1 12 June 2017 Dear Referee, 2017 Queensland Junior State Cup (QJSC) On behalf of Queensland Touch Football (QTF) and the Referee Management Team (RMT), I am writing to congratulate you on your appointment as a member of the Referee s Team for the 2017 Queensland Junior State Cup (QJSC). Tournament Details Dates: Thursday 6 Saturday 8 July 2017 Venue: Time: Hervey Bay Sports Complex, Tavistock Street, Hervey Bay QLD. The Referees briefing will commence at 7:30am on Thursday. Friday and Saturday timing are outlined in the Referee Information Booklet. All referees are required to attend and complete the attendance register. ACCOMMODATION and TRAVEL Accommodation will be your responsibility for the tournament. Referees are required to make their own travel arrangements to and from the tournament and the grounds. REFEREE APPOINTMENTS Referee appointments for Thursday, Friday and Saturday (first five round games) will be made available on the Queensland Touch from 3 rd July 2017 (Note: Referee appointments are subject to change. A Master will be located at the Referee Administration). Saturday Finals series appointments and Referee Badge upgrades will be announced on Saturday prior to the commencement of the round games. REFEREE INFORMATION BOOKLET A Referee Information Booklet is attached outlining additional administration and competition procedures. Please ensure you take the time to be familiar with the information outlined in the booklet.

Hyperlink reference not valid.and/or; Junior State Cup Referees Facebook page GENERAL Fitness: The Queensland Junior State Cup is a major event with games played at a standard. Therefore all referees should be maintaining a specific fitness training routine to arrive at this event in peak condition. To help prevent injuries please make sure, as a team, suitable warm ups are performed before and after all games. Medical: QTF will provide medical services. Please note medical services such as strapping and massage are at cost. Referee Levy: There is no Referee Levy for this event. Code of Conduct As a Referee you are expected to conduct yourself with a high level of behaviour and professionalism throughout the event. Please ensure you are aware of the TFA Code of Conduct: Supervision of Under Age Players Affiliates/ Teams are to be reminded that they are responsible for the direct supervision of any player or official who is under the age of 18 years. All steps should be taken by them to protect these person s from all forms of harassment. This includes ensuring that: These minors must be made fully aware of the TFA Code of Conduct. All Officials comply with the relevant child protection laws. That when travelling to, during and from the tournament all care is taken to supervise minors.
3 Page 3 Child Protection All Affiliates will be responsible for making sure all staff and volunteers involved with under 18 s are compliant with the Working with Children Checks laws in their relevant State. It is the responsibility of the Affiliate/ Team to collect this information from staff or volunteers, keep on record and check that the card is valid. 6 Page 2 WELCOME On behalf of the Queensland Touch Football, we congratulate you on your acceptance to this event and wish you all an enjoyable tournament, free from injury. I also join with our Panel for this tournament in wishing you success in attaining your goals and encourage you to listen carefully to the Panel s feedback which is aimed at assisting you to officiate to the best of your ability. You will referee to your true potential at this tournament if you have set realistic achievable goals, worked hard on your preparation and avoid any pitfalls which may reduce your mental and physical capacity to maintain focus and effort. Listen carefully also to the advice of your Team Coordinator as they are experienced and skilled campaigners, who can greatly assist you in overcoming some of the typical hurdles you may experience. Clear, effective and respectful communication with the players will go a long way to ensuring you get their cooperation. In this regard, early offside nominations and looking to apply advantage should be your guide, as this will enable the game to flow with less penalties. Sound referee teamwork will aid you in making accurate decisions. Effective communication with your fellow referees is important here, particularly prior discussion before each game as to each referee s role, referee interchange procedures, and so on. Effective communication is of course a two way process, so I encourage you to keep the Panel and myself informed of your views and aware of any potential problems. This will ensure we all work together to accomplish sound, practical strategies to ensure you each perform to the best of your ability and the players will benefit with the best possible officiating. ADMINISTRATION REQUIREMENTS 1.1 TOURNAMENT VENUE & DATES The dates and venue of the Queensland Touch Football 2017 Junior State Cup (QJSC) will be as follows: 1.2 REFEREE COMMUNCIATION 6-8 July 2017 (Thursday-Saturday) Hervey Bay Sports Complex Tavistock Street, Torquay Hervey Bay QLD Referee communication will be via the Queensland Touch website and the Junior State Cup Referees Facebook page REFEREE MANAGERS Two Referee Managers support the Referee contingent. The Referee Managers primary purpose is the day-to-day coordination and logistics requirements for the referees at the event including: Management of the Referee Facility access and operations Management of the master referee appointments/draw Liaison with Team Coordinators support appointment changes Scorecard management Ensuring (through referee support) water replenishment and on-field and off-field referee support 1.4 REFEREE TEAMS/COORDINATORS All referees will be appointed into a Referee Team and supported by a Team Coordinator. Team Coordinators are responsible for: Advising each referee in his or her team of his/her game appointments. Managing referee team appointments due to referee injuries. Support the Referee Managers requests Discussing individual team members, their goals and provide a realistic view. Participate actively in providing motivation, guidance and direction for all team members during the Tournament. Identify any problems encountered by team members and take any necessary action to remedy.
