5 Traffic Impact Analysis INTRODUCTION Kimley-Horn has prepared a future land use plan amendment traffic analysis for the Iota Carol site located north of 6 th Street west of 19 th Street in unincorporated Palm Beach County, Florida. Figure 1 illustrates the location of the project site. Iota Carol is made up of three parcels, which currently have the Future Land Use (FLU) designation of RR-1. This application is being filed to amend the Future Land Use plan to adopt a designation of RR-1.25 for the project site. The Parcel Control Numbers (PCNs) for the site are listed below: Based on the Palm Beach County Comprehensive Plan, the RR-1 designation allows a maximum density of 1 residential unit per 1 acres. The RR-1.25 designation would allow a maximum density of 1 residential units per 1.25 acres. In addition, commercial and civic development are proposed for the site. 8 Traffic Impact Analysis SHORT-TERM (YEAR 22) ANALYSIS A short term analysis was conducted to evaluate anticipated conditions in Year 22. Because full buildout of the project will take longer than this five-year planning horizon, this analysis includes an evaluation of the impacts of development of 5 dwelling units (or the trip equivalent thereof) for the site. This analysis has been conducted using the methodology for the Test 2 Level of Service Analyses as defined in Article 12 of the Palm Beach County Unified Land Development Code. Trip Generation The trip generation calculations are based on the trip generation rates published by Palm Beach County. Because the site is currently agricultural use, no credit for existing site traffic was assumed in this analysis. For the future (five-year planning horizon) analysis, a development potential of 5 dwelling units was assumed. As indicated in Table 2, the 5-year maximum development potential under the proposed FLU for this parcel is 5, new external daily trips, 375 new external AM peak-hour trips (94 in/281 out) and 447 new external PM peak-hour trips (282 in/165 out). 9 Traffic Impact Analysis Traffic Distribution and Assignment Traffic distribution is the pairing of trip ends from the subject site with other land uses in the area. These trips were assigned to the surrounding roadways based upon a review of the roadway network proposed to be in place at the time of buildout and its travel time characteristics. The peak-hour trips for the project were then assigned to the surrounding roadway network proposed to be in place for the 22 analysis year. This assignment differs from the ultimate long-range assignment, which accounts for future roadway connections to be built. Figure 2 illustrates the project traffic assignment to the surrounding roadway network for the short-term (Year 22) analysis. Radius of Development Influence Based upon the thresholds published in Article 12 of the Palm Beach County ULDC, the radius of development influence for the peak hour volume of project traffic anticipated to be generated in the 5-year planning horizon timeframe (447 trips) is two miles. k:\wpb_tpto\141\1419- iota carol\iota documents\cpa\ iota carol cpa.doc Page 5

11 Traffic Impact Analysis Test 2 (5-Year Buildout) Level of Service Analysis Significance was determined in accordance with the Test 2 (5-Year Analysis) LOS E peak-hour peak-directional service volumes defined in Article 12 of the Palm Beach County Unified Land Development Code. The AM and PM peak hour project trips were assigned to the surrounding roadway network within the study radius in order to evaluate the project s impact in comparison to the LOS E adopted service volume. As defined in Article 12, Chapter B, Section 2(B), The existing road network and State and County Five-Year Road Program improvements with construction scheduled to commence before the end of the Five-Year Analysis Period shall be the Test 2 Road Network assumed in the analysis. Therefore, the following road improvements identified in the current Palm Beach County Five-Year Road Program have been included in this analysis: Northlake Boulevard, East of Seminole Pratt-Whitney Road to East of Hall Boulevard: Widening to 4 lanes (Construction in FY 217) Northlake Boulevard, East of Hall Boulevard to Coconut Boulevard: Widening to 4 lanes (Construction in FY 219) Seminole Pratt-Whitney Road: Orange Boulevard to South of Northlake Boulevard: Widening to 4/6 lanes (Construction in FY 217) Relevant excerpts from the Palm Beach County Five-Year Road Program have been included in Appendix F. Per Palm Beach County standards, roadway links inside the two-mile radius of development influence are anticipated to be significantly impacted if project traffic is equal to or greater than 3% of the LOS E service volume, and links outside of that radius are anticipated to be significantly impacted if project traffic is equal to or greater than 5% of the LOS E service volume. 15 Traffic Impact Analysis Year 22 capacity analyses were then performed on roadway segments that were determined to be significantly impacted by project traffic. Background traffic was determined for all significantly impacted roadways by applying the higher of either a 1 percent annual growth rate plus committed development trips as indicated by the Palm Beach County Traffic Performance Standards (TPS) database or the historical growth rate for the impacted segment, compounded on an annual basis. In addition, traffic volumes from the Test 2 analysis for the currently pending Indian Trails Grove application have been added to the background traffic calculation. Project traffic was then added to determine future year 22 volumes. These total Year 22 volumes were then compared to the LOS E generalized service volumes for each significantly impacted roadway link. As indicated in Table 4, all significantly impacted roadways operate acceptably at LOS E or better. 