4 ITEM 1 ATTENDANCE & APOLOGIES Attendance Register and Voting Rights All attendees are required to sign the attendance register before the meeting commences or upon arrival. The chairperson will request 2 non-voting attendees to act as scrutineers for the meeting. Only those persons identified by their Clubs or Associations prior to the Meeting as Voting Delegates will be able vote. Quorum at Meetings of the Association One tenth of the appointed delegates is required to form a quorum. A quorum is required for the meeting to commence and at any time to continue. Protocol for Motions Motions require a mover and a seconder. The seconder does not have to agree with the motion but may second a motion so that discussion can continue. The mover of the motion will be asked to speak on behalf of the motion after which others may speak ONLY ONCE on the motion. The mover will have the final right of reply to the discussion. At the end of the discussion, the chairperson will call for a vote. If required the scrutineers will count the votes. If a secret ballot is required, the scrutineers will distribute a voting slip to each delegate. The Chairperson of any Meeting of the Association is entitled to exercise a casting vote in relation to any matter to be determined at that meeting. The chairperson will declare the vote. Note: Voting matters require a simple majority 4

Andrew Short YACHTING SOUTH AUSTRALIA SEASON REPORTS PRESIDENT S REPORT Firstly let me welcome everyone to the AGM for the year 2014/15 After last year s AGM there was a new appointment to the board. This was Luke Hookings, who then took on the role of Treasurer. I thank Luke for this as he is the first Treasurer we have had for a couple of years. Luke has done a fantastic job as you will see from his report later. This year saw Vicki Hughes retire from the office admin position at YSA. Vicki was an integral part of the organisation for many years and did a fantastic job. Thanks for your efforts in that role. We also welcomed Emma Short who replaced Vicki. Emma has a background with the Opti assoc at both state and national level and children that sail at B&SYC. Emma has settled in nicely to the role and I know quite a few of you have already dealt with Emma over the last year. During the year we received a grant for a development officer. After a long process we employed Marija Lentic. Unfortunately Marija left after 6 months to go to another job. We will be looking to fill this position in the near future. Last year we spoke about the Office of Rec and Sport approaching YSA (and several other major sports in SA) to enter into the Good Governance Principles. This will eventually filter to all sporting bodies in South Australia. This has partnership has finally taken place with a company called BDO Australia doing a good governance review on YSA. They looked through our constitution, minutes, sub committees, strategic plan and the board set up. After BDO s review it was very pleasing to find that YSA was about 80% compliant with the Good Governance Principles. This review confirmed that YSA was where they expected to be given the work we have done in the last twelve months with Yachting Australia. We are currently in the process of setting up an audit and risk committee to be headed up by Luke our treasurer. Due to the review, the YSA Constitution will need to be reviewed and changes made in the coming year. We also need to set up a nominations committee and establish gender balance on the board. The gender balance has started with Shevaun Bruland recently being appointed to the board. Shevaun comes from CYCSA and comes with an open mind and plenty of sailing experience. However we can t stop there. I think it would be great for the sport in general to see a female president of our sport. This year has also seen us take a few steps forward in the one management process with Yachting Australia. The steps in the process are as follows:- 7

8 In November last year Phase 1 was completed with a new constitution for Yachting Australia so YA could be changed to a company limited by guarantee, thereby creating improved governance and corporate accountability. Phase 2 has just commenced and this Phase is about undertaking a full analysis of the collective businesses of YA and the MYAs with a view to improving efficient management of scarce resources and providing improved, consistent and efficient services to clubs and members. This is the Business Case for change and the Case will ultimately need to be agreed by YA and each MYA in mid Ernst & Young have been appointed to assist with the research, analysis and development of the Business Case. To manage Phases 2 and 3, a representative Steering Committee and an operational Transition Committee have been established. This year, South Australia has seen a slight drop in senior members but an increase in junior members. This is in part due to the efforts produced with Tackers and Discover Sailing days. October last year once again saw the National Discover Sailing Day held, with clubs opening up to the public to come and try sailing. There was about 10 clubs that took up the incentive. The results again this year were a mixed bag. Some clubs increased their membership, while other clubs had a lot of people coming down and having a look but they did not gain any new members. Overall YSA sees the day as a good result. This year sees two of our board members wishing not to continue on. Christian Paech who joined the board 2 years