1 World Volley F É D É R A T I O N I N T E R N A T I O N A L E DE VOLLEYBALL A momentous year Official Bulletin No. 34 December 2008 Edition in English News Dr. Nasser named new head of Asian Volleyball The Executive Committee of the Asian Volleyball Confederation in early November agreed unanimously to nominate AVC First Executive Vice-President Dr. Saleh Bin Nasser as new AVC President in place of FIVB President Jizhong Wei. FIVB President Wei told the meeting that he will not seek reelection after his term expires in 2012 when there will be an election for the FIVB Presidency. He stressed transparency and openness in the FIVB saying, I will put everything on the table Mr. Jizhong Wei, FIVB President With the curtain about to fall on a historical year for the FIVB, we can look back on 2008 with a sense of achievement and look forward to 2009 with excitement. The past year has been a very busy one for the FIVB. The Olympic Games were a focal point for much of 2008, with the qualification events and planning of the Volleyball and Beach Volleyball tournaments in Beijing demanding close attention. The hard work resulted in a hugely successful Olympics, with three fantastic venues hosting large crowds who enjoyed the spectacular on-court action as millions of Volleyball and Beach Volleyball fans around the world watched the spectacle unfold on television. The FIVB also spent considerable time in May on the inauguration of the new FIVB premises, Château Les Tourelles, a fitting legacy of Dr. Rubén Acosta for the Volleyball Family. Following this came the 31st FIVB World Congress in June in Dubai, the most successful ever, where a number of exciting Executive Committee proposals to revamp the game were approved by the general assembly. The Congress was also an emotional occasion for the Volleyball Family as Dr. Acosta stepped aside as FIVB President after 24 years. In between the inauguration, Congress and Olympics were FIVB s annual men s World League and women s World Grand Prix events. These tournaments, which continue to go from strength to strength, return in 2009 along with the quadrennial FIVB World Grand Champions Cup in Japan in November. It is sure to be another busy and successful year for the FIVB. Mr. Jizhong Wei, FIVB President FIVB President Wei, present at the meeting in Beijing, told the AVC Executive Committee members that after his election to the FIVB Presidency he had to relinquish his AVC Presidency and in accordance with the AVC Charter the AVC First Executive Vice-President is to take his place. All AVC Executive Dr. Saleh Bin Nasser Committee members present accepted Wei s proposal. The meeting also accepted Saudi Arabian Dr. Nasser s proposal to name Dr. Sivanthi Adityan, AVC Executive Vice-President for AVC Western Zone, as new AVC First Executive Vice-President. Dr. Nasser expressed his appreciation to FIVB President Wei for his work at the Asian Confederation: AVC, under the leadership of Mr. Wei, has been making rapid progress and as a result Volleyball in Asia has developed greatly. AVC is an institution with solidarity within the Volleyball family. The AVC can be sure that I will follow Mr. Wei s plans and his model of work and respect all the areas he created. I will continue the march Mr. Wei initiated and try my best to make AVC stronger and the sport of Volleyball more progressive and developed. The new AVC President added, With the support and effort from the AVC Executive Committee, Board of Administration, National Federations and others we ll continue our work more efficiently and we will become better and better. Addressing FIVB President Wei, Dr. Nasser said, We in AVC will do our best to support FIVB with Mr. Wei as the President and maintain solidarity with FIVB. At the same time, we also need your help and suggestions in the future. and keep the FIVB Executive Committee informed on everything. Wei said that he will not change the orientation of the FIVB approved by the 31st FIVB World Congress in June, but will introduce many improvements in FIVB s affairs. Wei expressed his hope that the FIVB will pay more attention to Volleyball for all and not only to the top teams and players. 2 Volleyball MEN & women FIVB sets tournament calendar for 2010 FIVB World Championships The start of the journey through what promises to be the most successful FIVB Men s and Women s World Championships in history was set to begin for some national teams at the end of November after the FIVB confirmed the tournament calendar. Two hundred and fifteen national teams are competing for a place in the 2010 FIVB Mens and Women s World Championship finals in Italy and Japan, with 68 tournaments and three preliminary rounds before the grand finale. Of the 24 national teams in each of the finals, Italy as hosts and Brazil as holders have automatically advanced to the men s finals, while Japan as hosts and Russia as holders have earned their spot in the women s finals. 