Middle Atlantic Swimming herewith submits bid to host the 2015 Eastern Zone Open Water Swimming Championships on Saturday, June 27, 2015 in the Back Bay Area of Atlantic City, at the Atlantic City Boat House. The event will be conducted in conjunction with the 17 th Annual Bridge to Bridge Open water Swimming Event and the 2015 Middle Atlantic Open Water Swimming Championships as a single Event (Race). Based on a tabulation of the information and results of the Bridge to Bridge events we will extrapolate and determine the order of finish, times, points for the Individuals and teams in the 2015 Middle Atlantic Open Water Swimming Championship and the 2015 Eastern Zone Open Water Swimming Championships. We have attached a copy of the Bid, Registration and Entry Form, the Event Safety Plan, and Official Assignment sheet. We will apply for the Open Water Event Sanction and finalize the Event Information Sheet and Entry Form upon the awarding of the championship.

There is a locked gate leading down to the floating docks which controls the flow of swimmers and prevents unauthorized personnel from entering. The boat house is large enough [11,700sf] to accommodate large groups of people in the event of a sudden thunderstorm. Restrooms are available. J-Chips has provided the electronic timing for the last two years with manual backup systems and video camera in place at the finish line. [See photos of the venue] Seating Capacity Swimmers/Coaches on deck N/A Spectators _Open Venue What major meets have been hosted at this facility? Sixteen consecutive Mid- Atlantic OW Swim Championships, hosting 5K, 2K and 800M as a sanctioned swim. Used as a training venue for USA Officials. What is the parking capacity at the facility? Bader Field, which is a short walk over the bridge from the other side of the bay, is a 143 acre entertainment venue with plenty of parking to accommodate major entertainment and sporting events. List the local hotels their distance from the facility and how many rooms are available for meet attendees? Atlantic City is a major tourist destination with rooms available in every price range. The Hotel/Casinos offer excellent rates and are within minutes of the Boat house. [See attachment] List the local restaurants and their distance from the facility. There are 352 restaurants in the Atlantic City area. [See attachment for the types of cuisine available] List all major activities scheduled within a 50 mile radius of the facility either the week before or the week after the meet. Full calendar of Jersey shore events each and every week. The Major events are not listed for 2015 at this time. 7 Major Hazards and Risks: *Power Boats: (both from our organization and recreational) MUST STAY in the Cold Zone, to prevent any chance of accidently running-over a swimmer. *Weather: In the event of potential lightning, race will be abandoned. Swimmers will be picked-up by Wave runners and lifeguard boats. Depending on the swimmers locations, they may be transferred to the power boats (only in the COLD ZONE)!!! Narrative: The Hot Zone: will be the defined as the area for swimmers only. The body of water to race toward the turn buoy and back to the finish line. This area will be for the swimmers ONLY. The kayaks will be the boarder-edge of the HOT ZONE, between the swimmers and the Southern side of the Intercoastal Waterway. The kayaks will be in the middle of the bay with their bowfacing the Docks, allowing enough room for the swimmers to race toward the turn-bouy and returning to the finish line. The Warm Zone:will defined as the area "behind the kayaks" (the Stern of the Kayak) and the COLD ZONE. The Wave Runners and Lifeguard boats will traverse in the WARM ZONE. The Wave Runners and Lifeguard boats primary duty is for rescuing or removing a swimmer(s) who choses to retire from the race. The Cold Zone:will be defined as the area for POWER BOATS (those with a propeller) ONLY!!! The POWER BOATS primary purpose is the ensure oveall Safety and that the rules of Open Water Simming are being adhered too. A Race Official,EMT and the Independent Race Observer will be on the BIG RED and and EMT will be on the Nicole Rose. In the event that a swimmer is rescued/removed from the race by a Wave Runner or a Lifeguard boat, the "may" be transfered to the POWER BOAT, but not necessarily... In the event the race needs to be "ABANDONED" due to weather (LIGHTNING), swimmers will be transfered to the POWER BOATS and taken to RACE CENTRAL (ACHS Boat Dock). Radio/cell phone transmission will ensure ACCOUNTABILITY and the dock workers/gate keepers will double check the swimmers for a secondary accountability check. The Safety Officer will monitor all communications and keep the RACE DIRECTOR informed of all checks and updates. The Coast Guard and Marine Police will also be advised of the situation, as well as the Ventnor Fire Department. 8 USA Swimming Sanctioned Open Water Swimming Championship Races. Three (3) races being swum in the Intercoastal Waterway. All beginning and ending at the Atlantic City High School Boathouse (Race Central), located at 3501 Fairmont Avenue, Atlantic City, NJ. Race #1 - (5 k): Starting at 1000 hrs heading SW through the Albany Ave. Bridge (Rt. 40), towards the Dorsett Ave. Bridge and returning to the start point. Race #2 - (800 M): Starting at 1015 hrs heading NE to approx. Iowa Ave., and returning to the start point. Race #3 - (2K): Starting at 1100 hrs heading NE to approx. Georgia Ave and returning to start point. There will be 2 EMS stations: At the ACHS Boathouse and Viking Rowing Club, located approx. 5K turn. There will be two (2) "Officials" Motor Boats - 28' and 22'; four (4) Waverunners (PWC); two (2) Zodiacs; three (3) Lifeguard Boat; two (2) EMS locations - Viking Rowing Club & ACHS Boathouses; and 21 Kayaks in the water as safety spotters - emergency water resource personnel. Communication will be by both Cell Phone and 800 Mhz (ITAC 4) walkie-talkies. All incidents will be initially reported to the Safety Officer who will dispatch the PWC's to the scene for immediate removal from the water. All kayakers are numbered and in a pre-determined location, for accurate rescuing by the PWC's. The Ventnor FIre Department will stage an EMS Team at the VIking Rowing Club's dock for any emergency issues on the West side of the Albany Avenue Bridge. No motorboats permitted in Hot Zone. 6. Weather Forecast for Operational Period (Long range forcast at this time) 80 degrees, Winds 5-10 ESE, Standard everyday possibility of a Thunderstorm. Water Temp. 76 degrees *Water quality testing results to follow. 7. General Safety Message HOT ZONE: Kayakers (spotters) have a lifeguard noodle, cell phone, whistle and red flag in each. They are to direct swimmers and allow tired or distressed swimmers to hold on to approved floatation device. They will notify the Safety Officer (S.O.) by cell phone. Each kayaker will be teamed with the kayak on their left and right. If a "team" kayaker sees another assisting a swimmer, then they will notify the S.O. A kayaker also may raise their paddle, red flag and/or whistle in the air and wave it for visual/audible assitance/team phone call. The S.O. will notify the motorized watercraft, power boat or Waverunner (PWC), to the swimmer for removal from the water. The SO will notify the Race Director of the swimmer's race (ID) number for accountability. There will be two EMS stations, one near the 5K turn and one at race central, the Atlanticare Medical Facility is approximately 5 minutes away. The US Coastguard and NJ State Marine Police will be patrolling the immediate race areas to keep non-race watercraft away from the swimmers and for emegency assistance if needed. 8. If the medical emergency occurs on the West Side of the Albany Ave., Bridge and close to the Jackson Ave., the PWC will take the victim to the Viking Rowing Club to meet the Ventnor Fire Department (notified by the SO). If the incident is from the Jackson Ave boarder through the Albany Ave., bridge East to Georgia Ave (the 2k turn), then the PWC will transport the victim to the ACHS boathouse where Exceptional Medical will be stationed.