ago has decided not to continue. His input to the board has been fantastic and will be sorely missed even though it was for a short time. The other board member not continuing is David Godden. David has been on the board for a few years now and contributed quite a lot. Thank you both for your time and efforts over the years. Next year will be a challenging year with quite a few new faces on the board but I am confident that we can meet the challenge. Please if you have any queries come and speak to one of us. Lastly I would like to take this opportunity to thank all the 2014/15 Board Members, the Office Staff and their families for their continual support and effort over the last year. Although it has been a long year it has also been a rewarding one. Thank You Wayne Thompson President, YSA TREASURERS REPORT FOR YEAR ENDING 31 ST MARCH This has been my first year on the YSA Board, and my first year as Treasurer. I would like to express my gratitude to Wayne and the other Board members for their assistance throughout this year. I have had the privilege of coming onto the Board at a time when YSA is in a very stable financial position. As a result, I have been able to view YSA s processes with a fresh set of eyes, without being burdened by immediate financial concerns. Throughout this year, I have sought to ensure that the balance sheet accurately reflects our financial position. This has included a review of our fixed assets, our employee provisions, and our GST liabilities. In recent years, YSA have been fortunate to have been gifted a RIB and an aluminium start boat. As these assets have no cost to YSA, we have undertaken processes to determine the fair value of these assets, to ensure that our accounts are reflective of our actual position. To this end, you will note the Revaluation 8

9 Assets account in equity this year. We have also sold a portion of our fleet of Tackers boats during the year. As such, the value of Boats and Equipment has not moved significantly during the year. Our review of the employee entitlements has resulted in a new provision being recorded. Annual leave and long service leave can present a significant expense when they are ultimately realised. Accordingly, we have sought to ensure that we are maintaining up-to-date records of the value of each of these expenses. A review of our GST accounts has also been conducted, with assistance from an external consultant. We have ensured that our current processes are capturing the correct GST and we are claiming the tax credits wherever possible. I thank Joy How for her assistance with this process. We have been fortunate in past years to have paid very little rent to BIA for our office space. During this year, we moved offices, and have entered into a new lease agreement. This has resulted in our rental expense increasing from $3,818 to $9,636. This will increase again in the coming year as we will have a full year at the higher rate. During this financial year, an administrative error occurred whereby a staff member was overpaid. To correct this overpayment, the employee chose to be paid out of annual leave so that they were able to repay the overpayment. The repayment was completed prior to the end of the financial year. This error arose primarily due to a lack of the definition of staff responsibilities. Whilst this error was uncovered by our existing procedures, it identified an area that requires significant improvement. We have since undertaken a complete review of our payroll, invoicing, and expense claim functions, and implemented a new range of policies and procedures, which are designed to segment the responsibilities and prevent such an error from occurring again. We have made a small profit this year of $12,355. This amount is slightly misleading, as we have additional expenditure, which must be incurred prior to June to maintain our grant funding. Despite this, I am pleased to say that we continue to be in a strong financial position at the end of this financial year. We are in the first year of two of our grants, our third grant is up for renewal this year, and we have also applied for two additional grants. In the unlikely event that a grant is not renewed or approved, we have sufficient reserves to continue our operations for the coming several years. I sincerely thank the existing board members for putting YSA in such a strong position. Thank you Luke Hookings Treasurer, YSA DEVELOPMENT MANAGER S REPORT has been another year of growth and development for Yachting South Australia as we implement change, support and deliver the national Discover Sailing Framework to clubs and continue to work towards carrying out the Yachting South Australia Strategic plan. Highlights for the Association over the past season have been the substantial growth in junior memberships at affiliated clubs within the State; this is largely due to the acceptance and understanding by affiliated Clubs of the GEMBA report which was carried out in 2012 by the Australian Sports commission on behalf of the sport of sailing in Australia. The GEMBA report findings have been communicated significantly to clubs by the Association and the support subsequently offered to assist with the implementation of the recommendations. 9