3 MEN & WOMEN 2008 SWATCH FIVB World Tour Americans Boss & Ross claim Phuket & Sanya double; Brazil s Benjamin & Harley finish season on high in China American duo Jennifer Boss and April Ross claimed a double triumph in the last two SWATCH FIVB World Tour women s events of the season with golds at the US$175,000 Phuket Thailand Open and China Sanya Open presented by Olympic Garden. Brazil s Benjamin Insfran and Harley Marques won the men s gold medal at the double-gender US$350,000 Sanya Open. No. 2 seeds Boss and Ross underlined their supremacy over the Phuket Thailand Open field at Karon Beach by beating Nicole Branagh and Tyra Turner in the final to hand USA its 77th SWATCH FIVB World Tour gold medal and sixth of the season. Boss and Ross, who did not lose April Ross (left) blocks as Anja Gunther spikes a single match en route to the all-american showdown, pulled off an exceptional come-from-behind 18-21, 21-14, win over Branagh and Turner to step onto the top of the podium and share prize money of US$28,000. It was the first gold medal of the season for Boss and Ross, who had already beaten thirdseeded compatriots Branagh and Turner in their winner s bracket quarter-final encounter. Before taking part in the penultimate stop of the 19 SWATCH FIVB World Tour women s events, Boss and Ross had finished second in October s Dubai Open after going down to team-mates Branagh and Kerri Walsh in the final. They finished a disappointing ninth in the SWATCH FIVB World Tour Phuket Thailand Open in In the bronze-medal match, No. 8 seeds Geeske Banck and Anja Günther beat 13th-seeded Australians Tamsin Barnett and Becchara Palmer, playing in their first SWATCH FIVB World Tour event together, in 43 minutes. Top seeds Benjamin and Harley beat fifth seeds Roberto Pitta and Pedro Cunha in straight sets in the 58th SWATCH FIVB World Tour all-brazilian final to win the men s gold medal of the US$350,000 China Sanya Open presented by Olympic Garden. With the and victory in 49 minutes, Benjamin and Harley exacted sweet revenge for their and quarter-final loss to Pitta and Cunha and shared the $28,000 first-place prize at the 20th and last men s stop on the 2008 SWATCH FIVB World Tour. The 16-year-old Huang became the youngest player to compete in a SWATCH FIVB World Tour final four following compatriot Chen Xue s goldmedal winning appearance at the age of 17 with Zhang at the Shanghai 2006 stop. 4 Beach Volleyball MEN S AND WOMEN S SWATCH FIVB World Tour awards: Harley named men s Most Outstanding Player; Zhang & May-Treanor share women s MOP award Led by Brazilian Harley Marques in the men s category and China s Xi Zhang and USA s Misty May-Treanor in the women s, the top players on the 2008 SWATCH FIVB World Tour Brazil s Harley Marques have been announced based on the results of voting by SWATCH representatives, players, coaches, referees and officials associated with the international Beach Volleyball circuit. USA s Misty May-Treanor Winner of seven gold medals this season with two different partners, Harley, 34, was recognized as the SWATCH Most Outstanding Player for the 2008 season at the year s last double-gender event in China in Sanya. Beijing 2008 Olympic medal winners Zhang and May- China s Xi Zhang Treanor of the United States led the way in the women s category of SWATCH Most Outstanding Player for the 2008 season. 5 FIVB confirms implementation of anti-doping rules in line with WADA regulations The FIVB can confirm that its revised anti-doping rules that ensure a consistent out-of-competition testing program are in line with World Anti-Doping Agency regulations, following the release of a WADA compliance report. The FIVB now has in place an existing outof-competition testing contract and efficient out-of-competition testing program which will be strictly implemented and enforced in the coming year, with testing able to be carried out anywhere in the world without notice. The FIVB has submitted its code-compliant anti-doping rules to WADA. In 2006, 3,351 anti-doping tests were carried out by the FIVB and affiliated National Federations and Continental Confederations, with 3,816 tests in The overall percentage of positive cases in testing for use of performance-enhancing drugs throughout the Volleyball world in 2007 was 0.36 percent (one of the lowest percentages in the sporting world). FIVB President Jizhong Wei said, The FIVB is proud to have such a small percentage of positive doping cases all over the world. We are providing strong tests, even out-of-competition, and we plan even more stringent tests in the future to avoid cheating in Volleyball and Beach Volleyball competitions. WADA reported that, Taking into account the present circumstances and in particular the consideration that Volleyball (FIVB) has adopted rules in line with the revised code, WADA considers that the present case cannot be considered a case of noncompliance from the implementation point of view. New FIVB medical regulations approved by WADA and medical forms for all National Federations and Continental Confederations are available on the FIVB website and are to be enforced from January 1, Scoresheet update The FIVB Technical and Development Department is pleased to announce that the new official scoresheet and scoresheet instructions have been updated to be in line with the changes of the Rules of the Game, ratified during the FIVB World Congress in Dubai. The new version reflects the use of two liberos and other small adjustments. The scoresheet and scoresheet instructions can be found on the FIVB website at the following link: fivb.org/en/volleyball/forms/referees/ FIVB_VB_Scoresheet_2009.pdf Level I course on Comoros The Volleyball Federation of Comoros ran a Level I coaches course in the capital Moroni, with 19 coaches studying to obtain