4 Yukon Government Community Services August 2008 Local Authority for Recreation: Town of (TOF) RECREATION CENTRE: General Description: The recreation centre is located in the central part of town, adjacent to the school and the health centre. It contains a gymnasium, curling rink, curling lounge, youth lounge, weight room, squash court, recreation office, kitchen, changerooms/washrooms, and a janitor s closet. The centre is connected to the swimming pool which is located immediately adjacent to it. The recreation centre was constructed in The exterior of the recreation centre is clad in wood siding. The roofing is asphalt shingle, and tar and gravel. The foundation is concrete. Interior finishes are a mostly drywall with some wood paneling. The flooring is linoleum. Lighting is fluorescent. The building is connected to municipal water and sewer services. Location: The recreation centre is located on Lot 106-2, CLSR Facilities: Gymnasium: The gymnasium is a full size facility with a stage located at one end of it. The weight room, which is located on the second floor of the centre, overlooks the gymnasium through a bank of eight large windows. There are no bleachers in the gymnasium. The peripheral space surrounding the playing surface is very narrow. There are eight basketball hoops that can be raised and lowered. The flooring is a synthetic material that was retrofitted into the facility a number of years ago. It appears to be wearing well, but it is reported to not provide a particularly good playing surface. The roof of the gymnasium reaches the full two-storey height of the building. Lighting is provided by sixteen overhead high intensity fluorescent fixtures that were installed in about There are four sets of double door emergency exits. Access doors also lead to the recreation centre hallway, washrooms/changerooms, and to the kitchen. The stage is raised, with storage lockers located underneath. It is accessed by stairs at each end. The stairs also

5 Yukon Government Community Services August 2008 lead to two upper level storage areas located above each backstage wing. Curling Rink: A four-sheet curling rink is contained within the recreation complex. It was built in the late 1970s. The floor of the rink is concrete. Banks of windows (6) overlook the rink from the youth lounge on the ground floor and from the Sportsman s Lounge (8) on the second floor. Lighting is provided by overhead strip fluorescent fixtures. Apparently the rink has not been used for curling since about Youth Lounge: The youth lounge is located on the ground floor of the recreation centre at the home end of the curling rink. Windows in the lounge overlook the rink on one side and the squash court on an adjacent wall. The lounge is about 10m x 16m in size and contains two TVs, gamebox, stereo, sofas, and two ping pong tables. A bank of storage lockers is located at one end of the room. The flooring is linoleum and the wall finishings are a mixture of drywall and wood paneling. Lighting is artificial and is provided by overhead fluorescent fixtures. Weight Room: The weight room overlooks the gymnasium from the second floor of the centre. It is about 10m x 25m in size and is equipped with a wide variety of weight and fitness equipment. Lighting is mostly provided by overhead fluorescent fixtures, with a small window that overlooks the roof of the school and the swimming pool being located at the northeast corner of the room. Walls are finished with a mixture of drywall and wood paneling. Curling Lounge: A lounge, known as the Sportsman s Lounge, is located on the second floor above the youth lounge. It overlooks the curling rink through a bank of eight windows along one side and the squash court through a smaller set of windows on the adjacent

6 Yukon Government Community Services August 2008 wall. There is also a set of four, east-facing windows that overlook the arena on the side opposite the curling rink. The room is about 11m x 25m in size and contains a wet bar at the north end. The bar is equipped with refrigerators, sinks, cupboards, counters and small appliances. The lounge contains banquet tables, chairs, a pool table and a piano. The room is finished with cedar paneling and linoleum flooring. Lighting is mixed fluorescent and incandescent, with some natural light entering from the east facing windows. An elevator that was retrofitted into the facility provides handicapped access to the second floor. Squash Court: A squash court is located in the southeast corner of the recreation centre. It has hardwood flooring, drywall on three walls, and glass on the entrance wall. Lighting is provided by overhead fluorescent fixtures. Viewing galleries overlook the court from the youth lounge on the ground floor and the Sportsman s Lounge on the second floor. Kitchen: A kitchen is located inside the recreation centre. It is equipped with an electric grill/deep fryer and vent hood, beverage refrigerator, chest freezer, four-burner residential-type electric stove, small appliances, cupboards, counters, a central island, a set of three-sinks, and storage closets. There is a pass-through to the recreation centre hallway. Condition Assessment: The recreation centre was visited on August 27, It was found to be in good to very good condition for its age. Finished surfaces are in a well-maintained condition and fixtures appear to be fully operational. Updated fluorescent lighting has been retrofitted into several of the rooms and work has begun on renovating the washrooms and change rooms. Some of the major appliances in the kitchen (grill and refrigerator) and the Sportsman s Lounge bar (refrigerator) are of advanced age and probably due for replacement. The exterior of the building is in generally good condition. The wood siding is sound, although in need of repainting in some areas. A piece of wood corner flashing was missing near