10 With the increased number of new participants to our sport and the changing times in which we operate, comes the expectation of professionalism of delivery at all levels and within all aspects of State, Club, Centre and Class activities. This is an area which the Association has been actively engaging with Clubs and Discover sailing centres on, in particular the increased assistance, training and delivery of a sport wide suite of Information technology, named SIMS (Sailing Information Management System). The Role of Administration Officer was filled in October 2014 by Emma Short who has been busy assisting clubs with website management, database training and the simplification of membership systems. This all results in a professional and modern public face to the sport of sailing. Along with the professional image that we must show to remain relevant to new and existing participants it is imperative that we continue to be regarded as a self-regulating sport by the government agencies with our own impeccable risk management practices. I encourage and ask you all to ensure that your own risk management procedures and practices at your respective organisations and events are well thought through, planned, documented and your volunteers and staff adequately trained to operate in the various settings and roles that they perform. The Association has been working extensively throughout the past year to ensure that adequate training courses in risk management, Race officiating, Instructing and powerboat driving have been offered to volunteers and Staff throughout the State. This again is an area that we will be continuing to grow, develop, support and encourage in the coming season. Many of you will have met Marija, who for a short time filled the role of Development Officer with The Association; unfortunately Marija left us after just 6 months due to personal reasons. We will be looking to fill the role of Development Officer over the winter period in readiness for the new sailing season. Much of the work which was carried out by this role was to assist and guide clubs with the promotion of entry level programs as well as volunteer management. This scope will continue with the new appointee to the role. With the support of The Office for Recreation and Sport SA, Yachting South Australia is currently going through a process of identifying barriers to diversity within our sport especially in regards to gender balance, it is evident that at Junior levels the participation is approximately 50% male/50% female, however this drops to as much as 75% male/25% female within senior memberships, It is hoped that with the support of ORS we can identify the reasons for this and set in place some strategies to rectify the balance. At Board and Staff levels we are aiming to ensure that there is adequate representation of both genders within the organisation. Looking towards the Season the Association will again be focusing on the following 4 key strategic areas. 1. Grow Interest and Participation. Increase take up of sailing and improve retention in junior, youth and target markets. 2. Build Club Capability. Improve support to clubs and develop officials & Instructors 3. Improve Competitiveness. Refine and develop pathways for sailors, coaches and administrators in South Australia. 4. Build Profile. Improve services and communication to clubs, centres, Instructors and officials in South Australia. Increase exposure to the general public. I strongly urge The Associations Member Clubs to consider adopting the same key principals at club level in order to take a collaborative approach to growing our sport. I look forward to further assisting our Member Clubs & Classes throughout the seasons and working together to increase the number of people safely taking part in our sport at all levels. 11 YSA RACE OFFICIALS COMMITTEE REPORT Please accept this report from the Race Officials Committee for the season 2014/2015 Again, the Christmas New Year period was busy with Nationals in Adelaide and a number of country centres. Only the Cadets in Port Lincoln sought the services of a National Jury but this proved quite difficult with a scarcity of jurors available to travel from Interstate. Cooperation between clubs and Race Officials has continued to develop with many Race Officials assisting the management of events at other than their home club. In many instances Race Officials travelled from Adelaide to country clubs to assist with the National Championships. With the widespread nature of events, it is not possible to provide Juries or Protest Committees for all events. Clubs and Classes are advised to plan ahead well in advance and use upcoming events as a prompt to develop their home base of volunteer Race Officials. The Race Officials Committee can assist with this and have run courses and seminars for Race Management and Protest management at a variety of Metropolitan and Country Clubs. Members have been involved in running many State, National and International events both locally, interstate and overseas. These have included fleet racing and schools teams racing. We have also been active in participating in local club regattas and State Junior and Youth events. In addition to the Australian events in Melbourne and Sydney, members have travelled to a number of events across the world to support prestigious international events. Yachting South Australia has continued with a National Officiating Program. Successful courses have been held at Port Adelaide, Wallaroo and Goolwa. Others are planned for Goolwa, Brighton and Wallaroo over the next few months. Other Race Officer, Judge or Rules seminars are available if Clubs or Classes request and can be tailored to suit requirements. An interesting