4 Page 4 of 55 Report of Community Services REPORT #: COM DATE: 07 Jun 2016 TO: SUBJECT: PREPARED BY: Deputy Mayor and Members of Committee of the Whole Canada's 150th Birthday Event Bethany Kuboniwa, Leisure Events and Marketing Programmer 1. RECOMMENDATIONS: That Report COM regarding Canada's 150th Birthday Event is approved by Council; and That Council provide direction in order for staff to begin the application process for federal grant funding to support the event. 2. PREAMBLE: The purpose of this report is to bring to Council's attention as requested, to ideas surrounding the celebration of Canada's Sesquicentennial (150th birthday) in Furthermore, this report will provide direction to staff in the application for federal grant funding to support this initiative. 3. BASIC DATA PERTAINING TO THE MATTER: Canada is celebrating its 150th birthday on July 1, The Town of Bradford West Gwillimbury has and continues to operate a celebration each year on July 1 to celebrate Canada's birthday with an evening event that includes; music, dance, games, and food along with a spectacular fireworks show to close the festivities. The town would continue to operate this event, but proposes some additional thoughts for Council consideration during the day to augment the festivities with a specific reference to the 150th birthday. In all cases, federal grant funding is limited to proposals from municipalities that are unique and new, completely unrelated to existing celebrations or themes. Additionally, the earlier that a community establishes its plan, the earlier that a funding application can occur, and thus the likelihood for the receipt of supporting funding. A parade with a Canada 150th theme following a similar route as the Santa Claus Parade and the Bradford Sesquicentennial in The parade could include the many different groups in our community both private and public in a float application process, and promotes the theme of Canadian and local diversity. The Town of Bradford West Gwillimbury does have a number of different cultures that make up the community that would be encouraged to create a float that both shows their diversity intertwined with Canada. Floats that participate in the parade could also include a representation of each decade in Canada's history. Marching bands/music would be key attributes that funding would be required for. One other key idea would be to start the parade at 1:50pm in commemoration of the 150th birthday. 2. Engage local community groups and businesses to participate in the existing event that happens at the Bradford & District Memorial Community Centre by creating a "Canadiana" Festival. Community groups and businesses could apply to run a booth that represents a Canadian Province or Territory and include aspects such as games, food and crafts. 3. A special Canada 150 tulip has been created to celebrate Canada's 150th anniversary. The tulip is white with red flames and bears a resemblance to the maple leaf flag. These special tulips will be available for sale in Home Hardware in fall of 2016 for bloom in spring A prominent place in town could be selected to showcase a display of these tulips to the residents of Bradford West Gwillimbury. 4. Invest in specific custom-made street banners that with appropriate permission could combine the official Canada 150th logo with the BWG logo. Staff would be required to investigate permissions surrounding the use of the official logo and acquire the ability to have the Town's banner supplier to produce these custom banners. 5. Consider a purchase of a small ground level flag for each residence in Bradford for display during the month leading up to July 1 (12,000 flags approximately). 6. The Civic Awards that are annually presented on the stage at the Canada Day Celebration could include the Canada 150th logo and a special title for 2017 taking on the form of "BWG Civic Awards presented at Canada's Sesquicentennial Celebration". 7. Work with the Arts & Culture Committee and Bradford Fine Artists to source out local artists who can exhibit elements of Canadian culture and history to the entertainment of the event. Staff could work with a specific committee such as the Arts and Culture Committee to head up the festivities associated with Canada's 150th birthday in order to ensure ongoing community input and participation. Planning would begin as soon as direction is received so that a funding application can be made. In order to increase community engagement in the lead up to the celebrations a social media campaign would be created to bring awareness to the community about the milestone birthday and event. Additional funds required to support these proposed activities are noted in the financial implications section below, and would form the basis of the town's application for federal funding. Staff are seeking council's direction on these activities or whatever other ideas council would like pursued. Canada's 150th Birthday Event