7 Yukon Government Community Services August 2008 the southeast corner of the building. The tar and gravel roof could not be inspected during the visit; however, it is believed to be of advancing age. Staff report that a leak did develop several years ago that was eventually repaired. ARENA: General Description: The arena, which is known as the Father Pierre Rigaud Arena, is located to the east of the recreation centre and swimming pool. It is believed to have been built in the late 1970s. It is a steel girder, metal clad building with a concrete floor. The interior of the roof is clad with insulation bats. The ice is artificial. In addition to the rink, the arena includes a warming/eating room, kitchen, dressing rooms and washrooms/showers, a referees room, skate sharpening room, compressor room and Zamboni room. The rink is glassed above the boards, except in the bench areas. Sets of three-tier bleachers are located opposite the player benches. The arena contains four dressing rooms, two washrooms/showers, and a referees room. Each washroom serves two dressing rooms. A kitchen with a pass-through is located adjacent to the eating area. The kitchen contains an electric grill/deep fryer, electric range, residential refrigerator/freezer, small appliances and double sink. Counter space and storage is very limited. Flooring in the kitchen and the eating area is linoleum. Lighting in the eating area is overhead fluorescent, with a small amount of natural light entering through the main arena entrance which is located at the south end of the room. There are two washrooms off the eating area, as well as an access to the skate sharpening room and to the dressing rooms and rink. The eating area is about 5m x 10m in size. The arena contains two Mycom compressor units for icemaking. They are reported to have been rebuilt in about Both units are used to initially build the ice, with one unit then being used to maintain it. A Zamboni MRS of unknown age is used for ice resurfacing. The machine discharges to a sump

8 Yukon Government Community Services August 2008 that is connected to the municipal sewer. Hot water for the unit is provided by two, oil fired hot water tanks. Heating for the building is provided by a pair of oil-fired, forced air furnaces. Hot water is provided by a pair of electric hot water tanks. Location: The arena is located on Lot 106-1, CLSR Condition Assessment: The arena was visited on August 27, 2008 and was found to be in generally good condition for its age. The concrete slab is in good condition. Some damage has occurred to the ceiling insulation from hockey pucks. The interior surfaces, including the floors and walls of the dressing rooms and washrooms are worn in places; however, this is to be expected in an arena and the degree of wear is considered typical for a facility of its age. There is some damage to the exterior of the building where it has probably been hit by snow removal or other equipment from time to time. The damage is not serious and does not impact the use of the building. SWIMMING POOL: General Description: The swimming pool is located immediately adjacent to the recreation centre, between it and the arena. It is directly accessible through a corridor from the recreation centre. The design of the pool is similar to that of a number of other pools in Yukon communities and it is believed to date back to the late 1980s. The pool is enclosed by a steel truss roof and wall system covered with panels of clear polycarbonate. This covering differs from that used in most other Yukon pools which are typically covered with fiberglass panels. The polycarbonate allows more natural light to enter the pool than fiberglass and gives more of a sense of openness. The pool is about 7m x 17m in size and is surrounded by a concrete deck. Piping systems are located in a perimeter gallery under the deck. The pool liner is a synthetic material that was last replaced in A synthetic pool cover is used for heat retention. It was replaced in the spring of The pool depth ranges from 1.1m to 2.0m. There is a small wooden deck on the outside of the pool at its south end which is accessible through sliding doors and a hinged door leading from the pool, as well as up a low ramp from the outside. A

