These plans have been so carefully considered and the fact that you have managed to conserve the number of parking places available is nothing short of a miracle: Red Tarmac Great idea I think this works have seen it in other villages. I agree with adding/moving yellow lines. I also think that if people come to the village to the shops they will be OK with walking a few extra yards. And if they cannot walk they will have a blue badge. Like the idea about gateway signs/visual clues I ve seen these in little villages in Devon and Cornwall. I think it is important to remove the white lines I agree that without a white line the middle of the road seems narrower. Like the idea of while flower seeds. Please can we have as many bollards as possible (nice ones) to stop people going on the pavements. Altering the chestnut tree junction seems like a good idea. I do think we need clearer signs to the car park at the moment its not very obvious. I think the clear zone will work. Pleased to receive support for the proposals. Comment about additional bollards have been noted and will be Sign to Talbot for visitor parking installed at entrance to village from A448 and Briar Hill. The proposed A448 junction idea looks dangerous. No one has ever taken notice of the yellow lines and I have only seen two occasions when parking wardens attended. If you are concerned about disabled drivers blocking up new yellow lines, you could put 2 designated disabled spaces elsewhere. Double yellow lines necessary to protect entrances to Fold Lane, Fishers Lane and new parking free zone. Enforcement measures to be considered. Already considered designated disabled spaces but this would tie up 2 parking spaces when not in use. Review level of enforcement. 4 R Fox, Hawthorns Swan bollards all the way to the bridge. Not bright yellow lines primrose more in keeping with conservation area 5 Denys & Kim Fordham Tudor House, The Village Following the meeting at the Village Hall, we feel that it would be premature to make suggestions on parking in the village until planning decisions are known in connection with the development of the old school site and the future use of the Talbot Hotel. Many thanks to the Parish Council for giving the villagers the first opportunity to discuss the proposals. 6 A Arkell 5 Fold Lane It is suggested that the proposed prohibition of waiting outside Harkaway House be extended, but the proposed prohibition of waiting north of Fishers Lane be shortened from that shown on the plan. This should allow sufficient passing places whilst allowing residents in Batch Cottages to park. I would also suggest the prohibition of waiting at the junction with the A448 be extended and applied to both sides of the carriageway. 7 J Fox The Village People walking on pavements/pathway through the village put themselves at risk especially when walking down past Swan car park towards the bridge. Because traffic drives on the footway especially tractors etc. Build outs rejected due to loss of on street parking which would result. Primrose lines are used in conservation areas. Noted. Comments will be taken into consideration when considering planning applications. Options for fine tuning the location of the parking free zone will be raised with WCC. No plans to introduce restrictions at the A448 end of the road. Consider parking issues in any future planning applications. Request WCC to assess whether the parking free zone could be adjusted to reduce the impact on shops and resident s parking yet still act as an effective passing point. 2

Concerned about idea of bollards opposite butchers pulling onto the pavement is the only escape route in the event of a large vehicle approaching past Batch cottages. Not too keen on idea of coloured surface to road. Don t like idea of proposed 2 in and 2 out lanes at the entrance to the village off the A448. Introduction of parking free zone should negate the need to drive on footpath. Noted reservation about change of colour of tarmac but generally this is considered to be an important feature and is supported by the Conservation Officer. Proposed changes to entrance from A448 will be reviewed by WCC WCC to review proposal to change entrance and exit from village off A R Fox Hawthorns, Chaddesley Village Please do not forget the safety of pedestrians. Vehicles drive on the pavement anywhere between the Swan and the junction with Hemming Way to pass vehicles coming the other way. I have been hit by one car whilst walking on the pavement and near enough another. I suggest bollards on the Swan side all that way whether the conservation officer likes them or not. 11 R A Palmer Dorhall old farm The proposals are worth trying but difficult to see what effect wild flower planting will have on traffic it will require some level of maintenance. The proposal to alter the traffic flow at the chestnut tree seems to have no merit and should be dropped. Even then any of the proposals should be regarded as having a short life how long will depend upon how drivers will react. There is a potential problem around the surgery; where the car park from being quite adequate is now filling up more if four doctors are on duty at the same time as is eventually possible, it will not be possible to park causing drivers to use Hemming Way. 1. Speeding continues along Woodrow and through Drayton. Slow down signs are less effective than those showing the Proposed changes to entrance from A448 will be reviewed by WCC. Surgery car park not part of these proposals. Gates and other features will be extended to include other hamlets, where practical. Other locations mentioned are outside the scope of the study, but concerns have been noted. WCC to review proposal to change entrance and exit from village off A448. 3

