2 Overview Woodrow Wilson Complex Consists of: Wilson Elementary School Valley Career and Technical Center Wilson Middle School Wilson High School Wilson Workforce and Rehabilitation Center Offices, maintenance facilities, etc. All uses served by a single entrance 2

3 Project Process Stakeholders meeting in March 2017 Initial public meeting in June 2017 On-site observations in September 2017 Developed short and long-term improvement options Short-term focused on US 250/Wilson Ave/Lifecore Dr Long-term focused on a second access point Second public meeting January 2018 (tonight) Final recommendations/report in March

4 Existing Issues Westbound right turn from US 250 onto Wilson Ave Queues 1,800 + toward Barren Ridge Road in the school AM peak hour Movement fails Level of Service E with delay of more than 75 seconds/vehicle (on average) Southbound right turn from Wilson Ave onto US 250 Queues extend to the elementary school (1,800 ) in both the AM and PM peak hours Blocks the left turn and through traffic Movement fails Level of Service F with delay of more than 90 seconds/vehicle (on average) No secondary or emergency access points 4

5 Short-Term Options Goals of short-term options: Alleviate congestion Minimize delay and queues Preserve existing multi-use path/pedestrian amenities Evaluated the following options: Signal timing adjustments Channelized westbound right turn lane Separate southbound right turn lane 5

7 Short-Term Recommendations & Benefits Recommendations: Channelized WB right turn lane Additional receiving lane on NB Woodrow Wilson Avenue Add separate SB right turn lane Benefits: Eliminates delay and queue for WB right ( free flow ) Reduces SB queue to 250 (contained within turn lane) Allows SB lefts to fully utilize both lanes Reduces SB right delay by up to 60 seconds/vehicle Planning Level Cost Estimate (2018): $1.5M to $1.8M 7
