1 Miller Creek Rd./Las Gallinas Ave Bicycle & Pedestrian Study Public Meeting #1 Summary of Breakout Group Comments Group 1: Miller Creek Rd (Hwy 101 to Las Gallinas Ave.) Ped off ramp/hwy 101 is an issue Bus pads may not get enough use = isolated area, not a good connector in this area Ped/cars and ped/bikes from Hwy 101 toward Las Gallinas = no consistent connectivity Vehicles barely slowing down to turn right onto Marinwood - vehicles do not see peds crossing Cyclists Marinwood/Miller Creek intersection and it is not clear where/if the pathways continues Freeway Jumper congestion issues could return when economy improves SB Hwy 101 off-ramp = vehicles moving/exiting way too fast Consider a Miller Creek/Marinwood Consider bulb-outs to increase pedestrian visibility, retain onstreet parking and a signed bicycle lane (could be least expensive way to fix prob!) The Safe Routes Committee of the Marinwood Association has put together a vision plan for our part of the N/S bike and pedestrian corridor through Marin County. This vision includes elements from various studies, engineering recommendations, and most importantly, the input of area residents. We also see Marinwood as one of the best places in Marin to create a street which could demonstrate some of the best practices in nonmotorized transportation used today. Elements of our vision plan include: A changed exit at Marinwood/101 south to make all vehicles come to a single lane stop sign and then turn right or left on to Miller Creek Road. Single directional colorized bike lanes inside the existing curbs separated from parked and moving cars by a landscape barrier on Miller Creek Road from Marinwood Ave to Las Gallinas Ave. One correction in our street configuration: both sides of the street should read 12 car lane, 8 parallel parking spots, 4 landscape barrier and 7 bike lanes. Roundabouts at the intersections of Marinwood Ave/Miller Creek Road and Las Gallinas Ave/Miller Creek Road. Our first choice would be to use colorized bike lanes continuing through each roundabout. We have included two other intersection options in our drawing which we would also consider for the plan. A center median set on Las Gallinas Ave from Miller Creek Road to Lucas Valley Road with the use of speed tables and crosswalk improvements. Double wide sidewalk on the west side of Miller Creek Road from the crosswalk at Roundtree Way to the parking lot entrance of Miller Creek Middle School. A new student drop off area on Miller Creek Road at the middle school to easy congestion in the school s parking lot before and after school. 6 April 14, 2010 Marin County Board of Supervisors c/o Ms. Carey Lando, Senior Transportation Planner VIA County of Marin 3501 Civic Center Drive San Rafael, CA RE: Miller Creek Road- Las Gallinas Ave. Bicycle and Pedestrian Corridor Study Dear Marin County Board of Supervisors and Ms. Lando: Thank you for the opportunity to provide comments on the Miller Creek Road/ Las Gallinas Avenue Corridor Study ( The Corridor Study ) subsequent to the public workshop on Wednesday March 31, Thank you also for all the effort that the County and the associated staff and consultants have made on the Corridor Study. Transportation Alternatives for Marin s ( TAM s ) detailed comments on the Corridor Study are attached. Unfortunately the recommended Figures that we have for one intersection, Lucas Valley/ Las Gallinas, was not completed in time but we will forward upon completion within a short period of time. TAM agrees with the comments submitted by Kel Harris from Marinwood. In the spirit of eliminating redundancy TAM will defer all comments regarding the subject matter that Kel Harris is reporting with his proposals. Where there may be some concern about some of TAM s recommendations meeting Caltrans and FHWA guidelines, for example the colorized pavement, TAM requests the County and the Corridor Study TAC to provide alternatives for such segments that have innovated bicycle designs by using the experimental programs provided for by Caltrans and FHWA to improve this important corridor to provide safe passage for pedestrians and cyclists as part of Marin s comprehensive integrated transportation system. By using the detailed recommendations TAM has submitted, we believe there can be a future of safe and wide used bicycle and pedestrian access for all user groups. 8 Suggested improvements are as follows: Transportation Alternatives for Marin ( TAM ) Comments on the Miller Creek Road/ Las Gallinas Avenue Corridor Study 1. IJ Path. The IJ multi-use bicycle path to Marinwood Avenue should be widened as much as possible and the modes should be separated with paint, walking and cycling, each direction. A picture of Best Practice-Multi-use path in Minneapolis is included to reference. 2. Marinwood/Miller Creek Roundabout. TAM supports the recommendations for a Roundabout at Miller Creek and Marinwood Avenue as shown in Kel Harris s Marinwood Presentation. Kel Harris is the Chairman of the Safe Routes Committee for the Marinwood Association. 3. TTAP Freeway off Ramp Recommendation. TAM supports the TTAP alternative recommendation for the freeway off ramp with the Roundabout. This alternative is preferred because it would slow traffic down before getting into the Roundabout. TAM recognizes this is Caltrans jurisdiction and that the County has worked on this alternative. The Roundabout presents the best alternatives because it also reduces the width of the huge intersection at Marinwood and Miller Creek Avenue and makes it useable by school children and users of all types. 4. TTAP Alternative Recommendation for the Freeway off Ramp with the Roundabout. There should be three alternatives studied including: a. Roundabout with the bicycle paths on the outside of the Roundabout. b. The bicycle traffic on the interior of the Roundabout, c. And for a non-roundabout section closing the dimensions of the intersection providing safety paths for the pedestrians of each section. 5. A particular attention should be used to getting cyclist safely from the northbound direction on Miller Creek Avenue over to the IJ Bicycle Path. 6. TAM supports Kel Harris s depiction of the single directional bike paths according to Caltrans design guidelines for the section of Miller Creek from Marinwood Avenue to Las Gallinas. This is an excellent opportunity to use this Caltrans standard innovative design practice for safe and separate accommodations for pedestrians and cyclists in this project. 7. The Las Gallinas/Miller Creek intersection is another great intersection for a Roundabout as Kel Harris presents it. 8. TAM agrees with Kel Harris s alternatives for the Las Gallinas section of the pedestrian and bike accommodations. The intersections at Lucas Valley and Las Gallinas are shown on the
9 attachment. [Add the Cal Trans Designs Skipped Stripes]. TAM recommends that the County of Marin follow the observations made by the Federal Scan Tour at FHWA International Scan Tour of putting pedestrians and bicycles first in the planning process for the entire stretch of the project. A copy of the federal reports attached. 9. On the Marinwood 101 overpass the side of the road that has the current sidewalk on the north side of the overpass should be widened so it s a multi-use path under Caltrans Design Guidelines and it allows two-way pedestrian bicycle traffic on that side. 10. There should be an additional pedestrian bike passage through the south side of the Marinwood overpass that allows connection through there or Saint Vincent property to the North South Greenway. Communications have already been established with the property owners for this, there is an initial signal however nothing has been formalized. 11. Access to covered bicycle parking, covered bus pad, pedestrian and bicycle access bicycle parking on each side of the Marinwood overpass.
