16 PLHD Application 12/9/11, Attachment 5 STIP TE PROJECTS NORTHSIDE SCHOOL BIKE PATH PROJECT UPDATE, SEPTEMBER 2011 Project Description EDCTC programmed STIP TE funding to complete the Project Approval/ Environmental Documentation (PA&ED) phase for a Class I bike path between Auburn Lake Trails and Northside School in two phases: Phase 1: Along the north side of State Route (SR) 193 from the community of Auburn Lake Trails to the intersection of SR 49 and 193; Phase 2: Along SR 49 on the west side from Northside School to the intersection of SR 49 and 193. Current Project Status Site investigations, property owner surveys and public meetings with the Cool/Pilot Hills Advisory Committee were conducted to receive input on potential bike path alignments between Northside School and Auburn Lake Trails. A survey of parents and a public meeting at Northside School both demonstrated local support for the project. The selected alignments along SR 193 and SR 49 were ultimately determined most feasible. The CEQA Mitigated Negative Declaration was approved in December The NEPA Categorical Exclusion was approved on August 24, The County applied for Federal Safe Routes to School Funding (SRTS) for both phases in two applications, with the SR 193 section as top priority. In October of 2008, the SR 193 section was awarded SRTS funding in the amount of $999,500 for construction of the bike path along the north side of SR 193 between the Auburn Lake Trails community and the intersection of SR 49 and 193 in Cool. In July 2009, El Dorado County DOT was notified of the award of Safe Routes to School Funding in the amount of $900,000 for construction of the Phase 2 segment along SR 49. On April 7, 2011, EDCTC programmed $645,200 in CMAQ funds to this project. The project is currently fully funded and both phases will be constructed simultaneously. The project is in the Right-of-Way phase and El Dorado County DOT is working through utility coordination issues. The Draft Project Report is being reviewed by Caltrans and Caltrans is developing the Draft Cooperative Agreement. Project design for both phases is ongoing and approaching 90%. Fitting Together Community Resources March 18, 2009 Re: El Dorado County Department of Transportation s State Safe Routes To School (SR2S) Grant Applications for Northside School Class I Bike Path on SR-49, and Georgetown School Sidewalk on Harkness Street To Whom It May Concern, As the President of the Board of the Georgetown Divide Ready by 21, Inc., I support the project proposals that El Dorado County Department of Transportation is submitting for the State Safe Routes to School (SR2S) grant program. The EDCDOT is partnering with the Black Oak Mine Unified School District on these projects that propose to construct a Class I bike paths along State Route 49 (SR-49) from Northside School in the Township of Cool to SR 193, and to construct a sidewalk on Harkness Street from Georgetown School to Georgetown Park. The Georgetown Divide Ready by 21, Inc. is a 501c3 nonprofit organization consisting of over 100 individuals and organizations dedicated to helping our Georgetown Divide youth succeed in work, school, and life. The Georgetown Divide Ready by 21, Inc. supports these SR2S proposed project by committing to work with the Black Oak Mine Unified School District to educate parents and students about bicycling and walking safety and encouraging parents to allow their children to bike/walk to school with on-going Bike/Walk-to-School events/ activities. We will provide support to the projects through our outreach materials whenever possible. I know that Black Oak Mine Unified School District is looking forward to partnering with the El Dorado County Department of Transportation on this worthwhile SR2S project, and hope that it is selected for a SR2S grant award.