9 Yukon Government Community Services August 2008 grassed area between the recreation centre and the arena contains several picnic tables. In addition to the pool, the facility contains a pool office, changing rooms/washrooms, and pump/filter/boiler rooms. One changing room and washroom was retrofitted in and the other is scheduled for a similar makeover in A new pump was installed in the pool in 2006 and the propanefired boiler was re-tubbed and equipped with a new controller at about the same time. The boiler is likely the original one and is reported to have some servicing challenges due to its age. Chlorination is by injection of sodium hypochlorite into the pool water supply line. A new injection quill was recently installed which has improved the dependability of the system. The pool operates from the third week of June until mid- September and is reported to be popular. Condition Assessment: The swimming pool was visually assessed on August 27, 2008 and was found to be in generally very good condition. The pool area is in excellent condition. The retrofitted change room and washroom are in new condition and are bright, clean and attractive. The pump/filer and boiler rooms are in a somewhat more deteriorated condition, although not dramatically different than that seen in other similar Yukon pools. It is apparent that a recently renewed emphasis on maintenance is beginning to address this issue. TOF staff report that in their experience the pool liners have a typical life span of about four years. This seems quite short compared to other similar pools which show life spans of 8 to 10 years. There is no obvious explanation for this apparent difference. BASEBALL DIAMONDS, PICNIC SHELTER, BMX COURSE, TOBOGGAN HILL, SKATEBOARD PARK AND PLAYGROUND: General Description: An outdoor recreation complex that includes two baseball diamonds, a picnic shelter, washrooms, BMX course, toboggan Hill, skateboard park and playground is located to the east of the arena. Collectively, the facilities are known as Effy Croft

10 Yukon Government Community Services August 2008 Memorial Park. The baseball diamonds are surfaced with sand and gravel and are fully enclosed by chain link fencing. One of the diamonds is equipped with a fenced pitcher s cage. Each diamond has several sets of wooden bleachers behind home plate that are capable of accommodating about 100 persons at each field. A set of pit privies is located on the north side of the most westerly diamond. There are also several picnic tables around the diamonds. There are no formal dugouts. To the south of the easterly diamond s home plate area there is a wooden, hexagonal picnic shelter that is equipped with an open hearth fireplace. The shelter is built of squared logs that were apparently milled locally at the time of construction. The floor is concrete and the roof is sheet metal. Five of the sides have open windows and the sixth has the doorway. The building is serviced with 220V electrical power. Just to the south of the shelter there is another log building that contains plumbed washrooms. The building is of the same construction as the shelter, except that it equipped with a pair of skylights. On the hillside between the arena and the most westerly baseball diamond a BMX course has been built using lumber and piles of earth. A skateboard park is located to the south of the BMX course and to the west of the baseball diamond. It is a below ground, concrete structure. When it was built, it included a ramp jump; however, this was subsequently removed due to safety concerns. On the hillside to the south of the picnic shelter there is a small toboggan hill. A small playground is located immediately to the east of the washrooms near the picnic shelter. This is one of five municipal playgrounds located in the community. It contains a small wood and plastic adventure centre that includes a play house, slide, swing, rope ladder and monkey bars. The ground surface beneath the playground is pea gravel. A number of picnic tables (approximately 12 to 15) are distributed around the site. There are also several steel drum garbage cans; however, they are not animal proof.

