Bree Breckenridge [Test] Councilmember Mitchell Englander's E News June 2, 2017 Councilmember Mitchell Englander <Councilmember.Englander@lacity.org> Reply To: us12 2b3bf11077 fc0e8efedb@inbound.mailchimp.com To: "<< Test First Name >>* LNAME " <bree.breckenridge@lacity.org> Fri, Jun 2, 2017 at 12:02 PM E News for the Week: June 2, View this in your browser RECENT LEGISLATION Ensuring First Responders Have the Resources They Need During this Fire Season... This week, I introduced a motion with Councilmember Mike Bonin to clear the maintenance backlog on Los Angeles Fire Department (LAFD) helicopters that caused 50% of the helicopter fleet to be offline when fires

broke out over Memorial Day weekend. With fire season quickly approaching, it's imperative that our Fire Department is fully equipped with every tool at their disposal. Clearing the backlog as swiftly as possible will ensure that our first responders are not left without critical support resources as they work to protect the lives and homes of our city's residents. In addition to this motion, the recently passed budget includes funding for a new LAFD helicopter to come online in July as we enter the peak fire season for our region. This ensures that LAFD will be ready and fully equipped to respond if and when fires break out this season. To read the Daily News article, click here. Reinforcing Public Safety on our Streets... This week, I joined Councilmember Bob Blumenfield to submit a resolution that supports AB 1393 (Friedman) which would give local jurisdictions a valuable tool for combating street racing and reckless driving. Under current law, individuals found guilty of engaging in a speed contest or reckless driving can often retrieve their vehicle from impound soon after the incident. Current law does not act as an effective deterrent to this behavior, and local jurisdictions are preempted by State law from enacting stricter penalties for street racing or reckless driving. The United States Department of Justice studies show that impounding a vehicle used in street racing or reckless driving is an effective tool for deterring racing, as the cost of retrieving a vehicle is prohibitive to many, and it limits the driver s ability to continue racing the vehicle.

AB 1393 (Friedman) would enhance penalties for illegal street racing on local streets and require that a vehicle be impounded for 30 days if the vehicle s owner has been convicted of reckless driving or an exhibition of speed. AB 1393 would also authorize a local jurisdiction to issue a notice to vehicle owners to correct any illegal mechanical or safety modifications, such as exhaust systems or tinted windows, within 30 days of retrieving their vehicle from impound. This coincides with the original resolution I introduced earlier this year to support any legislation that would enable local jurisdictions to impound, seize, auction or destroy vehicles involved in serious hit and run crimes, street racing, exhibitions of speed or reckless driving. COMMUNITY NEWS Breaking Ground on The Vineyards at Porter Ranch... Yesterday, I joined the community, Max Webb, Shapell, and Liberty for the groundbreaking of The Vineyards at Porter Ranch.

This is the culmination of over a decade of collaboration on the part of the developer, council office, and community. Throughout the last several years, we worked hard to develop this concept of a lifestyle center for the community to gather and not just another shopping center. During the planning process we toured successful projects in the region, went to outside businesses and restaurants for feedback on desirability for commercial spaces, created a dialogue with community organizations, and came up with a project that is custom tailored to be the heart of Porter Ranch. pedestrian oriented special events. When completed, The Vineyards at Porter Ranch will feature a large central town green, an outdoor terrace overlooking the town green with a thoughtful walkable design, a 4,000 square foot community room, and a multi use Main Street that can be closed to vehicle traffic for Thank you to the Porter Ranch community for the valuable input and to the developers for being willing to work with my office in bringing this vision to fruition. CD 12 Annual Community Art Show... Please join us for an evening of San Fernando Valley nostalgia with pictures, artifacts, and memories provided by the Valley Relics Museum. The Valley Relics Museum collects, preserves, and presents the history of the San Fernando Valley in order to share the stories of those who shaped the region. Their collection includes rare documents, photographs, vintage neon signs, post cards, yearbooks, negatives, clothing, books, art, automobiles, and BMX bicycles from the Valley's past.

This year's Art Show will also serve as a farewell celebration to one of Council District Twelve's finest, our Chief of Staff John S. Lee. Come enjoy good conversation, learn about the history of the San Fernando Valley, and offer well wishes to John as he embarks on the next chapter of his life during the CD 12 Art Show. Of four major fires in the past two weeks, three of them were caused by gardening tools, specifically weed eaters. With peak fire season fast approaching and heavy rains this winter having produced a lot of growth and fuel for fires, it's important to not only clear brush from around your property but to observe the following safety tips when using weed eaters so as not to cause a fire you're trying to prevent. The 2017 Making Movies that Matter Youth Short Film Festival... The 2nd Annual Making Movies that Matter Youth Short Film Festival concluded last week with over 1,000 young filmmakers showcasing their work at the Valley Performing Arts Center. These truly incredible films were

written, performed, filmed, directed, and edited entirely by students from over 30 elementary, middle, and high schools throughout Council District 12 and the San Fernando Valley, alongside youth from the Greig Smith Devonshire PALS Youth Community Center, New Horizons, and the San Fernando Valley Rescue Mission.
