2 CITY OF SAN CLEMENTE MINUTES OF THE REGULAR GOLF COURSE COMMITTEE MEETING THURSDAY, MARCH 3, 2016, 7:00 P.M. A regular meeting of the Golf Course Committee of the City of San Clemente was called to order on Thursday, March 3, 2016, at 7:00 p.m., at City Hall, Council Chambers, 100 Avenida Presidio, San Clemente, CA ROLL CALL Committee members present: Committee members absent: Staff present: George Gooch, Rick Divel, Parker Steel, Kevin Kellerman, Tim Kiernan, Dick Veale Nick Azzollini Gus Nelson, Golf Course Manager Maile Stivers, Administrative Assistant 2. APPROVAL OF MINUTES A. Approval of Minutes of the Regular Meeting held January 7, 2016 MOTION BY COMMITTEE MEMBER DIVEL, SECOND BY COMMITTEE MEMBER GOOCH, AND CARRIED 6-0, to approve the minutes of the regular meeting held January 7, Committee Member Kiernan noted the sand basket referenced in item 8 of the minutes is on #12 tee box not #4. 3. SPECIAL PRESENTATION A. Golf Course Website Kade Boisseranc, IT Analyst, presented proposed changes to the Golf Course website to integrate it into the City s website and presented possible vanity URLs and other features of the new site. MOTION BY COMMITTEE MEMBER VEALE, SECOND BY VICE CHAIR KIERNAN, AND CARRIED 6-0, to approve integration of the Golf Course website into the City s website as presented. 4. PUBLIC INPUT None.

3 Golf Course Committee Minutes of March 3, 2016 page 2 5. OLD BUSINESS A. Discussion of potential capital projects for FY Discuss practice putting green behind #18 green Committee members discussed the area, potential site challenges, and necessary improvements for the proposed additional practice putting green; and committee members discussed the condition of the existing practice putting green. A 6-0 straw vote was taken to direct staff to further research site conditions to create a practice putting green behind #18 green, and present more detail at a future meeting. 2. Discuss which tee boxes will be reworked in the coming year as recommended by the USGA report Committee members discussed tee boxes that are highest priority for renovation as recommended by the USGA report. Consensus was reached to prioritize tee boxes at #1, #2, #9, #13, and #15. B. Update on 90 degree rule initiative Golf Manager Nelson reported more information is required from the Pro Shop, and an update will be provided via NEW BUSINESS A. Discussion regarding the replacement of trees lost in storms Committee Members discussed recent tree losses on the course, course playability as it relates to trees, budget implications of tree losses, and potential replacement species and locations. Consensus was reached to direct the Greens Subcommittee to review potential locations for added trees on the course. B. Discussion regarding the operating hours of the snack bar Golf Manager Nelson reported the hours for the snack bar are 9am-5pm during winter months and 8:30am-5:30pm during non-winter months, which is rarely interrupted due to staff availability. 7. COMMUNICATIONS Golf Manager Nelson read into the record the following communications from the public: Concern about snack bar closure on Super Bowl Sunday. Concerns about sewer odor in men s restroom in the Golf Clubhouse. 8. ITEMS FROM STAFF

