7 Meeting Summary 1.0 Introduction The Riverside County Transportation Commission (RCTC) was invited to attend a regularly scheduled Winchester Homeowners Association (HOA) meeting to present a status update on the State Route 79 Realignment Project: Domenigoni Parkway to Gilman Springs Road (Project). 2.0 Location and Attendance The Winchester HOA meeting was held at the Winchester Community Center on Thursday October 6, 2005, at 7:00 p.m. Hideo Sugita/RCTC, Cathy Bechtel/RCTC, Bill Hughes/Bechtel, Rick Simon/CH2M HILL, and Carolyn Washburn/CH2M HILL attended as representatives for RCTC. Juan Perez attended the meeting as the County of Riverside Transportation Department representative. Several meeting attendees requested to be added to the mailing list for the Project. A list of these entities is provided in Attachment A, Persons Who Requested to be Added to the Project Mailing List. As the Project moves forward, the Project mailing list, in addition to the landowner mailing list, will continue to be updated and be used to distribute hard-copy Project materials and notifications via direct mail. 3.0 Meeting Materials The following materials were available to attendees at the meeting: Displays of the previous alignment areas (Western, Central, and Eastern alternatives) considered during the fall 2004 scoping period (Attachment B, SR 79 Alignment Review Areas [April 2004]) A display of the current alignment areas (Western, Mid-Western, and Central alternatives) being considered (Attachment C, SR 79 Updated Alignment Review Areas [August 2005]) A display of the potential interchange locations along the alignments currently being considered (Attachment D, SR 79 Alignments [September 2005]) FINAL WINCHESTER HOMEOWNERS ASSOCIATION MEETING SUMMARY 1 SCO T \WINCHESTERPM\0307 WINCHESTER_HOAMEETING.DOC 03/07
8 Meeting Summary 4.0 Presentation Hideo Sugita, RCTC Deputy Executive Director, gave a presentation that provided meeting attendees with a status update on the Project (Attachment E, Presentation). The purpose of the presentation was to illustrate the changes that have occurred to the alternative alignments being considered for the realigned State Route 79. The presentation began with a graphic defining the Western, Central, and Eastern alignment areas (dated April 2004) identified to the public during the fall 2004 scoping period. This graphic was followed by a second graphic defining the alignment areas currently being considered (dated August 2005). The currently proposed alignments are defined as the Western, Mid-Western, and Central alignment areas. Hideo indicated that the current alignment areas illustrate the removal of the Eastern alignment area from consideration, as well as the addition of the new Mid- Western alignment. The final graphic presented potential access locations to State Route 79 (intersections/ interchanges) along the Western, Mid-Western, and Central alignment areas. After the presentation, both Hideo Sugita and Juan Perez answered questions from attendees. These topics are summarized below in the Group Feedback section. 5.0 General Feedback Generally, feedback received from the meeting attendees indicated the following concerns: Attendees asked where they would be able to access the future roadway (intersections or interchanges). They want to maintain access to their community, especially for businesses. They don t want traffic diverted away from the local businesses. Attendees were interested in the sequencing of local access. This is related to how the Project initially will have intersections that would be converted to interchanges when warranted. Landowners do not want their property to be impacted by the Project; but if they need to be impacted, then they want to be purchased. Attendees were interested in understanding how the Project is being funded. Attendees were concerned by the potential impact to the topography of the hills located between Stowe Road and Florida Avenue, west of California Avenue and east of Winchester Road. 2 FINAL WINCHESTER HOMEOWNERS ASSOCIATION MEETING SUMMARY SCO T \WINCHESTERPM\0307 WINCHESTER_HOAMEETING.DOC 03/07
9 Meeting Summary Attendees were concerned for potential economic impacts of the Project. More specifically, they are concerned that property sales either will not occur or fall out of escrow when this Project is disclosed to a buyer. This is due to the fact that there are such large study areas and a specific alternative has not been selected. Landowners were concerned that the Project will divide the community. Attendees asked technical questions about air quality, noise, and relocation schedules for businesses and residences.
