3 A LETTER FROM THE PRESIDENT OF RYFA Dear RYFA Family, On behalf of Rockdale Youth Football Association (RYFA) I would like to welcome you and your family to the RYFA Bulldog family! This handbook is designed to answer all of your questions regarding the rule and regulations, which govern RYFA and all its members. We hope this booklet will provide you with a better understanding or our mission and how the association functions. Our youth football and cheerleading program is for children ages We have a Developmental Program which focuses on developing skills and a Division One Program for the more advanced football players and cheerleaders. In addition to our fall tackle football program we also offer a spring flag football program (flag program ages are 4 12). This year our Division One football teams will be a part of the Georgia Youth Football Conference which is made up of some of the best football organizations in the Metro Atlanta area. We are very excited to be a part of this conference not only because of the competition our football players and cheerleaders will face but because this conference is a family orientated conference. When you come to the park on Saturday for your child s game you will want to stay all day to support the rest of the Bulldogs teams. We are always looking for fresh ideas and welcome any parent to apply to join the Board of Directors. Board meetings are open to the public and are held on the second Tuesday of each month (except December no meeting). Bi weekly meetings may be are held during the season, if needed. Should you have a question or concern, please feel free to join us and present them to the Executive Board. Our coaching staff is looking forward to working with your football player or cheerleader to help make them the best they can be as an athlete and as a person. 5 PARENT S/GUARDIAN CODE OF CONDUCT As a player s parent/guardian: 1. I will remember that the children are participating to have fun, and learn character building processes that can benefit them for life, and that the game is for youth, not adults. 2. I will inform the coach of any physical disability or ailment that may affect the safety of my child or the safety of others. 3. I (and my guests) will be a positive role model for the participates, and will not engage in any kind of unsportsmanlike conduct with any official, coach, players, or parent such as booing, and taunting; name calling, refusing to shake hands; or using profane language or gestures even when upset. 4. I, too, will teach my child to play by the rules and to resolve conflicts without resorting to hostility, name calling or violence. 5. I will demand that my child treat other players, coaches, officials and spectators with respect regardless of race, creed, color, sex or ability. 6. I will praise my child for competing fairly and trying hard, and remind my child that doing one's best is most important. 7. I will not ridicule my child or other participants for making a mistake or losing a competition during or after a game. 8. I will promote the emotional and physical well being of the athletes ahead of any personal desire to win. 9. I will respect the officials, coaches, volunteers and other authority including RYFA s Board Members at all times, including during games and I will not question or confront officials, coaches, and other authority at the game field, and will take time to speak with officials, coaches, and other authority at an agreed upon time and place. 10. I will do my part to ensure the sports environment for my child is free from drugs, tobacco, and alcohol and I will refrain from their use at all youth sports events, and being under the influence of these items at all youth sports events. 11. I will refrain from coaching my child or other players during games and practices, unless I am one of the official coaches of the team. 12. I will obey all County laws, RYFA s, and the conference RYFA is a member of rules while at youth sport events; 13. I will do my part to ensure that the park and visiting parks stay clean, by placing my trash in the designated areas and making sure that all visitors to our park do the same 14. I will make every effort to ensure that my child is at every practice and game, and on time; Approved: January 19,