range of classes will be in SA next season for National events including Nacra, OK, Finn, TS16 and Pacer. Classes are reminded to contact the Race Officials Committee for assistance in preparing the regatta documentation. I have had the privilege of chairing this committee for the past 4 years. I thank all members of the committee for their support and assistance through this time and congratulate Mick Bowley for his election to the chair and Tracy Heritage for her election to the position of deputy chair. I have enjoyed working with Club and Class reps and Race Officials from around the state and would also like to thank them for their support. Congratulations to all of our Race Officials who work as volunteers each week to ensure the highest possible standards of race management and support of our sailing and racing members. 12 YSA YOUTH SAILING At risk of repeating myself, the YSA Junior/Youth Coaching Clinics held during student holiday periods continue to achieve their aim of training proficient sailors to a higher level. Most importantly, they have managed to attract and maintain junior sailors in the sport who were looking for a step up from basic sailing. We hope to gain further support from the Office of Recreation and Sport beyond the 2014/15 fiscal year to further improve the participation and skill levels of Youth and Junior sailors. The YSA Youth Tri Series commenced on the October long weekend at Port Lincoln Yacht Club. The next Tri Series event was held at Largs Bay Sailing Club, and the final event at Brighton and Seacliff Yacht Club. This format proved to be successful with all events completed before Christmas and minimal impingement on club racing. The Tri Series is now promoted as a training event leading up to the Nationals. The YSA Youth State Championships were held at Adelaide Sailing Club in March as part of the Adelaide Regatta. Participation was again up on previous years. Next season it will be open to Expressions of Interest to host the event. The Optimist class continues to grow in country areas, in particular at the Spencer Gulf clubs. Again this year we had a record number of SA sailors compete at the Optimist National Championships. The numbers for the YA Youth Championships were well down however, possibly due to the event being in Perth. We well recognise that not all of our junior and youth sailors aspire to be Olympic or World champions however, that said, we are very proud that two of our SA Optimist sailors gained selection for the Optimist Worlds. We also for the second time have one of our Cadet sailors qualifying for the Worlds. As mentioned in every report, YSA Youth Sailing is committed to finding solutions to maintain juniors in sailing once they grow out of their junior class and to encourage a diversity of sailing opportunities for youth sailors. On behalf of the YSA Youth Committee I thank the Clubs, YSA Board and Office of Recreation and Sport for their continued support. Andrew Short, Chairman, YSA Youth Sailing SOUTH AUSTRALIA STATE SAILING PERFORMANCE PROGRAM REPORT In 2014/15 the South Australian State Sailing Performance Program (SASSPP) has been administered by Yachting South Australia with support and funded from the national peak body Yachting Australia via their performance arm, Australian Sailing and South Australian Government via the Office for Recreation and Sport - Sport and Development and Inclusion program. The goal of the program is to support and assist South Australia s top Sailing Athletes in Olympic or Olympic Pathway, national youth classes with potential to reach level of the Australian Sailing team. In the 2014/15 program year, two South Australian Athletes were full members of the SA State Performance Program; Henry Leitner Laser Standard Class and Ashley Dyer Laser Radial Women s Class. During the past year the program made a deliberate change in approach to SSSM delivery and the program SSSM providers. Previously we had been using some of the SSSM providers working within the National program. The SSSM providers with in the national framework took a more leadership role. This allowed us to utilise and build partnership with local providers for SSSM servicing of the program athletes. They were able to service the athletes on a more regular basis with an increase in opportunities for the athletes. They also provided a more personalised delivery of the services. It was also our aim of the program to involve 12

13 future potential members of the program and developing sub elite sailors when SSSM providers delivered sessions to the program athletes. This was achieved and we were able to hold some sessions during our major interschool s competition and invite country sailors to attend. Sports Nutrition Marc Campbell Marc is a new member of the team and is also a clinical dietician, who throughout the year run sessions for the program on sports nutrition fundamental s, Hydration during training and competition, Fuel for recovery. Marc was also able to attend some training and competition to observe the sailors action to build his knowledge and inspire and build commitment to the program. Marc provided a framework for the program athletes to monitor hydration during competition and held one on one athlete consults. Sports Psychology Kylie Baker Kylie was not used previously by this program but has good background with the sport from a personal involvement and through her work within SASI as a sports psychologist to the sailing program there. Kylie