8 Page REFEREE SIGN-IN All referees are to sign-in by 7:30am each day of the tournament. Your Team Coordinator (TC) will have the team sign-in documentation. Please remember that not signing in may constitute a forfeit or penalty for your affiliate team/s. 1.6 REFEREE APPOINTMENTS This is Your Responsibility. Referee appointments for Thursday, Friday and Saturday (first four round games) will be made available on the Queensland Touch Football website Saturday s Finals Series appointments will be announced on Saturday morning prior to the commencement of the round games. Referee appointments are the responsibility of the Director of Referees and are based on the nomination information provided by both the Referee and their Affiliate. Any concerns/issues are to be raised directly with the Director of Referees. 1.7 REFEREE MEETINGS The Referee s meeting will be conducted each day at the following times: Thursday - 7:45am (Games commence at 8:30am) Friday 7:30am (Games commence at 8:00am) Saturday 7:20am (Finals appointments/awards/upgrade announcements) All referees are required to attend the daily Referees Meeting. Team Coordinators will attempt conduct an opening meeting with their teams. They will discuss a number of issues and make sure you are fully aware of all expectations for the tournament. Professionalism Referees will refrain from any form of sexist behaviour, comments or harassment and maintain integrity in their dealings with others. Any breach of these expectations will be viewed as a serious breach of the TFA Referees Code of Ethics. Be mindful of why you nominated to officiate at this tournament.
9 Page REFEREE UPGRADES The QTF JSC is a TFA Level 3 Referee Badge and TFA Level 4 Referee Badge upgrade event. The following requirements must be met before an assessment is considered by the QTF State Referee Panel: TFA Level 3 Referee o Completion of a TFA Level 3 Referee Badge Course o Completed TFA Level 3 Competency Checklist o Endorsement from their respective affiliate/region TFA Level 4 Referee o Held a TFA Level 3 Referee Badge for 12 months o Endorsed by their Regional Referee Director o Completed TFA Level 4 Competency Checklist 1.9 REFEREE BUILDING The Referees facility is for the referees. Please do not invite anyone into the facility without the approval of the Referee s Manager. The Referees facility is a non-smoking area. Each Referee Team will be assigned an area within the facility. For security - leave bags in a group, closed and away from doorways. Lunch, fruit, biscuits, water, tea and coffee will be provided at the Referee Facility. The housekeeping of the facility is the responsibility of all the referees. Please ensure you place rubbish in the correct containers and that you clean up after yourself ADMINISTRATION OF SCORECARDS The referee manager will hand out game cards. These will be available 15 minutes prior to game time. However, if for any reason there is a hold up, be patient. It may be necessary for one Referee to stay behind and wait for the card while the other starts the game; this is beyond our control. Teams are encouraged to check the score at half time; however it is not the responsibility of the referees to remind them of this. After the game, it is the responsibility of a team official, to sign the scorecard at the end of the game. Scorecards are to be returned to the Referee s Manager at the completion of each game. Referees must sign the scorecards This will validate your appointment and attendance on your allocated game. No signature may constitute a forfeit for your nominated team Your Responsibility!!
10 Page 6 2. REFEREE INFORMATION 2.1 REFEREE UNIFORM REFEREE UNIFORM ON FIELD Appearance is important - As referees, you have an image to preserve. Referees are to wear the Official Green, White and Grey TFA Referees uniform. It must be emphasised that all of your refereeing gear, including dress and off-field uniforms must be in excellent or new condition. Referees must display their correct Badge / Level. REFEREE UNIFORM OFF FIELD Again, appearance is important. The QTF Referees Off field shirt, Region or Affiliate shirt should be worn between games. Whilst you are expect to relax between games our dress standard outside the referee facility should reflect one of professionalism at all times. If you are running water please ensure you have footwear on and socks are worn. NO Thongs. 2.2 ASSESSMENT/COACHING Referees will be assessed/provided with coaching during the tournament. The Referee Panel will provide you with immediate verbal feedback. Make sure you fully understand what the referee coach has told you so that you can employ any improvements in your following game. If you do not understand the feedback, please seek out the panel member and ask for clarification. You are also free to discuss the feedback with your Team Coordinator to gain a better understanding of what is required to improve.