6 15. I agree to volunteer and work the designated time(s) in the concession stand(s), if I m unable to work the time(s) designated, I agree to find someone to work on my behave; 16. I understand if at any point during a game, if any parent, guardian, or guest of the team interrupts the normal flow of the game, they can be subject to disciplinary action that will include, but not limited to the following: Verbal warning by official to head coach, assistant coaches, players, parents, and/or guest of the team both on the field and within the facility. 15 yard unsportsmanlike conduct penalty enforced Forfeiture of game and automatic one game suspension, with written documentation of incident kept on file by RYFA Removal from sports complex, by RYFA Executive Board Member and/or by local law enforcement agency. Season suspension of party involved, with no refund being issued If at any time during the season, as a parent or guardian, an issue arises when you would like to discuss the matter with the RYFA Executive Board, you may do so by contacting the Secretary, so that a special meeting of the an Executive Board maybe called to address the issue(s). 7 PLAYER S CODE OF CONDUCT 1. I will attend all practices and games; 2. I will be coach able and ready to learn and have fun; 3. I will give 100% at all practices and games; 4. I will be a team player and put my team first; 5. I will always display a good and positive attitude; 6. I will demonstrate good sportsmanship; 7. I will obey and listen to my coaches; 8. I will show respect to all adults, coaches, players, teammates and officials at all times; 9. I will not allow myself to display anger, use foul language, obscene gestures, fight, or argue with any coach, opposing player or teammate; 10. I will always come to practice with the proper equipment; 11. I will have respect for all the equipment; 12. And most importantly I will continue to do my best in school while participating in at RYFA. I understand it s an honor and privilege to be a Rockdale Youth football player or cheerleader, and I will work hard and strive to do my best to uphold my team s name, on and off the field. 8 COACH S CODE OF CONDUCT 1. I will place the emotional and physical well being of my players/cheerleaders ahead of a personal desire to win; 2. I will do my best to provide a safe playing situation for my players/cheerleaders; 3. I will provide an environment that is free of drugs, tobacco, and alcohol, and I will refrain from the use of these items at all youth sports events, and being under the influence of these items at all youth events; 4. I will lead by example in demonstrating fair play and sportsmanship to all my players/cheerleaders; 5. I will do my best to organize practices that are fun and challenging for all my players/cheerleaders; 6. I will PROMISE to review and practice the basic first aid principles needed to treat injuries of my players/cheerleaders; 7. I will treat each player/cheerleader as an individual, remembering the differences in the range of emotional and physical development for the same age group; 8. I will be knowledgeable and adhere to the rules of RYFA and the conference RYFA is a member of which I m coaching, and I will teach these rules to my players/cheerleaders; 9. I will demand that my child treat all adults, players, coaches, officials and spectators with respect regardless of race, creed, color, sex or ability; 10. I will teach players/cheerleaders fundamentally sound football/cheer technique, to play/cheer by the rules and to resolve conflicts without resorting to hostility or violence; 11. I will teach players/cheerleaders that doing one's best while emphasizing skill development so that he/she will not feel defeated by the outcome of a game/competition; I will praise players/cheerleaders for competing fairly and trying hard; 12. I agree to adhere to RYFA s developmental program which include but are not limited to standard technique; 13. I agree to monitor and not allow the altering of the uniforms, except allowing the names to be placed on the developmental jerseys; 14. I agree to use the uniforms and decals provide to my team by RYFA; 15. I understand the importance of communication between my coaching staff and my player s/cheerleader s parents/guardians. 16. And, I will remember that I am a RYFA youth sports coach and that the game is for children and youth. 17. I recognize that it is a privilege to coach for RYFA. I further recognize that if I break this Code of Conduct, that my offense shall be reviewed by the Executive Board. If the board finds by a majority vote of the members present that I have broken this Code of Conduct, I shall receive disciplinary action as decided by the Executive Board. 9 Executive Board and Board of Directors Code of Conduct I understand that the goal of Rockdale Youth Football Association is to provide athletics for the youth in the Rockdale County area to build valuable life skills for the player through the game. 1. I will be an advocate for all kids. Therefore I will support all programs that are offered by RYFA, and will work to make improvements as such. 2. I agree to understand and abide by the by laws, rules and policies of RYFA, and will work to make changes to such as needed. 3. I will attend regular monthly board meetings, as provided for in the RYFA by laws. 4. I will know and understand the Code of Conduct for coaches, players and parents. As a board member, I recognize that I represent RYFA, its Board of Directors, staff and all programs. Therefore I will act in accordance to all Codes of Conduct set down by RYFA, and will set an example for others to follow. 5. I will recognize that as a board member, I am a part of a team. I shall always set aside personal differences that I may have with other members, and will strive to work as a team for the benefit of all kids which RYFA serve. 6. I recognize that I hold this position to benefit Rockdale County area youth, and not to serve my own interests, or for self recognition. 7. When making decisions at the board level, I will always ask whether my decision benefits all kids. 8. I will never use my position as a board member for my own personal gain, or for the personal gain of family members or friends. 9. I recognize that it is a privilege to serve on the RYFA Board of Directors. I further recognize that if I break this Code of Conduct, that my offense shall be reviewed by the remainder of the board under an executive session. 10 Exhibit A 2016 R.Y.F.A. FLAG FOOTBALL AND CHEER EXPEREINCE Flag Football and Cheerleading both are fun, exciting, and teach life lessons such as sportsmanship, dedication, discipline and teamwork. The 2016 Executive Board has developed this informative packet to help the parents of RYFA flag football and cheer understand and accept the responsibilities and commitment of our program. REGISTRATION FEE: $ for the season Registration fees are used to fund the following: o o o Flag Football Jerseys Flag Cheerleading uniform Administrative Cost which include but are not limited to Earl O Neal Sports Complex Utilities, Game Officials, Concession Products, Awards for the Champions and runner ups, etc. ***It is mandatory that all parents and/or guardians volunteer 2 hours in the concession stand. Optout fees are available. If you fail to work your assigned shift your football player/cheerleader will have to sit out one game. Items Provided by Rockdale Youth Football Association: Each Player Receives: NFL team identified reversible jerseys Official NFL FLAG football belt and flags Free USA Football player membership Participation Award Accident & Health insurance coverage Each Cheerleader Receives: Uniform Pom Poms Hair bow Participation Award Accident & Health insurance coverage Additional Items to Be Purchased by the Parent(s)/Guardian(s): 1. Football Cleats (not required but recommended) Football 2. White tennis shoes Cheer 3. Individual Team Initiatives I.T.I. RYFA is not responsible for any Individual Team Initiatives, which may include but is not limited to, printing player names on the back of game jerseys, providing participation trophies, or hosting an end of season banquet. All ITI s (Individual Team initiatives) must be paid for by the fund raising efforts of the individual teams. Approved: January 19,