RECOMMENDATIONS: That Report COM regarding Transit Operating Report 2015/2016 be received for information. 2. PREAMBLE: The purpose of this report serves as an update for the operating year of both BWG Transit and Taxi-to-GO during the period of 2015/ BASIC DATA PERTAINING TO THE MATTER: BWG Transit and Taxi-to-GO have been in operation for two years. Over the course of that period, statistics have been collected to establish a baseline of services and how they are being utilized. Data collected from the first year of operation have been compared with the latest statistics from this past year. Gathering information about ridership and revenue provides comparatives year-to-year and explains how adjustments to the transit system affect the operation. Through the establishment of trends and short-term statistics, future adjustments can be made using informed judgement. Appendix "A" - BWG Transit & Taxi-to- GO Operating Report, contains graphical data of the information contained in this report BWG Transit The demographics for BWG Transit are broken down into categories to illustrate how the BWG Transit system and Taxi-to-GO programme is being utilized. In October 2015, BWG Transit underwent route changes that focused on efficiency. One of these route changes included the removal of the around-town Route 2B and for the purpose of this report, the statistics from Route 2B from January to October 2015 will be combined with Route 2A BWG Transit & Taxi-to-GO Total Ridership The Town's transit services are composed of BWG Transit and Taxi-to-GO. BWG Transit is a Transit Operating Report 2015/2016

8 COM Transit Operating Report 2015/ Page 8 of 55 two route, two bus system that currently operates during weekdays from 7:00 am to 5:00 pm. The service began in May 2014, and provides transportation for local commuting within Bradford. Taxi-to-GO also began in May 2014, and is designed to provide early morning and evening transportation to meet up with GO Train commuters. It is important to recognize both services are interconnected to provide a robust community transit service. The combined ridership numbers over the last two operating years are: Year 1 Boarding's: 21,045 Year 2 Boarding's: 26,949 *Refer to Graph Total Ridership, in Appendix "A" Yearly Comparison The number of fare paid boarding's has been consistent with some growth. For the following comparative promotional ridership has been removed. Ridership from Year 1 vs. Year 2 shows positive growth. Year 1 Fare Paid Boarding's: 17,400 Year 2 Fare Paid Boarding's: 19,449 *Refer to Graph Yearly Comparison, in Appendix "A" Route Ridership The total ridership for transit during the 2015 operating year was 19,449. This has been separated into two routes to identify route demand. Route 1 - "Crosstown" ridership share: 69% with 13,419 riders Route 2 - "Around Town" ridership share: 31% with 6,029 riders *Refer to Graph Route Ridership, in Appendix "A" Ridership Category Ridership is separated into the following categories: Child (0-5 years) Student (6-17 years) Adult (18-64 years) Senior (65+) It should be noted that the number of adults is much greater than the other groups combined. This occurs due to the large age bracket that classifies a rider as an adult. For greater detail, Refer to Graph Ridership Category, in Appendix "A" Senior Ridership The total number of senior riders as of April 30, 2016 was 3,023. Many of the senior riders board the bus from key locations, highlighted below: Stop #1008 Miller Park and Magani Avenue 279 senior riders Stop #1027 Miller Park and Magani Avenue 94 senior riders Stop #2008 Lynn Street and Line senior riders Stop #1012 Leisure Complex 96 senior riders Out of the 947 easypass cards issued, seniors accounted for 140, or 15% of all cards. 9 COM Transit Operating Report 2015/ Page 9 of Special Events The Town has used the BWG Transit buses for public events in the form of shuttles, as well as free transit promotions. Some of these events include: Carrot Fest, shuttle service o Approximate Cost - Sponsored by Switzer-Carty Transportation Soup Fest, shuttle service o Approximate cost - $ (Transit Budget) Santa Clause Parade, shuttle service for parade volunteers o Approximate Cost - $ (Leisure Events Budget) New Year's Eve Service, extended free service until 3:00 am (152 riders used this service) o Approximate cost - $ (Transit Budget) These events are offered free to riders. Free transit during Town events promotes the system, the event, and it allows riders who have never taken transit become acquainted with the service Taxi-to-GO Over the course of the last operating year, the Taxi-to-GO programme has increased the average daily ridership from 23 to 30 riders. In total the programme has serviced 7,494 riders from May 1, April 30, an increase from the 3,645 riders during the first year of operation. Graph Taxi-to-GO Ridership, in Appendix "A" is the total number of riders over monthly intervals for Taxi-to-GO over the comparative years. Graph Taxi Riders By Train Schedule, in Appendix "A" is the total ridership using Taxi-to- GO and for what scheduled GO Train times. Ridership spread over GO Train schedule is 53% using the morning service and 47% using the afternoon service. (Note that the GO Train schedule has altered over the course of the Taxi-to-GO programme. The most current GO Train schedule has been used) Town Taxi has been the service operator of Taxi-to-GO over the last two years. The previous agreement expired on April 30, 2016 and was re-awarded to Town Taxi for another year - with the option of extension for an additional year Metrolinx Co-Fare Agreement Town staff have completed the execution of the Metrolinx Co-Fare agreement, taking effect as of May 1, The agreement allows the Town to receive additional fares - paid by Metrolinx as a subsidy - to assist with the funding of the Taxi-to-GO programme. Previously, the fare for riders with a PRESTO card using the Taxi-to-GO service was 50 cents per trip. With the Co- Fare agreement in place, the fare for riders does not change however, Metrolinx now pays the difference to the Town for the cost of a full fare per trip. This on-board system will visually display the name of the next stop, as well as verbal announcement of the next stop in an effort to make all transit systems more