police, ENCON Police, and the City of Saratoga Springs. Operator inexperience, inattention, recklessness, and speeding are the four leading causes of tragic watercraft crashes and the leading cause of death is drowning. It only takes a moment to don personal floatation devices which can save the lives of your passengers and you. Crash statistics indicate boaters who wear life jackets and take boater safety courses are most likely to stay safe on New York s waters. Follow these basic safety tips and enjoy our local lakes and rivers with family and friends. Leave the alcohol onshore. Never use drugs or alcohol before or during boat operation. Alcohol's effects are greatly exaggerated by exposure to sun, glare, wind, noise, and vibration. Unfortunately we witness fatal boating accidents on the lake and unfortunately innocent people or children are involved. Use and maintain the right safety equipment. Have a U.S. Coast Guard-approved life jacket for each person onboard and one approved throwable device for any boat 16 feet and longer. The DNR recommends that everyone wear their lifejackets while on the water. Have a fire extinguisher, make sure its charges and in ready condition. continued Have operable boat lights - Always test boat lights before the boat leaves the dock and make sure you use them at night. We have had several severe crashes on the lake at night. Emergency supplies - Keep on board in a floating pouch: cell phone, maps, flares, and 1st aid kit. LED flashlight. Make sure the engine compartment is being well ventilated especially when refueling, if fumes ignite you can t escape fast enough without receiving burns, many time fatal burns. Be weather wise Regardless of the season, keep a close eye on the weather and make sure you receive severe weather alerts on your cell phone. Sudden wind shifts, lightning flashes and choppy water all can mean a storm is brewing, if you can hear the thunder you can be hit by lightening. If bad weather is approaching, get off the water early to avoid a long waiting line in inclement weather. Check the weather service web pages before you head out at Take these steps before getting underway. Tell someone where you are going and about when you will return, stick to the return time or notify them of the changes. Open all hatches and run the blower after you refuel and before getting underway. Sniff for fumes before starting the engine and if you smell fumes, do not start the engine. Don t be complacent. Loading and unloading your boat. Overloading a boat with gear or passengers will make the boat unstable and increase the risk of capsizing or swamping. Abide by the boats capacity plate which located near the boat operators position. Follow navigation and other rules on the water. Never allow passengers to ride on gunwales or seatbacks or outside of protective railings, including the front of a pontoon boat. A sudden turn, stop or start could cause a fall overboard. After leaving the boat launch, maintain slow-nowake speed for a safe and legal distance from the launch. Follow boat traffic rules. 17 Page 17 Shore Lines May 2, 2016 Tips to help you stay safe in the water These tips are something to be shared with family and friends. Designate a responsible adult to watch young children swimming or playing in or around the water. You should be close enough to reach the child at all times. Because drowning occurs quickly and quietly, adults should not be involved in any other distracting activity, even if there are lifeguards present. Always swim with a buddy and select swimming sites that have lifeguards when possible. If you or a family member has a seizure disorder, provide one-on-one supervision around water, including swimming pools. Formal swimming lessons can protect young children from drowning. However, even with swimming lessons, constant, careful supervision when children are in the water is required. Learn CPR. In the time it takes for paramedics to arrive, your CPR skills could save someone s life. Water wings, noodles, or inner tubes are not safety devices and should not be used in place of a life jacket. Avoid drinking alcohol before or during swimming, boating, or water skiing. Do not drink while supervising children. Know the local weather conditions and forecast before swimming or boating. Strong winds and thunderstorms with lightning strikes are dangerous. (source: Shoreline Industries (shorelineindustriesstore.com) Skiing Safety in the Water New York State has a regulation that requires any power boat or personal water craft that is towing a water skier, wake boarder or an occupied tube, have an observer in the boat that is ten years of age or older. This law has been around for many years, yet it is constantly ignored, even on very busy days. There is absolutely no excuse for anyone to disobey this New York State law. Parents need to instruct their family boaters and there should not be any exception to obeying this law. This is a matter of safety for all boaters on the lake. 21 Page 21 Shore Lines May 2, 2016 This spring season at Saratoga Rowing is off to a great start. This year s Saratoga Invitational was our largest yet and brought some great competition to Saratoga with many strong teams competing. We re now over half way through our home regatta season! This weekend s regatta on Saturday, May 7, will bring to Saratoga many local teams as well as teams from as far away as Sarasota, Oakland, Seattle, and Dallas. The regatta will be hosted at Lee s Park Campground. The following weekend, May 14th and 15th, will wrap up our regatta season on Fish Creek with the New York States Scholastic Championships. The crews that take gold at States will head to Ohio for Scholastic Nationals at the end of May. Remaining regatta days for Spring 2016: Saratoga Rowing Association predicts great season Junior B/C Champs: May 6 (Lee s Park Campground) New York State Champs: May 14 and 15 (State Boat Launch* and Lee s Park) SRA provides 25 free passes per day for South Shore Marina, available at Stewart s. The creek can be used to travel to and from the lake during regattas. It s helpful to check in with the regatta volunteers, sheriff s boats or SRA safety launches positioned at the start and finish of the race course. They will gladly help you navigate the safest route. We re excited about the competition this year at the regattas. 