also held one on one athlete meetings and run group sessions with program athletes and invitees. At the beginning of the program year, with guidance from Kylie and the program coach the continuing program sailors, and also program sailors leaving the program, followed an in-depth goal setting program at the beginning of the program year. Sports Physiotherapy Andrew Darcey Andrew is one of the top sports physiotherapists in the state and has a long background in the Laser classes of our program athletes. Andrews depth of knowledge and understanding of the athlete needs in the physio area gave is a great resource do draw upon to help our athletes with their physical preparation, injury prevention and rehabilitation. The program helped fund gap payments for the athletes to utilise his services over the past 12 months. Brendan Todd SA High Performance Coach YACHTING SOUTH AUSTRALIA TEAM RACING REPORT SECONDARY SCHOOLS TEAM RACING A huge year for team racing in South Australia and Australia as a whole. After changes in Yachting Australia the Australian Team Sailing Association or ATSA was established. This organisation will become the national body for team sailing in Australia. There is a still lot of work to do in finalising structure and constitutions etc., but a group of very passionate people are committed to making sure this format of our sport remains strong. Our state AGM was held during the state championships at Meningie and was very well attended. I would like to thank the members of our committee that worked this past year and have not continued and also welcome some new delegates. In the southern region we have two new delegates in David Cockshell and Emma Brown. In the Metro area we have Sandy Higgins with Anthony Mitton continuing on. For the Western region we have delegates Mark Forbes and Nigel Rogers also with us for another year. We would also like to welcome Edwina Cooper as our secretary. Our state championships were held at Meningie with 24 teams entering. We had two very light days with breeze building on the last day. Fire pits along the foreshore indicated the cool conditions. In total 202 races were run over the 3 days and the event was a huge success. Congratulations must go to the South Eastern delegates in Matt Morely and Russell Coleman, and especially Vic Woolston and Jeff Wright from Meningie and of course all the member of Meningie Sailing Club for such a successful event. 13

14 Our state champions are Westminster from Metro Region and we now have several teams looking forward to the Australian Championships in Brisbane at RQYS in July. We wish them all well as they represent South Australia. REGIONAL REPORTS Metro Region The 2014/15 Season has been a hugely successful season with many new teams getting involved in Team Sailing. This growth is due the quality of programs being run at various clubs along our coast and the opportunity schools provide for their students. Parent support has also been a big part of this. Team sailing attracts energetic motivated dedicated students who have worked together to support their sport the volunteer s involved. Our move from the Port River to West Lakes has been well received by Students, schools and parents. We ran two trial Regattas and a metro Championship over three weekends we saw the lead change between our top teams and a huge improvement from some of the teams who struggled last season with some good close racing. This year an average of 14 teams to each trial which is up on last year s average of 10. Great to see such strong growth in many schools. Western Region Regionals this year was at Port Lincoln with good weather and well run with Saint Joes having 3 teams and Ceduna helping with numbers on 1 team. Ceduna had 1 team. Weather was good with Saint Joes coming 1st, 2nd & 3rd. The Ceduna kids had a great day with teams mixing up in the late afternoon which The Ceduna kids got a lot out of it. Nominations were sent out to schools on the west coast for regionals but no interest. Contact has been made from a parent to get sailing happening again at Streaky Bay. The group of kids they have are still too young for Team sailing but working on a sailing day in Ceduna next summer. Ceduna has 10 sailors doing team sailing and 1 under age. The team is very young this year. Ceduna are expecting to get 2 teams next year depending on where states are. St Joseph's had a busy twelve months, after winning states we travelled to Sydney for the National Titles. The regatta was quite light for the first 3 days with 1 day where there was no racing. We finished well on the last day finishing the regatta in 2nd place; this gained us selection to represent Australia sailing in New Zealand. We trained in 420's in term 3 before going to NZ this was a tough regatta but great experience for the team. For 2015 St Joseph's sailing team lost a few members when they left school or had other commitments so numbers were down a little. There is some interest from the Port Lincoln High School (PLHS) to establish their sailing and we have a couple of sailors from the PLHS sailing with us this year in our Team 3 composite team. The PLHS has also purchased some boats with the Port Lincoln Yacht club from Tumby Bay to make up a second fleet in Port Lincoln for South East Region The South Eastern region held its regional regatta over the 13th and 14th of March at Meningie sailing club, with a total of seven teams competing. The teams represented seven schools made up of two Investigator College teams, two Kangaroo Island community education teams, one Meningie Area school team, one Encounter Lutheran College composite team including one sailor from Scotch College and one Victor Harbor High School composite team including one sailor from Prince Alfred College. The regatta was exceptionally well run and was considered a practice run for the upcoming state titles to be held at Meningie in April. The regatta resulted in the winning team being Investigator College and the runner up being the Encounter composite team. 14