accessible. The Town of Bradford has awarded the installation and implementation of this system for BWG Transit to the Town's existing electronic farebox contractor - Transitfare. It is expected that the installation and monitoring of the system will occur at the end of June 2016, and will be fully functional by September prior to the start of the next school year Zehr's Markets Transit Service During the August 18, 2015 Council meeting, Zehr's Markets was endorsed to be added to the BWG Transit route during implementation of other major route changes. This process involved a licensed land agreement from CP Reit Ontario Properties Limited. The agreement allows the BWG Transit bus to operate on private property, including the pick-up and drop-off of passengers. RECOMMENDATIONS: That Report DES regarding "Request for Removal of Holding (H2) Symbol" for the property at 3107 Line 12, be received; and That Council pass a by-law, removing the Holding (H2) symbol from the subject lands. 2. PREAMBLE: The owners of the property known municipally as 3107 Line 12 intend to construct an addition to their existing Detached Dwelling, being used as their primary residence. The property at 3107 Line 12 is subject to a Holding (H2) symbol under the Town's Zoning Bylaw as a result of its proximity to an inactive waste disposal site (located at the southwest corner of the intersection of Line 12 and Sideroad 10). The purpose of the Holding (H2) symbol is to ensure that "the proposed use and/or development will satisfy Guideline D-4 of the Ministry of the Environment [and Climate Change]" in evaluating whether, as a result of its proximity to an active or inactive waste disposal site, the development (e.g., change of use) of a property could create a hazardous situation for its inhabitants or users. The owners of the subject property have completed a Landfill Impact Assessment for Residential Building Lot 3107 Line 12, and submitted it to the Town for consideration. In this instance, the Town is the approval authority for the Assessment and, in that regard, the Town's Development Engineering Division has indicated that the conclusions presented by the proponent's consultant (i.e., Terraprobe) are acceptable. The purpose of this Report is to provide relevant information on the policies and regulations affecting the subject property (as lands within the "assessment area" of a waste disposal site), and to outline the applicants' proposed development, the recommendations of their Request for Removal of Holding (H2) Symbol Owners: David and...

17 DES Request for Removal of Holding (H2) Symbol Owners: David and Eija Niemi Location: 3107 Line 12 File No.: D environmental engineer, Town staff's conclusions on the proposed development and to recommend the approval of the application to Remove the Hold. 3. BASIC DATA PERTAINING TO THE MATTER: Subject Property and Application Details The subject property is identified as Concession 12, North Part of Lot 11, Part 2 on Plan 51R and, as above, is known municipally as 3107 Line 12. It is located at the southeast corner of the southerly intersection of Line 12 and Sideroad 10, has approximately 13.7 metres (45 feet) of Lot Frontage along Sideroad 10, and has an Exterior Side Lot Line of approximately 102 metres (335 feet). The subject property has an irregular shape (it is L- shaped) and has a Lot Area of approximately hectares (1.295 acres). Please see Attachments 5.1., 5.2., and 5.3., for a Location Map of the subject property (5.1.), a map produced by County of Simcoe staff depicting overlapping waste disposal assessment areas with annotations by Town staff (5.2.), and an extract from a survey of the subject property (5.3.). The owners of the subject property are requesting that Town Council remove the Holding (H2) symbol applying to their property, in order to permit the construction of an addition to their existing Detached Dwelling. For the Committee of the Whole's information and review, a cover letter from the applicant is appended to this report as Attachment 5.4., and drawings depicting their desired addition to the Detached Dwelling are appended as Attachment 5.5. In instances where development is proposed in proximity to active and/or inactive County of Simcoe waste disposal sites, the County of Simcoe is the approval authority for relevant studies/assessments; however, in instances where development is proposed in proximity to other waste disposal sites, the local (i.e., lower tier) municipality is the approval authority for such studies/assessments. County of Simcoe Official Plan Under the County's Official Plan, the subject property is designated "Agricultural", is located in proximity to both an "Active" County Waste Disposal Site (although outside of its corresponding "assessment area"), and is located within the "assessment area" around an inactive waste disposal site (see Attachment 5.2.). With respect to the subject property's proximity to the inactive waste disposal site and the applicants' plans for its development, Section 4.9 of the County's Official Plan ("Waste Management") provides direction on dealing with development in such instances. Specifically, Section 4.9 requires the following (as selectively extracted): "4.9.9 The locations of County owned and operated waste disposal sites are shown on Schedule The locations of private and local municipality owned or operated waste disposal sites are shown on Schedule The locations of all waste disposal sites within each local municipality will be mapped in the respective local municipal official Page 17 of 55 Request for Removal of Holding (H2) Symbol Owners: David and...