11 PRACTICE INFORMATION: All teams will hold their first practice on March 19, Your child s coach will contact you with the practice schedule. GAMES: Games will start on April 9, 2016 and the final tournament will be on May 14, WEATHER: 1. If rain is an issue during the scheduled practices, contact your head coach. 2. Games may be delayed due to weather conditions. Please be patient and understand that it is the discretion of the referee to cancel or postpone a game. Check the website for weather information. BEHAVIOR: 1. Respect each other! 2. Inappropriate behavior will not be tolerated. After the first warning a parent/coach conference may be scheduled. 3. If behavior problems persist, then a parent may be asked to remain at practices to attend to the child. 4. Disciplinary action will be at the discretion of the coach and the RYFA Vice President of Football operations. Disciplinary actions may include: sitting out all or part of a game. 5. Recurring behavioral problems may result in being cut from the team without refund at the discretion of the coach and the RYFA Vice President of Football. FUNDRAISER: 1. Every player is required to participant in RYFA s fundraiser program. REFUND INFORMATION: If for any reason, your child is unable to participate in Rockdale Youth Football Association's (R.Y.F.A.), football and/or cheer program, you must submit a refund request, in writing to the R.Y.F.A. Director of Registration, no later than March 19, There are no refunds granted, for any reason, after the March 19, 2016 deadline. If you register after March 19, 2016 you automatically waive your rights to a refund of any amount. Verbal withdrawals from R.Y.F.A. are not accepted. If your refund request is accepted, you must return all R.Y.F.A. property, including equipment, uniform(s), raffle tickets, etc., before a refund is granted and a $25.00 administration fee will be deducted from your refund. ***Refunds are issued within two weeks of notice of withdrawal; it is the parent/guardian s responsibility to follow up with the RYFA. Treasurer if a refund check is not received. RYFA is not responsible for lost or misdirected USPS mail, e mail or other forms of communications. ***All dates are subject to change. 12 Flag Football Experience League 4 12 Year Olds 1. Flag football is a non physical approach to the game of football for children ages These teams are structured for learning and development. A mandatory play rule will be in effect and enforced. At change of possession each team must clear its bench of players (i.e., you have 4 players that are not on offense they must be entered on the defensive side of the ball. These players cannot be substituted unless injured). There will be no more than 10 players per team 7 on 7 competition Age groups are: 4 7 and 8 12 (age groups can change depending on the number of participates) 3. The players will be provided with a game jersey and game flags. The flags must be turned in to the coaches after each game. Players will keep their jerseys after the season. 4. These are teams that play within the park and will not travel (exceptions may apply upon approval by RYFA Executive Board). 5. Fighting, any use of profanity, or continued unruly, unsportsmanlike behavior will not be tolerated. A player or coach will be suspended for the very next game, there are no exceptions; or if the infraction is severe, will be removed from the team for the remainder of the playing season with no refunding of funds. The RYFA Executive Board must approve (by majority vote) the removal of a player or a coach from the team. 6. All players will be expected to attend all of the scheduled weekly practices to participate in games. ***** The RYFA Executive Board reserves the right to place a child that does not fit into these classes based on age, weight, or ability. 13 Exhibit B 2016 R.Y.F.A. FOOTBALL PLAYER INFORMATION The RYFA Football program is designed to build character, promote confidence, leadership and discipline in a safe and nurturing environment. The 2016 Executive Board has developed this informative packet to help the parents of RYFA Football understand and accept the responsibilities and commitment of our program. Registration Fee: $ for the season Registration fees are used to fund the following: o Developmental Program Game Jerseys, Pants and Socks (if applicable) o Division One Game Uniform Rental (if applicable) o Helmet decals/stickers o Administrative Cost which include but are not limited to Earl O Neal Sports Complex Utilities, Game Officials, Conference dues, Concession Products, Awards for the Champions and runner ups in the developmental divisions, etc. ***It is mandatory that all parents and/or guardians volunteer 2 hours in the concession stand. If you elect not to volunteer you will be required to pay a $25.00 opt out fee. If you fail to work your assigned shift your football player/cheerleader will have to sit out one game. Items Provided by Rockdale Youth Football Association: 1. Developmental Program Game Uniform (Jersey, Pants, Socks) 2. Division One Uniform (Jersey, Pants, Socks) ***All R.Y.F.A. issued helmet, shoulder pads, and Division One uniforms must be returned at the end of the season. Missing equipment will be subject to a fine and full replacement cost. Additional Items to Be Purchased by the Parent(s)/Guardian(s): 3. Helmet (item can be rented from RYFA) 4. Shoulder Pads (item can be rented from RYFA) 5. (2) Mouthpieces (Color/non clear) 6. Football Cleats 7. Practice Pants 8. Practice Jersey 9. 7 Piece Pad Set (For pants) 10. Optional Padding (Rib Protectors, Neck Rolls, Back Plates, etc.) 11. Individual Team Initiatives Approved: January 19,