Bluntington crossroads is carrying increased trafficperhaps warning signs should be made more prominent particularly on the approaches from the direction of the village and Drayton. 12 Chris Jordan 13 Hemming Way 13 Michael & Barbara Hanson Yew Tree Cottage, the Village 14 Helen England Flower Shop, the Village I felt that these ideas were a good start but until you get it into the heads of all drivers they will still try to pass on the pavements. More bollards at the pub area would be good. I m also sure you have got to get the local people to drive at 30 mph on the A448 and main street, because unless they do others won t take any notice. Getting speed testing by the Police would also be a bonus. Hemming Way is also getting congested with cars parking at times, making it difficult for recycling lorries and deliveries. A short passing place needs to be created between Batch Cottages and Fishers Lane to allow cars to pass. The suggested no parking zone would concentrate parking on both sides of the narrow stretch from Lodge Cottage to beyond Saddlers Cottage. As sometimes happens now when cars are parked opposite Yew Tree Cottage and close to both sides of our gate, we find it impossible to manoeuvre out of our drive. We predict this would be a regular occurrence. CCPC Traffic consultation (I would be interested to know over what time period and at what time of the day the consultation with the external consultants took place) I should say initially that the current arrangement works pretty well, we have parking where it is needed apart from for those residents who do not have off-street parking for historic Speed enforcement measures already being implemented. Most vehicles do not park on both sides of the road except on occasions of funerals or weddings. However, parked vehicles opposite Beams End in front of Lodge Cottage would create congestion. Plans include double yellow lines at this point. This will be reviewed and if necessary extended further down the road if it is thought necessary in the future. Public concerns about the dangers with the present arrangements provided evidence of the need for this study. The recommendations made have been carefully worked No action at this time. Review current and future enforcement measures. 4
5 reasons; traffic generally moves; sometimes drivers get irritated by others not waiting, but we have not had an accident. With a few minor tweaks it would work even better. My observations on the plans seen are: Entrance to the village, or the main road at either end of the corner bend, it would seem beneficial to place gate-like structures to visually denote the entrance and thus reduction in speed. It this was also done at the bottom of Briar Hill it would negate the need for white lines on the bridge as it would visually narrow it. The white line is virtually nonexistent in many places and it would seem to make sense to remove it altogether denoting a single carriageway. However, I wonder if this makes the current clear right of way for traffic travelling north ambiguous and could lead to delays? Removing the keep clear areas seems to make sense although as an objective to remove clutter it is ridiculous to add double yellow lines in place. Double yellow lines to protect each junction would beneficial only if they are enforced. The addition of a curved mirror opposite the end of Fishers Lane and Fold Lane would generally help drivers emerging as cars will inevitable be parked close to the function reducing visibility. I further object in the strongest possible terms to double yellow lines in front of 3 of the 5 businesses. Customers and daily deliveries want to pull up for a few minutes to call in and they will not walk especially in the rain; this would be of such detriment to us. It will also peed the traffic up; the fewer parked cars are in place the higher the average speed will become. It would be particularly dangerous as this is where people are crossing the road to The Swan car park to their parked vehicles, if that is where they are to be encouraged to park. Rather than a continuous double yellow line along such a distance could there be passing spaces donated by double yellow lines on both sides of the road of about 2 car lengths in 2 or 3 places along the street? out by a qualified highways consultant and are considered to be appropriate. Double yellow lines are needed to protect entrances to Fold Lane and Fishers Lane and will replace existing Keep Clear boxes resulting in less road markings. Comments about enforcement of parking restrictions noted and will be reviewed. Parking free zone is to provide sufficient space for tractors, buses and lorries etc to pass. Smaller spaces would not accommodate larger vehicles. Comments regarding speeding in this area are noted and will be monitored. If necessary further measures will be introduced at a later date. Noted reservation about change of colour of tarmac but generally this is considered to be an important feature and is supported by the Conservation Officer. Comments noted and considered. Wild-flowers this will be investigated by a separate Working 5