11 Yukon Government Community Services August 2008 Condition Assessment: The baseball diamonds and other nearby facilities were visited on August 27, 2008 and were found to be in generally good condition. The wooden buildings are in good condition and the sheet metal roofing on the picnic shelter and washrooms appears to be quite new. The fencing around the baseball diamonds is intact, although slightly sagging in some spots. PLAYGROUNDS: General Description: In addition to the playground located at the baseball diamonds, there are four other municipal playgrounds in the community. These include: Clinton Eagles Memorial Park: Clinton Eagles Memorial Park is located approximately 150m south southwest of the recreation centre. More specifically, it is located on Lots 15 and 112, CLSR The playground is grassed and contains a wood and plastic adventure centre including swings, slide and tire ladder. There is also a set of teeter totters and a bench Subdivision Playground: The 1981 Subdivision Playground is located approximately 100m northwest of the intersection of Douglas Drive and Cornish Road refers to the year in which the area was developed. The playground covers an area about 25m x 50m in size. It is enclosed by a low wooden railing and is surfaced with pea gravel. It contains a metal merry-go-round, a large truck tire, two slides, a set of infant swings and set of children s swings, a small wooden adventure centre and two park benches. There is also a broken set of teeter totters. Chuck and Brenda Wilkinson Memorial Park: Chuck and Brenda Wilkinson Park is located approximately 60m northeast of the intersection of Ladue Drive and Rose Crescent on Lot 159, CLSR The park is surfaced with a mixture of grass and pea gravel. A playground is contained within the park and includes a plastic adventure centre with playhouse and slides, spring ride on animals, metal monkey bars, a teeter totter, a metal merry-go-round, and a double swing set.

12 Yukon Government Community Services August 2008 Gimmy Dezen Memorial park: Gimmy Dezen Memorial park is located on Mayo Avenue, midway between Dawson Drive and Hoole Street. In contains a set of infant swings, a double set of children s swings, a metal adventure centre, a slide and a merry-go-round. The area is surfaced with sand/gravel. Condition Assessment: The playgrounds were visually assessed on August 27, Some of the playground equipment is of older, metal construction and may not meet current safety standards. Other equipment is of wood and/or plastic construction. The ground surfaces under the equipment are sand/pea gravel mixtures. Most of the equipment is in good condition. A broken teeter totter was noted at the 1981 Subdivision Park and a broken swing was seen at Gimmy Dezen Memorial Park. Based on the amount of vegetative growth around the equipment, none of the parks shows significant usage. ARBORETUM: General Description: Condition Assessment: The arboretum is located on the road to the mine site approximately 550m northeast of the Campbell Street entrance to the community. It includes a wooden lookout gazebo, interpretive signage, a pair of pit privies and a picnic table. All of the structures are of recent, squared log construction with sheet metal roofing. The gazebo has a concrete floor. There is a gravel parking lot. In addition to being part of the arboretum, the facility serves as the starting point for a series of hiking trails to Van Gorda Creek. All of the facilities at the arboretum are in nearly new condition, with no deficiencies noted. FINGERS INTERPRETIVE SITE: General Description: The Fingers Interpretive Site is located on the road to the mine site approximately 2 km past the arboretum. The site serves mainly as a Fannin Sheep lookout; however, there are also picnic tables, a fire pit and an open area suitable for informal play. A wheelchair accessible wooden deck

13 Yukon Government Community Services August 2008 overlooks the sheep area and it is equipped with interpretive signage and set of binoculars. A nearby kiosk provides additional interpretive signage as well as an audio recording. There is a pair of pit privies located near the parking lot and picnic area. All of the structures are of timber construction with sheet metal roofing. Condition Assessment: All of the facilities at the interpretive site are in nearly new condition, with no deficiencies noted. GOLF COURSE: General Description: A nine-hole golf course, known as the Trevor Harding Golf Course, is located in the area generally to the north of the recreation centre and to the south of Lorne Boulevard and Ladue Drive. The course exists under an agreement between the TOF and the local golf club under which the TOF provides the land and care of the fairways, and the club provides the course management, equipment and care of the greens. The course is apparently well-used. SKI CHALET: General Description: A cross country ski chalet is located just off the road leading to the Airport. It is a wood structure of recent construction, with timber crib footings, asphalt roofing and interior and exterior plywood siding. The building contains a wood burning stove. There is a single pit privy nearby. There is no electrical power. The building is in excellent condition; however, it apparently receives very little use. Apparently there are no formal cross-country ski trails around the community; however, skiers typically ski around the golf course which is located in the center of the community.