14 ***R.Y.F.A. recommends purchasing individual pads that can be transferred between game and practice pants. We do not recommend pads that are stitched into the pants. Important Notification: Mouthpieces must be worn at all times while on the playing field. Children without the proper mouth piece will not be allowed to participate in any practices and games. This is a highly sensitive safety concern. No exceptions are made against player safety. I.T.I. RYFA is not responsible for any Individual Team Initiatives, which may include but is not limited to, printing player names on the back of game jerseys, providing participation trophies, or hosting an end of season banquet. All ITI s (Individual Team initiatives) must be paid for by the fund raising efforts of the individual teams. Equipment Distribution: All players must be accompanied by a Parent/Guardian during equipment distribution to insure proper fitting of their equipment and to confirm receipt of any helmet and shoulder pads rented. Registration fees and equipment rental fees must be paid in full and safety waivers signed before any equipment will be given out. Tentative equipment distribution dates: Dates TBD Equipment Return: All equipment must be returned immediately after the player s last game of the season. Parents/Guardian s are responsible for the successful return of their child s equipment. If equipment is not returned by December 1, 2016 the rental deposit will be forfeited and a fine, including the full replacement cost and any collection efforts will be enforced. ***All dates are subject to change. Practice and Evaluation Information: Evaluations are tentatively set to begin on TBD, 2016 at 6:30 p.m. All players will be evaluated for both Division 1 and Developmental programs. Maximum length of practice is two hours per day, ten hours per week until the start of school.

15 Normal Practice Schedule (after school begins): Freshman (4 6) 6 8 p.m. 2 times a week, including any games scheduled Sophomores (7 8) 6 8 p.m. 3 times a week, including any games scheduled Juniors (9 10) 6 8 p.m. 3 times a week, including any games scheduled Seniors (11 13) 6 8 p.m. 4 times a week, including any games scheduled Division I Bulldogs 6 8 p.m. 4 times a week, including any games scheduled ***Practice schedule is subject to coach availability. TEAM PLACEMENT 1. The Developmental program is for novice/intermediate players. 2. Developmental teams are not allowed to stay together as a returning playing unit. 3. Developmental players are selected via draft process. 4. Special placement requests for all Developmental players are considered for siblings only. 5. Division I players are selected via recruitment process. 6. Being a past Division I player does not guarantee a spot on a Division I team. 7. Division I players are required to be certified by the conference that RYFA is a member of. Upon certification you are accepting all requirements associated with Division I level play. 8. There is no placement consideration for neighbors, friends, carpools, cousins or siblings. 9. All placements are final. If a Division I position is accepted, a player cannot move down to Developmental within the same season. Refunds are not granted for players choosing to leave the Division I program. 10. Division I players must earn their starting position. There is no clear the bench rule at the Division I level. The age groups are determined as follows: PRACTICE Division I (age as of July 1 st ) Developmental (age as of July 1 st ) Team Division Age 6 and Under Freshman 5 & 6 8 and Under Sophomore 7 & 8 10 and Under Junior 9 & and Under Senior 11 & Up Developmental divisions are subject to change based on player head count at each age. 1. All players must attend every practice. Please schedule doctor s appointments, activities, etc. on days and times that do not conflict with practice and games. 2. Excused absences are for the following reasons: contagious illness and a death in the immediate family. 3. Maximum length of practice is two hours per day, ten hours per week until the start of school. After school begins, practice will be no more than two hours per day, six hours per week. This does not include games. 4. Excessive absences will result in disciplinary action determined by the coach. pg. 14