5 AGENDA REPORT SAN CLEMENTE GOLF COMMITTEE Meeting Date: May 5, 2016 Department: Prepared By: Subject: Discussion: Beaches, Parks & Recreation Gus Nelson, Golf Course Manager AGENDA ITEM 6A: GREENS SUB COMMITTEE REPORT See attached report by Dick Veale Subject: Agenda item 4B: Discussion of Content/Placement of Courtesy Signs in Rental Golf Carts Discussion: Subject: Discussion: An idea surfaced to put a sign or decal in each cart with basic local courtesy expectations for the golf patrons. Unfortunately the carts have very little, if any, surface area suitable for such signs and decals. An aftermarket mounting will be necessary to put the desired information in the carts. Typical mountings include drop down placard holders attached to the roof of the cart, or visor panels that span across the front of the cart, immediately below the roof. Cost for both types is roughly $30 each. Agenda item 4C: Discussion Regarding Increasing the Visibility and Effectiveness of the Course Marshal Request from Committee Member to discuss current status of marshalling program and thoughts on improving it. 6 1 SAN CLEMENTE GOLF COURSE TOUR REVIEW Wednesday April 27, 2016 Rick Divel, Gus Nelson, and Dick Veale met at the Muni at 8 AM today to perform the quarterly San Clemente Golf Committee greens sub-committee golf course review. DRIVING RANGE We started with the driving range. There are two palm trees in the process of being planted in the garden area of the driving range. The plan is to have a total of 7 of these palm trees planted along the back of the driving range mats. The range itself looks good except for the two major bare spots where grass simply will not grow. Gus will order and put in 4,000 to 5,000 feet of Bermuda sod sometime in May or June. He has to wait until Bermuda sod is available which begins sometime in May. The cost will be $3, to $4, and will require a lot of soil renovation to have the sod work well. TEES - $20, has been allocated to redoing 6 of the worst unlevel tee areas, with most being the par 3 holes. #1 There is a significant bare spot just in front of the #1 tee, and that area will have sod put in that area in the May/June timeframe. There is an ALIPPO pine tree on the left side of the #1 fairway that is dying. Gus agrees that this particular tree should be replaced. At 150 and 170 yards from the green, the two small trees have not worked out and will have to come out. On the other hand, the Brazilian Pepper trees are doing fine. #2 - Good 1

7 2 #3 There has been so many carts cutting the corner around the driving range fence to the blue tees that a full blown path has been created. This problem will have to be addressed, and either a paved turn around or some type of rope usage will have to be put in to stop this path from getting worse. Two Magnolia trees on the right off the tee have died and will have to come out. Gus feels that the trees do not like the reclaimed water hitting the leaves. The Stone Pines on the left are doing fine. The chips from the trees that were pile in bunches just right of the cart path on #3 have been leveled out by the work crew spreading out the piles. #4 good #5 good #7 In the stand of trees off to the right off the tee and the landing area, one of the EUK trees is not budding as yet. Gus explained that sometimes these trees come through winter and do not put forth foliage in the spring. It is just the way those trees are. #8 The screening with poles a a net along the right boundary of the course down #8 fairway has been replaced. The winds this year had torn the netting, so a whole new set of poles and netting have been put in to protect balls from flying into the businesses on the alleyway. It cost $6, to get that done. In the trap to the left of #8 green there is a pipe sticking out and that is a ventilator for the herring-bone drainage in the bottom of the trap. This will have to be moved about 5 feet out of the trap. Grass is growing much better between the fairway traps on #8. #9 good #10 good #11 good #12 There is an Alippo pine tree about 100 yards short of the green on the left and it is dead. Interesting to look at those 2

8 3 Alipo Pine trees, as you can see when they are dying that they develop a bunch of pine cones just before they die. #13 First of all, the netting to the left of the tee that helps deflect balls going in the homes up the hill is having issues. Tree branches are aggressively growing into the netting. Gus will continue to trip those trees. However, in actuality, the netting does little anymore since the trees have grown up so well there. There are two Euk trees that are showing signs of dying, but there are still an ample number of trees there to hinder balls from going off the course. The cutting of the roots behind the #13 green has helped tremendously with the grass on the green, as it is now getting adequate water. Gus wants to take out the 3 rd tree from the right to help with the sucking out of the water from the green. Interesting to note that one of the Stone Pines to the right as you approach the green has completely died SUDDENLY. It is hard to imagine that of the two trees there that the 2 nd one is the one that has died. It almost looks like sabotage, but if someone did kill the tree why would they not kill the first tree off the tee. Strange. #14 good #15 The planter behind the #15 Blue tees will be worked on in the near future. Gus plans to clean up the planter and plant some plants that enhance the area. Looking at the tee box, you can see that the grass looks good on the tees, but that will not last long, as it is ryegrass. The ASH tree between the blue and white tees is such a good tree that provides shade and a nice feeling for that tee box. One of the posts of the fencing along the cart path has been hit by a cart. Gus will have that pole replaced, as they have extra poles in the maintenance shed. #16 This is a major project that Gus wants to see sometime in the next couple of years. First, he would like to hire a golf course architect to look at possible tee locations different from what we have. It would cost upwards of $20, to have a good golf course architect design what could be done. One potential tee location would be in back of the cart path heading back toward the #15 green, thus making it rather difficult to try and hit the ball down the 3