22 Page 22 Shore Lines May 2, 2016 Saratoga Regatta Boasts A Rich History John Morrissey Sponsored the Sport s Early Success on Saratoga Lake (thanks to Editor Maria McBride Bucciferro of Saratoga Living for sharing this article.) Scenes from early editions of regattas on Saratoga Lake as depicted by Harper s Weekly. Saratoga Race Course founder John Morrissey organized The International in 1871 and played a key role in the collegiate championships that followed After opening a gambling house here in 1861, John Morrissey brazenly established himself as a heavyweight in Saratoga Springs by introducing organized Thoroughbred racing in the village in 1863 at the old Saratoga Trotting Course. He opened Saratoga Race Course in 1864 and a few years later unveiled his famous Club House in Congress Park, a venue that became arguably the most elite casino in the world. A former bare-knuckle boxing champion who was elected to the first of two terms in Congress in 1866, Morrissey was never content to sit back and rest on his laurels. Always an innovator and a brilliant promoter, Morrissey found another way to bring big crowds to Saratoga by organizing the first series of prestigious boat races on Saratoga Lake in September With large purses at stake, the best oarsmen of England and America competed in The International regatta. The 1871 International on Saratoga Lake drew significant newspaper coverage in both America and England with the Ward brothers of New York William, Ellis, Joshua and Gilbert defeating the recognized world champions from England, the Taylor-Winship four, and four other crews. The Ward brothers set a world record of 24:40 for four miles (two miles to a stake and return to the starting point). Three years later, Morrissey, along with the assistance of several other prominent Saratoga individuals, introduced the first collegiate regatta on Saratoga Lake. Morrissey realized these regattas would not only produce good public relations but would also attract visitors who would stay at the hotels, dine at the local restaurants and most importantly to Morrissey gamble at his Club House in the evenings. Morrissey brought in sponsorship money for the 1874 races through $1,500 donations from both the Rensselaer and Saratoga railroads, and $500 gifts from several of Saratoga s prominent hotels. Everyone was rewarded when an estimated crowd of 30,000 came to Saratoga Lake to see crews from Harvard, Columbia, Yale, Princeton, Cornell, Dartmouth, Williams, Wesleyan and Trinity compete. Columbia won the team title and the regatta was featured on the cover of Harper s Weekly. The next year, 13 colleges competed in the regatta. Amherst, Bowdoin, Brown, Hamilton and Union were the newcomers with everyone returning from the inaugural event except Trinity. Several different schools and individuals competed in various rowing events on Saratoga Lake in the years that followed. In 1876, Saratoga restauranteur Jim Riley, founder of the famous Riley s Lakehouse, won the United States individual championship, setting a world record for a single sculler of 13:21.5 for two miles. Riley would be regarded as the top oarsmen in the country for more than 20 years. The regattas were so successful that walking and running races, glee club concerts, and grand celebratory galas were included on the program for visitors. Although wildly popular, the regattas were not without their detractors because of Morrissey s reputation as an expugilist and gambling impresario. While most schools favored Saratoga as the site for future regattas, Harvard, Dartmouth and Amherst objected because Morrissey was offensive to their probity and piety, according to author Ronald A. Smith in Sports and Freedom: The Rise of Big- Time College Athletics. The Feb. 20, 1874 edition of the continued next page

23 Page 23 Shore Lines May 2, 2016 Saratoga regattas boast rich history, continued Harvard Advocate stated: Our friends will not go to a town of Saratoga s reputation. The race will be a stop-gap for gamblers and turf-men till horse-racing should give them a new chance for betting their money, and another attraction to keep the hotels full enough to satisfy the gentlemanly landlords. Although gambling was at the heart of the paper s objection, the Advocate did concede Morrissey had no intentions of profiting from the college students, stating Mr. Morrissey would find them as game beneath his notice. Despite some outcry, Morrissey and his associates were persuasive in retaining the event. The Cornell Times applauded the decision of the Intercollegiate Rowing Association, calling Saratoga Lake the best course in America. Regattas on Saratoga Lake began to decline in popularity around 1900, but in 1963 the American Rowing Association sponsored the American Henley Regatta on Saratoga Lake as part of the 100- year anniversary celebration of Thoroughbred racing in Saratoga Springs. Rowing was rejuvenated in 1986 when local architect Tom Frost and several others started the Saratoga Springs Rowing Club. Successful events such as Head of the Fish followed, and Frost served as chairman of the event for 13 years. The Saratoga Springs Rowing Club remains a fixture in the community today and was joined in 1996 by the Saratoga Springs Rowing Association, which was formed when Saratoga Springs High School teacher Chris Chase was asked by three girls about starting a club after they attended a camp at Skidmore College. Today, Saratoga is recognized throughout the country as a premier center for Thoroughbred racing. Its reputation in the rowing community is equally as strong. It all started with John Morrissey, a man who always seemed to push the right buttons when it came to Saratoga.