16 5. Please arrive promptly, with all equipment including pads, mouthpiece, and cleats. 6. Players should eat a nutritious snack or light meal 2 hours prior to the start of practice. 7. No jewelry allowed at practices or games. 8. No gum chewing. 9. No cell phones during practice. 10. Injured or ill but, not contagious, players are expected to watch practice from the sidelines. 11. If a player is injured and cannot practice, a physician s note stating the exact injury must be provided. The player cannot resume regular practices or games without a written release form from the physician. 12. Please send water with your player. 13. Players are expected to be PUNCTUAL and remain with the team for the entire scheduled practice time. GAMES 1. All players are expected to attend all of their scheduled football games. 2. The Developmental program has a clear the bench rule where each player must play either a full series on offense or a full series on defense. (Clear the bench rule is not enforceable in the D 1 program.) 3. Players are required to arrive and check in with their coach one (1) hour prior to the start of their game unless otherwise specified by the Head Coach. 4. For the safety of our athletes we recommend that players do not wear jewelry during games or practices. 5. Players need to arrive to each game fully dressed in RYFA uniform and ready to begin pre game practice. 6. All players must remain with their teams on the field and may not walk into the bleachers or to the concession stand during the game. 7. Parents Please enjoy the game from the bleachers only. Parents are not permitted on the field, at anytime unless requested by the coaching staff or referee in the event of an injury. WEATHER 3. If rain is an issue during the scheduled practices, contact your head coach. 4. Games may be delayed due to weather conditions. Please be patient and understand that it is the discretion of the referee to cancel or postpone a game. Check the website for weather information. CAMPS 1. Every player is encouraged, but not required to attend the RYFA Spring Camp and off season workouts. BEHAVIOR 6. Respect each other! 7. Inappropriate behavior will not be tolerated. After the first warning a parent/coach conference may be scheduled. 8. If behavior problems persist, then a parent may be asked to remain at practices to attend to the child. 9. Disciplinary action will be at the discretion of the coach and the RYFA Vice President of Football operations. Disciplinary actions may include: sitting out all or part of a game. 10. Recurring behavioral problems may result in being cut from the team without refund at the discretion of the coach and the RYFA Vice President of Football. pg. 15

18 Exhibit C FOOTBALL PLAYER RULES DIVISION ONE (BULLDOGS 6U 12U) 1. These teams are structured for competition. No mandatory play rules are in effect. 2. All players of age and/or weight for weight restricted teams are required to try out for Division I teams before being selected. Any player chosen to a Division I team will not be allowed to play on a Developmental team. Any player not chosen to a Division I team will be drafted for a developmental team, Once a players has be selected for a Division I team that player will remain with that team for the duration of the season. 3. Division I players will be provided with two game jerseys. There WILL BE ABSOLUTLEY no altering of these items and they all will be returned at the end of the season. 4. The season generally runs from July 15th through Thanksgiving weekend. This includes postseason play if applicable. 5. These are local traveling teams; away games will be played at other sites within the metro Atlanta area. 6. Only players and no more than the 6 coaches listed on the Official Team Roster will be allowed on the sidelines or field at all times (this also includes practices). THERE ARE NO EXCEPTIONS!!! 7. Fighting, any use of profanity, or continued unruly, unsportsmanlike behavior will not be tolerated. A player and coach will be suspended for the very next game, there are no exceptions or if the infraction is severe, will be removed from the team for the remainder of the playing season with no refunding of funds. These players cannot be substituted unless injured) 2. Developmental players will be provided with game jersey. Players will keep their jerseys. 3. These are teams that play within the park and will not travel (exceptions may apply upon approval by RYFA Executive Board). 4. Only players and four (4) coaches listed on the Official Team Roster will be allowed on the sidelines, field, or within the gates during games. Any violation of this rule will result in forfeiture of the game. NO EXCEPTIONS TO THIS RULE!! 5. Fighting, any use of profanity, or continued unruly, unsportsmanlike behavior will not be tolerated. A player or coach will be suspended for the very next game, there are no exceptions; or if the infraction is severe, will be removed from the team for the remainder of the playing season with no refunding of funds. The RYFA Executive Board must approve (by majority vote) the removal of a player or a coach from the team. 6. 20 Exhibit D Rockdale Youth Football Association 2016 Cheer Rules and Regulations The RYFA Cheer program is designed to promote cheerleading to our youth in a safe and nurturing environment. The 2016 Executive Board has developed this informative packet to help the parents of RYFA cheerleaders understand and accept the responsibilities and commitment of this program. Please contact Ashley Edwards at aedwards@rockdaleyouthfootball.com for additional information. REGISTRATION 1. $99.00 for the season. Each cheer participant must pay for a cheer package. Registration fees are used to fund the following: All utilities used at Earl O'Neal Sports Complex Game Officials Conference Dues Concession Administrative Cost Competition Fees Items included in mandatory Cheer Pack to Be Purchased By Parent or Guardian for a cost of $150: Cheerleading Uniform Poms RYFA Cheer Shirt Shorts Cheerleading Shoes Bloomers Socks Hair Ribbons Warm Up Suit Midriff top All items in cheer pack are yours to keep at the end of the season. Cheer Pack must be paid by July 31, ***It is mandatory that all parents and/or guardians volunteer 2 hours in the concession stand. If you elect not to volunteer you will be required to pay a $25.00 opt out fee. If you fail to work your assigned shift your football player/cheerleader will have to sit out one game. I.T.I. RYFA is not responsible for any Individual Team Initiatives, which may include but is not limited to purchasing bags, providing participation trophies, or hosting an end of season banquet. All ITI s (Individual Team initiatives) must be paid for by the fund raising efforts of the individual teams. The Parents are also responsible for the end of season banquet. PLACEMENT pg. 19