17 Traffic Impact Analysis LONG-TERM (YEAR 24) ANALYSIS A long-term analysis was conducted to evaluate anticipated conditions in Year 24. This analysis includes an evaluation of the impacts of the full development potential of the site. This analysis has been conducted using the criteria defined in Policy 3.5-d of the Future Land Use Element of the Palm Beach County Comprehensive Plan. Trip Generation The trip generation calculations are based on the trip generation rates published by Palm Beach County. The maximum development potential of the existing designation was calculated assuming a maximum development intensity of 129 dwelling units. For the analysis of the future proposed designation, a development potential of 1,3 dwelling units plus 112, square feet of commercial use and 112,123 square feet of civic use was assumed. As indicated in Table 5, the net change in trips for the maximum development potential under the proposed FLU for this parcel is 13,375 new external daily trips, 789 new external AM peakhour trips (241 in/548 out) and 1,86 new external PM peak-hour trips (628 in/458 out). k:\wpb_tpto\141\1419- iota carol\iota documents\cpa\ iota carol cpa.doc Page 13

As indicated in Table 6, the following roadway segments are significantly impacted by the proposed FLU amendment in the long range analysis: Seminole Pratt-Whitney Road between Northlake Boulevard and Southern Boulevard Northlake Boulevard between Seminole Pratt-Whitney Road and Ibis Road Orange Boulevard between Seminole Pratt-Whitney Road and 6 th Street North 6 th Street North between Seminole Pratt-Whitney Road and Royal Palm Beach Boulevard Persimmon Boulevard between Seminole Pratt-Whitney Road and Royal Palm Beach Boulevard Okeechobee Boulevard between Seminole Pratt-Whitney Road and Folsom Road An analysis was then conducted to evaluate long-range level of service on these roadways. For the baseline analysis, the Year 24 volumes published by the Palm Beach County Metropolitan Planning Organization (MPO) were utilized. Traffic generated by the approved Minto West and Avenir projects and the currently pending Indian Trails Grove project were then added along with traffic from this proposed FLU change in order to determine total Year 24 volumes. The analysis results are shown in Table 6. 23 Traffic Impact Analysis CONCLUSION The foregoing comprehensive plan traffic analysis has been conducted to evaluate the proposed future land use change from for the Iota Carol site located in unincorporated Palm Beach County. The proposed plan will convert the existing RR-1 designation on the site to RR 1.25 with Commercial and Civic uses. Based on the analyses conducted for the short-term and long-term planning horizons, the adopted level of service standards are anticipated to still be met on any roadways significantly impacted by project traffic during the short range (Test 2-Five Year, Year 22) analysis. The Year 24 analysis indicates that some of the significantly impacted roadways segments will not meet the adopted level of service criteria; however, this analysis was based upon MPO model data using the Year 24 cost feasible plan. It is noted that the analysis includes traffic volumes generated by the approved Minto West and Avenir projects as well as the proposed Indian Trails Grove project, all of which will be providing roadway impact fee and proportionate share payments that may be applied toward further improvements in this area. Additionally, this project will be subject to roadway impact fee and proportionate share payments that will provide for further improvements on the transportation network in the surrounding area. 53 A vemr Concurrency Traffic Study Trip Generation Project trip generation was based on the rates published in the Palm Beach County Traffic Performance Standards (TPS). Rates from the Institute of Transportation Engineers (ITE), Trip Generation, 9th Edition were used when TPS rates were not available. Trip generation data from Northwood University and Palm Beach State College were used to calculate the trip generation for the proposed University at Avenir Internal Capture In terms capture refers to the satisfaction of trips within the project. In other words, some trips generated by mixed-use projects do not exit the project or enter the major roadway system. Lnternal traffic was estimated based on the methodology of the Transportation Research Board (TRB) National Cooperative Highway Research Program (NCHRP) Report 684. This methodology estimates morning and afternoon peak- period trips to and from six specific land use categories: office, retail, restaurant, residential, cinema, and hotel Pass-by Trips Some trips generated by the non-residential uses are from existing traffic passing the proposed project and are not newly generated trips. Credit against the trip generation of the proposed project was taken for these trips up to the percentage shown in Article 13, Tmpact Fees. or the ITE Manual. Pass-by traffic does not exceed 25% of the adjacent street traffic. A summary of the project trip generation analysis including internal capture and pass-by trips is shown in Table 2. Detailed analysis is provided in Appendix C. Based on the project, net, new external trips the Radius of Development Lnfluence (RDI) for this analysis is five miles.