11 Page AWARDS AND MEDALLIONS Finals Referees will be awarded a medallion at the trophy presentation. The following awards will be announced at the Referees Meeting on Saturday morning prior to the commencement of round games: Male and Female Referee of the Championship. The criteria for this award are: Open to all badge levels; Must be available to referee on all days of the tournament; Must be seen to be a person of good character, during the entire tournament; Must be seen to be supportive of fellow referee, i.e. assist in referee performance enhancing duties; Must be actively engaged in all referee related activities, such warm ups, debriefings, arrival on time for games and team meetings; Must be supportive of the referees managerial staff and panel members; Set good standard of dress and behaviour (on and off the field); and Achieve appointment in the finals (at least semi-final) selection. Should have achieved their personal best in the tournament as determined by the Referees Panel. 2.4 WATER BOTTLES It is recommended that you bring two water bottles to the tournament with you and that they are taken to each game. This way you can leave one on each side of the field and reduce the possibility of infection transmission between referees through sharing of water bottles. Once you have drunk from your bottle it is suggested very strongly that you place it on the ground rather than throw it down to reduce the possibility of fouling the mouth piece with dirt etc reducing the infection possibilities. Referees should keep the intake of fluids (preferably water or sports drinks) as high as possible during the tournament, suggest approx. 4 litres per day. Sugar drinks and caffeine will hinder the body s ability to absorb fluids and caffeine causes dehydration. 2.5 VERIFICATION OF SCORECARDS To minimise any score disputes, Referees are required to administer the following: At the toss note on the score card which team won the toss Confirm scores with both teams at half time At the conclusion of the match, the referees are to move promptly to the location of the scorecard. The Referees are to discuss and confirm the final result. No comment on the score should be made to captains, players, coaches, or officials until the controlling referees have made confirmation of the score. Once the referees have agreed and confirmed the result, both Managers should then be called together to verify the score and sign the scorecard. This result is to be written on the scorecard and circled as follows: CQ 6 SQBD 2 In any instance where there is a disagreement in relation to the final score, the matter must be resolved prior to the commencement of any action (extra time, skill decider, drop off etc).
12 Page 8 3. COMPETITION INFORMATION 3.1 GENERAL INFORMATION These Regulations shall apply to all QJSC fixtures. APPLICATION OF CONDITIONS OF ENTRY Games will be played and refereed under the official TFA 7 th Edition Playing Rules. Alterations to the official TFA 7 th Edition Playing Rules to suit the QJSC are specified in the General Conditions and Conditions of Entry. Where there is a difference between the official Playing Rules and the 2017 QJSC Conditions of Entry, unless stated in this document the 2017 JSC Conditions of Entry event rules and by-laws will apply. Any rule change will be communicated to Officials and Participants in a timely manner prior to implementation. U10 JUNIOR DIVISIONS COMPETITION RULES All divisions are to comprise of 6 a side except the 10 Girls & Boys divisions. They will have 5 a side on the field at any one time. The following amended rules apply to U10 Divisions Only: Field Size 50m x 35m Team Composition 5 players on the field at one time. A max 12 players registered per team. Acting Half The acting half cannot run with the ball, must pass the ball off. Defence The defence cannot move up until the first receiver has received the ball. DROP-OFF The TFA standard drop off system will apply; After regulation time, when a defending team who has had previous possession knocks the ball down, the touch count will re-start rather than the game ending at that point. In this instance, the attacking team has not lost possession and therefore play should continue. INTERCHANGE AREA The interchange area will be positioned at halfway on both sides of the fields. Note: Some fields may have shared sub boxes to comply with safety requirements. Substitute players must remain in their interchange area for the duration of the match. All interchanges must occur from the Interchange Area and the Playing Field, and only after the substituted player has crossed the boundaries and entered interchange area. FORCED SUBSTITUTION This is an option available to referees when they believe for an offence a Period of Time is too harsh, a penalty is not quite enough or if they believe a player needs a cooling off period. If this occurs, the signal is both arms crossed and above the head, similar to a half caught signal, only higher. The replaced player must be off the field, before the substitute can enter, as per replacement rules. However the game should continue while the players are changing.