21 1. Placement on squads for all cheerleaders will be at the discretion of the RYFA Vice President of Cheer. 2. Placement requests and considerations for all cheerleaders will be assessed for siblings only and made after the football draft has occurred. 3. No placement considerations will be made for either division for neighbors, friends, carpools, cousins or anything other than siblings. 4. All placements are final. If a child chooses to leave the Division I program, no monies will be returned. UNIFORMS 1. All Cheerleaders are required to wear the official RYFA Cheerleading uniform. Uniforms include: shell top, skirt, midriff top, bloomers, no show socks, shoes, bow, poms and body liner when applicable. DIVISION I CHEERLEADING 1. Division I cheerleaders are required to attend all football games for their respective teams. 2. Division I cheerleaders are required to attend the Cheerleading Competition. 3. Division I cheerleaders will practice up to 3 days a week and days will be determined by the coach. COMPETITION 1. Additional practices will be scheduled to prepare for the competition. All scheduled practices are mandatory. 2. Frequent missed practices will result in suspension from the team with no refund. PRACTICE 1. Cheerleaders must attend ALL practices. Schedule doctor s appointments, activities, etc. for days and times that do not conflict with practice. 2. Excused absences are for the following reasons: contagious illness and a death in the immediate family. 3. Maximum length of practice is two hours per day, ten hours per week until the start of school. After school begins, practice will be no more than two hours per day, six hours per week. This does not include games. 4. Excessive absences will result in disciplinary action determined by the coach and Vice President of Cheer. 5. Please arrive promptly, with sunscreen and/or bug spray applied as necessary prior to practice. Cheerleaders should eat a nutritious snack or light meal 2 hours prior to the start of practice. 6. Cheerleaders should wear cheerleading shorts, old cheerleading shoes and a t shirt to every practice. Please, NO DENIM. Midsections must be covered at all times, no crop tops. Hair should be pulled back, away from the face. During the winter months, cheerleaders should wear sweatpants and sweatshirts to and from practice. 7. No jewelry allowed at practices or games. 8. No gum or candy. 9. Cell phones must be silenced and put away during practice. 10. If a cheerleader is injured or ill but not contagious, she is expected to watch practice from the sidelines of the practice field. 11. If a cheerleader is injured and cannot practice, a physician s note stating the exact injury must be provided. The cheerleader cannot resume regular practices or games until she has a written release for the physician. pg. 20

22 12. Please send water with your cheerleader. 13. Cheerleaders are expected to be PUNCTUAL and remain with your team for the entirety of the scheduled practice time. GAMES 1. All cheerleaders are required to attend all of their respective football games. 2. All cheerleaders are required to cheer the entirety of the football game. 3. All cheerleaders are required to wear the RYFA cheerleading uniform described under the uniform section of this document. 4. Cheerleaders are required to arrive and check in with their coach one (1) hour prior to the start of their game. 5. No jewelry will be allowed at any time for the safety of our athletes. 6. No makeup, nail polish or glitter at games. 7. Hair should be fixed in a neat manner and be pulled off face at every game. 8. Cheerleaders need to arrive to each game fully dressed in RYFA uniform and ready to begin pre game practice. 9. All cheerleaders must remain with their squad on the field and may not walk into the bleachers or to the concession stand during the game. 10. Parents Enjoy the game and watch your fabulous girls cheer on your team from the bleachers! WEATHER 1. If rain is an issue during the scheduled practices, contact your squad s Team Mom. 2. Games may be delayed due to weather conditions. Please be patient and understand that it is the discretion of the referee to call a game. If the football players are on the field, the cheerleaders will cheer. BEHAVIOR 1. Respect each other! 2. Inappropriate behavior will not be tolerated. After the first warning a parent/coach conference may be scheduled. 3. If behavior problems persist, then a parent may be asked to remain at practices to attend to the child. 4. Disciplinary action will be at the discretion of the coach and the RYFA Vice President of Cheer. Disciplinary actions may include: sitting out part of a game or the half time performance. 5. Recurring behavioral problems may result in dismissal from the team and is at the discretion of the coach and the RYFA Vice President of Cheer. FUNDRAISER 1. Every cheerleader will be required to participant in a fundraiser or pay an opt out fee. ***All dates are subject to change. 23 Refund Policy Football and Cheerleading Refund information: If for any reason, your child is unable to participate in Rockdale Youth Football Association's (R.Y.F.A.), football and/or cheer program, you must submit a refund request, in writing to the R.Y.F.A. Director of Registration, no later than July 13, There are no refunds granted, for any reason, after the July 13, 2016 deadline. If you register after July 13, 2016 you automatically waive your rights to a refund of any amount. Verbal withdrawals from R.Y.F.A. are not accepted. If your refund request is accepted, you must return all R.Y.F.A. property, including equipment, uniform(s), raffle tickets, etc., before a refund is granted and a $50.00 administration fee will be deducted from your refund. ***Refunds are issued within two weeks of notice of withdrawal; it is the parent/guardian s responsibility to follow up with the R.Y.F.A. Treasurer if a refund check is not received. R.Y.F.A. is not responsible for lost or misdirected USPS mail, e mail or other forms of communication. pg. 22