their official FIVB coaching diploma. The island of Comoros lies in the Indian Ocean off the eastern coast of Africa and Technical & Development is one of the smallest nations on the African continent. The Federation was affiliated to the FIVB in Course director Mr. Abdoulaye Baba Sy from Senegal and course instructor Mr. Mostafa Ahchouche from Morocco were satisfied with the conditions of the course and were sure it would serve as an important part of the Federation s future development. VCP in Mozambique A Volleyball Cooperation Programme course took place on the continent of Africa in Maputo, the bustling capital of Mozambique. Forty-one participants gathered for the course led by instructor Mr. Abdelmajid Kilani Jerad from Tunisia who educated highly motivated new referees on their roles and responsibilities. The overall feedback from the participants indicated that the planning and the organizing made by the National Federation was an important factor in the smooth running of this course. Volleyball in the Himalayas A Volleyball Cooperation Programme teachers course was recently held in Katmandu, the capital city of Nepal, nestling in the Himalayas at an altitude of 1,400 metres. Twenty-seven keen participants followed the course through November 6 to 11 led by instructor Mr. Hussein Imam Ali from Qatar. The organization of the course was excellent due to Nepal Volleyball Association s hard work. Their initiative in inviting important national authorities to the opening and closing ceremonies, helped spark major interest from national television and media. 6 FIVB Volleyball Family mourns after death of former FIVB 1st Vice President Rolf Andresen at aged 83 The Volleyball Family lost one its most precious members in October with the passing of Prof. Dr. Rolf Andresen - a man who dedicated more than 50 years of his life to Volleyball. The former CEV President and FIVB 1st Vice President died in the early hours of Thursday morning on October 23, 2008, at the age of 83. Andresen was President of the governing body of European Volleyball from 1995 to 2001 before which he was President of the German Volleyball Federation from 1991 to He was named Honorary Member of the German Volleyball Federation and Honorary President of the CEV at the end of his presidencies. The German Andresen, who is survived by his wife Irene and two children, began working with the FIVB after the Munich Olympics in 1972 when he was elected as a member of the Sports Organising Commission. He rose to become head of the Sports Organising Commission and was FIVB 1st Vice President until FIVB President Jizhong Wei said at the time of Andresen s passing: Rolf Andresen devoted all his life to world Volleyball and the FIVB and I highly appreciate his valuable contribution. I am very sad to hear this news and I will always remember my good friend. I offer my sincere condolences to his family. Rolf Andresen gives a talk A Volleyball player, coach and even international referee, Prof. Dr. Andresen was one of the fathers of Volleyball in West Germany, playing an important role in introducing the sport to universities in the mid 1950s. Among other universities, he taught at Münster (the city where in the 1960s he won six German titles as coach of USC Münster), Berlin and Bayreuth. In an interview with FIVB s VolleyWorld magazine in 2000, Andresen s passion for the game was apparent: I began in the midfifties, said Andresen. First, as a boy, I played handball, a sport which even took me to the top German division. Volleyball was then only known in East Germany, which had close contacts with the Soviet Union, the master of spikes. In Munster, I was one of the pioneers who introduced Volleyball to the universities On why Volleyball had rapidly grown compared to other sports and whether the level of play in the sport had improved, Andresen said, There are many reasons. I can give you three very solid ones: the excellent quality of its managers on all levels, the mix of great technical and mental ability that makes our champions athletes you can admire, and the wisdom needed to change the rules in order to keep pace with the times. In the last 10 years, giant steps have been taken. Andresen was a professor of sport until As the leading director of the high performance sport committee of the German Sports Confederation, he also was significantly involved in the development of the new sports structure in the period of German reunification. 7 QuickSets Lozano, Prandi, Weber take new positions Argentine Raúl Lozano has agreed on a two-year contract to become the new head coach of the German Men s National Team, taking over from Stelian Moculescu. The Bulgarian Volleyball Federation has confirmed the appointment of 60-year-old Silvano Prandi as Head Coach of the men s national team. The Argentine Volleyball Federation, meanwhile, have hired 42-year-old Javier Weber as new head coach of the Argentine men s team for their next Olympic campaign that starts June Ary Graça shows skills The Brazilian Volleyball Federation and South American Confederation President Ary Graça rolled back the years during the Brazilian Volley Master in November. More than 1,000 players turned out at the Brazilian Training Center in Saquarema, Rio de Janeiro, and among them, was the 65-year-old Ary Graça, who took the bronze medal with his friends in the Ama Vôlei team.
