1 The Public Meeting for the Wieuca Road at Phipps Boulevard Intersection Improvement project was held on at the Wieuca Road Baptist Church, located at 3626 Peachtree Road, Atlanta, GA There were 50 people in attendance. The meeting included Renew Atlanta Program Management Staff, Buckhead Community Improvement District Staff and Design Team members from Pond. Council aide Sally Silver also attended on behalf of Council member Howard Shook (District 7). 19 comment cards and 5 s were received. Of the twenty-four responses, 0 were in favor of the project, 14 were conditional/undecided, and 10 were against the project. Major Concerns/Comments The major concerns were organized into 3 areas (1) Impacts to adjoining properties, (2) Coordination with the areas other signals, (3) Impacts to the park and Magnolia tree, (4) Functionally of a roundabout, and (5) Concentrate on fixing other nearby intersections instead of this one. Responses to Comments 1. Comment: Do not encroach on the park area. Response: What was presented at the Public Meeting was a conceptual level layout that was based on many meetings with Stakeholders and the City. We will determine revisions that can be made to the concept plan to reduce impacts to the park area. 2. Comment: Divert money to projects that would more directly address the causes of traffic and congestion. Response: We agree that there are several adjacent areas that have severe congestion issues. The City of Atlanta and GDOT are aware of the issues and are looking at ways to improve traffic congestion in the Buckhead area. 3. Comment: Consider other remedies to improve the safety of the intersection (traffic law enforcement, restriping and better signage). Response: We have looked at several options to provide a safer intersection. We will continue to work with the City and stakeholders to determine the best solution for this intersection. 4. Comment: Bike lanes along the park seem unnecessary.
2 Response: We are working very closely with the City of Atlanta to coordinate bicycle facilities within the project limits. This may be accomplished with separated bike lanes or a multiuse trail. The bike lane requirements will be revisited with the City of Atlanta staff. 5. Comment: We believe that a single lane roundabout will not be effective (provide two lanes). Response: Our concept layout was designed as a two-lane roundabout due to the high volume of vehicles. 6. Comment: The proposed signal at Old Ivy Road will cause more of a slowdown (oppose the signal). Response: The proposed signal at Old Ivy Road will eliminate a very hazardous sight distance problem and provide a safer crossing for pedestrians and bike traffic. The traffic volumes were evaluated using the criteria established by the City of Atlanta, and a signal was found to be warranted at this location. 7. Comment: I believe the intersection at Peachtree Road is the problem. Response: We agree that there are several adjacent areas that have severe congestion issues. The City of Atlanta and GDOT are aware of the issues and are looking at ways to improve traffic congestion in the Buckhead area. 8. Comment: Provide better signage around the area. Response: All of our options/alternatives would greatly enhance the signage. 9. Comment: Make improvements now for pedestrian traffic. Response: Our proposed improvements would greatly improve conditions for pedestrian and bicycle traffic. 10. Comment: Just install a traffic light. Response: The existing intersection is signalized and experiences significant congestion. We have analyzed several signal configurations at this intersection. The projects goals are to reduce congestion and provide a safer intersection for pedestrian, bicycle and vehicular traffic. 11. Comment: The bike lanes are too wide.
3 Response: The bike lane width is set by the City of Atlanta and National Standards to accommodate bicycles in a manner that is separated from vehicle movement along the road. 12. Comment: The north Wieuca sidewalk does not connect to Old Ivy Road. Response: Both sidewalks north of the intersection will extend and connect to Old Ivy Road. 13. Comment: The first entrance into the Wieuca Baptist Church, coming from Peachtree Road should be eliminated. It is not needed. Response: We are only proposing entrances where there are existing entrances. 14. Comment: Stop allowing high density projects that just add more volume. Response: All new development projects are considered and permitted by the City officials. This project does not address development policies. 15. Comment: We would like to see more major intersections in this area that will ultimately support this proposed project. Response: The City of Atlanta, Renew Atlanta, GDOT and the Buckhead CID are examining ways to improve traffic congestion and circulation in the area. 16. Comment: We support the traffic light at Old Ivy Road. Response: Thank you for your support. The proposed signal is expected to improve access and enhance safety. 17. Comment: We are concerned with direct community impacts. Response: The proposed project will be designed to minimize impacts wherever possible and to increase the efficiency of the intersection. 18. Comment: You need to balance efficiency and safety. Response: That is one of the main reasons that a roundabout was the preferred alternative. They are more efficient than a signalized intersection in most cases and have been shown to improve safety for vehicles and pedestrians.
4 19. Comment: We do not support cutting down the magnolia tree. Response: Unfortunately, if the roundabout alternative is selected, it will be necessary to remove the Magnolia tree. Part of this project is to enhance the landscaping at the intersection which may provide a balance for removal of the tree. 20. Comment: Put the traffic lights elsewhere Pharr Road and Piedmont Avenue. Response While these improvements may improve the traffic congestion in the surrounding area, they are outside of this projects limits and are unfortunately outside of the scope of this project. 21. Comment: You need a left turn lane from Lenox to Wieuca to turn on to Alexander. Response: There is an existing left turn lane from Lenox Road to Phipps Boulevard and a left turn lane on to Alexander Road.