24 ROCKDALE YOUTH FOOTBALL ASSOCIATION BY LAWS ARTICLE I: NAME SECTION I: This organization shall be known as the Rockdale Youth Football Association (herein referred to as the ''Association'' or ''RYFA''). ARTICLE II: OBJECTIVES SECTION I: The objectives of this association shall be the establishment, development, and promotion of youth football and cheerleading for boys and girls ages 5 through 13**. The league age shall be determined by July 1st of the playing year. **13 will play in the developmental program. SECTION II: This Association shall endeavor to provide a non profit recreational youth football and cheerleading programs in an alcohol and drug free environment. SECTION III: The Association shall place major emphasis on the following: A. Provide boys/girls with an opportunity for development through a football program. B. Provide girls/boys with an opportunity for participation through cheerleading to compliment the football program. C. Teach boys/girls skills and techniques of instructional and competitive football. D. Teach girls the fundamentals of instructional and competitive cheerleading. E. To promote the principles of good sportsmanship and physical fitness. pg. 23

25 ARTICLE III: OFFICERS, ELECTIONS. AND APPOINTMENTS SECTION I: Executive Board This Association will be governed by an elected Executive Board that shall consist of the following positions: President Vice President of Operations Vice President of Park Affairs Secretary Treasurer Vice President of Football Vice President of Cheerleading SECTION II: Board of Directors Remaining board positions will be appointed by the President annually and approved by a majority vote of the Executive Board and May consist of, but is not limited to, the following positions: Division I Football Director Division II Football Director Concession Director Team Mom Director Registration Director Communications Director Equipment Director Fund Raising Director Flag Football Director Safety Coach SECTION III: Elected Officer Terms A. Elected Officers will serve a two year term and will be eligible for re election with no limit as to the number of terms they may serve. B. Elections will be held as follows: pg. 24

26 1. The President, Vice President of Park Affairs, Vice president of Football, and Treasurer will be elected in even numbered years. 2. The Vice president of Operations, Secretary, and Vice president of Cheerleading will be elected in odd numbered years. C. In the event of any resignation or addition of a new position, the President has authority to appoint any member to fill the vacated or added position with a majority approval of the Executive Board. D. In the event the President resigns, the Executive Board will vote between the VP of Park Affairs and VP of Operations to fill the position of President. E. Elected Officers must serve their two year term in their current position before running for other Executive Board position. F. Only one member of a household can serve on the Executive Board at a time. SECTION IV: Committee Selection A nominating committee will be appointed by the President the first week in September for the purpose of selecting the upcoming year's slate of officers. A. This committee will consist of five members. B. This committee shall consider any Senior RYFA member*** that is interested in serving in the office that is up for election. *** Senior RYFA Member is any member that has been a RYFA member for at least two calendar years. C. A slate of candidates consisting of one nominee for each office as approved by the nominating committee will be distributed to the RYFA membership by the fourth Monday in September. Any eligible RYFA member wishing to oppose the nominating committees recommended candidate**** must submit to the Secretary in writing their name and the office in which they are interested no later than the first Monday in October. ****Candidate must be a Senior RYFA member. D. Nominees for President must have at least one year current membership on Executive Board. pg. 25

27 SECTION V: Election of Officers A. Elections will be held the third week in October annually. The Executive Board will set the date at the October Board Meeting. B. The ballot shall consist of the nominating committee's recommendations and anyone whose name was submitted in accordance with and as required in Article II, Section IV, of these By Laws. C. The ballot will be prepared by the nominating committee one week prior to the election. D. The nominating committee will oversee the counting of the ballots cast. E. All current RYFA members are eligible to vote. F. A winner will be declared by obtaining a majority of the votes cast. G. In the event that any elected officer is unable or unwilling to perform in his/her capacity or office, they may be removed from their office by a two thirds majority vote of the Executive Board. ARTICLE IV: MEMBERSHIP SECTION I: Upon payment of the registration fee and the execution of the registration document, the parent(s) or guardian(s) of the RYFA participant becomes a voting member of the Association. All approved Coaches are considered members of the association. Members will have voting rights for the election of the Executive Board Only. SECTION II: Anyone not having a child participating and desiring to become a member of the Association may do so by meeting the following requirement: A. Make application for membership before September 1st of the current year. B. Be approved by a majority vote of the Executive Board. pg. 26