6 I don t see the need for planters or wild flower seeding, the former will need maintaining like the planter outside the church which is done in a very ad hoc way, and the latter will be cut along with verges, both a waste of resources and money. The long term improvement of the Y junction would reduce speed but drivers would then speed up more in the centre of the village if double yellow lines are added. The changing of the colour of the carriageway would change the feel of our black and white village in such a drastic way and I don t feel it would slow traffic at all. Group who will take into account grass cutting contracts. Loading and unloading of commercial vehicles is usually allowed on double and single yellow lines, in accordance with the local authority s time limits. 15 Mr & Mrs Beasley The Georgian House, The village We agree with the majority of the proposals short and longterm, but strongly disagree with the following:- Clear Zone the Georgian House situated within the proposed clear zone is amongst few properties within the village with no off-road parking. Residents and visitors to the Georgian House are reliant on being able to park vehicles directly outside the property, as has been the case since the property was built (c1759). Parking directly outside is often required for offloading/loading of heavy items and and from the property, such as furniture, goods, shopping, etc. Disabled persons with low mobility visiting the local shops or Georgian House would be further inconvenienced as a result of the proposal and therefore discouraged from visiting the village. Very often such persons need to park directly outside the property, often for a period greater than the 3 hours allowed for a blue badge holder parking on double yellow lines. The creating of a clear zone in the above area would not necessarily even in the short term solve the congestion problem in the village and would probably only serve to transfer the congestion issue to another location along the village street, namely outside Beams End or Batch Cottages. The proposed clear zone is not the only pinch point along the village street. The width of the carriageway along the majority of the high street is insufficiently wide for 3 cars, The Parish Council is sensitive to the concerns of these residents who do not have off-street parking and efforts are being made to provide a solution to this problem. Double yellow lines proposed at the entrance to Fishers Lane would extend along the front of the Hairdressers to protect visibility. Double yellow lines necessary to protect entrances to Fold Lane, Fishers Lane and new parking free zone. Enforcement measures to be considered. Feedback from businesses included a view that removing parking in front of shops could make the businesses more visible to potential customers. Ask WCC to advise on the practicalities of modifying the type and exact location of the parking free zone to reduce the impact on properties with no on-street parking. 6
7 hence there will always be a potential bottle neck at all positions where parking is allowed, thereby effectively reducing the main street to a single carriageway. Local businesses particularly the butchers and the flower room would likely suffer loss of trade and revenue given their customers would not be able to park directly outside or in close vicinity to these shops. There is much evidence to support the detrimental effect of similar proposals on businesses in other areas where this type of restriction has been imposed. Extension to the Fishers Lane clear \one is proposed on the right hand side of the junction outside the Georgian House. No extended parking restriction is proposed on the left hand side of the junction outside Broughton Cottage, therefore no improved visibility is afforded to drivers exiting Fishers Lane turning left on the main street. Cannot see how removing clear zones and replacing with double yellow lines will reduce clutter in the village. In our opinion the use of more extensive double yellow lines provides for a more hostile, unwelcoming and visually displeasing aspect to the village for visitors. We therefore strongly oppose the double yellow line/clear zone area shown on the plan, but agree with WCC double yellow line proposals shown in red on the same plan. With reference to new bollards proposed outside Swan Public House, to match existing, we agree this proposal should be implemented to prevent motorists driving on the pavement. After all pedestrian/public safety is of prime importance and should always take precedence over driver inconvenience in the hierarchy of control measures. We do however support all the other recommendations particularly for speed reductions on the A448 and carriageway surfacing colour change for conservation awareness. 7
