Our 2002 season is off to a great start through record attendance at our professional officials clinics, our ASEP sports club director courses, and our CAP and IMPACT clinics for junior coaches. That training will translate to higher quality competition in this and future seasons. That same energy is reflected in our tournament offerings. We are committed to offering high-quality competition: our new men s and women s Open division, our Elections Kaepa/Molten Power Challenge juniors Open tournaments, our ambitious High Performance program, men s and women s Regionals again in the Convention Center, (Continued on page 14) ASEP Clinician A.J. Joseph presented the ASEP Sports Club Director Course to 110 directors and other representatives for our region s juniors clubs. Shown above at the December 2 course at Carlow College, Pittsburgh, A.J. s course content and personal energy resulted in exceptionally valuable courses. Each year the OVR elects five candidates to the board of directors to serve a term of three years, non-compensatory. Candidates must be members of the region and acquire 25 signatures of currently registered adult members to qualify. In addition, aspiring board members should submit a profile stating the reasons they want to serve on the Board of Directors, how they feel they can help the region, and their relevant background. Both the petition and the profile are available online at The deadline for submitting this information is Saturday, March 30, Officer terms ending on August 31 include Men s Tournament Director, Juniors Tournament Director, and Regional Scorekeepers Chairperson. These positions are elected by the board of directors. Interested individuals should submit cover letters and resumes relevant to the positions for which they are applying. 2 2 OVR The Block Commissioner s Corner The 2002 season has already demonstrated its potential for another record breaking year. The increase in the number of adult team registrations, plus the ever increasing Juniors numbers will again enlarge the Region Championships for both levels of play. The only Adult Region Championships in the country held in a convention center will be joined by the OVR Junior Championships on back-to-back weekends in the Greater Columbus Convention Center in May. The OVR wants to ensure that each playing opportunity or tournament sanctioned by the OVR is following the policies and procedures established. If you encounter any circumstance that deviates from approved procedure please use the incident report form, found on the website, to report such violations. I want to say a special thank you to over 1000 adults who are giving their time and sharing their expertise with over 300 juniors clubs. Each coach has accepted the responsibility of being a positive role model and demonstrating the appropriate behaviors to all junior players. The role they play is vital to the positive development of these young athletes. The challenge of coaching can be a very rewarding experience. I want to once again say thank you! Welcome to the region s new members, to those back from last season, and to those returning from longer ago. One aspect of my roles with the OVR that I particularly enjoy is extensive contact with individuals as they register and participate through our season. A certain amount of policy is necessary to provide the opportunities and level of play that we expect from the OVR. However, our fundamental goals are of course to play and promote volleyball, and frequent, direct contact OVR Toll-Free with our membership helps new members find their Hotline way, lets us know where procedures need clarification or streamlining, and ensures that we respond to our OVR Office members needs and expectations. 3 Volume 19 Number 2: February 10, Executive Director s Commentary The OVR during the months of December and early January hosted three very successful educational programs within the region. The regional officials' clinics in Westerville, Pittsburgh, and Toledo had record attendance. This group now moves into the second phase of evaluating both veteran officials who wish to upgrade and new candidates who hope to become professional officials and members of the OVR. The club directors training (ASEP) and our first December (IMPACT) training were also conducted in Westerville and received a positive response from those who attended. In early January the OVR hosted its fourth CAP Level I and II training classes at Miami University for our juniors coaches. More than 65 attended this advanced USAV coaching certification program. The event was organized and coordinated by Bill Zehler and new education director Don Burroughs. A special thank you to the OVR staff and members who assisted with coordinating sites, classes, refreshments and provided the groups with the most current information. The strength of the OVR has always been our staff and members and we all know that you win with good people. Registration and early season events are now in full swing and it looks to be another successful start for the OVR. Please contact the proper staff person if you need assistance within our region. 4 4 OVR The Block Please help leave tournament playing facilities in better condition than when you arrived. From the Women s Tournament Director Michelle Fox W e will be observing teams and tournament results to help all teams be placed in the playing level in which their level of play best fits. By the end of February, if not sooner, we should have this done and be able to count how many teams are in each division. At that time, we can decide which levels play when at the regional championships. This will then be announced on the tournament schedule. Tournament hosts please keep your tournament status updated on the website tournament schedule. A password is provided for you to do this. It is important to update the number of openings in tournament and to post pools to the website at least 3 days before your tournament, if not sooner. Teams need to have this information so they can plan accordingly. If you need to cancel a tournament, please inform the men's or women's tournament director before the tournament date. Teams, please help leave tournament playing facilities in better condition than when you arrived. We had another incident of vandalism and excessive trash left around at the Kent State University Annex. We are in danger of losing this facility for further tournaments if anything like this happens