28 SECTION III: Membership may be revoked or disciplinary action taken at any time with no refunding of fees, by the RYFA Executive Board for violation of the RYFA Constitution, By Laws, Parents Code of Conduct or any other action deemed unsuitable. SECTION I: President ARTICLE V: DUTIES OF THE EXECUTIVE BOARD A. Shall preside at all meetings and vote only in the event of a tie. B. Shall have the power of enforcement of all penalties inflicted on the members. C. Shall have the authority to call meeting when he/she deems necessary. D. Shall have the authority to act on all infractions until presented to the Executive Board. E. In the event that any elected or appointed official is unable or unwilling to perform in his/her capacity or office, the President will have the authority to perform the duties of such official until a suitable replacement has been appointed. F. Will have the authority to appoint annually an individual Auditing Committee to review and comment, approve or disapprove of the financial records of the Association. G. Will have the authority to attend any or all committee meetings. H. Will represent RYFA, or appoint a member from the Board, at any meeting or function that concerns the Association, such as the Rockdale County Parks and Recreation Committee meetings, conference meetings, etc. I. Can call for removal of any board member that breaks the Code of Conduct by 2/3 vote of Executive Board. SECTION II: Vice president of Operations A. Will assist the President in every aspect of the overall operation of the Association. pg. 27

29 B. In the absence of the Secretary, he/she shall maintain records and minutes of that meeting or appoint someone to do so. C. Shall be responsible for organizing volunteers to assist in maintaining fields and surrounding areas. D. Shall serve as the Equipment Director if the position of Equipment Director is not filled. SECTION III: Vice president of Park Affairs A. Will assist the President in every aspect of public affairs of the Association. B. Shall be responsible for the planning and implementation of the any Association special events. The primary events are the Opening Day Ceremony, Picture Day, Homecoming and Holiday Parade. C. Shall be responsible for publishing the RYFA Newsletter, updating social media, maintaining the news section on the RYFA website and updating scores on website. D. Shall be responsible for finding the most effective and cost efficient methods to advertise upcoming RYFA events. They are responsible for creating and distribute RYFA advertisement. E. Shall serve as the Registration Director if the position of Registration Director is not filled. SECTION IV: Secretary A. Will record minutes of all meetings, regular or called, and provide a copy of such minutes to the Board members no later than the next scheduled meeting. B. Will have the responsibility to see that all Association records are maintained and are given to the President at the end of each football season. C. Will be responsible for the notification of the membership of any meeting, regular or called, and provide for a meeting place. D. Shall serve as Communications Director if the position of Communications Director is not filled. pg. 28

30 SECTION V: Vice president of Football A. Will serve as Player and Coach Director, and select Division I Head Coaches for approval by the Executive Board. B. Set up coaching and certification clinics as required. C. Appoint directors for various weight groups as needed. D. Shall provide for the scheduling of all games and any changes which may occur including post season and bowl games. SECTION VI: Vice President of Cheerleading A. Will oversee RYFA representatives to Division I and Division II Conference(s) and Intramural Directors. B. Shall provide for instructors and assignment to squads and teams. C. Will coordinate the procurement and issuance of uniforms and any other cheerleading equipment. D. Conduct all business between cheerleaders, parents, instructors, and cheer sponsors as may be required. E. Appoint the cheer sponsors for all squads. Section VI: Treasurer A. Will plan and oversee effective budget, covering all expenses and expenditures of the Association. B. Will establish and maintain the Association's bank accounts. C. Will make a financial report at each meeting and provide copies of same to all Board Members. pg. 29

31 D. Will receive, deposit, and have charge of all moneys paid to the Association and make disbursements as authorized by the Executive Board. E. Will maintain and keep current all Association financial records, including check book records. F. Will make available to the auditor 30 days after the last game of the season all financial records and reports. G. Will prepare a financial statement for the previous calendar year to be reported at the Association's February Board meeting. H. Provide liability insurance coverage for protection of the Association and accident insurance covering the participants. The accident insurance will be secondary coverage only. ARTICLES VI: DUTIES OF THE BOARD OF DIRECTORS Section I: Division I Football Director A. Serve as representative and attend all meetings of the conference that RYFA is a member. B. Communicate to the Board any changes on the rules and regulations. C. Vote at conference meeting on rule changes as directed by RYFA Executive Board, unless the President has appointed another member to perform the voting duties. D. Serve as Assistant Division I Player and Coach Director under the direction of the Vice President of Football. E. Provide a copy of conference by laws, rules, regulations and requirements to all Division I Head Coaches. F. Serve as RYFA Executive Board liaison to all Head Coaches in Division Section II: Division II Football Director G. Serve as representative and attend all meetings of the conference that RYFA is a member. H. Communicate to the Board any changes on the rules and regulations. pg. 30