13 Page PLAYING TIMES All games in the tournament will be 15 minutes each way with a half time break not exceeding five minutes. However please note, these times may vary and are TBC (depending on team nominations). Tournament Management reserves the right to alter duration of games based on any specific requirements and in the best interests of completing the event with maximum participation. All finals games must result in an outright winner. In the event of a drawn match at the end of full-time, a drop off will determine the match winner. 3.3 MATCH BALLS All teams must use the official Steeden Match Ball in all games throughout the tournament. Each team will receive a match ball from QTF at the Tournament Briefing. 3.4 FORFEITS Teams must be in attendance at their playing fields at least five minutes before the commencement of their match or advertised time for Grand Finals. It is the responsibility of each captain to report to the referees two minutes before the commencement of the game or advertised time for Grand Finals so that the toss of the coin can be affected without loss of time. If a team is not at the field at the advertised starting time of the toss, the attending team can be awarded the winning of the toss. The offending team will receive a maximum of five minutes from the commencement of the game (siren/whistle) to position the team on the field and be ready to commence play. If the offending team is not in attendance after the five minutes has expired, the game will be deemed a forfeit and the non-offending team will be awarded the win with a 5-0 score. The offending team will receive a score of 0-5 and zero competition points. (The offending team will be penalised one touchdown after the first minute and one touchdown for every minute thereafter up to five minutes (e.g. three minutes late equals 0-3 score). If the non-offending team agrees to take part in the game with the offending team after the 5 minutes has elapsed, the non-offending team will forgo their right to win the game via forfeit. The result of the match that then takes place will stand.
14 Page COMPLAINTS AND PROTESTS QTF recognises that all parties wish to have the opportunity, should the situation arise, to have their position heard and/or considered. A complaint may be dealt with informally or formally through the lodgement of an Official Protest. Tournament Management aims to provide a simple dispute resolution process for complaints based on the principles of procedural fairness. Any person (a complainant) may report a complaint about a person/s and/or organisation. QTF reminds all parties that the following issues will not be open to protest and therefore formally advises all teams that they must be aware of, and comply with this requirement prior to the commencement of games: Rule 18.2 The Referee the referee is the sole judge on matters of fact and is required to adjudicate on the rules of the game during play. The referee may impose any sanction necessary to control the match and in particular award penalties for infringements against the rules at his/her discretion and interpretation. Rule 18.3 Authority of the Referee Players, coaches and officials of both teams are under the control of the officiating referee, during the conduct of a game/match. Any protests put to Tournament Management on the above issues will be dismissed without the right of appeal. QTF does request that any matter associated with either Rule may be brought to the attention of Tournament Management so that direct discussions can occur with the QTF Referee Panel or relevant Referee Coach and subsequently the referee, as required. OFFICIALS COMMUNICATION (COACH REFEREE) To prevent confrontations with referees occurring at the end of a match, referees may answer general questions from Coaches and/or Team Captains only. If the situation becomes heated a 30-minute delay is enforced for both parties. A meeting can be established by the Affiliate Coordinator to discuss the issue via the Referee Manager or Referee Director. Those permitted to attend the meeting include; Coach, Team Captain, Affiliate Coordinator, Tournament Director, Referee Director. Note: Any Coach, Manager or Player who is found to have disregarded the above process and have approached a Match Official (Referee) after the game, may be cited to appear before a Disciplinary Hearing. Refer to the TFA Disciplinary Regulations for a complete outline of Disciplinary Process.
15 Page SUSPENSIONS PERIOD OF TIME Any player who receives two (2) periods of time throughout the tournament (not in the same game) will receive an automatic one (1) match suspension. Every subsequent period of time (POT) will receive an automatic one (1) match suspension thereafter. Note: A one or two match suspension is to be served on the following one or two games in which the team actually plays. A bye does not count as a game played. A team that wins by forfeit will count, however a team losing by forfeit will not. SEND OFFS In the event of a player being sent from the field for the remainder of the game, an automatic two (2) match suspension will apply unless the Disciplinary Tribunal considers further action is warranted. 4. POLICIES 4.1 TFA & QTF POLICIES It is the responsibility of each Affiliate/ Team to ensure that their respective teams, individuals and officials behave in the manner as detailed in the: QTF 2017 JSC General Conditions QTF 2017 JSC Conditions of Entry Membership and Participant Declaration TFA Disciplinary Regulations TFA Code of Conduct TFA Member Protection Policy TFA Responsibility Code All of this documentation is available from the TFA and QTF websites. 4.2 WEATHER The climate in Hervey Bay is susceptible to fluctuating weather patterns. QTF reserves the right to organise the affected games in whatever format, which will assist the games to occur in as equal conditions as possible. QTF will use the TFA Extreme Weather Guidelines in the case of Hot Weather, Wet Weather and Storms. Note: QTF reserves the right to judge and adjust to suit the conditions as required.
16 Page INJURY CLEARANCES In instances where QTF Medical examines a Referee and it is indicated that they should not participate for a certain amount of time, the Referee is required to notify the Referee Manager. The Referee will be required to obtain a clearance from QTF Medical to return to referee duties. In addition, there also may be some insurance issues if this process is not followed. 4.4 SUPERVISION OF UNDER AGE PLAYERS Affiliates/ Teams are to be reminded that they are responsible for the direct supervision of any player or official who is under the age of 18 years.