again. Facilities are hard to come by. Please help all tournament hosts keep their facilities to use for future tournament play by leaving the place better than you found it! 5 Volume 19 Number 2: February 10, The Juniors Page J unior volleyball programs are in high gear across the region. Tournaments are starting earlier than ever. Many events are already full. We are looking at record numbers of participants again this season! Education courses have experienced record attendance. The ASEP Sports Club Directors Courses in December at Westerville South High School (Columbus) and Carlow College (Pittsburgh) were attended by over 110 directors and associates. Don Burroughs (see Don s article on page 11) is doing a great job with the Coaching Education program. The CAP program at Miami was exceptional! Coaches are reminded that they must be IMPACT or CAP I accredited to coach for a USA Volleyball program in the OVR. Everyone must have one of these certifications by their second season of coaching. The Junior Coaches Code of Ethics forms must be submitted by every club for each of their coaches. These will be reviewed to ensure that all clubs are in compliance with this regulation. Bill Zehler, Juniors Program Director We will accept registrations for the OVR Junior Championships beginning February 1, Clubs will enter knowing that there will be absolutely no refund for withdrawing from the event. There will be no exceptions! The deadline for entry will be April 1, Teams entered before the deadline will be accepted based on their regional ranking. Teams that enter after the deadline will be accepted only if there are openings. We will offer new features for registration to attract scholarship opportunities for our athletes. Our Junior Championships will be held over 3 weekends this season. We will again be using schools in and around Columbus, Ohio on Saturday, May 4, The 10-and-Under and 12-and-Under divisions will be held that day. The Columbus Convention Center will be the site for the next two weekends (see the Juniors Tournament Schedule). The number of courts is limited to no more than 32 for each weekend at the convention center. Have a great season! Ohio Valley Region Inc. Kaepa-USA 2002 Junior Volleyball Championships Registration for the 2002 Junior Championships is now open. Following on the very successful online registration systems we used for IMPACT, CAP, and ASEP, this season we re also encouraging online registration for Junior Championships. The procedure is simple: 1. Navigate to 2. Select your club, which must already be registered so that we can ensure complete and correct team codes. 3. For each team, enter the requested information for the team, team rep, coach, and players. For older players, we re also requesting information that will be made available in our college scouting packet. 4. You will receive a receipt for each team registered. Print and sign that receipt, and send it along with a check for your entry fee ($175/team, payable to Ohio Valley Region) to Ron Wyzynski, 315 Johnson Rd., Kent, OH Your registration is complete when we receive your entry fee, at which time you will receive final confirmation. Facilities will be made available to view entries, and to update team records and players scholastic data. Information on hotels, tournament guidelines, and Convention Center rules is also online. 7 Volume 19 Number 2: February 10, Juniors Tournaments 2002 Tom Kohl, Juniors Tournament Director T hank you to those tournament directors that have sent their Applications for Sanctions for the season and have registered with the OVR. We currently have 78 tournament directors conducting 642 sanctioned tournaments (as of 01/12/02.) These do not include the Bid or Regional tournaments. My goals for this current season remain the same as stated in the last newsletter. I have also added two additional goals: 1. Continued reporting of results by tournament directors in a timely manner 2. Consistency of tournament procedures and formats 3. Awareness of coaches, referees and tournament directors of the procedures for conducting OVR tournaments 4. Timely reporting of any changes in the tournament schedule or individual tournaments 5. Act as a resource for coaches, club directors, and tournament directors for conducting Juniors tournaments. Currently, my emphasis is on the reporting of changes or additions to the 2002 Juniors tournament schedule and ensuring that tournament directors file their reports within 3 days after the completion of their tournaments. It is still important for all parties involved in an OVR sanctioned tournament, tournament directors, referees, and coaches to be informed of the procedures and rules of a tournament to ensure consistency of play and reporting of results. Make sure that you verify your team s registration numbers and have a copy of them with you. This especially true if you are clubbed with another team and you are taking a sub to that tournament. Make sure you add that player to your local tournament entry form for that day. 2. Check the rule book out for the new changes this year. 3. Check the OVR Handbook for the Regions requirements for you and your team. 4. Be aware of the local start times and any special tournament requirements. 5. Make sure you have fulfilled your teams requirements before you leave the tournament site. 6. Be ready to play hard! Since we have moved teams up the level of play is better. I will have a seeding conference with team reps after the entry deadline for that tournament. We will then seed the Open division for Regionals using both the reps input and the yearly standings as our guide. It should make for a great tournament. And as always, we need more tournaments. The following summary reflects that meeting s new, action item oriented format, dispensing with lengthy reports for each office. Baden volleyballs Baden is now the official ball of the OHSAA. We will continue selling Baden balls generally and at the OHSAA clinic at Westerville North HS in August. Junior Officiating The current rating system appears to be working and will remain in place. Coaching Education Expect 400+ IMPACT certifications (8 clinics, 5 instructors). In our requirements, by second year wording must be refined to make it clear that coaches must be IMPACT certified and club directors ASEP certified before their second year of activity. CAP: 56 CAP I and 10 CAP II certifications (3 instructors). HP team Opportunities: World Tournament (previously the Colorado Cup) 7/22-28, Salt Lake City, 15s & 17s, teams. AAU Junior National Championship: 6/13-18: any age group; lots of play. HP coaches: advertising openings ( , web), one strong application so far. Kaepa will cover 24 girls and 4 coaches this year. Web Much is on the way: form for reporting certified junior officials, additional tournament support, integration of registration database, elections, further tailoring presentation based on sign-in. OVR Handbook available; receiving positive feedback. Planning revisions for Why Join the OVR? flier being designed to promote the OVR, especially to adult players. Financial review committee named, consisting of Micki, Don, and Hank (because it s the fiscally responsible thing to do, not in response to any problem). Bid tournaments Application process still needed from the national office. Information required by April 24: information needed for OVR verification by April 15. New cap of 4 bids: expect 18s-14s: 4, 13s: 2, 12s: 2-3 for Salt Lake City and 12-13: 1, 14-18: 2 for Louisville. Junior Nationals Price increase to $700 and $900. Officials / coaches Coaches should avoid officiating matches in which their own clubs are participating whenever possible. Playing tournament directors At Regionals, an Assistant Tournament Director shall be appointed while the primary tournament director is playing. Bob P. will serve in that capacity. 11 Volume 19 Number 2: February 10, High Performance & Coaching Education Don Burroughs, Director of HP & CE As of the end of January 2002, the Ohio Valley Region has certified over 400 coaches with the USAV IMPACT certification. In addition, 66 coaches attended the USAV CAP clinics which took place the beginning of January, and over 110 club directors attended the ASEP Sports Director courses this past December. Regarding the IMPACT certification, coaches for clubs in the Ohio Valley Region must be either IMPACT or USAV CAP I certified to coach in region sanctioned tournaments. We are planning Region High Performance Teams and Camp for the summer of Check out the HP web page ( juniors/hp/) for more details to be posted mid-february. Also, college and juniors coaches who want to work with the region HP teams and camp must submit an application, available on the region s web at CAP Clinics Our CAP clinics were hosted at Miami University in Oxford, Ohio. Participants enjoyed first-rate instruction from three of the finest CAP Cadre: Sandy Troudt, Sue Gozansky, and Joan Powell. Elections (Continued from page 1) The voting booth will be located in the Convention Center at both the Adult and Junior Regional Championships. Efforts will be made to allow all junior coaches the opportunity to vote at satellite facilities during 10 s and 12 s on May 4. For those adult members unable to be present at our Championships, mail-in ballots will be made available on Mail-in ballots must be postmarked by Monday, May 20. 12 12 OVR The Block Three very successful clinics were attended by a record 119 prospective officials From the Referee s Stand Rick Laskey, Regional Referees Chairman W e had three very successful officials clinics in December in Columbus, Pittsburgh, and Toledo. These clinics were attended by a record 119 prospective officials and 188 existing referees. The 119 candidates for first-year Provisional status are in the process of being rated at tournaments at Kent State, Toledo, Ohio Northern, and Dayton in January and February. In addition, 32 existing Provisional referees are being evaluated this season for upgrade to Regional referee status and seven existing Regional referees have been observed by Brian Hemelgarn, Patty Salvatore and myself as potential candidates for their Junior National badge. As of mid-january we had 25 new first-year Provisional referees, 12 successful upgrades to Regional, and six Junior National Referee candidates. Our newest Regional referees are Beth Boscarelli, Jean Dickey, Alan Grieger, Laura Huntington, Bill Kissell, Leo Lubawy, Nathan Mahaven, Carl Mikolajczyk, Shera Moxley, Sue Osleger, Ken Pickel, and Renee Robinson. Tom Bailey, Scott Burnett, Terry Bush, Chuck Fleet, Anthony Hines, and Tom Joseph will be evaluated at one of the Qualifiers for their Junior National patch. Please check the OVR website, for the latest roster of professional referees, rule changes, rule interpretations, officials forums, and tournaments needing officials. Congratulations to our own Brian Hemelgarn from Toledo. Brian has been appointed as the National Director of Referee Development for all USAV Regions. Have a great season! Yes, you can still host a Junior Officials clinic for your club. This clinic will train your players on the finer points of scorekeeping and second officiating with maybe a little line judging thrown in. The clinic is outlined to last 90 minutes but may take longer depending on the number of questions asked. If you would like to host a clinic for your club, please contact me at herbert@ovr.org. I will contact clinicians in your area and have them contact you. Clinicians are paid $75 by the hosting club. Large clubs may want to have one clinic strictly for scorekeeping and a separate one just for second officiating. Please remember that players are not certified at these clinics. They are taught how to perform the officiating functions. The rating and certification takes place during tournaments. We want to see if the player can complete the requirements during a match. Professional officials working the tournaments are asked to rate the scorekeeper and second official on all matches. The players are to get feedback every time as to how they are doing. For a detailed explanation of the process, see Rating sheets are available at Al Herbert Junior Officials Development Director High Performance Staff Needed Head coaches with CAP II certifications and juniors coaching experience and assistant coaches with juniors coaching experience are needed for the region s 15U and 17U High Performance teams. New Incident Report Form A new form for following up on significant conduct issues, negative or positive, is available at Both tournament directors and officials will find that form a worthwhile addition to their regular tournament supplies. Note that the new Incident Report complements rather than replaces the form previously holding that name: our former Incident Report has been relabeled more precisely as Injury Report and remains relevant.