9 4 canyon. Another tee area could be in the area where there is a cut up tree trunk now sitting in the waste area to the right of the cart path heading to the white tee box. In that case, a lot of the trees and bushes to the left of the cart path would have to be removed. Another thought he had was to take out the trees on the left and replace that tree area with a large retention bunker (sand trap) to catch balls going left. This would open up the hole and provide a magnificent ocean view that we have only partially now. Also, we need to redo the bathroom there and interestingly enough, the sewer line goes north into the waste area. Water comes in from the south but can be extended into the waste area. Thus, we could move the bathroom over into that area. In the meantime, the project of redoing the cart path near the bathroom has been put on hold, as there is not sense putting a band-aid on the whole concept. In any case, the lovely Canary Island Palm trees that grow wild in the canyon will eventually have to be taken out as they grow taller and block tee shots from the existing blue tees or any potential tee area in back of the white tee box. #17 - We need to make that green larger. There are so few viable hole locations on the existing green. The plan is sometime this spring or summer, after aerification, to take out the grass about 5 feet along the back (north) are of the green and extend it out. It would have to be leveled a bit, but there would be an extensive area then that would be suitable for semiflat hole areas. This cut out sod will be used somewhere on the course. They would have to go down about 8 inches and put in sand as a base etc. If you look at the grass on the green, you can see that it is almost 100% bent grass. The Poa Ana does not like the two day watering and bent grass has taken over. #18 The thought is to redo the nursery area behind the #18 blue tees that has been abandoned for the past two years. This area would be used, as it was in the past, for sod growth for patching the golf course where needed. 4

10 5 MAINTENANCE CREW Gus spoke about the maintenance staff. He has hired two new guys but at the same time Carlos has retired, and Carlos was worth two guys. So, basically, Gus has himself and a mechanic and 6 other people on the crew. MISCELLANEOUS Overall, we agreed the course looks good. We have not seen any effects thus far of the GRAY LEAF FUNGUS that has showed up in the past. The fairways are just being completed on their aerification, and the left over plugs will be removed by means of a chain being dragged down the fairways and breaking up the plugs. The golf course looks a little dry, and Gus attributes that to one of the pumps having problems, but now that is fixed as of last night. May 9 and 10 will be an aerification on the greens again with the medium tines. With that, sand will be brought in to topcoat the greens and the leftover sand will be put in traps. Tees will be aerated after the greens are done. Paul Littlepage is doing the landscaping around the clubhouse and is doing a good job with that. Chipping area and wedding chapel areas are looking good. The putting green project is something to be addressed next year. Gus mentioned that this time of the year they are at their busiest with lots of mowing and projects. They will be aerating the roughs later this year and will be fertilizing the whole golf course as well. 5

11 6 Tree maintenance budget is shot. All the big wind storms we had has depleted the budget. Those big EUKs that fell down required a lot of money to have taken out. However, it appears that insurance may pay us back about $5, on the screening on #8 that was caused by winds, and if we get that money, then we will use it on trees. May 6 will be a city employee golf tournament, but he and his crew will not be able to play as they are so busy at this time. The shortage of employees are still a big issue in properly maintaining the golf course. Dick Veale 6

This is a very busy time for us and I will just give you a briefing of some of the things we are doing on the course: We will aerify greens again May 9 th and 10 th, utilizing the regular process Tees will also be aerified that week Fairway aerification has been completed. We will aerify them one more time in June without pulling a plug Fairways and tees will be verticut sometime in May Greens, tees, and fairways will be treated with an insecticide to control grubs in May We will begin the tee re-leveling program in May We will expand #17 green as previously discussed in May We will re-establish a greens nursery in May We will begin the fairway growth regulator and wetting agent program in May Course will be fertilized with a bulk product in May Palm trees have been planted at driving range Bare spots on range will be sodded in May or early June Bare spots in rough will be seeded or sprigged in May and June To assist us with the tasks above we have two new crew members that started mid April. Please welcome Bob Hlavac and Francisco Uribe to the Muni. In other staff news, Carlos Buenrostro has retired after 40+ years and are currently advertising for a new Foreman/Assistant to replace him. Closing date is June 4 th so hopefully we will have a replacement around July 1 st.