" The recognized best practice to regulate land use on or near waste disposal sites is the Ministry of Environment Guideline D-4 which provides that generally an area within 500 metres of a waste disposal site is the area in which landfill-related impacts may be present. This area is known as the D-4 Assessment Area. Accordingly, the default D-4 Assessment Area is 500 metres calculated from the property line of the waste disposal site or from the Fill Area of the waste for a closed site where the Fill Area is known." " The County will determine the D-4 Assessment Areas for County owned or operated waste disposal sites in consultation with the MOE. For private and local municipality owned or operated waste disposal sites the local municipality will determine the D-4 Assessment Area in consultation with the MOE. All D-4 Assessment Areas within each local municipality will be mapped in the respective local municipal official plans. These D-4 Assessment Areas will be shown on a map to be prepared by and available from the County for information purposes only. The County will update the map from time to time as information changes or new D-4 Assessment Areas are determined in accordance with this Plan." (emphasis added) " Where development is proposed within the D-4 Assessment Area of a private or local municipality owned waste disposal site, the local municipality will determine the need for D-4 Studies and peer reviews, and the implementation of the proposed conditions including mitigation and monitoring will be determined by the local municipality and policies addressing the implementation options will be contained in the local municipal official plan." (emphasis added) Town of BWG Official Plan Under the Town's Official Plan, the subject property is designated "Agricultural". With respect to the subject property's proximity to an inactive waste disposal site (as shown in the County's Official Plan) and the applicants' plans for its development, Section 9.6 of the Town's Official Plan provides direction on how development in such circumstances must be treated. Specifically, Section 9.6 requires the following (as selectively extracted): " The development of new uses or new or enlarged buildings or structures within an assessment area of approximately 500 metres form the property boundary of the open site or 500 metres from the fill area of the closed site may be permitted, provided an assessment is completed to determine: "a) the impact of any methane gas migration; "b) whether the proposed use will be adversely affected by noise, odour, dust or other nuisance factors from the waste disposal site; "c) potential traffic impacts; "d) whether the proposed use will be adversely affected by ground and surface Page 18 of 55 Request for Removal of Holding (H2) Symbol Owners: David and...

"9.6.2 The assessment is intended to address these matters and other items outlined in the Province's Guideline D-4, April 1994, or its successor as required to ensure that the proposed land uses are compatible in nature and do not adversely impact upon each other. "9.6.3 The studies required to support a development application within the assessment area shall be based on the type and/or scale of the development proposed or the studies may be waived as appropriate.... As noted above, the applicants intend to construct an addition to the existing Detached Dwelling on the subject property, and it is noted that such a use is permitted in the "Rural" Zone, subject to its compliance with applicable provisions of the Zoning By-law. DISCUSSION: Bradford East Developments Inc. have requested an extension of draft plan approval to facilitate sufficient time for the approval of detailed engineering submissions and to clear the remaining conditions of draft approval in order to proceed with registration of the plan. Staff concur that these are legitimate reasons for requesting an extension of draft approval. A key consideration in determining whether to grant an extension is the relevancy of the various background reports and studies submitted in support of the original application. Given that there were no unusual circumstances that complicated the Town s review of the application in 2013 (i.e. rare environmental features, difficult engineering challenges), staff are satisfied that the reports have not become stale nor are they likely to over the next three (3) years. If issues do arise that undermine the appropriateness of the draft plan approval, Council has the right to withdraw the approval at any time. In addition to acceptable construction methods, the by-laws also contain fee schedules which reflect cost recovery efforts based on the necessary resources for the administration and enforcement of the provisions contained in the by-laws.