15 At the upcoming states it is expected the same number of teams and schools will be representing the South Eastern Region which is a strong entry from the hosting region. It is also great to see Meningie at states again, as they have been noticeably absent from states for a number of years. It is also a notable achievement that Victor Harbor high school has enough sailors to enter a team of their own, something they have been struggling to do in recent years. The Region has continued to grow with the introduction of the new school this year and has also managed to do a substantial amount of rebuilding for some of its long standing schools that have been struggling in recent years. This growth has to be attributed to the hard work of those school s managers and coaches, along with the Victor Harbor Yacht Club and Meningie Sailing Club. The 2016 regional regatta will be hosted by Victor Harbor Yacht Club with a host school to be decided upon shortly STATE CHAMPIONSHIP The Secondary School Team Racing State Championships are scheduled to be held at Ceduna from the 20th to the 23rd April Simon Irving Chairman, YSA Team Sailing Committee SAILABILITY SA REPORT Sailability this year started the season with good weather and very good attendances at all branches including our new branch at Murray Bridge. It is sorry to note the end of an official program in Port Lincoln but we hope it may keep their people with a disability sailing in other boats. This year all branches were busy conducting come & try and recreational sailing as well as the usual club racing programs for our sailors who have progressed enough to enjoy friendly club competitive sailing. We have been active with our midweek programs at PASC, RSAYS Dis-Able Sailing and Goolwa Regatta Yacht Club with each session at each club catering for at least 12 PWD. All Sailability branches are always looking for more volunteers to assist in conducting these days, so if you can help please phone me or the nearest branch in your area. You do not have to know how to sail as there are many other jobs that need volunteers. In November we again had a display at the SA Disability and Ageing Expo at Wayville showgrounds (this is an expo mainly for government and private organisations to showcase there Products, Sailability SA was the only Not for Profit Volunteer organization there). We were able to make some of the newer government departments aware of the services we supply as well as renew our relationship with others. On November 28 th, with 9 boats from Goolwa Regatta YC and Port Adelaide SC, we were able to have an on water display at the Murray Bridge People With A Disability Day Expo. This was a great success with over 78 young PWD being given the chance to sail. In April we took 8 boats into the Torrens Lake for the annual SCOSA (Spastic Centre Of SA) day of sailing in the city. With over 48 participants sailing against the background of the new Adelaide Oval and footbridge we attracted a lot of interest including print and TV media. Thanks to PASC for the volunteers and boats. This season as president I have attended National Sailability meetings in Sydney as well as attending Dept. Rec & Sport I Net Quarterly meetings. Both these meeting are great networking events that keep us informed on current events both across Australia and locally and also allow us to present Sailability SA to them. 15

16 On the competitive side of Sailability this year we had the SA State Sailability Championship at the Goolwa Regatta Yacht Club on the weekend of 14-15th March. Again many thanks to the volunteers at Goolwa for a magnificent weekend of sailing and friendship At the November National Sailability meeting some of the items discussed were risk management at both Sailability and Club level and what Yachting Australia is trying to do to help with compliance, helping Sailability clubs interstate to join with yacht clubs (for both membership and insurance), creating a new user friendly Sailability national webpage and a national volunteer induction program John Johnston President, Sailability SA OFF THE BEACH CATAMARAN COMMITTEE REPORT Yardstick issues were identified as an issue with the SA catamaran fleet. The plan was to propose and manage a state based set of yardsticks that: - 1. Were realistic (as the VYC system may have had good intentions but is not sensitive to the full fleet of boats still competing) 2. Corrected administered via YSA. 3. Encouraged cat sailors back to major regattas & events in SA. 4. The plan was aborted as some factions of the cat sailing fraternity voiced opinions (August/September 2014) that were not encouraging. Now that a further season has gone by and further angst is evident of the current VYC yardstick system, the OTBCC plan to hold a meeting to: - 1. Encourage more sailors to get involved in the committee 2. Agree a pathway forward with yardsticks (formalize) 3. Submit Yardstick recommendations for season 2015/16 4.
